In spite of end-user programming, for the foreseeable future users and information systems (IS) specialists will build systems together. A better understanding of this partnership (which has a troubled history) will help IS managers and users improve their management skills. This study investigates the relative contributions to project effectiveness of problem-solving competence, the quality of the working relationship, and the quality of the development process. Seventy-five medium-sized projects in 16 organizations were investigated using individual, one hour, structured interviews with the IS project leader and with the primary user. Results suggest that more complex models should be used to study system development. Moreover, problem-solving competence demonstrated a complex effect on project effectiveness.  相似文献

This research is focused on joint ventures that are operated with a shared management governance structure. It is argued that the effectiveness of top management inside such a joint venture will be significantly determined by the nature of relations between the managers transferred from the different parent firms. Within that context, emphasis is placed on relational factors that can have an important bearing on the quality of decision making inside the joint venture. Data is collected from top executives at seventy-five shared management joint ventures and the results suggest several significant linkages. First, a growing sense of ``us' versus ``them' factionalism between managers from different parent companies is associated with a heightened propensity for the use of power in an impersonal and manipulative way. Second, those attitudes and behaviors undermine the openness of communications and information exchanges between the managers. Third, as those attitudes and behaviors intensify they have increasingly dysfunctional consequences for the development and execution of high quality decisions, and management effectiveness deteriorates. Moreover, interdependence between the managers aggravates this phenomenon because it strengthens the link between negative attitudes and dysfunctional behavior. The value that is placed on information by managers, who are the users of information systems, is an important construct in all aspects of systems design, development and evaluation. This study uses a multidimensional attribute approach to assess the value of information and reports on tests of hypotheses related to differences that have been assumed to exist among managers in various functional areas and at various hierarchical levels in a business firm. System development efforts depend to a large degree upon how well information systems (IS) managers, IS specialists, and IS users work together in a project team structure. Yet, these individuals frequently work under different perceptions about matters of importance to development, management, and success. This paper introduces a framework for examining IS specialists' skill requirements from a multiple‐stakeholder perspective. Derived from discrepancy theory, the framework concedes that different stakeholders hold a variable set of expectations for IS personnel skill levels as well as a perception of skills held by IS personnel. We examine differences in expectation and performance expressed by each group and describe the impact of the discrepancy on user satisfaction, career satisfaction of IS specialists, and on job performance evaluations by IS managers. Results confirm that a discrepancy between an IS specialist's expectations of skill and their perceived skill self‐proficiency impacts career satisfaction. Similar relations hold for IS managers and users. Since different stakeholders may hold different perceptions, satisfaction of all parties becomes problematic unless a common frame of reference can be determined.  相似文献

The public sector performance movement has intensified during the past three decades, increasing formalized planning, control and reporting across all OECD countries. Notwithstanding the extant literature on performance management, empirical evidence on how and why performance information is used in day-to-day practice is still rare. Such research is relevant not only to advance theory but also to inform decision makers in designing the conditions that effectively contribute to performance and accountability improvements. We aim to contribute to a better understanding of the effects and determinants of use by considering the characteristics of performance management systems, the characteristics of users and context features. We selected two central government case studies from Italy, a country that has adopted several reforms on performance management since the early 1990s. In order to gain insights from both supply and demand side, for each ministry we interviewed people responsible for the design and functioning of the performance management system and top managers that are supposed to use performance information when taking decisions. Results show the prevalence of passive rather than purposeful use. Motivations and obstacles to the use of performance information are identified, drawing relevant practical and policy implications.  相似文献

This paper reviews equity theory and proposes that perceived inequity in the allocation of management information systems (MIS) resources is likely to influence overall user information satisfaction (UIS). Therefore, in addition to currently identified factors such as quality of information products (QIP), user's knowledge and involvement level (KIL), and EDP staff and services (ESS), equity is also likely to be a relevant factor in determining overall UIS. The paper reports on a cross-sectional survey to obtain data for testing the relevance of equity related issues in the MIS context. Responses from 226 users showed a strong correlation (.67, p > .001) between equity and overall UIS. Further, the addition of equity to the previously identified factors that influence overall UIS (i.e., QIP, KIL, and ESS) significantly increased the explained variance (from .48 to .56). The results support the relevance of equity related issues in determining user attitudes. It is recommended that MIS researchers and professionals take into account the likely influence of equity perceptions on user attitudes and behavior, and strive to develop and implement equitable resource allocation mechanisms. Implications of the findings for future research in the areas of MIS, UIS construct, systems implementation, and management of MIS are also discussed.  相似文献

Line managers may play a central role in the success of occupational health interventions. However, few studies have focussed on the relationship between line managers’ behaviours and the outcomes of occupational health interventions. We examined the influence of both line managers’ attitudes and actions towards an intervention as well as their transformational leadership on the expected outcomes of the intervention (i.e. employee self-rated health and work ability). The intervention consisted of the implementation and use of a web-based system for occupational health management. A sample of 180 employees provided data for the analysis. Self-rated health and work ability were measured at the baseline (Time 1) and follow-up (Time 3), while employee ratings of line managers’ attitudes and actions, and transformational leadership were measured during the intervention process (Time 2). The results revealed that line managers’ attitudes and actions positively predicted changes in both self-rated health and work ability. The influence of transformational leadership was indirect and mediated through line managers’ attitudes and actions towards the intervention. Based on the results, we suggest using process measures that include aspects of both line managers’ attitudes and actions as well as their transformational leadership in future process evaluation.  相似文献

In the operation of planning and control systems we have to utilize information which in many categories possesses errors. It is important, therefore, to be able to assess the impact of inaccurate information on our plans. The author discusses some approaches to this problem when the planning system involves formulae of the management accounting type or models of the operational research variety. Risk assessors and managers face many difficult challenges related to novel cyber systems. Among these challenges are the constantly changing nature of cyber systems caused by technical advances, their distribution across the physical, information, and sociocognitive domains, and the complex network structures often including thousands of nodes. Here, we review probabilistic and risk-based decision-making techniques applied to cyber systems and conclude that existing approaches typically do not address all components of the risk assessment triplet (threat, vulnerability, consequence) and lack the ability to integrate across multiple domains of cyber systems to provide guidance for enhancing cybersecurity. We present a decision-analysis-based approach that quantifies threat, vulnerability, and consequences through a set of criteria designed to assess the overall utility of cybersecurity management alternatives. The proposed framework bridges the gap between risk assessment and risk management, allowing an analyst to ensure a structured and transparent process of selecting risk management alternatives. The use of this technique is illustrated for a hypothetical, but realistic, case study exemplifying the process of evaluating and ranking five cybersecurity enhancement strategies. The approach presented does not necessarily eliminate biases and subjectivity necessary for selecting countermeasures, but provides justifiable methods for selecting risk management actions consistent with stakeholder and decisionmaker values and technical data.  相似文献

This paper investigates the issues for purchasing and supply chain managers in the context of environmentally-sound management.
The discussion begins with an analysis of relevant consumer attitudes, legislation and concepts in environmentally-sound management (life-cycle analysis, waste management, product stewardship, etc.), linking them to supply-chain management practices such as vendor assessment, total quality management, lean supply and collaborative supply strategies. In each case, parallels are drawn between established practice and new imperatives that require innovative solutions from managers.
The paper then explores the results of fresh field research with five major UK companies, identifying the different ways in which the challenges introduced above are being faced, and adding some extra perspectives to the debate already covered. The discussion concludes with a projection of common issues and ideas for areas of supply chain management that might profit from better environmentally-sound approaches.  相似文献

This article is derived from survey data obtained from a structured sample of 450 MBA graduates and is part of a wider programme of research investigating the current state of management development in Britain. The intention is to analyse the determinants of the amount, the methods and the impact of management development systems in UK organizations and to assess these findings in relation to a comparable analysis of HRD managers. Both the amount and the variety of management development methods are greater than has been previously reported and, for the HRD sample, the impact of this activity is broadly positive. While agreeing on the amount, MBA managers are less enthusiastic about the availability and effectiveness of management development they have experienced. Overall, the management development policy choices made by organizations are consistently the most influential in determining outcomes, and the implications for this are discussed.  相似文献

Information, that is both accurate and timely, is probably the most important resource needed by managers to make sound decisions regarding the problems and issues facing their organizations. Unfortunately, sophisticated information systems often fail to meet this need. Managers complain that the data produced by information systems arrive too late, are too general and lack accuracy. Daft and MacIntosh studied the system problems of a number of organizations, discovering that understanding their work activities is critical to the design of successful information systems. The authors also considered the volume of information, preciseness of information and the way in which it is handled by users to develop a model describing information systems. Much of the current knowledge pertaining to information technology (IT) and decision making is based on decades old technologies that revolved around a central computing function and application-specific systems. The purpose of this research is to examine the IT decision-making relationship within the emerging organizational computing (OC) environment permeated by spontaneous utilization of both application-and nonapplication-specific computing and communication technologies. Specifically, this study seeks to explore managers' perceptions of the emerging OC environment as a facilitator of their decision-making activities. To achieve a higher level of clarity than previous works, a two-dimensional research framework is developed with the IT dimension consisting of computing and communication, and the decision-making dimension differentiated between operational and managerial decisions. A survey instrument was constructed that measured the computing and communication dimensions of information technology use and their perceived effects upon operational and managerial decisions. The major findings of the study confirmed that managers recognize the value of general, nonapplication-specific information technologies in decision making, and that this recognition is highly associated with how intensively these information technologies are used. Additionally, it was found that the two dimensions of IT differ in their relationships to decision making, and that IT usage relates to managerial decisions differently than operational decisions. These study findings have significant implication for practice and research, especially in the context of information resource management in which the primary purpose of the IS function is the delivery of general information service to users rather than the development of specific IS applications.  相似文献

The lack of mutual communication and collaboration between academic research and management practice, and the limited implementation of the research findings in strategic and tactical decision-making in practice settings, known as the science-practice ‘gap’, remains an essential issue in management research. We challenge the primary focus on academics for the possibilities of bridging the gap by arguing that the picture remains incomplete without a closer look at the positions, perceptions, and attitudes of practicing managers toward the joint production of relevant management knowledge. Based on the inductive, grounded theory approach, we conducted a qualitative study of 47 practicing managers with different organizational and functional responsibilities across various industry sectors. Although practitioners perceived practice-engaged research design and execution, relevant management research, and benefits from complementary knowledge as enablers of fruitful science-practice collaboration, our emerging findings revealed limited trust, limited cognition, coping strategies, and heuristic information processing to be important barriers for practitioners that hamper the collaboration process. Relying on the cognitive and information processing framework and theory of the conservation of resources, we aimed to explain the antecedent of (un)successful collaboration on the practitioners' side, thus extending our understanding of the scholarship of integration.  相似文献

Information systems that are to support strategic planning must be developed on bases that reflect the unique nature of strategic organizational decisions. This paper presents a systems design methodology which implements five basic criteria for the design of a strategic planning Management Information System (MIS). The methodology uses discriminant analyses of the perceived importance to managers of various categories of strategic information to delineate the most significant information requirements of various managerial groups. These results are augmented with similar analyses based on the personal characteristics of the potential system users in order to implement a design criterion related to the integrated nature of a planning MIS and a ‘teaching’ objective which is posited to be valid and feasible for such a system.  相似文献
