Abstract

Many care leavers with disabilities face difficulties as they transition from out-of-home care (OoHC), and suffer multiple, ongoing forms of disadvantage after they leave care. This paper is drawn from a study comprising six focus groups, involving 21 participants employed in disability and OoHC services in Victoria, Australia. The findings suggest that care leavers with disabilities do not receive the transitional and postcare support and housing they need. Many are transitioned into housing options that are unsuitable for their needs, or unsafe. The argument of this paper is that care leavers with disabilities may benefit from adult guardianship legislation. When appropriate an application for a guardianship order should be made prior to the young person exiting care, to enable a smooth transition between the child and adult systems. Adult protection services with an advocacy function should be given the opportunity to advocate for care leavers with disabilities.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. This paper presents a way of thinking about and doing child protection work using community development (CD) principles to guide practice. It suggests that a useful addition to CD can be found within the rights of the child provisions in Human Rights conventions. Using examples from the authors' three countries to illustrate the work that practitioners do in their work with children at risk, we argue that social work practice can be enhanced by the inclusion of these principles and practices which are essentially core generic social work practice. However, much of social work with the protection of children is bound by ‘risk’ perceptions which result in investigatory approaches being used as a first action, often to the exclusion of preventive approaches. This article demonstrates that in very different situations from different environments, CD in concert with the principles of the rights of the child can assist good outcomes with children at risk. A model is presented for unifying the worldview of human/children's rights with social work's core concern, the protection of children, using generic social work skills.  相似文献

Transforming classroom knowledge into practice competency is particularly challenging in social work with children and families. It involves complex, competitive practice approaches and different service settings with procedures and norms influencing a child’s wellbeing. The paper presents the content, application, and evaluation of a module based on a case scenario which considers the limitations and achievements of social work with children and families in different settings. A mixed-method approach was applied to this review process. Students were given an evaluative questionnaire based on the theoretical framework of experiential learning whereupon they wrote reflective essays describing their learning experience. Case method contributes to the acquisition of reflective, integrative, and stimulating knowledge. The participation level contributes to the students’ satisfaction during such learning. Students have learned that families with multiple and complex needs require a holistic approach that separate systems and services cannot provide. This way of learning, with certain limitations, allows activation and an intensive learning experience for large groups of students relevant for a number of social work schools.  相似文献

This paper summarizes, from a cross-national perspective, some commonly used models of evidence-based practice and relates them to social work practice with children and families. We first identify concepts and dimensions central to an analysis of the outcomes of social work practice. We then present and discuss key components of social work practice that any evidence-based model must take into account. Finally, we provide some examples of strategies that may be useful to practitioners and policy makers across nations and cultures in order to build a solid knowledge-base for effective social work practice.  相似文献

ABSTRACT

This article focusses on psychoanalytic theory of change and how this can be used by Children and Families Social Workers. It firstly summarises change theory from a psychoanalytic perspective and provides a theoretical overview. The article then discusses the author’s experience of working with a family where domestic abuse and substance abuse were the presenting issues and where assessment work focussed on the child’s father. The article seeks to demonstrate how psychoanalytic theories of change can be utilised by Social Workers to understand and affect change when working with complex family dynamics.  相似文献

Rights to social care in England have traditionally been highly restricted. By placing positive obligations on social care agencies and practitioners to make provision for vulnerable adults, the incorporation of the European Convention on Human Rights into UK law through the Human Rights Act 1998 promised to extend their reach. Yet transforming a set of largely procedural rights into something more substantive requires the active intervention of social care practitioners. This article firstly examines the fit between human rights and the policy and operational contexts of social care before exploring the views of social workers included in a recent interview study. Whilst the findings point to a willingness on the part of some to advocate on behalf of vulnerable adults, they also highlight the extent to which individualistic beliefs about dependency and responsibility reinforce the dominant construction of citizenship rights under the current government as contingent upon the fulfilment of responsibilities. Treating the Human Rights Act as a weapon of litigation, the article concludes, simply reinforces defensive practice. Progressive change is best supported by fostering a human rights culture in social care which, in turn, depends upon challenging social workers’ assumptions about the nature of dependency, responsibility and rights.  相似文献

This article aims at analysing the ways in which people talk about ‘culture’ in social work encounters involving child welfare in immigrant families. The empirical material includes conversations between immigrant clients, their social workers and co-operating professionals at six Finnish social service offices, as well as interviews with the persons participating in these meetings. The theoretical and methodological frames of reference are social constructionism and discourse analysis. The study suggests three ways in which the concept of ‘culture’ is used by social workers and their clients: firstly, as a means of explaining ‘the ordinary and normal ways’ of raising children; secondly, as ‘a difficulty’ in the interaction between social workers and clients; and thirdly, as ‘a methodical tool’ in creating dialogue with clients. As far as the practical implications for social work are concerned, it is emphasized that in order to avoid ethnocentric practice or ‘culturalization’ of problems, it is important for social workers to be conscious of the various meanings of ‘culture’ both in their own practice and in the ways their clients employ cultural symbolism.  相似文献

This article identifies a family-centered practice construct for working with children and adolescents with disabilities and their families. The experiences of these families have shifted considerably over the past 30 years. A legislative and historical context provides the basis for an understanding of present policies and practices that influence current approaches to service delivery. Though family-centered practice is emphasized in various practice settings, there is still a need to integrate this philosophy into social work practice with children and adolescents with disabilities and their families. In order to enhance the ability of the social worker to integrate this construct into practice, a framework for exploring the experiences of children, adolescents and families is provided. This framework provides an overview of factors related to the individual child, the family and siblings for the social worker to consider when working with these families. The social worker's role as collaborator, advocate, team member and family resource is highlighted.  相似文献

Abstract

As we approach the twenty first century, social work as a collective activity is experiencing considerable uncertainty. This paper argues that the strategy embodied in promoting traditional professionalism, while moderately successful in the past, has become increasingly problematic. Similarly, the ongoing utility of current approaches to practice theory as a key part of the professional project is questioned. Identifying key challenges emerging in the environment, the paper suggests that an active debate about both the organisation and conceptualisation of Australian social work is vital for its future.  相似文献

Social workers need to have a good understanding of the cultural contexts within which the families they are working with are living. Whilst each context will be unique in many respects, the majority of families involved with social workers will share the experience of living in impoverished circumstances. At a time when levels of family poverty are rising rapidly in the UK and many other European countries as a result of a global financial crisis followed by economic recession and major cuts in public spending, it is particularly important that social workers understand the impact of poverty on the lives of the adults and children with whom they are engaged. One of the best ways of developing an understanding of any aspect of culture is to listen to people talking about their lives. Using a combination of research evidence based on the first-hand accounts of parents and children, and analysis of selected practice examples drawn from anti-poverty social work in England, the key elements of culturally competent practice for social work with families living in poverty are identified.  相似文献

Purpose. The purpose of the study was to describe and analyse how key actors in the social sector in Russian regions identify problems, objectives and social work achievements in connection with vulnerable families and children.

Methods. University personnel conducted 209 interviews using semi-structured questionnaires.

Results. Family problems were reported to be related to poverty, parents’ alcohol abuse, the child's behaviour, the child's lack of social skills, domestic conflicts and problems getting adequate housing. The view of the majority of the respondents was that social orphanhood depends on poverty, alcohol abuse and the family's diminished role in society. Family incomes have improved but services have become more expensive. The social workers mostly put the child, not the family, in focus. Alcohol abuse was considered to be a greater problem in wealthier regions. Analyses between key groups showed that the respondents ranked problems differently, had similar ways of defining important objectives, but had divergent opinions on what social work could achieve concerning, for example, re-establishing the child's contacts with his/her biological parents.

Conclusions. The respondents seem to be highly ambivalent toward alcohol abuse as a social problem and toward biological parents in vulnerable families. Social work in the regions is a profession in the process of formation.  相似文献

In many situations social workers face the necessity of making a decision. One of the most frequent scenarios of making a choice is the dilemma of whether to intervene or not. The choice itself is conditioned on the one hand by the obligation to comply with the relevant legal requirements and on the other by the necessity of respecting ethical values, rules and principles. One often encounters a situation when the legal requirements and ethical conduct appear in mutual contradiction. This essay will deal with the possible concept of the relationship between law and ethics giving examples of dilemmas between ‘confidentiality’ and the ′informing or reporting obligation′ in the context of Czech social work.  相似文献

This study estimates the prevalence of households raising more than one child with disabilities, and examines these families' economic well-being. Using pooled data from the 2004 and 2008 Survey of Income and Program Participation we compare households with multiple children with disabilities (n = 932) to households with one disable child (n = 3457) and to households with at least one child but none with disabilities (n = 21,378) on measures of material hardship. Three percent of U.S. households with children had more than one disabled child. Compared to other households with children, those with multiple children with disabilities were significantly more likely to have income below the federal poverty level and to report material hardships. The number of children with disabilities is an important contextual variable for studying the economic circumstances under which, care is provided to children with disabilities. Its implications for practice and policy are discussed.  相似文献

This study builds on in-depth, semi-structured interviews with 93 child welfare workers employed in public child welfare agencies in the United States, Norway and England, and examines their perceptions of working with racial and ethnic minority families in contrast to White service users. Almost all workers reported on differences. In the United States, workers regarded cultural pluralism as a given and considered it an inherent feature of their work, regardless of the racial and/or ethnic background of the family. Further, they identified poverty, racism, and lack of feelings of entitlement as dimensions to practicing with minority families. A few mentioned language as an issue. The views of workers in the U.S. stand in stark contrast to the perceptions of workers in both England and Norway. They thought that communication challenges constituted a major problem, and that minority clients' lack of language proficiency and knowledge about society and social systems made it difficult for workers to understand families' meaning and intent (Kri? & Skivenes, 2009; 2010b). We discuss how caseworkers' perceptions may influence their decisions and affect minority disproportionality in the child protection system and analyze what factors may account for the cross-country differences we found. We also relate our findings to the broader question of citizenship and social rights in American society.  相似文献

This review article focuses on a series of reports commissioned by Barnardo's, the largest children's charity in the UK.1 The series examines ‘what works?’ in different forms of social intervention with children and families. The publication of these reports is very timely. There is growing interest, indeed a demand, from many quarters for a strengthening of the evidence base that informs social policy. This, in turn, has opened a debate among researchers and users of research about what constitutes evidence. What sort of information enables us to make claims that a particular initiative works? This series considers the question of appropriate research methodologies and in so doing raises many further questions, which are the theme of this review.  相似文献

The arguments of the Department of Health working party in their publication Assessing Outcomes in Child Care (1992) are reviewed and the proposals in the report compared with the experience of the Community Infant Project (CIP) in Boulder, Colorado. The suggestion that standardized measures are required for comparability of service outcomes is accepted but the working party's decision to advocate a system of schedules which relies upon workers' subjective ratings and the arguments upon which this is based are questioned. The working party's approach is contrasted to that found in the CIP, where standardized outcome measures are employed. Results from the author's research into the outcome of an untreated control group (for the CIP programme) are presented as one example of the benefits of the use of outcome measurement in work with children. The Government should ensure that UK practice benefits from the different approach and philosophy to be found in the US experience.  相似文献
