The objective of informing and educating the public about risk issues seems easy to attain in principle, but, in practice, may be difficult to accomplish. This paper attempts to illustrate why this is so. To be effective, risk communicators must recognize and overcome a number of obstacles that have their roots in the limitations of scientific risk assessment and the idiosyncrasies of the human mind. Doing an adequate job of communicating means finding comprehensible ways of presenting complex technical material that is clouded by uncertainty and inherently difficult to understand. The problems may not be insurmountable, however, if designers of risk information programs are sensitive to the difficulties.  相似文献

Risks related to information technology (IT) are becoming a focus of concern in current risk debates. The use of IT is rapidly spreading in the population, as is access to computers in general. The present article reviews the literature on IT use (especially electronic mail and various Internet applications) and the related risks. In addition, the results from a survey about IT use and risk perception, given to a random sample of the Swedish population, are reported. In general, participants were quite positive to IT and were, to some extent, aware of the related risks. However, risks of IT were mostly seen as pertinent to other people, a finding in contrast with other results on perceived technology hazards. The attitude toward the use of IT was strongly related to general attitude toward computers, and less clearly to risk perception. Only a small percentage of the respondents reported having had negative experiences with IT hazards such as Internet addiction, depression, and social isolation. When extrapolated to the general population, however, these small percentages amount to large groups in the population that have been negatively affected by IT use.  相似文献

An unusual questionnaire was used to explore what risks concern laypeople. It asked respondents to list, in their own words, as many risks of personal concern as they could. They then selected the five risks of greatest concern and answered a set of specific questions about each. A coding scheme was developed for categorizing these responses and was shown to have good reliability. The questionnaire was administered to a heterogeneous convenience sample of subjects. They reported a very broad range of risks of concern, which differed in plausible ways as a function of their gender and age. Females and student-age subjects were generally more concerned about the environment, whereas males and older subjects were more likely to mention health and safety risks. Both the extent of the risk-reduction actions that they reported and their expressed willingness to pay for future risk reductions were greater for risk that presented a direct personal threat (e.g., health risks) than for risks that posed a diffuse threat to the environment or to people in general (e.g., pollution). Respondents perceived themselves as bearing primary responsibility for managing threats to their own health, but generally saw government as bearing a heavier responsibility for managing environmental risks (especially for pollutants) and war. The questionnaire instrument and coding structure developed for this work are well-suited to a variety of future research applications. They provide a way to identify the risks that concern lay groups, as well as to track the evolution of those concerns over time.  相似文献

Factors such as hazard type and source credibility have been identified as important in the establishment of effective strategies for risk communication. The elaboration likelihood model was adapted to investigate the potential impact of hazard type, information source, and persuasive content of information on individual engagement in elaborative, or thoughtful, cognitions about risk messages. One hundred sixty respondents were allocated to one of eight experimental groups, and the effects of source credibility, persuasive content of information and hazard type were systematically varied. The impact of the different factors on beliefs about the information and elaborative processing examined. Low credibility was particularly important in reducing risk perceptions, although persuasive content and hazard type were also influential in determining whether elaborative processing occurred.  相似文献

Given the prevalence of uncertainty and variability in estimates of environmental health risks, it is important to know how citizens interpret information representing uncertainty in risk estimates. Ranges of risk estimates from a hypothetical industry source elicited divergent evaluations of risk assessors' honesty and competence among New Jersey residents within one mile of one or more factories. A plurality saw ranges of risk estimates as both honest and competent, but with most judging such ranges as deficient on one or both dimensions. They wanted definitive conclusions about safety, tended to believe the high end of the range was more likely to be an accurate estimate of the risk, and believed that institutions only discuss risks when they are "high." Acknowledgment of scientific, as opposed to self-interested, reasons for uncertainty and disputes among experts was low. Attitude toward local industry seemed associated with, if not a cause of, attitudes about ranges of risk estimates. These reactions by industry neighbors appear to replicate the findings of Johnson and Slovic (1995, 1998), despite the hypothetical producer of risk estimates being industry instead of government. Respondents were older and less educated on average than were the earlier samples, but more diverse. Regression analyses suggested attitude toward industry was a major factor in these reactions, although other explanations (e.g., level of scientific understanding independent of general education) were not tested in this study.  相似文献

This article explores public perceptions of, and attitudes toward, possible health risks from polluted coastal bathing waters in the United Kingdom. Cultural theory is applied in the present analysis, using a mixed methodology of quantitative analysis from interviews and qualitative interpretation of focus group discussions to provide insights into how different cultural solidarities view a number of issues. These include risks to health; attitudes toward regulation; public consultation and information provision; and trust, blame, and accountability applied to different stakeholders in the bathing-water-quality debate. The results show that individuals' standpoints can be represented on a number of dimensions, consistent with cultural theory, including perceptions of power and authority, beliefs in the efficacy of collective action, and acceptance or rejection of incremental change as opposed to radical solutions. The discussion focuses both on methodological and substantive issues related to the use of cultural theory as a research tool, and on policy recommendations arising from this research.  相似文献

Research on risk perception aims to explain how people perceive risks in order to better communicate about them. Most of this research has tended to view people as passive risk perceivers. However, if confronted with an unknown risk, people can also actively seek information. The main purpose of this study was to investigate what kind of risk information people desire when confronted with an unknown risk and how this desire for information relates to the main dimensions underlying risk perception. Nine focus-group interviews were conducted. The main results of the focus groups were backed up by a paper-and-pencil questionnaire that was distributed among a random sample of 500 households in the Netherlands. Overall, people desire information with which they can determine the personal relevance of the risk confronting them. This pattern is similar to appraisal steps described by health behavior models. The focus-group results provide a dynamic picture of the way risk aspects might interact to create a final risk judgment.  相似文献

Assessments of public perceptions of the characteristics of a nuclear power plant accident and affective responses to its likelihood were conducted 5 months before and 1 month after the Chernobyl accident. Analyses of data from 69 residents of southwestern Washington showed significant test-retest correlations for only 10 of 18 variables--accident likelihood, three measures of impact characteristics, three measures of affective reactions, and hazard knowledge by governmental sources. Of these variables, only two had significant changes in mean ratings; frequency of thought and frequency of discussion about a nearby nuclear power plant both increased. While there were significant changes only for two personal consequences (expectations of cancer and genetic effects), both of these decreased. The results of this study indicate that more attention should be given to assessing the stability of risk perceptions over time. Moreover, the data demonstrate that experience with a major accident can actually decrease rather than increase perceptions of threat.  相似文献

A questionnaire with items that had been used in a national survey of the general public was administered to persons attending an American Nuclear Society meeting. The items asked about risks associated with high-level nuclear waste (HLNW), trust in nuclear-waste program managers, costs and benefits of a repository project, and images of a HLNW repository. The results suggest that nuclear industry experts may have very different opinions from the general public about most of these items and their images of a repository indicate a vastly different conceptual framework within which their opinions are formed.  相似文献

Trust in risk information about food related-hazards may be an important determinant of public reactions to risk information. One of the central questions addressed by the risk communication literature is why some individuals and organizations are trusted as sources of risk information and others are not. Industry and government often lack public trust, whereas other sources (for example, consumer organizations, the quality media, medical doctors) are highly trusted. Problematically, previous surveys and questionnaire studies have utilized questions generated by the investigators themselves to assess public perceptions of trust in different sources. Furthermore, no account of the hazard domain was made. In the first study reported here, semistructured interviewing was used to elicit underpinning constructs determining trust and distrust in different sources providing food-related risk information ( n = 35). In the second study, the repertory grid method was used to elicit the terminology that respondents use to distinguish between different potential food-related information sources ( n = 35), the data being submitted to generalised Procrustes analysis. The results of the two studies were combined and validated in survey research ( n = 888) where factor analysis indicated that knowledge in itself does not lead to trust, but that trusted sources are seen to be characterised by multiple positive attributes. Contrary to previous research, complete freedom does not lead to trust—rather sources which possess moderate accountability are seen to be the most trusted.  相似文献

The AC electric and magnetic fields associated with high voltage power lines have become a concern as a possible health risk. In most cases the strength of these fields decreases as the inverse square of the distance from the line. In earlier work, we found that laypeople do not understand how rapidly field strength decreases with distance. Most believe that any high voltage power line they can see is exposing them to strong fields. This paper confirms the earlier finding and explores a number of strategies which might be used in risk communications to correct this misperception. We found it relatively easy to provide subjects with a better understanding of the range-dependency of magnetic field strength. Moreover, the quality of this acquisition was apparently independent of the manner in which they were instructed. Such successful instruction is markedly different from the well-established difficulty of teaching people about many qualitative domains, such as physics or ideas in probability. Clearly, while some erroneous beliefs are highly resistant to change, others can be altered quite readily. We suspect that an important distinction between knowledge about the range-dependency of power-frequency magnetic fields and less tractable topics involves the presence or absence of prior folk-theories or "mental models" of the domain.  相似文献

This article describes how the effectiveness of risk communication is determined by the interaction between emotional and informative elements. An experiment is described that examined the role of negative emotion in communication about CO2 risks. This experiment was based on the elaboration likelihood model and the related heuristic systematic model of attitude formation. The results indicated that inducing fear of CO2 risks leads to systematic processing of information about energy conservation as a risk-reducing strategy. In turn, this results in more favorable attitudes toward energy conservation if strong arguments are provided. Individual differences in concern seem to have similar effects.  相似文献

Risk assessments form the methodological basis for many public policies. A key component of the risk assessment process is the public commentary period. We conducted a case study of the California environmental tobacco smoke risk assessment to describe the contribution of the commentary to the risk assessment process. We used content analysis to examine the sources, quantity, and quality of public commentary, as well as the agency's response to the commentary. We examined the type and quality of publications cited in the commentary. Most of the comments were from critics of the risk assessment (36/44, 80%), especially tobacco industry affiliates (30/36, 83%). Critics were more likely to evoke the science evaluation criteria of study quality, reliability, and validity than were supporters. More than half the critics argued that appropriate procedures were not followed (13/23, 57%). Of the 29 commentaries on the respiratory, carcinogenic, and cardiovascular chapters, four resulted in changes to the risk assessment, such as the addition of new references or reanalysis of data. Journal articles were the most frequently cited type of reference, cited by critics (1,022/1,526 of references, 67%) and supporters (39/60, 65%). However, journal articles submitted by critics had lower impact factors than those cited by supporters (2.6 vs. 3.6, p=0.03). Participation in the public input process was not balanced among all interested parties, although this may reflect different opportunities for stakeholders to participate in stages of the process. Critics and supporters of the risk assessment used different criteria to evaluate the scientific evidence, suggesting that they were socially constructing the evidence to support their positions.  相似文献

This study reports results of an analysis of consumer responses to news reports of grain-product contamination by the pesticide ethylene dibromide (EDB). The results demonstrate that it is possible to quantify market disruption related to the dissemination of risk information. Implications include the need for increased awareness among risk managers that public perceptions, regardless of their objective accuracy, can induce real economic costs. Such costs should be considered in designing regulatory and information policies.  相似文献

Public dissemination of scientific research often focuses on the finding (e.g., nanobombs kill lung cancer) rather than the uncertainty/limitations (e.g., in mice). Adults (n = 880) participated in an experiment where they read a manipulated news report about cancer research (a) that contained either low or high uncertainty (b) that was attributed to the scientists responsible for the research (disclosure condition) or an unaffiliated scientist (dueling condition). Compared to the dueling condition, the disclosure condition triggered less prevention‐focused cancer fatalism and nutritional backlash.  相似文献

This paper presents the results of two risk perception surveys, one taken just before and one just after the accident at Chernobyl in May, 1985. The results show that Chernobyl affected short-term perceptions of nuclear power risks in ways that are predictable and measureable. In this sample, perceived levels of dread of nuclear power increased, perceived knowledge increased, and perceived severity decreased. Overall, the results are informative about how a single event could affect perceived risk characteristics.  相似文献

This study integrates cultural theory of risk into the risk information seeking and processing model in the context of particulate air pollution in South Korea. Specifically, it examines how cultural worldviews (hierarchy, individualism, egalitarianism, and fatalism) influence the way people interpret risk about an environmental risk, which may in turn promote or deter their information seeking and processing about the risk. An online survey (N = 645) showed that egalitarianism was positively associated with perceptions of societal and personal risks, affective responses toward the risk, and informational subjective norms. Perceived societal risk, in particular, mediated the effect of egalitarianism on information insufficiency. Moreover, cultural worldview was a significant moderator of the relationships between information insufficiency and risk information seeking and processing. The positive relationship between information insufficiency and information seeking grew stronger with increasing egalitarianism. In contrast, the negative relationship between information insufficiency and heuristic processing was strengthened with increasing hierarchy. This study extends prior theories and models in risk communication by addressing the roles of cultural worldview, an important individual difference factor in interpreting environmental risks.  相似文献
