There is currently limited understanding of biological children of foster carers and their experiences of foster care placements. This article presents findings from focus groups with biological children that shed light on their perspectives and experiences. Findings indicate biological children are competent social actors who contribute to, and seek to influence, the care environment in their homes. However, due to a lack of recognition, information, and support, biological children’s agency is constrained and their challenges exacerbated. This article argues for increased recognition, information and support for biological children, advocating for a “whole-of-family” approach to foster care practice and policy.  相似文献

Kinship care, the placement of children with their relatives, has become an integral part of the child welfare system in the United States. It is also becoming a more established way of meeting the needs of children in care in other western countries (Greeff, 1999). However, kinship care did not emerge as a child welfare issue until the late 1980s, and only recently has it become a part of the formalized system for out-of-home care (Hegar & Scannapieco, 1995). Since that time, many states have come to rely more heavily on placements with relatives to meet the needs of children removed from parental custody. For example, California has placed approximately 51% of the foster care population in kinship care, while Illinois has placed 55% (GAO, 1999).Discussion about the reasons for the increases in kinship care has been widespread (Brooks & Barth, 1998; Gleeson, 1999; Harvey, 1999; Hegar & Scannapieco, 2000). Regardless of the impetus behind the increased use of kinship care, states must now incorporate kinship foster care into the traditional foster care system in order to qualify them for federal funding (O'Laughlin, 1998). The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 amended federal law to require that states give priority to relatives when deciding with whom to place children who are in the foster care system (GAO, 1999).The apparent paradigm shift from traditional foster parents to kinship care parents (Hegar, 1999) requires that agencies use both different approaches to assessment (Scannapieco & Hegar, 1996) and provide different types of intervention and services. The problematic issue of care for vulnerable and disadvantaged children in the Czech Republic, highlighted in this article, stems from the large number of children in institutional care. Workers from the Department for Social and Legal Child Protection (OSPOD) may get involved if there are factors in the family jeopardising the child's healthy development that cannot be improved, and institutional care may be recommended. This article discusses factors that influence and many times complicate the worker's job and are often the reason for an adversely high number of children living without a family. Attempts to reunite children with their biological families are complicated by the fact that the family situation rarely improves. Therefore children returning to live with their own families face the same conditions they were previously removed from. A more positive option for some children placed in institutional care is adoption or long-term foster care. However, many children continue to spend their whole childhood in a care home. The authors describe the care system in the Czech Republic and point out its weaknesses and some controversial facts. They also discuss and evaluate the ‘National Action Plan’, a government policy document, which articulates aspirations and obligations for all government departments and organisations involved in the Czech childcare system.  相似文献

Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

There are concerns for the stability and outcomes for children in care amongst policy makers in England and many other countries. The goal of permanence for children separated from their birth families and in the care of the state has dominated child care policy and practice in the UK, the USA and Canada since the 1980s, but the meanings of permanence in terms of stability, emotional security and family membership into adulthood are complex and the placements and legal status thought best able to achieve permanence are contested.This research was an investigation of planning for permanence in long-term foster family care in England, where it is accepted by policy makers that this is a legitimate permanence option. The aim was to consider the fit between the planning and reviewing systems designed to achieve permanence in foster care and the reality of planned permanent placements as experienced by foster children and foster carers.Results suggested that although committed relationships within the foster family were helping children to feel a sense of permanence and to become part of the family, planning and reviewing procedures required by corporate parenting were often not adapted to the special nature of these foster placements. It was concluded that although planning and reviewing systems need to be rigorous, they also need to be more child and family sensitive in permanent placements.  相似文献

Recent research on children in out-of-home care has highlighted their demographic characteristics, their physical and mental health status, and case outcomes, yet the body of literature examining children’s perspectives on care is relatively limited. This review provides an overview of almost two dozen studies examining children’s experiences of care. Findings from studies involving interviews with current and former foster youth are reviewed in relation to four child welfare goals: (1) protecting children from harm; (2) fostering children’s well-being; (3) supporting children’s families; and (4) promoting permanence. Implications for improved child welfare practice are offered.  相似文献

This study examined mental health and attachment problems in children in foster care. This study also obtained data concerning the validity of the Randolph Attachment Disorder Questionnaire (RADQ). Children were selected according to length of time in placement and age and screened for mental health symptoms using the Child Behavior Checklist and the RADQ. The findings showed that children in foster care have reported symptoms within the range typical of children not involved in foster care. The conclusion is that the RADQ has limited usefulness due to its lack of specificity with implications for treatment of children in foster care.  相似文献

Despite the shift in emphasis from institutional to foster family care, in the south of Italy children in need are mainly looked after by residential services. These are required to provide family‐style care and to place children on a short‐term basis. Using data from research on a 100% sample of day units, residential services and children in care in the Calabria region, this article investigates the functioning of the system of care for vulnerable children at the sub‐national level, describes looked‐after children’s characteristics and life conditions and questions the extent to which a real deinstitutionalisation process has occurred in this area. Finally, some deinstitutionalisation recommendations are given.  相似文献

Patterns and predictors of center-based early care and education (ECE) of children in foster care were examined. Participants included 192 pre-Kindergarten age children in foster care. Foster parents reported demographics, ECE and other service use. Foster care history data was abstracted from case files. High rates of attendance in ECE prior to Kindergarten, including Head Start, other center-based ECE, or both were found. Children who attended Head Start were younger when first placed in foster care. Children who attended other center-based ECE services were more likely to live with kinship foster parents and foster families with higher incomes. Latent class analysis of ECE quantity, quality, type, and duration revealed three patterns: part-time Head Start, part-time other ECE, and full-time mixed ECE. Child and foster family characteristics predicted these patterns, illustrating distinct groups with potential implications for the development of children in foster care.  相似文献

Prior research, often limited to single sites and small numbers of subjects, have not confirmed such claims. The authors describe the evidence regarding these claims, the research literature pertaining to program effectiveness, and a means for empirically evaluating the impact of residential group care and therapeutic foster care.  相似文献

Abstract

Child protection workers are key players in the statutory system for the protection of children and young people. For this reason, their perceptions of the operation of the system are important. This study, conducted in Queensland, Australia, explored the views of child protection workers regarding foster carers and the foster care system. The present study revealed the difficulties the child protection workers encountered in engaging with foster carers. These difficulties were due to the structure of the child protection system and the conflicts experienced by workers in balancing the needs of children and young people, their primary clients and the carers of those children and young people. The idea of diversion has dominated the theory and practice of juvenile justice for some time. Developments in child care practice in the 1980s mirror those which produced diversion. Diversion provides an alternative conceptual framework within which the changes to child care law introduced by the Children Act 1989 can be analysed, particularly the interrelation of s.1(5), the so-called non-intervention principle, and Part III, which establishes the duty of local authorities to provide services for children in need. These provisions and current child care practices may be seen to promote four distinct forms of diversion: (1) diversion from court; (2) diversion from care or residential provision; (3) diversion from procedures; and (4) diversion from social work. Examining the law and practice in terms of diversion focuses on the potential gains and losses resulting from the Children Act's emphasis on partnership, planning and bureaucracy without presuming that losses will be compensated for by the provision of services. It also suggests the need to consider child care in terms of net widening and tariff raising.  相似文献

Given the increased number of children from racialized groups requiring foster care and the decreasing number of foster parents from racialized groups, transcultural foster placements are on the rise. Addressing racial and cultural diversities within the context of transcultural foster care placements is one of the most pressing dilemmas of contemporary child protection practice, in Canada. In this qualitative exploratory study, the perspectives of regular non-kinship foster parents in two Canadian provinces, who provide foster care to children and youth from racialized groups, were explored through open-ended semi-structured interviews. Participants consisted of nine foster parents, between the ages of 30 and over 60 years old, who were asked to share their experiences regarding transcultural foster care placements. The results of this study indicated foster parents were culturally receptive and ‘fostering cultural development’ in their homes as well as their respective communities.  相似文献

Children involved in the child welfare (i.e., foster care) system are at a greater risk for numerous negative outcomes in adolescence and adulthood (e.g., lower educational attainment, higher risk for a criminal record). For children in foster care who experience placement disruption (i.e., removed from a foster home and placed in another nonpermanent placement), the risks significantly increase. Informed by the ecological systems model, the authors propose a theoretical perspective to explain the unique aspects of a foster child’s development and discuss how this framework informs child welfare practice and intervention for foster children at risk for placement disruption. This perspective has the potential to provide a framework that has implications for foster caregivers and child welfare professionals and to inform future policies.  相似文献

While the majority of foster care adoptions are stable and secure, some dissolve, resulting in the return of children to the system. The purpose of this study was to identify factors associated with children’s reentry into the foster care system after adoptions are formally finalized. Using case records from the Los Angeles Department of Children and Family Services’ (DCFS) Bureau of Information Systems (BIS), we compared 123 dissolved adoptions to 74 successful ones. We found that children’s gender, history of physical abuse, exposure to drug use, and the number of foster care placements prior to adoption are associated with greater odds of dissolution. Furthermore, the odds of dissolution were higher for relative adoptive parents and for adoptive parents with prior substantiated Child Welfare cases. Implications for practice include ongoing targeted training and supportive services for families and improved screening procedures that address the unique needs of adoptive parents.  相似文献

This paper describes the population of children in care in New South Wales, Australia, who were adopted by their foster families (N?=?372) from 2003 to 2014. Data pertaining to 370 of these adoptees were available and obtained from administrative records accompanying adoption applications. Most of these children had been placed with their subsequent adoptive family during infancy. However, adoption orders occurred much later in their lives. According to the available information at the time of adoption, these children did not suffer the high levels of mental health problems typically identified in populations of children in foster care. Though the data do not include follow-up to determine if the contact agreed upon at the time of adoption orders translated into practice, the most frequently postadoption arrangement recorded was face-to-face contact, four times a year with mother and siblings. The high levels of openness and face-to-face contact in Australian adoptions from care are a significant point of difference with other adoption models, and presents a need for research in the area.

IMPLICATIONS
  • Following the change of legislation in New South Wales, Australia, that prioritises open adoption over foster care, social workers in the field of child protection are well placed to assist in this process.

  • Social workers can assess children entering care to identify those who will benefit from adoption in a timely manner; undertake casework and administrative aspects of the adoption process; work closely with the child, and birth and adoptive families by delivering pre- and post-adoption supports; and conduct longitudinal research on the outcomes for children adopted from care.

Summary

The growth in child welfare caseloads and the increasing use of kinship foster care has raised new questions about effective permanency planning. The majority of children in kinship foster care are children of color and have been less likely to exit the custody of the child welfare system than children placed in traditional foster care. Permanency planning which ensures the long-term protection and well-being of children from diverse cultural backgrounds requires a broad view of family, ongoing striving for cultural competence, collaboration between the formal child welfare system and the kinship systems of children in state custody, and a long-term view of permanency planning and child-rearing that builds on the case-management capacities of kinship networks to support permanent plans, looks beyond the child's exit from state custody, and helps families and larger kinship systems make long-term plans for the protection, permanence, and well-being of children.  相似文献

This small-scale research study examined children's perceptions of themselves, their situation, career aspirations and hopes for the future. One hundred San Francisco children in foster care were interviewed and filled out a questionnaire. 50 of the children lived in foster family care; 50 in group homes. The Department of Social Services in San Francisco cooperated in executing this study. Children ranged in ages from 8–18. Both male and female children participated. The questionnaire contained two standarized tests, Coopersmith Self-Esteem Inventory and Parks Career Role Inventory. A section was written by the authors to examine how children in care spend their time, and how they feel about where they live and their foster care status. The last part, an open-ended section asks them which foster care setting they liked best, why, and what they would suggest to improve the foster care system. An additional question “Why do you think you are in foster care?” was designed to elicit the children's understanding of why they lived in foster care rather than their biological home.  相似文献

Foster parents play a pivotal role in the child welfare system. A study that employed focus groups with foster parents was conducted at a private foster care agency with the initial purpose of understanding the characteristics of foster children that foster parents both preferred and not preferred. In the qualitative research tradition, their answers addressed the topic of characteristics and expanded to provide additional data on their experience as foster parents. Using theme analysis, the following themes were generated: foster care as service; foster parents' preferences of foster children's characteristics; foster parents do not feel valued or trusted; increased caseworker and foster parent partnership; problems in the foster care and related systems; and focus group as support.
