This paper extends the empirical literature of Malaysia's outward FDI (OFDI) by considering the impact of foreign market size and home international reserves using multivariate cointegration and error-correction modeling techniques. The empirical results reveal that there is a positive long-run relationship between Malaysia's OFDI and its key determinants, viz. foreign market size, real effective exchange rate, international reserves and trade openness. The main findings suggest that apart from the market-seeking incentive and the adoption of outward-oriented policies, the Malaysian government could also encourage OFDI by implementing liberal policy on capital outflows. On the basis of these findings, we draw some policy implications for the country's economic development and the internationalization of Malaysian firms in the era of globalization. 相似文献

This article reports on a comparative study that examined the political participation of social workers in KwaZulu-Natal province in South Africa, the state of New South Wales (excluding the Hunter region) in Australia, and New Zealand. Each of these contexts had roughly the same number of social workers, that is, approximately 1,200. It was found that social workers in New Zealand tended to be more politically active than their counterparts in New South Wales and KwaZulu-Natal, and the reasons for this are examined. In the process, New Zealand is presented as a case study of the way in which social work has responded to its political context. Finally, conclusions are drawn as to the engagement of social workers in the policy cycle and of the need for them to become more active politically. 相似文献

This article is based on face‐to‐face and focus group interviews with 72 people who have experienced ongoing difficulties integrating into Canadian labour markets, and who had completed a labour market training programme. Participants were representative of at least one (and often several) categories that inhibited labour market integration: low socio‐economic status, Aboriginal status, single parenthood, criminal justice history and being disabled. The major finding: respondents associated life skills rather than labour‐market skills with success in overcoming personal barriers to securing and maintaining employment. Life skills involved developing life meaning and interpersonal skills related to personal cognition and behaviours. Valued cognitions identified by participants were gaining a new perspective on life and realising that the past impacts the present. Valued behaviours identified by participants included actions associated with understanding personal characteristics and motivations, and building positive social support and social capital. These insights provide theoretically rich considerations for labour market training programmes and could considerably influence labour market policies and practices, particularly since most training programmes and policies are geared toward human capital (i.e. labour‐market skills) accumulation. 相似文献

This study provides a detailed analysis of the impact of financial sanctions on publicly traded companies. We consider the effect of imposing and lifting sanctions on the target country’s traded equities and examine the differences in the reaction of politically connected firms and those without such connections. The paper focuses on Iran due to (1) its sizable financial markets, (2) imposition of sanctions of varying severity and duration on private and state-owned companies, (3) the significant presence of politically connected firms in the stock market, and (4) the unique event of the 2015 nuclear deal, resulting in fairly rapid lifting of a sizable portion of imposed sanctions. We find that sanctions affect politically connected firms more than ordinary firms, have lasting negative effects on profitability ratios, and that politically connected firms stock prices bounce back more slowly after removal of sanctions. Firms targeted by financial sanctions decrease their leverage and increase their cash holding to manage their perceived increase in risk profile. 相似文献

Non‐governmental organizations (NGOs) and the government of Nepal have made some effort to reduce poverty in Nepal by creating women's affiliation groups, some of which are micro‐credit organizations. Using capabilities as defined by Amartya Sen (Development as freedom, Oxford University Press, New Delhi, 2000), which includes employment opportunities, women's ownership in productive resources such as land and/or homes, educational opportunities, and women's participation in decision‐making in the family, this study evaluated the extent to which women's ethnic group or caste affiliation affected a woman's likelihood of being empowered by participation in these groups. We analyzed a sample of 8,973 women which was taken from the 2011 Nepal Demographic and Health Survey. Previous research has demonstrated that participation in gender‐based groups is correlated with higher economic status. This study adds to the literature on women's affiliation groups by investigating the impact of structural factors, such as caste and ethnicity, on women's self‐help group participation (women's groups and credit groups). 相似文献

Exploiting administrative records of the Spanish Public Employment Services for the period 2010–2012, we analyse the influence of participation in training and job search assistance programmes on the employment probability of the long-term unemployed. Using the coarsened exact matching method, we find that participation in both programmes exerts a positive influence on the employability of jobseekers, but participation in training seems to be more effective, especially as regards the likelihood of getting jobs of a certain quality. The treatment effect is higher for the long-term unemployed, thus suggesting the convenience of their participation in these active measures. 相似文献

We test the hypothesis that policy interventions in crisis periods are less effective when markets are integrated, drawing on China and Russia’s experience during the global financial crisis. We conduct an event study to examine the response of stock market returns and volatility to intervention efforts using DCC-GARCH and Markov Regime Switching Models. We then estimate the extent of integration of China and Russia with the US market and assess its impact on policy interventions’ effectiveness based on a regression framework. We find that interventions were effective in China but failed in Russia, where greater global links were evident. Our findings provide important policy lessons to address the impact of the current COVID-19 pandemic, given the increasing global market linkages. 相似文献

Financial access is an important indicator of economic participation and is particularly relevant to asset building among vulnerable individuals in transitional stages of their lives. Drawing on data from a survey of disabled youth (ages 16–25) in Beijing, this study examines determinants of the target group's financial access. It focuses on a range of individual, household and institutional factors that affect breadth and depth of financial access. Quantitative results complemented by field interviews demonstrate a gap between financial access breadth, measured by account holding, and access depth, measured by regular banking activity. Although individual characteristics, especially disability types and severity, have significant effects on the chances that a youth holds an account, household and financial institution factors show stronger effects on regular banking activity than do individual variables. Finally, this article discusses the implications of the study for economic participation and financial capability among youth with disabilities in China. 相似文献

This article contributes to recent research that seeks to understand the political consequences of ‘outsider’ labour market status. There is an emerging consensus that labour market outsiders have systematically different policy preferences and display systematically different political behaviour to securely employed ‘insiders’ in Europe. Yet the political consequences of outsider status in the USA are less clear. They may be expected to differ from those that have been documented in the European context, because: (1) the USA is characterized by low employment protection of insiders; and (2) there is evidence that Americans are more reluctant than Europeans to hold governments responsible for personal economic hardship. We therefore use the General Social Survey to examine how outsider labour market status is related to voting behaviour and to social policy preferences in the USA. We find that the concept of ‘labour market outsider’ – as conventionally operationalized – holds little explanatory power in the American context. Disaggregating the outsider category, our results suggest that the political consequences of outsider labour market status may be contingent on individual beliefs about government responsibility. 相似文献

Over the past two decades, child protection authorities internationally have begun to implement models of family participation in child protection decision‐making. Debate exists about the extent to which these models promote family involvement in decision‐making. While a significant body of research on family and professional experience and perceptions of models of family participation in decision‐making has emerged, there has been little observational research of these approaches. In this paper, we report on observational data from 11 family group meetings (FGMs) in a child protection context in Queensland, Australia. Under Queensland child protection law, these meetings are referred to as an inclusive process for child protection decision‐making and planning. We draw on observational data to analyse how family inclusion in child protection decision‐making is facilitated, or limited, by the FGM process. We consider tensions in the realization of a participatory ethos in child protection services systems and discuss what practitioners can practically do to enhance family participation in child protection decision‐making. 相似文献

This article examines a sample of employer programmes in sub‐Saharan Africa that supplement government efforts to prevent and treat human immunodeficiency virus (HIV). Some of these programmes provide workers with in‐house education, voluntary HIV testing and antiretroviral treatment. Others rely on new forms of employment‐based group health insurance that include an HIV treatment package. In addition, some enterprises use the workplace as a platform for launching efforts into neighbouring communities to reach spouses, children, sex workers, secondary school students and others. Early evidence suggests that employer programmes maintain the health of large fractions of workers living with HIV who are served by them. They further enable enterprises to avoid productivity losses and turnover costs associated with HIV. At the same time, they take pressure off government agencies that face demands for treatment far exceeding their capacity. The article identifies features of successful employer programmes including “elite appeal”, which mobilizes community leaders and role models to deconstruct stigma, change perceptions and call for behavioural change; and “collateral linkage”, which extends the reach of HIV workplace programmes by linking them to related community concerns: e.g. alcohol abuse, malaria and domestic violence. Looking forward, the potential for expanding employer programmes as well as the restrictions associated with the limited scale of formal‐sector employment within sub‐Saharan African economies is assessed. Actions by which governments, employer associations, trade unions and international organizations can encourage further development of such programmes and extend their reach are suggested. 相似文献

Child protection social work in Ireland has been expanding at a significant pace over the past decade, particularly since the implementation of the 1991 Child Care Act and the emergence of a number of child abuse 'scandals' since the early 1990s. One health board area in Ireland, itself subject to one of the most controversial child abuse inquiries, commissioned a research study into the nature of child protection practices in the area. The aim of the research was to evaluate the overall child protection system and to consider what impact, if any, new practice guidelines and procedures, implemented in the aftermath of the inquiry, had made on the service. This paper considers some of the key findings from the research and considers these in the context of the overall Irish child protection system. Three particular aspects of the research are focused on: the use of procedures and guidelines, the nature of interagency cooperation and the position of social workers within this, and the overall nature and direction of the child care system. 相似文献

ABSTRACTSocial work educators are exploring the benefits of mindfulness training for social work pedagogy. The authors evaluate the outcomes of a mindfulness program for MSW students. The authors assessed changes in mindfulness, self-compassion, affect, mood, and impairment due to emotional distress before and after the program, and at 4-month follow-up. The authors examine how the group process may facilitate the development of mindfulness and consider how mindfulness practices can support group development and student learning. Results demonstrate that mindfulness training supports student self-regulation and well-being and suggest that the active ingredients of the group process may play a role in mindfulness training outcomes. 相似文献

Over the last decade great attention has been paid to food safety/quality control due to the increases of food especially pesticide residues related diseases in China. Firms of Chinese vegetable industry have adopted a number of standards that can enhance safety of products. This study uses binomial and ordinal Logistic Regression Models to identify the determinants that influence the adoption behavior and adoption magnitude of food safety/quality standards in Chinese vegetable processing sector. The findings indicate that adoption behavior and adoption intensity are very closely linked to firm's characteristics such as firm size, expected premium, export market, brand name, e-commerce, training frequency and traceability. Moreover, the results suggest that the significance and magnitude of the coefficients associated with the independent variables differ between binomial and ordered logistic models. The results provide policy implications for food safety regulation and promote adoption of standards in Chinese vegetable processing sector. 相似文献

This article explores of the role of policy transfer in facilitating the rise and consolidation of the ‘Reform and Open Door Policy' in China. It builds upon the seminal Dolowitz and Marsh [Dolowitz, D., and D. Marsh. 1996. “Who Learns What From Whom: A Review of the Policy Transfer Literature.” Political Studies 44: 343–357; Dolowitz, D., and D. Marsh. 2000. “Learning from Abroad: The Role of Policy Transfer in Contemporary Policy-Making.” Governance 13 (1): 5–23] framework to provide an examination of processes of administrative policy transfer which it argues are broadly indicative of the dynamics of change underpinning the incremental process of reform. It is observed that the reforms under study have not been characterized by rational policy design underpinned by evidence-based policy-making in which issues of cultural assimilation were emphasized. Rather, the implementation process itself has been used to affect processes of adaptation. Policy transfer in China can best be described as learning by doing. 相似文献

The main financial markets in the Iranian Economy include the stock exchange, foreign exchange, oil, and gold markets. The sharp fluctuations in these markets, especially those caused by the severe sanctions imposed on Iran in May 2018, and the pandemic outbreak of Covid-19 have led to more confusion and uncertainty among investors. One of the effective approaches to examine such unstable conditions is to study the co-movement(s) between markets to identify the leading variable(s). Thus, in the present study, Wavelet Coherence Analysis was applied to examine the co-movements between markets in a time period from September 2014 to June 2020, as an intense period of uncertainty in Iran. In other words, in this study, the markets were investigated in different sub-periods. Also, the Segmented Regression was performed to estimate the impact of sanctions and the Covid-19 pandemic on the co-movements of financial markets in Iran.The results showed that the oil price had a low co-movement with the other three markets, i.e. stock exchange, exchange rate, and gold markets. Thus, the oil market can be a suitable alternative for risk aversion investors. Meanwhile, the oil market could also act as a source of finance for the government during the sanctions period. That possibly explains the recent decision by the Iranian government to use the oil market to finance its budget deficit. Between the exchange rate and gold price, the gold price was identified as the leading variable. While the exchange rate and gold price did not show a significant co-movement in stable conditions, they did show a significant co-movement in unstable conditions, as in times of sanctions or during a global pandemic and thus influenced the investors’ portfolio risk. This result is important from a policy-making perspective. Based on this result, the policymakers can, especially during crises and unstable conditions, control the gold market and make it more stable by managing the foreign exchange market. 相似文献

This study addresses the relationship between children's participation and the protection and provision offered to them by social services in Sweden. It applies a theoretical framework for analysing child welfare that is anchored in the United Nations Convention on the Rights of the Child. How child participation may affect child protection and provision is examined empirically using case documentation from 2 municipalities. The main finding is that when children are not given voice or opportunity to influence the framing of what “the problem” is, the design of protection and care tends to be poorly matched to the actual problems documented in the child investigation and vice versa; when children can influence framing, this is associated with well‐matched protection and care. This suggests that traditional child welfare ethos, to the effect that protection should be of such overriding concern that children even should be protected from participation, is misguided. The study further illustrates the intrinsic problems with the family orientation of Swedish social services and its reliance on partnership with parents, which makes it difficult to live up to the Convention on the Rights of the Child. Incorporating child participation into existing service models can transform Swedish social services to an augmented child‐focused system that by ensuring participation also promotes protection and provision. 相似文献

Recent criticism of representative liberal democracy has spurred democratic experiments involving citizen consultations in deliberative forums. However, more research is needed in order to understand the conditions necessary to make them work. The aim of this paper is to help mitigate this deficiency and at the same time contribute to an informed reflection over the specific conditions for deliberative democracy in Korea. The study focuses on a unique deliberative process organized in order to establish a Charter of Human Rights for Seoul Citizens. Several lessons from this democratic experiment are discussed. While the process worked surprisingly well, its legitimacy was questioned because of controversies over the representativeness of participants and the involvement of external stakeholders. Although a complete consensus was not reached, initially disrespectful attitudes changed within the process to a situation where diverging positions were better acknowledged. How ideas of deliberation can be implemented in real-world public policy-making is discussed based on these findings. 相似文献

This article examines the policy transfer from the United Nations (UN) to the Association of Southeast Asian Nations (ASEAN) in the case of trafficking in persons (TIP). It presents pioneering empirical research that analyzes the processes and mechanisms of policy transfer between the UN and a regional organization. Institutional collective action and regime complex theories in international relations are used to complement the existing state-centric policy transfer framework. We argue that the UN-ASEAN policy transfer in TIP is characterized by a two-step process, starting with transfer from the UN to the ASEAN member states, followed by synthesis at the regional level. The consensus-based decision-making approach in ASEAN restricts transfer outcomes to a common low base of national preferences, which is the lowest common denominator. The ability of stakeholders in the TIP field to steer lesson drawing, emulation and coercive transfer at both the national and regional levels allows them to influence the lowest common denominator. At the same time, policy transfer to ASEAN is shaped by “forum-shopping” by the ASEAN member states and other stakeholders within the TIP regime complex, based on the comparative advantage between ASEAN and other cooperation mechanisms in solving TIP-related issues. 相似文献

Parenting programmes are widely used in the UK, promoted in policy documents as a cost‐effective way for children's services to address behaviour problems and thereby the longer‐term costs associated with conduct disorders, particularly antisocial behaviour and criminality. To explore whether these programmes are a cost‐effective component of family intervention, this paper examines evidence from cost‐effectiveness studies based on randomized controlled trials, modelling studies estimating longer‐term costs and outcomes, and studies estimating costs of UK parenting programmes, including evidence from routine practice. Findings indicate that parenting programmes have the potential to be cost‐saving in the long term; however, gaps in the evidence include: lack of follow‐up of families who drop out of programmes, absence of control groups in longer‐term follow‐ups, and little information about costs and effects of programmes in routine practice. The size of savings resulting from implementation of effective parenting programmes will depend on the extent to which families likely to be most costly to society attend and experience lasting benefit. 相似文献
