Our study focuses on the differences in wages and employment between French workers with French parents and French workers with at least one African parent, using the Formation Qualification Professionnelle survey (Insee, Paris, 2003). We introduce econometric decompositions, which allow us to reach conclusions when the potentially discriminated group is small. Then, we clarify the impact of discrimination at the hiring level in this context. We find that unexplained parts in the employment decompositions are much larger than in the wage decompositions. This suggests that, in France, labor market discrimination is more frequent at the hiring level than in the compensation process.  相似文献

This study tests the two assumptions underlying popularly held notions that maternal employment negatively affects children because it reduces time spent with parents: (1) that maternal employment reduces children’s time with parents, and (2) that time with parents affects child outcomes. We analyze children’s time-diary data from the Child Development Supplement of the Panel Study of Income Dynamics and use child fixed-effects and IV estimations to account for unobserved heterogeneity. We find that working mothers trade quantity of time for better “quality” of time. On average, maternal work has no effect on time in activities that positively influence children’s development, but it reduces time in types of activities that may be detrimental to children’s development. Stratification by mothers’ education reveals that although all children, regardless of mother’s education, benefit from spending educational and structured time with their mothers, mothers who are high school graduates have the greatest difficulty balancing work and childcare. We find some evidence that fathers compensate for maternal employment by increasing types of activities that can foster child development as well as types of activities that may be detrimental. Overall, we find that the effects of maternal employment are ambiguous because (1) employment does not necessarily reduce children’s time with parents, and (2) not all types of parental time benefit child development.  相似文献

This instructional case study illustrates applications of demographic concepts, data, and techniques in evaluating affirmative action goals for equalizing employment opportunity. Courts of law addressing employment discrimination disputes need an accurate picture of each minority group's proportion in a pool of prospective employees. The demographic and socioeconomic factors conditioning those proportions vary from place to place. In the situation examined here, the court originally used an imperfect population standard to set hiring goals. The case traces the multiple failures to account for those conditioning influences and describes the resulting distortions of legal purpose. In analyzing this failure, students gain experience in clarifying issues in dispute, devising measures to fit legal standards, and delineating qualified labor pools. Specific instructional applications include: using census data to document how local population structure and composition determine each minority group's presence in the workforce; and using administrative data to delineate the relevant labor pools for setting affirmative action goals. Training is broadly suited to assignments where applied demographers must delineate the ethnic and racial composition of a pool of workers eligible to be hired or promoted.  相似文献

This study sheds light on the labour market outcomes of children born to immigrants in the destination country, i.e. second generation immigrants. The study has the advantage of being able to (i) identify several different ethnic backgrounds and (ii) identify the parent composition, i.e. whether one or both parents of the individual are foreign born. The labour market outcomes of second generation immigrants mirror those of first generation immigrants in that we find heterogeneity in labour market outcomes to be associated with ethnic background. Moreover, these outcomes, especially for Southern and non-European backgrounds, are much worse than those for native-born with a Swedish background. Finally, the outcome is more favourable if one parent is born in Sweden compared to having both parents foreign born, especially if the mother is native born.All Correspondence to Dan-Olof Rooth. Historically in the United States, the public sector has served as an equalizing institution through the expansion of job opportunities for minority workers. This study examines whether the public sector continues to serve as an equalizing institution in the aftermath of the Great Recession. Using data from the Current Population Survey, I investigate changes in public sector employment between 2003 and 2013. My results point to a post-recession double disadvantage for black public sector workers: they are concentrated in a shrinking sector of the economy, and they are more likely than white and Hispanic public sector workers to experience job loss. These two trends are a historical break for the public sector labor market. I find that race and ethnicity gaps in public sector employment cannot be explained by differences in education, occupation, or any of the other measurable factors that are typically associated with employment. Among unemployed workers who most recently worked for the public sector, black women are the least likely to transition into private sector employment.  相似文献

The constrict claim that ethnic heterogeneity drives down social trust has been empirically tested across the globe. Meta-analyses suggest that neighbourhood ethnic heterogeneity generally undermines ties within the neighbourhood (such as trust in neighbours), but concurrently has an inconsistent or even positive effect on interethnic ties (such as outgroup trust). While the composition of the living environment thus often seems to matter, when and where remain unclear. We contribute to the literature by: (1) scrutinizing the extent to which ethnic heterogeneity drives down trust in coethnic neighbours, non-coethnic neighbours, unknown neighbours and unknown non-neighbours similarly; (2) comparing effects of heterogeneity aggregated to geographical areas that vary in scale and type of boundary; and (3) assessing whether the impact of heterogeneity of the local area depends on the wider geographic context. We test our hypotheses on the Religion in Dutch Society 2011–2012 dataset, supplemented with uniquely detailed GIS-data of Statistics Netherlands. Our dependent variables are four different so-called wallet-items, which we model through spatial and multilevel regression techniques. We demonstrate that both trust in non-coethnic and coethnic neighbours are lower in heterogeneous environments. Trust in people outside the neighbourhood is not affected by local heterogeneity. Measures of heterogeneity aggregated to relatively large scales, such as, administrative municipalities and egohoods with a 4000 m radius, demonstrate the strongest negative relationships with our trust indicators.  相似文献

Western societies have experienced an increasing flexibilization and deregulation of their labour markets in the last decades. These developments led to an expansion of non-standard work as well as low-paid employment. Nevertheless, there has been little systematic research on flexibilization and low-paid employment in Austria. Against this background, we discuss the growth of low-wages in Austria and analyse which social groups are especially affected by lowpaid work, using data from EU-SILC as well as ECHP for the years 1996–2010. While we find that those with better qualification tend to be better protected against low-pay risks, our results underline that employees in personal services and hospitality industry as well as non-standard workers are increasingly exposed to low-pay risks in the last 15 years.  相似文献

Geodemographics as the “analysis of people by where they live” has origins in urban sociology and social mapping, and is experiencing a renaissance in applied spatial demography. However, some commentators have expressed reservations about the statistical limitations of common geodemographic practices, especially focusing on the potential internal heterogeneity of the geodemographic groupings, as well as the problem of clearly identifying predictor variables that might account for or explain the socioeconomic patterns revealed by geodemographic analyses. In this paper we argue that geodemographic typologies are structured methods for making sense of the spatial and socioeconomic patterns encoded within complex datasets such as national census data. By treating geodemographics as more a framework than a tool for analysis in its own right we are able to integrate it with the flexibility and statistical conventions offered by multilevel modeling. We demonstrate this with a case study of whether pupils from different types of neighborhood in Birmingham, England are more or less likely to attend their nearest state-funded secondary school and how that likelihood varies with the ethnic composition of the neighborhood. In so doing we build on previous research suggesting that ethnic segregation between schools is at least equal to that between neighborhoods in England and speculate in this regard on the consequences of current government plans to extend choice to parents within a schools market.  相似文献

This study aimed to find out how heterogeneous temporary employment is reflected in later labour market attachment. Using data from Finnish Quality of Work Life Surveys in 1990, 1997 and 2003 merged with an 8-year register follow-up, we compared permanent workers with three categories of temporary employees: substitutes, common fixed-term (e.g. project workers), and periphery (seasonal, on-call, temporary agency and employment subsidy) workers. First, we applied sequence analysis to identify the main activities at the end of each follow-up year for all employees with permanent and temporary contracts. On this basis, we formed six typical employment sequence clusters. Second, we performed multinomial logistic regression to find out whether there are statistically significant differences between temporary and permanent employees in terms of how they are divided between the sequence clusters. Four in five permanent employees were in stable employment over the following 8 years, compared to only two in five temporary periphery workers. The corresponding proportion for substitute workers was 70% and for common fixed-term workers 64%. Compared to permanent workers, those in common fixed-term or periphery temporary employment were more likely to become unemployed, whereas substitute workers were not. Our major finding is that periphery employment clearly increases the risk of being edged out of the labour market through retirement, especially on disability pension.  相似文献

We investigate macro-level implications of ethnic/racial intermarriage in one generation on ethnic/racial inequality in the subsequent generation. In our theoretical model, ethnic intermarriage affects ethnic stratification through intergenerational transmissions of socioeconomic status and ethnicity. The effects of ethnic intermarriage depend on the association between ethnic intermarriage and socioeconomic status in the parents’ generation, as well as the association between ethnic (self-)identification and socioeconomic status in the offspring generation. The model suggests that under plausible scenarios, intermarriage may increase socioeconomic gaps across ethnic groups. Thus, the model's predictions temper those of assimilation and melting pot theories, which suggest that ethnic intermarriage unequivocally reduces ethnic inequality.  相似文献

The record-keeping requirements of the Immigration Reform and Control Act(IRCA), and fines for illegal employment, may induce employers to discriminate against foreign-appearing workers. The General Accounting Office (GAO) reported widespread IRCA-related discrimination but did not link reported discriminatory practices to discriminatory employment behavior. We analyze the GAO’s random survey and, controlling for selectivity effects, demonstrate that employers who report discriminatory practices actually employ fewer Hispanics. Although the measured reduction of Hispanic employment due to IRCA is fairly small, this finding parallels research alerting us to adverse consequences of a law that so far has achieved few of its intended effects.  相似文献

This paper shows that hiring discrimination against old workers occurs in imperfect labour markets even if individual productivity does not decrease with age and in the absence of a taste for discrimination. Search and informational frictions generate unemployment, with less productive workers facing higher risks of unemployment. Therefore, the employment status provides a signal for expected productivity. This stigma of unemployment becomes stronger with individual age and reduces the hiring opportunities of older workers. Political measures such as a reduction in dismissal protection can help to restore efficiency.  相似文献

Arabs in Israel are a heterogeneous but largely underprivileged minority with a history of disadvantage in several domains, including education and employment. In this paper, we document changes in their attainment of various educational levels across cohorts born from the mid-1920s to the 1970s. We make comparisons among different Arab religious groups, between men and women, and between Arabs and the majority Jewish populations in Israel. We find that over consecutive birth cohorts, substantial ethnic differences in educational attainment have narrowed at the lower levels of schooling, but have increased at higher levels. Moreover, the results indicate that the disadvantage of Muslim Arabs in terms of entry into and completion of high school can be accounted for only partially by differences in the social status of their parents and characteristics of their neighbourhoods. The findings suggest that long-term historical differences among groups and discriminatory practices towards Arabs are important factors in explanations of disparities in educational attainment.  相似文献

Despite the importance given to employment opportunities as a primary motive for migration, previous studies have paid insufficient attention to the kinds of jobs that are more likely to retain workers in their countries of origin. We use information from a panel survey of Mexican adults to examine how job characteristics affect the risk of international migration. The sampling strategy and overall size of the survey allow us to analyze the effect of employment characteristics on migration from urban areas, which have much greater labor market diversity, and to separate our analysis by gender. We also distinguish migrants according to whether they migrate for work or for other reasons. We find informality to be a significant predictor of international migration. Even after controlling for individual factors including workers’ wages, as well as various household- and community-level predictors, we find that workers employed in the informal sector have significantly higher odds of migrating than their counterparts in the formal sector. The pervasive nature of informality in many developing countries from which a high proportion of international migrants originate may therefore create a constant supply of workers who are predisposed to migrate. Our findings thus have important implications for a proper understanding of the effects of economic development on migration.  相似文献

Poverty levels among all children in the United States have tended to fluctuate in the past 30 years. However, among the children of immigrants, child poverty increased steadily and rapidly from about 12% in 1970 to 33% in the late 1990s before declining to about 21% in 2000. Using 1970, 1980, 1990, and 2000 Public Use Microdata Samples data, we identified key factors that underlie the fluctuations in immigrant child poverty from 1969 to 1999 and the divergence from children of natives. We found that roughly half the absolute increase in immigrant child poverty can be linked to changing conditions in the U.S. economy that make it more difficult to lift a family out of poverty than 30 years ago. These changes occurred disproportionately among children of parents with lower levels of education, employment, and U.S. experience but not among racial/ethnic minorities. Poverty risks among various racial and ethnic groups converged over time. The relative increase in poverty for immigrant versus native children owes largely to the divergence between immigrant and native families in racial/ethnic composition, parental education, and employment.  相似文献

We revisit the question of why fertility behaviors and educational decisions appear to vary systematically across ethnic groups. We assess the possibility that differences in fertility across groups remain even though their socio-economic characteristics are similar. More specifically, we consider that parents’ fertility decisions are affected by the uncertainty concerning the future economic status of their offspring. We assume that this uncertainty varies across groups and is linked to the size of the group one belongs to. We find theoretical support for the minority status hypothesis according to which members of large minorities usually have a higher fertility than those in the majority facing low potential for social mobility while small minorities have lower fertility.  相似文献

A number of empirical studies have shown a positive influence of employment stability on job satisfaction. Employment stability, usually measured by the type of contract an individual has, may affect one’s job satisfaction directly, as well as through its impact on other relative variables, such as job security, since a stable position seems to bring individuals a sense of security. The aim of our research is to investigate the relationships between job security, employment stability and job satisfaction of workers in Poland. In the study, we strive to show how these factors impact knowledge workers and other workers differently. In order to conduct analysis, we propose two logistic models, separate for these two groups, with job satisfaction as a dependent variable and type of contract and three items denoting different dimensions of job insecurity: an insecure source of income, too many duties to cope with and being treated unjustly at the workplace, as independent variables. The robustness of the models has been defended by the introduction of the time dimension. The results show that job insecurity is the most influential factor in the model of job satisfaction for all employees. However, this impact differs depending on the employment arrangements. Flexible workers are much more vulnerable to job insecurities in terms of job satisfaction. Another finding is that the job satisfaction of knowledge workers is more influenced by job security.  相似文献

This paper considers the prospects for successful implementation by governments of guest-worker programs that are based on an intended temporary presence of foreign workers. A means of enforcement of temporary presence is a penalty imposed for overstaying the permissible time period. Employers who are obliged to post bonds for their foreign workers are provided with an incentive to ensure that their workers leave at the end of their contractually specified stay. We consider the consequences of such a bond when foreign workers can leave legal employers for illegal employment. We also investigate the effectiveness of deferred payments to foreign workers as a means of discouraging transition from legal employment to illegal presence. In the final analysis, although the policy intention is a temporary stay, we conclude that if foreign workers do not wish to return home, there is an almost inevitability to the creation of a population of illegal immigrants (whose presence may be subsequently legalized).
