The Integration on the Silk Road

Since the Silk Road was originally built to link China and the west in ancient times, it has contributed to the trade as well as the cultural fusion for over two thousand years. In terms of culture, the Silk Road has made a great contribution to the development of different culture in diverse regions along the road. the Silk Road is, not only a channel of exchanging commodities as it was first supposed to be, but a bridge connecting China, middle west Asia, Africa and Europe, for which people will find that the real power hidden behind the Silk Road is opening and communication.

As modern transportation de-veloped rapidly, the Silk Roadbegan to fade from view. Buttwo painters, Geng Yukun andZhao Yixiong, have visited it16 times and have covered allroutes over the past 20 years,reaching as far as Japan in theeast and Turkey in the west.

Abstract

The 'Silk Road' has become fashionable nostalgia, expressing longing for a perceived time when universalism was a norm. Popular Silk Road narratives, in documentaries, websites, feature films, tabletop books, and discourses of diplomacy and tourism, romanticize the ancient trading routes as 'our' lost civilization. The Silk Road image also signifies belonging to the newest trade and political networks across Asia. The regional invocation of the 'Silk Road' to signify belonging to Asia might seem to cancel out any claims to longing for common humanity. But both regionalism and universalism are imaginary processes, and their rich intermingling in itself can be exemplary of Silk Road cosmopolitanism.     

访耶路撒冷老城

2000年5月底,我有幸来到加沙的中国驻巴勒斯坦办事处工作,到任没多久,办事处领导就安排我和刚到任的小王一起参观耶路撒冷老城.那时,新一轮巴以冲突尚未爆发,巴人正乐观地期待着9月巴勒斯坦建国,因此到处是一片和平景象.车子离开加沙,便进入新闻媒体常提到的埃雷兹检查站,在希伯来语里,"埃雷兹"意为国土,同阿语中的"土地"一词相似.检查站的以色列学生士兵为我们办好入境手续后,车子继续向东行驶.

"一带一路"计划集中体现了中国政府进一步扩大对外开放、提高对外开放水平的新理念。21世纪海上丝绸之路是"一带一路"的一个重要组成部分。21世纪海上丝绸之路建设将推动我国沿海城市和港口的发展,而沿海城市和港口的发展又将进一步为21世纪海上丝绸之路的延伸奠定坚实的基础。这一过程是双向的,不仅是一个向海外输出商品、资金、技术、服务标准、管理经验,甚至发展模式的过程,同时也是一个继续向海外学习、吸收、提升自我的过程,它体现的是一种海纳百川、对外开放、相互借鉴、互通有无、相互促进、共同发展的精神和文化。     

Kazakhstan's Nonprofit Sector at a Crossroad on the Great Silk Road

The Republic of Kazakhstan is developing a nonprofit sector, albeit slowly. It still suffers from the experience of 70 years of Communism but is now moving forward with development. This survey reviews the history, evolution, scope, and currency with a focus on the legal underpinnings of the nonprofit sector in Kazakhstan. In addition to discussing the traditions and cultures affecting development, the survey mainly concentrates on the legal and legislative obstacles that discourage rather than encourage more rapid development of the third sector in this Central Asian state.     

The Chinese New Silk Road utopia and its archaeology*

In this article, I address the Chinese project of the New Silk Road and discuss its utopian character. I analyse the origin of meanings and values inscribed in the project. In exploring the relationship between the old and new values associated with the New Silk Road, I point to continuities, but also to modifications and innovations. In conclusion, I claim that the Chinese project is a utopia which offers an alternative to the current global order. However, this Chinese utopia is underpinned by the meanings and values of the West’s utopia.     

Old age pension reform in China's state-owned enterprises

The old-age pension scheme in China's state-owned enterprises (SOEs) is experiencing a difficult transition period; in the past, SOEs were responsible for providing retirees with pension benefits. However, in the 1980s and 1990s, the financial position of SOEs deteriorated, making it difficult for them to honor their social welfare commitments. The background of the current pension crisis is examined, and recent attempts to improve the funding of pensions in China's state-owned sector are reviewed, focusing on the period since the State Council issued its "Decision on the Establishment of Unified Pension Insurance" in 1997. The article concludes with a review of priorities for further reform.

分析了新疆、甘肃、青海、宁夏、重庆、陕西等省市建设丝绸之路经济带的各项举措,并结合西安的实践,提出了西安建设丝绸之路经济带的对策和建议。

"丝绸之路经济带"和"21世纪海上丝绸之路"(简称"一带一路")是新世纪国家重大战略。宁波地处"长江经济带"与大陆沿海东部海岸线的T形交汇处,海向、陆向腹地广阔,是国家确定的42个国家级综合交通枢纽城市、21个全国性物流节点和长三角区域3个物流中心城市之一,在古代即是海上丝绸之路的重要发祥地。宁波要加快依托港口优势,打造港口经济圈,向内连接沿海各港口,并通过江海联运、海铁联运,覆盖经济发达的长江流域,辐射广袤的中西部地区;对外通过联结东南亚和日韩黄金航道,辐射东亚及整个环太平洋地区,形成"一带一路"海陆联运枢纽。

对于广东而言,国家推出"21世纪海上丝路"战略是一个使得岭南文化走向世界的绝佳时机,它意味着与"海上丝路"有关的城市有机会进入新的体系,去担当推动贸易发展、启动文化交流的重任,如何实现这样的宏伟蓝图,必须分步骤循序渐进,从历史入手,以利益互惠为核心,以文化传播为抓手,发挥海上丝路从"纽带"、"平台"到"框架"的不同作用。

一、旧城改造20世纪是世界大城市旧城改造的高峰期。第二次世界大战的结束是旧城改造的第一个契机与转折点,信息数字化浪潮则是旧城改造的第二个契机与转折点。首先考察第一个转折点。第二次世界大战之前,旧城改造已经是迫在眉睫的事情了,只是缺少一个契机把这个耗资巨大的事业启动起来。“二战”在客观上担当了启动者的角色。当今世界最发达的城市恰恰多是被战争毁坏最甚的城市(当然也有一些诸如美国等未直接遭受到战争破坏的国家),如英国的伦敦、法国的巴黎、德国的柏林、匈牙利的布达佩斯、日本的东京以及新加坡、香港等,都遭受到战争毁…     

广州海上丝路与世界文化名城的建设

广州作为国家历史文化名城、千年不衰港市,其兴起、发展与海上丝绸之路的兴盛历史有不解之缘。海上丝绸之路不仅深刻影响到广州商都形态、用地扩张方向和文化景观,更造就了广州文化的特质和风格。认识这两者的关系,对广州世界文化名城建设和发展有重要意义。     

广州海上丝绸之路文物与文化史迹展示的现状与思考

广州是海上丝绸之路的重要发祥地之一,具有两千多年的对外贸易交往史,被称为"永不闭关的贸易口岸"。海上丝绸之路是广州极为重要的文化名片。市委市政府在文化建设中注意保护相关的文物古迹和史迹遗存。目前,广州地区的博物馆对海上丝绸之路文物精品的展示十分重视,除了常设陈列的部分外,还举办了一系列相关的临时陈列。广州海事博物馆、十三行博物馆、华侨博物馆也在建设之中。文化古迹大部分已向公众开放,水上的展示也在探索之中。但是广州还有更深的潜力可挖,应主要从统一管理和对外宣传、增加休闲因素、增加"水"元素等方面来考虑。
