This study seeks to quantify the potential contribution of one of the most disadvantaged groups in Europe, namely Europe’s population of disabled people, to the attainment of the Europe 2020 Strategy targets via the monitoring of a number of indicators, at a time when, given the current economic crisis, the majority of European countries are struggling to attain these goals. The impact of changes in the situation of disabled people is simulated using micro data drawn from the 2009 European Union Statistics on Income and Living Conditions. Our results show that improving the socio-economic situation of the disabled population could be crucial for attaining Europe 2020 targets. However, future policy designs at national level will need to take into account the actual definition of disability that is employed, the heterogeneity of circumstances to be found within such a definition, and the gap between the situation of the disabled and non-disabled populations.  相似文献

The paper outlines some alternative education financing strategies for South Africa that need considering given the growth in enrolments at all educational levels, particularly in the face of the continued recession. It is argued that in the long term, while the eradication of apartheid and the creation of a single education ministry undoubtedly will generate resources that currently are being wasted on a multiplicity of education systems and a bloated bureaucracy, the magnitude of the task facing educationists in terms of student numbers suggests that initiatives other than public sector financing may well be required, A review of policy options being formulated for developing countries is provided. However, the development of such strategies for South Africa must involve a careful consideration of equity implications. One way of addressing the issue of educational inequality is to introduce a redistributive strategy, in which the costs of education are redirected toward the wealthier segments of society. In addition, policy options need to be explored concerning cost recovery, grants and loans and the establishment of an education bank for overall policy coordination.  相似文献

The global garment industry is currently being reshaped in dramatic ways through processes of trade liberalization, delocalization and interfirm and interregional competition. There has been much speculation about the increasing importance of factor (especially labour) costs in fuelling further rounds of de‐localization of garment production towards low‐cost production locations, such as China and India. However, the extent to which these processes mean the end to garment production in higher factor‐cost locations, including those neighbouring the major clothing markets of the USA and the EU, is open to question. In this article we interrogate the interregional shifts in garment sourcing taking place in Europe and its surrounding regions. While factor costs (including labour) are important determinants of the geography of sourcing, a range of other costs (logistical and policy costs) are important in structuring the geographies of global and regional production. Firms in the Slovak Republic are responding to increasing competitive pressures and we assess how trans‐border sourcing, subcontracting and FDI are being integrated into strategies to sustain European production networks. We highlight the emergence of cross‐border production relocation to Ukraine as one specific strategy. We examine the product specificity of these changes and the ways in which they are embedded within already existing production networks, forms of cross‐border contracting and central European trade regimes. In other words, we explore some of the forces that shape the somewhat tentative continuation of garment production for export to EU markets in central Europe despite the ‘spectre of China’.  相似文献

Computable general equilibrium models are widely used for trade policy analyses and recommendations. There is, however, increasing discomfort with the use of these models, especially in Africa. This article demonstrates that the results of several such studies of the impact of trade reforms in Africa differ drastically in terms of both magnitude and direction, failing to take account of key features of African economies. It also outlines potential consequences of the misuse of CGE models for policy evaluation and suggests pitfalls to be avoided.  相似文献

Despite vast empirical documentation of the recent sovereign debt crisis in southern Europe, there is little research accounting for the following stylized facts in a single coherent framework: continuous borrowing, high growth, housing bubbles, and current account deficits since the beginning of the European Monetary Union ending with a sudden crisis and subsequent contagion of crisis. We fill this gap by proposing a model and fitting it to the data. Using a growth model with collateral constraints of small peripheral economies in the institution of a monetary union, we analyze the multilayer moral hazards underlying excessive borrowing. Since housing bubbles can support a constant loan‐to‐value (LTV) ratio lower than LTV limits, peripheral economies can lock into a steady‐state Ponzi growth equilibrium with high growth and current account deficits, but these economies become vulnerable to crises. We identify the “self‐fulfilling crisis region” (SFCR), in which the economy grows fast with a seemingly safe LTV ratio, but with a vulnerability to crises. Moreover, a crisis in one sector propagates to other sectors by endogenously expanding their SFCRs. We derive some policy implications on LTV regulations and market psychology. Finally, our calibration exercise presents how bubbles develop and burst along with contagion across sectors, accounting for the data. (JEL E44, F34, O16)  相似文献

Certain types of laws and institutions shape economic behavior in market economies. In Eastern Europe these general rules and market institutions are often nonexistent, and a major problem is to create market economies while simultaneously building the supporting institutions. We describe the type of institutions inherited from Soviet-style economies and show institutional reforms and macroeconomic policies may have limited effects due to the interdependence and lack of complementary market institutions. Without a "critical mass" of market institutions, the benefits of markets are slow in realization. The advantages of reforming existing but distorted institutions over building new ones is stressed.  相似文献

This article examines the development of migration policy competencies of the European Union (EU) since the 1990s. It pays particular attention to policy framework that developed after the Maastricht and Amsterdam Treaties entered into effect in 1993 and 1999 respectively.
In order to chart these developments, the article focuses on five analytical themes that illustrate key trends in EU migration policy. Reasons for and implications of shift from "pillarization" in the Maastricht Treaty to "communitarization" in the Amsterdam Treaty.
— Blurring of the distinction between external and internal security.
— The role that supranational institutions such as the European Commission are playing (or trying to play) in policy development.
— Debates about migrants' rights in an integrating Europe.
— Links between migration and EU enlargement.
It is argued that far from weakening EU member states or symbolizing some "loss of control", EU cooperation and integration have thus far helped member states consolidate and reassert their ability to regulate international migration through the use of new EU-level institutional venues. This raises legitimacy issues as the EU moves into politically sensitive policy areas.
Although talk of "fortress Europe" is overblown, the EU is likely to face legitimacy challenges on both the "input" (democracy, openness and accountability of decision-making) and "output" (implementation and compliance) elements of decision-making.  相似文献

Abstract

The right to education of children and youth from asylum seeker and refugee families is currently being threatened in Europe. Two factors explain this: the sudden and disorganised arrival of large numbers of asylum seeker families, and the inconsistent integration of those seeking refugee status and those who have gained such status. The actual implementation of the right to education for asylum seekers and refugees is a result of a complex combination of factors related to the asylum seeking process: demographic, psychological, economic, legal and sociological. Asylum seeker and refugee education are impacted significantly by these factors. This paper tries to explore whether EU Member States are coping successfully with such dimensions. We provide information on the current situation in Europe, as well as a summary of the latest policy recommendations aimed at improving the present situation.  相似文献

In recent years there has been a renewed interest among European social workers in providing family support in the growing area of child and adolescent mental health. As the European Union enlarges and embarks on the development of social policy, the opportunity arises to learn from experience in each member country and share knowledge. This paper reflects on the British experience where professional social work practice has attempted to shift from a residual child protection stance, towards a more preventive and supportive mode. This paper examines a range of family support policy and practice interventions with particular reference to models of assessment, methods of support, and measures of effectiveness. The conclusion is that there is in Britain a renaissance in indirect, voluntary, non-governmental family support more usually associated with continental European countries. However, this is on the basis of limited empirical evidence of long term effectiveness, and could, paradoxically, contribute to the retrenchment of professional social work throughout Europe, as enlargement puts economic pressure on countries to cut costs and reduce the scope of professional social work activity.  相似文献

The paper makes an attempt to examine financing of urban services within the broader macro-economic liberalisation and decentralisation context in India. It estimates the resource gap between the present flow of funds and financial requirements for urban civic services on the basis of the existing un-met demand and projected population growth trends. While making a case for appropriate pricing and cost recovery for generating more resources for financing urban services, the paper focuses on the changing attitude towards full-cost recovery, existing practices of pricing and cost recovery of urban services, provides empirical evidence of poor cost recovery from four Indian cities and identifies key institutional, conceptual and managerial issues that need to be addressed. Finally, the paper presents the emerging directions for policy reforms and action for meeting the growing needs for urban infrastructure and services, which includes some measures for fiscal reforms to increase the flow of finances for urban infrastructure and services, strengthening the resource base of local agencies and capacity building of local agencies.  相似文献

The transformation of private savers' funds into business loans through the banking system is weak in Belarus compared with other Eastern European economies. High concentration, governmental interference, an inconsistent regulation, and a difficult business environment characterise the banks' situation. In order to attract more savings, a reform of the deposit insurance system is presently under discussion. This is expected to contribute to economic growth and development. But deposit insurance, especially when established in a weak institutional environment, can unfold multifarious moral-hazard effects. This paper analyses whether the proposed deposit insurance system is likely to improve the present situation and how it could be better adjusted to the country's situation.  相似文献

This article describes the use and prevalence of institutional or residential care of children in Europe. It looks at systems in Western European countries and in countries of Central and Eastern Europe and discusses some of the difficulties in making comparisons across and within Europe. The author takes a wide view of the available literature, government and non-governmental statistics and case studies across the continent of Europe. Taking account of regional and national variations, he describes two broadly different approaches for children and their families and identifies trends in institutional and non-institutional care in the continent of Europe.

In Western Europe there has been a marked reduction in the use of residential care, accompanied by the development of non-institutional family based care and support services. Whilst there are good child-centred reasons for this shift in provision, some countries have gone too far in reducing residential care and are facing a shortfall in suitable foster carers. The financial costs of both residential and family based services remain high at a time of resource restraints. In the countries of Central and Eastern Europe some family based alternatives to institutional care are emerging, usually within the international non-governmental sector. However, children in out-of-home placements throughout the region continue to enter, and remain in, the same kinds of large, isolated and impersonal institutions that existed before the economic and political changes of the late 1980s.

The writer uses his teaching experience in Romania over the past four years to illustrate the development of small-scale social work initiatives in that country and calls for further developments in legislation and policy to support the practice of the emerging profession of social work.  相似文献

This paper investigates whether EU research programmes have led to innovations in European social research. This is based on an assessment of a group of EU‐funded projects on the changing nature of work in Europe. EU‐funded projects have contributed to the creation of a European social space for European researchers, but at the cost of consolidating English as the lingua franca of European social research. Such projects tend to involve heterogeneous research actors and are oriented towards policy issues. To some extent they are therefore representative of a ‘Mode 2’ form of knowledge production. More clearly, they have ensured that social research about Europe is no longer simply comparative research. The new EU Sixth Framework Programme on RTD will undermine many of these achievements through its focus on conventional definitions of ‘excellence’ and the insistence on large‐scale research instruments.  相似文献

Jail diversion programs for people with mental illness are designed to redirect offenders with mental illness into community treatment. Although much has been published about program models and their successes, little detail is available to policy makers and community stakeholders on the resources required to start and implement a jail diversion program and which agencies bear how much of the burden. The current study used data on a model jail diversion program in San Antonio, Texas, to address this research gap. Data on staff costs, client contacts, planning, and implementation were collected for three types of diversion: pre-booking police, post-booking bond, and post-booking docket. An activity-based costing algorithm was developed to which parameter values were applied. The start-up cost for the program was $556,638.69. Pre-booking diversion cost $370 per person; 90% of costs were incurred by community mental health agencies for short-term monitoring and screening (>80% of activities). Post-booking bond and docket diversion cost $238 and $205 per person, respectively; the majority of costs were incurred by the courts for court decisions. Developing a multiple-intercept jail diversion program requires significant up-front investment. The share of costs varies greatly depending on the type of diversion.  相似文献

European Union’s Cohesion Policy aims to foster development and reduce disparities among regions by redistributing more than one-third of the European budget. Given the policy’s importance and complexity, an elaborated monitoring and evaluation system has been established. While attention has been dedicated to evaluating policy impact, the monitoring of inputs (i.e., allocated financial resources) has been limited to the control of financial dimensions (i.e., funds’ absorption rate). As the implementation process entails a sequence of steps, this research explores whether financial proxies alone are adequate to monitor the policy inputs. To test this hypothesis, a system dynamics model is built. Simulations highlight that the absorption rate captures shocks that might occur during the inputs’ expenditure with significant delay. To that end, we elaborate three novel operative monitoring indicators (i.e., funds’ demand, funds’ offer, procedural efficiency), which may overcome the financial indicators’ mono-dimensionality and time lags’ limitations.  相似文献

Across the world, political leaders and policy experts frequently use the labels ‘public’ and ‘private’ to organize social policies. A line seemingly separates public from private efforts, with social policies publicly organized in some countries and privately organized in others. According to this perspective, a public social policy is undertaken by government or deals with a public matter. When a social policy is private, non‐public actors and institutions, like employers, undertake it or it deals with a private matter, like body control. This article examines whether public or private approaches to managing social policies are currently emphasized in European countries. I begin by defining social policy and then provide an overview of the public–private dichotomy in managing social policy. I review predominant typological frameworks of public–private organization of social policies and examine three welfare social policies and three social policies dealing with body control by comparing public–private organization of these six policy areas across 21 European countries. I conclude by discussing the limited diversity of public–private organizations of social policies in Europe.  相似文献

This paper aims to assess the economic development and development policies in the Central and Eastern European (CEE) countries in 1990–2005, from the collapse of the USSR to the enlargement of the European Union. A great number of authors have generally seen the transition as a very positive process. They have concluded that the reform policies focusing on macroeconomic and price stability have been the key to success for CEE economies. A reliable economic environment is, of course, instrumental for longer-term economic success, as exemplified by the prolonged crisis in most of the former Soviet Union. Our analysis of the economic development and competitive advantages in the region, however, leads to the conclusion that the specific approach to transition that the Central and Eastern European countries followed came at a rather high cost. Comparative neglect and weakness of a set of policies crucial for longer-term development, such as science, technology and innovation policies, has led to deterioration in the last decade rather than the strengthening of the competitive advantages of Central and Eastern European economies. Furthermore, we argue that, in most cases, CEE countries have unfortunately overlooked or misjudged a number of development challenges, and have thus implemented policies that have generated growth at the cost of rapidly increasing risks. This is how the financial fragility of several Central and Eastern European countries has recently increased drastically, and the region seems to have virtually arrived at the brink of economic collapse. Since the CEE countries joined the European Union, the CEE governments have gradually moved towards acquiring a more active role in economic development. These policies need, however, to be strengthened considerably and reinforced by macroeconomic policies that curb current excessive dependence on foreign-financed growth.  相似文献
