Animals are increasingly acknowledged as historical agents. There are calls for more critical approaches that explore how this agency—often shared with humans—is embedded within wider relations of power. This paper responds by employing Critical Theory, particularly the ideas of Jurgen Habermas, to explore how interspecies agency is shaped and constrained by its broader socioeconomic context. Empirical illustrations are drawn from the experiences of Dales ponies and people in the early twentieth century, who found themselves navigating the growing commodification of their shared lifeworld. The findings suggest the outcome of this process of “colonisation” was not inevitable. Rather, just as the demise of the ponies seemed unstoppable, their shared communicative relations re-emerged powerfully during the harsh winter of 1947. The paper asks what this means for our understanding of the apparently irrevocable decline of horsepower and how we might better understand horses’ own experiences of such events and processes.  相似文献

ABSTRACT

There is an increasing consensus that, across the globe, austerity policies have often relegated fiscal pressures from the state to the urban scale. These are sometimes discussed under the label ‘austerity urbanism’. This article explores urban authoritarian neoliberalism through an examination of spatial and scalar manifestations of neoliberal restructuring. It asks how austerity urbanism’s rescaling takes effect in spatially variegated ways in the intermediate city of Oaxaca in Southern Mexico. I argue that Oaxaca’s austerity programmes and its rescaling of security provision are two intertwined, rather than parallel, processes. The paper builds on and aims to advance the authoritarian neoliberalism literature by linking it to literatures on the postcolonial Latin American state and urban studies. The article makes two contributions: first, it identifies and carves out multi-scalar aspects of authoritarian neoliberalism (by speaking to the urban realm); second, it contributes to the authoritarian neoliberalism literature on the ‘South’. Hence, the aim is to reveal the multi-scalar aspects of authoritarian neoliberalism and to illustrate its explanatory power in the global South.  相似文献

Despite recent interest in political ethnography, most of the reflection has been on the ethnographic aspect of the enterprise with much less emphasis on the question implicit in the first word of the couplet: What is actually political about political ethnography and how much should ethnographers pre-define it? The question is complicated because a central component of the definition of what is political is actually the struggle to define its jurisdiction and how it gets distinguished from what it is not. In this article we aim to show how ethnography can actually lead us out of this conundrum in which the political is paradoxically both predefined and, at the same time, the open question that leads the process of inquiry. We do so by advancing a formal and relational approach that provides us with procedural tools to define the nature and specificity of the political bond not ex ante, but rather during the process of research itself. In the first part of the article we historicize the development of political ethnography as a distinct avenue for inquiry and show what have been the challenges to its normalization. This is followed by the article’s main section, which focuses on the four ways in which what is political has been conceptualized in contemporary socio-ethnographical literature. In the conclusion of the article, we advance a lowest common denominator definition proposal, with examples from other scholars as well as from our own research to illustrate how this approach would work.  相似文献

This article addresses debates in the ‘post-Occupy movement’ over the resistant potential of prefigurative politics, and asks how prefiguration can be conceptualized as resistance in relation to activists’ understanding of politics, power and social change. Based on ethnographic fieldwork and interviews with activists in New York City, it looks at anarchist politics after Occupy Wall Street (OWS). Here, the absence of spectacular moments of confrontation and the removal of OWS’s space of mobilization and organizing challenged activists to adjust their prefigurative politics to the shifting spaces post-Occupy. This paper advances our understanding of prefigurative politics by conceptualizing prefiguration as resistance in consideration of the elements of ‘intent’, ‘recognition’, ‘opposition/confrontation’ and ‘creation’. Following this, it introduces the ‘logic of subtraction’ as a concept to understand the resistant potential of prefiguration. Here, I argue that rather than being in an antagonistic relationship with dominant power, resistant prefiguration aims for the creation of alternatives while subtracting power from the state, capital or any other external authority in order to render it obsolete. This understanding allows for a nuanced consideration of the proactive and creative potential of prefiguration, as well as of the difficulties of prefigurative practices in shifting movement spaces.  相似文献

In this article we reflect on the trouble we have encountered while teaching post-structuralist ideas to students who privilege empowerment as a theoretical position. We briefly define empowerment theory and outline its modernist anchoring. We introduce Foucault's analysis of power to critique and examine the discursive practices of how power operates when some students talk about empowerment theory. This examination of power as applied to empowerment theory then supports our argument that post-structuralist ideas can be of benefit in social work education and practice and not just a slippery theoretical positioning where anything goes. The aim of this paper is to open space to see the way post-structuralist theory unsettles taken-for-granted assumptions when social work students foreground empowerment theory. We are not arguing that empowerment theory nor power are good or bad but that they are dangerous when we fail to reflect on and critique how we apply them in practice.  相似文献

ABSTRACT

Sexual misconduct matters not only when it is perpetuated by political actors in political institutions. It matters wherever it happens and whomever it happens to, because it is, at its base, political. Politics is fundamentally about power: who gets what, when, and how. As political scientists it should be at the heart of what we study, but it isn’t. Our discipline creates artificial (and somewhat arbitrary) boundaries about which studies of politics count as meaningful research and which do not. We discourage research that explores more expansive notions of how politics is practiced in broader society. As academics we have the luxury of speaking out. I argue here that political scientists ought to embrace an expansive definition of politics to address the real questions of power, its abuse in our society and in our profession.  相似文献

This article asks how return migration intentions are shaped by ties to the country of residence on the one hand, and ties to the country of origin on the other. We discuss these two sets of ties in terms of immigrant integration and transnationalism, respectively. A central tenet of the study is that, at the individual level, integration and transnationalism are neither related in a predictable way nor independent of each other. In our analysis we take methodological steps that reflect this argument, and introduce an integration–transnationalism matrix. In the empirical analysis we use quantitative survey data (N = 3,053) on ten large immigrant groups in Norway, collected by Statistics Norway in 2005–06. We find that it is the relative strength of integration and transnationalism that is decisive for return migration intentions.  相似文献

Abstract

The Separation Law of 1905 is widely considered a defining moment in modern French political culture and an enduring legacy of the Third Republic. Whereas scholars have mostly concentrated on the political and intellectual genesis of the law, this article asks how ‘ordinary Catholics’ reacted to separation. It concentrates on crowd action in response to the so-called inventories of 1906, during which State officials audited all property that the Church either possessed or of which it had rights of use. By analysing the forms, motives and legitimation strategies underlying popular resistance against the inventories in Brittany, this article highlights the importance of space for structuring protest and violence in early twentieth-century France. It argues, first, that crowd action heavily drew on concepts of homeland, alternately understood as the local commune, the Breton region or the international community of Catholic believers. Secondly, the article demonstrates that these protests targeted the Republic itself and not, as had been the case during the 1890s and the post-1907 period, individual republicans. Finally, by analysing how crowd action sought to defend the homeland against the encroaching power of a State poised for change, the article reveals the persistence of reactive protest in post-1848 France.  相似文献

This article asks four questions: (1) What are our theoretical expectations about the incidence of policy-oriented collective action and its impact? (2) What do the data show about the incidence of collective action and its impact? (3) How might the impact of collective action be related to its incidence? (4) What do our findings imply for our understanding of democratic politics? We suggest that predictions that little collective action will occur are more accurate than conventionally believed; that such action is often ineffective; that it may be ineffective partly because it is so infrequent; and that the analysis of the determinants of policy change should be rethought as a result.  相似文献

This article examines how class inequality may have influenced the historical use of executions in the United States, both within the South and outside of the South. Specifically, this article asks whether executions acted as a mechanism to maintain an exploitative class system in the entire United States, just as lynching maintained a racial caste system in the South. Much of the literature on the historical determinants of macrolevel execution rates has examined these disparities in terms of racial inequality. This study demonstrates that racial inequality alone cannot account for the high number of executions that typified the early twentieth century United States and contends that it is important to expand our understanding of the effects of class inequality on both historical and contemporary trends in executions.  相似文献

Abstract

This article examines environmental security regimes in 16 regional organizations and asks whether regions can effectively implement environmental security norms. It first defines these norms and discusses their emergence at the international level. At the same time, through the literature review, the article posits that the globalization of security threats has simultaneously led to a retrenchment of coercive non-state security strategies. Consequently, the article contends that the globalization of security norms has made them ineffectual because they have not properly addressed tangible security threats. At the same time, nation-state-based hard power security measures (especially border controls) have not adequately addressed the underlying causes of transnational threats related to human and environmental security. For this reason, the article examines how well regional approaches to security contribute to both protection against imminent violence and the promotion of human and environmental security through medium-term development strategies. The article contends that the emergence of regional environmental security regimes should be fostered by reinforcing regional security architectures through public participation mechanisms.  相似文献

This article, which is part of a broader attempt to construct a ‘Baedeker’ to IR's cultural journey, contributes to the contested debated on the (ir)relevance of cultural diversity to the study of international relations by providing a picture of where we come from, of where we are now situated and of some of the suggestions as to where we should be going in order not to get lost in this almost uncharted landscape. The first main section discusses why questions pertaining to cultural diversity traditionally have held a surprisingly marginal position within IR and shows how IR before the Cultural Turn was more ‘culture-blind’ than ‘cultureblank’. The second main section turns attention to IR during the Cultural Turn and examines how two influential bids for a culturalist alternative have been better at posing good questions than providing attractive answers, placing IR's cultural journey in a ‘blind-blinded stalemate’. Against this background, the last main section asks where the cultural journey should head after the Cultural Turn and identifies and evaluates four different suggestions for ‘routes’ to proceed by. While they may be at variance when it comes to the specific direction suggested, they all represent attempts to set a course between the culture-blind Scylla and the culture-blinded Charybdis, and indicate in this way that it would be premature to let the problems associated with the Cultural Turn lead to an expulsion of questions relating to cultural diversity from the IR agenda.  相似文献

Compelling recent scholarly work has explored the crucial role affect, emotion and feeling might play in activating radical social and political change. I argue, however, that some narratives of ‘affective revolution’ may actually do more to obscure than to enrich our understanding of the material relations and routines though which ‘progressive’ change might occur and endure in a given context – while side-stepping the challenge of how to evaluate progress itself in the current socio-political and economic landscape. Drawing on the work of Eve Sedgwick, John Dewey, Felix Ravaisson and others, this article asks whether critical work on habit can provide different, and potentially generative, analytical tools for understanding the contemporary ethical and material complexities of social transformation. I suggest that it habit’s double nature – its enabling of both compulsive repetition and creative becoming – that makes it a rich concept for addressing the propensity of harmful socio-political patterns to persist in the face of efforts to generate greater awareness of their damaging effects, as well as the material forms of automation and coordination on which meaningful societal transformation may depend. I also explore how bringing affect and habit together might productively refigure our understandings of ‘the present’ and ‘social progress’, as well as the available modes of sensing, instigating and responding to change. In turning to habit, then, the primary aim of this article is to examine how social and cultural theory might critically re-approach social change and progressive politics today.  相似文献

ABSTRACT

This article explores the questions associated with what might be thought of as the social power of algorithms. The article, which introduces a special issue on the same topic, begins by reflecting on how we might approach algorithms from a social scientific perspective. The article is then split into two sections. The first deals with the issues that might be associated with an analysis of the power of the algorithms themselves. This section outlines a series of issues associated with the functionality of the algorithms and how these functions are powerfully deployed within social world. The second section then focuses upon the notion of the algorithm. In this section, the article argues that we need to look beyond the algorithms themselves, as a technical and material presence, to explore how the notion or concept of the algorithm is also an important feature of their potential power. In this section, it is suggested that we look at the way that notions of the algorithm are evoked as a part of broader rationalities and ways of seeing the world. Exploring the notion of the algorithm may enable us to see how algorithms also play a part in social ordering processes, both in terms of how the algorithm is used to promote certain visions of calculative objectivity and also in relation to the wider governmentalities that this concept might be used to open up.  相似文献

This is a chapter that asks questions about where we are with politics now that actor network theory and its semiotic relatives have reshaped ontology . They have reshaped it by underlining that the reality we live with is one performed in a variety of practices. The radical consequence of this is that reality itself is multiple. An implication of this might be that there are options between the various versions of an object: which one to perform? But if this were the case then we would need to ask where such options might be situated and what was at stake when a decision between alternative performances was made. We would also need to ask to what extent are there options between different versions of reality if these are not exclusive, but, if they clash in some places, depend on each other elsewhere. The notion of choice also presupposes an actor who actively chooses, while potential actors may be inextricably linked up with how they are enacted . These various questions are not answered, but illustrated with the example of anaemia, a common deviance that comes in (at least) clinical, statistical and pathophysiological forms.  相似文献

International humanitarian and development agencies striving to promote gender equality and women’s empowerment sometimes neglect to recognise the power hierarchies present in their own engagement with communities. Drawing on research on Syrian refugees and humanitarian workers in Jordan, this article explores the research and monitoring and evaluation practices of international humanitarian agencies. It suggests that the emphasis on generating evidence has resulted in more transactional and less relational engagement with refugees. This paper asks how feminist values can inform research with refugees, and explores how these values may provide less-extractive ways of engaging with displaced populations.  相似文献

This article asks how parents think about the cost of a college education for their children. Based on data from more than ninety in‐depth interviews with upper‐middle‐class parents and children, it is clear that grooming children for college and then paying for their education is intimately linked with ideas about being a “good parent.” We present data on three related aspects of parents' consciousness about paying for college. First, data are presented on how parents view the benefits of college for their children. Second, data illustrate how parents think about the obligations associated with paying. Third, we report on what parents expect in return for their efforts and expenditures. Data also indicate that parents' views are contingent on their perceived ability to pay for the increasing costs of higher education. We conclude by considering how the implicit contract between upper‐middle‐class parents and children may change as new economic and structural uncertainties increase parents' anxieties and challenge their abilities to see themselves as good parents.  相似文献

In this article the author describes the establishment of a series of initiatives to enable young people leaving care to express their views and to make some attempt to gain a hearing from those with power. The process was not without its pitfalls, but the paper demonstrates that voluntary organisations can show how the empowerment of young people can help them, even if their effectiveness in changing the ‘system’ is limited-as indeed it is for most adults.  相似文献
