This article argues that fiscal welfare in Europe not only forms part of the “hidden welfare state” (Howard, 1997 ), but also constitutes an important yet understudied—and therefore hidden—element of welfare state reform. Using the example of France, and relying both on available data and on an exhaustive database of social tax expenditures (STEs) compiled for 2014, the article begins by providing an overview of the structure of STEs in France (section 2 ). It then analyzes the specific uses and effects of STEs in the fields of employment, health care, and pensions. In particular, it shows, first of all, how STEs have constituted a privileged instrument for circumventing certain institutional features such as high levels of minimum wage and of social security contributions in the field of employment (section 3 ). Second, it also shows that STEs have been used to quietly divert resources away from the earmarked social security funds and into collective private insurance funds, thus fueling their development, in the case of health care and pensions (section 4 ). Lastly, the article engages with the notion of the “social division of welfare” (Titmuss, 1958 ) by considering some of the distributional effects of fiscal welfare in France (section 5 ), before concluding (section 6 ).  相似文献

This article examines social policy reforms in East Asia and whether the welfare states in the region became more inclusive in terms of social protection while maintaining their developmental credentials. It draws on findings from the United Nations Research Institute for Social Development (UNRISD) project on social policy in East Asia, covering China, Hong Kong Special Administrative Region of China, Japan, Malaysia, the Republic of Korea, Singapore, Taiwan Province of China, and Thailand. It shows that East Asian economies responded differently to the crisis in terms of welfare reform. While Singapore and Hong Kong maintained the basic structure of the selective developmental welfare state, Korea, Taiwan, and, to a lesser extent, Thailand implemented social policy reforms toward a more inclusive one. Despite such different responses, policy changes are explained by the proposition of the developmental welfare state: the instrumentality of social policy for economic development and realization of policy changes through democratization (or the lack of it).  相似文献

A shift in policy goals at the central decision-making level does not always produce the expected degree of change in policy implementation. This article investigates what actually happens at the local level in respect of the implementation of the reformed Employment Insurance Programme of Korea through case studies covering three district governments. Given the sources of difficulty in implementation, local case studies show that the change that welfare reform sought has not fully materialised in reform implementation. Therefore, successfully pursuing welfare reform must involve the necessary change in the implementation process that follows reform decision-making.  相似文献

This article considers the complex relationships between law, welfare policy and social work practice, in order to address the question of what role legal frameworks might play in achieving welfare policy and professional practice goals. It traces how law has developed as a core component of professional practice, and challenges some of the false expectations placed upon it. It then draws on findings from an international knowledge review of law teaching in social work education to propose a model for understanding how professional practice incorporates legal perspectives, and proposes ways in which legal frameworks can provide positive and constructive vehicles for accountable practice.  相似文献

Abstract

This paper uses data from the Current Population Survey and administrative data from New York to simulate the poverty impact of the recent federal and state welfare reforms. We find that the federal welfare reforms would in the absence of additional state or local aid raise the poverty rate of families with children and the poverty gap (the amount needed to raise poor families’ incomes up to the poverty line). Although New York state and local welfare programs will offset much of this impact, we find that even with state and local aid, 16,000 families with children will move into poverty and 63,000 families with children, most of them already poor, will move into severe poverty, while the aggregate poverty gap will increase by nearly 25%.  相似文献

Internationally, policymakers assume that sanctioning claimants of unemployment benefits will engender both improved employment outcomes and wider positive effects. A growing evidence‐base challenges these expectations, though additional insight is needed from large‐scale longitudinal research. This article contributes by conducting a quantitative investigation into the mental health impacts of benefit sanctions. To do so, it focuses on a recent period in UK sanctions policy in which rates of sanctions varied markedly and their length was substantially increased. Using quarterly panel data for local authorities in England (Q3 2010–Q4 2014) and fixed effects models that control for important confounders, the analysis provides robust evidence that Jobseeker's Allowance (JSA) sanctions lead to increases in self‐reported anxiety and depression. Evidence of this adverse impact is particularly clear following the increase in the length of sanctions in October 2012. The results have important implications for contemporary social security policy, which is underpinned by a similarly punitive sanctions regime. Whilst additional individual‐level research is needed to fully consider the causal relationships in operation, the findings support a precautionary approach that should seek to minimise the harm associated with sanctions. This implies taking steps to reduce both the severity and frequency of applied sanctions.  相似文献

The personal, economic, and social costs of mental ill health are increasingly acknowledged by many governments and international organisations. Simultaneously, in high-income nations, the reach of welfare conditionality has extended to encompass many people with mental health impairments as part of on-going welfare reforms. This is particularly the case in the UK where, especially since the introduction of Employment and Support Allowance in 2008, the rights and responsibilities of disabled people have been subject to contestation and redefinition. Following a review of the emergent international evidence on mental health and welfare conditionality, this paper explores two specific issues. First, the impacts of the application of welfare conditionality on benefit claimants with mental health impairments. Second, the effectiveness of welfare conditionality in supporting people with experience of mental ill health into paid work. In considering these questions, this paper presents original analysis of data generated in qualitative longitudinal interviews with 207 UK social security benefit recipients with experience of a range of mental health issues. The evidence suggests that welfare conditionality is largely ineffective in moving people with mental health impairments into, or closer to, paid work. Indeed, in many cases, it triggers negative health outcomes that make future employment less likely. It is concluded that the application of conditionality for people with mental health issues is inappropriate and should cease.  相似文献

This article provides an up-to-date assessment of China's reformed urban healthcare system. It illustrates that, in the Chinese case, economic growth does not automatically bring equitable healthcare protection; policy and system designs are also important. The article finds that the reformed urban healthcare system is financially sustainable, but that individual citizens contribute the largest share of healthcare costs, whilst the state is reducing its financial commitment. It also reports the views of two principal stakeholder groups. The survey findings indicate the endorsement of an old ethos for a strong state in healthcare protection. But a substantial minority view is also unveiled, which supports access to healthcare on the basis of insurance contributions. In sum, affordability remains a critical issue for the Chinese despite the fact that they have a new healthcare system and a strong economy.  相似文献

“Neoliberalism”, both as a body of theory and as a set of policies and practices, is commonly seen as unsympathetic, even antagonistic, to the welfare state. In the period from the mid‐1980s to the global financial crisis of 2007–08, Australia underwent very considerable “neoliberal” economic policy reform. What happened to the Australian welfare system and to Australia's socioeconomic egalitarianism in this period? To shed light on that question three kinds of trend are tracked. The first is household taxes and social expenditure in both cash and kind, using fiscal incidence analysis where the main metric is “net benefits”. The second is economic inequality, as measured by the distribution of incomes and wealth. The third is the performance of the labor market, as measured by earned incomes and unemployment rates. The article concludes with an attempt to integrate the evidence collected from these three sources. The general conclusion is that the Australian welfare system did not follow the pessimists' predictions. The welfare system grew in size and redistributive quantum. Wage levels rose strongly, while unemployment rates fell. Overall, income inequality increased to a small extent, though mainly before the full economic reform process was in place, while wealth inequality changed little.  相似文献

This article considers the current ideological and political attack against the floor of benefits for poor families in the United States. It examines a number of punitive approaches to the treatment of families on welfare that were developed in the United States in the late 1980s and the 1990s and contends that such policies will not effectively deter the dysfunctional behavior of some of the poor. Rather these policy developments reflect an attack on current national policies of developing an income maintenance floor that seeks to economically sustain poor families, albeit often inadequately. The article contends that current welfare proposals by conservatives and social liberals are not satisfactory for dealing with the problems of the welfare poor and offers suggestions for dealing with these deficits. It also notes that criticisms of welfare state protection for the poor raised in the United States are much more categorical than those raised in Sweden.  相似文献

Norway, a country steeped in principles of egalitarianism, is moving in new directions, mostly due to forces from the global economy. This article puts contemporary trends in sociocultural context. In the last two decades, the conservative critique of the welfare state has been very strong. This study examines the claim of neoconservatives that there is a mass repudiation of the welfare state in the advanced industrial countries. Empirical opinion survey findings from Great Britain and the United States between 1960 and 1990 are examined. Contrary to the radical right rhetoric, there is popular support for social programs in both countries. Evidence also points to sizeable support for a mixed economy of welfare. Three explanations are put forward to account for enduring public support for social programs: the prevalence of social rights, support from the poor and middle class and the limitations of markets.  相似文献

This article examines the extent to which four major trends in welfare state reform – privatisation, increasing selectivity, increasing activation and increasing discipline – are supported and how this support can be explained. Using recent public opinion data of the Dutch population, it is found that there are two ideological dimensions underlying welfare reform support, the first tapping distributive reform, the latter tapping commodifying reform. While support for distributive reform in the direction of decreasing redistribution can solely be explained by economic interests and economic values, support for commodifying reform can also be explained culturally. It appears that one's cultural position and cultural ideological values are important for support for commodifying reform.  相似文献

This study examines the developmental trajectory of South Korea's public pension programme from 1973 to 1999. Its theoretical aim is to use the South Korean case to verify the partial relevance of existing welfare state theories and to develop a more incorporated theoretical framework in which the evolution of welfare in nations other than affluent Western democracies can be understood. For this purpose, the South Korean case holds a unique strategic advantage as a result of the significant democratisation of the political regime that has taken place. South Korea additionally possesses several qualities usually considered critical for the development of a welfare state, such as economic development, expansion of civil society and globalisation.  相似文献

This study explored changes in net disposable income for low‐income single‐mother families before and after the 1996 welfare reform in the USA. Although many studies on welfare reform have focused on employment or total family income as a way to measure low‐income single‐mother families’ economic well‐being, little is known about their net income after expenses related to entering the workforce. This study analyzed net disposable income after tax deductions and childcare costs to provide a more accurate understanding of income changes using data from the Survey of Income and Program Participation conducted by the US Census Bureau. The results revealed that while low‐income single mothers were working more after welfare reform, their net disposable income decreased during this time because their earnings were low and offset by an increase in childcare costs and a decline in means‐tested benefits, including Temporary Assistance for Needy Families benefits. In the United States at the end of the twentieth century, government policies regarding elderly people appear to be in transition. In part this reflects the traditional American ambivalence between radical individualism and collective assistance - especially in the form of tax-supported public welfare provided through government agencies - for those unable to earn or save for their own support. But in part this reflects new concerns about the growth of welfare "entitlements" for elderly people and the presumed "generational inequity" of public support for the aged at the expense of funds for children and young families. We review 1) the changing demography of the United States elderly population, 2) the complex and ambivalent history of welfare policy in the United States and 3) the evidence for tensions and conflicts between older and younger Americans in the context of politicized "generational inequity" debates, with special attention to changing government health care policies. We conclude that in American society, particularly in terms of federal assistance to the aged, there is considerable public support for current policy measures, and - contrary to the predictions of many - it is not likely that there will be dramatic policy changes in the near future.  相似文献

This article compares the impact that public welfare reforms during the 1980s and 1990s had, and are still having, on the relationship between statutory organisations and the non‐profit sector in two developed countries, England and Japan. The author argues that the failure of these reforms clearly shows that, although non‐profit organisations may not be able to effectively replace the state in the provision of welfare services, they can contribute, working closely with the statutory organisations, to the shaping, financing and delivery of public services in a variety of ways. It is also interesting to note that, while the public welfare reforms of the late 1990s in England produced a shift away from a culture based on privatisation and contracting‐out toward a partnership culture of collaboration between state and non‐profit entities, similar reforms in Japan have resulted instead in an uncertain area of deregulation and privatisation.  相似文献

In July 2015, South Korea’s National Basic Livelihood Security System (NBLSS) was reformed for the purposes of eliminating welfare blind spots and reducing poverty. The reform is expected to affect the recipients’ economic behaviours and choices. In this study, we used changes in benefits and eligibility for the NBLSS under the customised benefit system to identify the effects of the change in the NBLSS on a proposed set of economic outcomes – income, labour supply, consumption, savings, poverty reduction. To estimate the effects, we used data from the 10th–12th waves of the Korea Welfare Panel Study and employed a difference‐in‐differences framework integrated with the propensity scores. We found that the NBLSS helps the poor to reduce financial and material hardships through income and consumption increments, but that it does not provide disincentives to the recipients from participating in the labour market or from saving.  相似文献

Southern European welfare states have developed relatively solid social insurance income maintenance programs, but have lacked effective means-tested benefit systems to address poverty and protect outsiders. Spain and Portugal are usually considered the two first countries to depart from the traditional path with the creation of minimum income schemes between 1988 and 1995. In the Spanish case, minimum income programs were established at the regional level and are very heterogeneous despite their institutional stability. The limited extent of these programs in most Spanish regions must be put in the context of national means-tested income support schemes in the fields of pensions and unemployment. The introduction of these programs in the 1980s was also a significant path departure. The combination of these programs has offered some income support to low income groups left unprotected by traditional insurance benefits, although in a patchy and limited way, especially as regards the working-age population. The social effects of the Great Recession, especially in terms of long-term unemployment, evictions and impoverishment, have reopened the debate on how to combat monetary poverty, which has been on the general election agenda since 2014–2015. Most regions have reformed their programs in different directions since 2008, under the contradictory pressures of growing demand and financial constraints. Such debate, however, has not been able yet to set a clear basis for a new development of anti-poverty income support policy.  相似文献
