Les changements apportés en matière de politique sociale de 1880 à 1920 ont joué un rôle déterminant dans l'établissement et la nature de l'État-providence. La santé publique était au premier rang de cette evolution. L'État a commencéà pénétrer dans les foyers par de nouveaux moyens, comme les programmes de visite à domicile lancés durant cette période. Dans notre étude, nous décrivons ces nouveaux programmes dans le contexte d'une transformation plus globale des politiques sociales, qui a amené l'État à assumer de nouvelles res-ponsabilités dans le domaine de la natalité.
Social policy developments in the period 1880–1920 played a crucial role in shaping the foundations of the welfare state. Public health was at the forefront of these developments, introducing new home visiting programmes that brought the state into the household in new ways. This paper sets these new programmes in the context of a broader transition in social policy in which the state began to assume new responsibilities in the reproduction of the population.  相似文献

The paper analyzes the transformation of the Russian welfarestate during the transition period, through the prism of formalcare provision in three distinct categories: childcare services,maternity/parental leave provisions, and in-home caregivingand other family allowances— in both Soviet and post-Sovietperiods. It shows that, since the 1990s, Russia has undergonesignificant structural reforms of its social, political, andeconomic systems, including childcare. Such reforms were notlimited to changes in the welfare state, but also included deepideological changes. These changes involved a transformationin the Russian welfare regime, leading towards a neofamilialistmodel of care. The paper illustrates the implications of thenew childcare policy mix on the position of women in the labormarket, utilizing the Russian Longitudinal Monitoring Surveydata.  相似文献

Abstract

This study compared two different approaches to assessing the level of public support for social welfare spending at the state government level. The first approach focuses on the degree to which the public supports state government's involvement in public welfare spending. The second approach identifies the importance the public places on social welfare spending when compared to other possible functions of state government. Using Alabama data, the paper examined changes in general and comparative public support for state budget expenditures from 1980 to 2000 in Alabama. In addition, we examined the effectiveness of sociodemographic and attitudinal characteristics of respondents as predictors of both general and comparative support for three social welfare functions of state government. Support for “benefits for poor people” grew both generally and comparatively in the 20-year period; support for programs for older people remained steady; and support for mental health services declined. This article examines how the state has used its spending power to shape the nonprofit sector in British Columbia since the 1960s. The province's thriving nonprofit sector and its polarized political culture provide an ideal case study for exploring the relationship between the state and nongovernmental organizations. The following study documents changes in state policy, the trajectory of funding, funding patterns, and organizations that have received state funding. Although public funding for nonprofits in Canada has been pervasive for decades, there is little empirical evidence on the nature and scope of this funding. This article is based on an innovative new database that provides a comprehensive list of grants from the provincial government to nonprofit organizations between 1960 and 2014. Despite concerns regarding cuts to public funding in recent years, this study finds that there has been an overall increase in funding. However, there has also been a significant shift in funding from women's issues to Aboriginal peoples since the early 2000s.  相似文献

本文从参保结构、筹资水平和待遇水平等3个方面对城乡居民养老保险制度进行了分析。研究发现,在参保结构方面,伴随着城镇化率的提高,居民养老保险参保人数的相对比例在下降;在筹资水平方面,个人缴费水平过低,其主要原因是财政补贴资金激励性不足,从而需要在进一步提高财政补贴的同时,优化补贴结构,提高对个人缴费的激励作用;在待遇方面,居民养老金总体水平较低、但增长幅度较大,与职工待遇相比,替代率的差距要远远小于绝对额的差距。  相似文献

New policies require legitimacy to survive. Prison privatization represents a policy challenged by initial perceptions of illegitimacy. In the 1980s, governments began to allow private firms to run correctional facilities, shifting an inherently coercive, traditionally governmental function—incarceration—to the private sector. With data from 706 articles in four major American newspapers spanning 24 years, this research uses Freudenburg and Alario’s concept of diversionary reframing to measure and track the moral legitimacy of prison privatization across time and place. Findings suggest that initially high levels of moral legitimacy facilitated some states’ adoption of private prisons, while initially low levels of moral legitimacy stunted the growth of privatization in other states. This study presents a novel way of measuring moral legitimacy, demonstrates how the concept may be used to help explain controversial public policy changes, and documents the cultural content of private prison debates in the United States.  相似文献

Bureaucratic discretion is a fundamental feature of social provision,one that presents enduring difficulties for management. In general,management reform has taken two, divergent paths. One, utilizingthe familiar public bureaucratic model, seeks to control discretionthrough hierarchical command structures and standardization.The other, utilizing decentralization and privatization, regulatesand relocates discretion, using incentive structures associatedwith market or quasi-market institutions. However, it may bethat discretion will prove to be as problematic for the newpublic management (NPM) as it was for the old. This articleoffers a critical political history of management reformism,reviewing efforts to reorganize the public welfare provisionby applying new public management models to old public bureaucracyproblems. This paper analyses welfare regime changes in Serbia and their impact on social enterprise development in the last two decades. We cover the period of significant transition-related reforms within the welfare state, with important implications on the position of these enterprises. Using data gathered from the qualitative field research, our study shows that there are two broad groups of factors that are important for development of the new generation of social enterprises, those that emerged in the last decade with an idea to foster entrepreneurial spirit and expanded into new domains other than those providing assistance to the marginalized groups. First, their decision to enter the social economy sector still depends on the environment created by the state. Secondly, their sustainability is affected by the factors typically found in any other enterprise of comparable scale like business skills, capacity to form networks and partner with relevant stakeholders.  相似文献

The Korean welfare state is facing diverse pressures and challenges due to changing economic, social, and demographic circumstances: prevalence of the service economy, labor market flexibility, weakened family function and increase of untraditional families, lowest fertility rate and the most rapid ageing of the population among OECD countries, and so forth. These challenges, which indicate new types of social risks, have been stimulating a series of discussions on welfare reform in Korea. The old social risks such as retirement, ill health, poverty, and unemployment have not disappeared because of insecure or inadequate welfare, and now these risks are even intertwined with the so-called new social risks. Thereby the Korean welfare state is facing complicated reform tasks. This study attempts to analyze the structure and context of these challenges in Korea, and to explore the various driving forces that have formulated Korean welfare reform in recent decades. Through the above analyses, this study will shed light the characteristics of welfare reform in Korea as a late-coming welfare state.  相似文献

The new millennium has seen an increased interest in appropriate housing for the senior part of the Swedish population, defined as those aged 65 years and older. In 2010, the Swedish government launched a 2-year program called “Growing Old, Living Well” that targeted the living conditions of not only older people with few or some needs for homecare services, but also the smaller group of dependent and frail older persons whose everyday living depends upon regular caregiving. The program promoted architectural competitions as a tool for innovation. This article assesses the outcome of 3 architectural competitions that were carried out by 3 municipalities in accordance with the program. It concludes that existing notions about appropriate space for aging populations prevailed, since the competition briefs evolved from existing data and consequently allowed for only a low degree of innovative thinking. Hence, the relationship between architectural design and older people's age-related needs was only addressed indirectly. Further work needs to be done in the area of housing for the Swedish silvering welfare state in order for this factor to become an essential criterion for creating innovative architecture and urban design.  相似文献

The East Asian experiences of welfare-state building have universal implications for the sociology of the welfare state because they clearly indicate the relevance of international circumstances to welfare-state building. The convergence theory of the welfare state lays emphasis on the economic development, demographic structure, and age of the social security system. The path dependency theory regards a country's social structure and history as important. However, both these theories clearly state the importance of the domestic factors as well. On the contrary, the East Asian experiences show that the dates of the takeoff of the welfare state and the international context at that time were decisive for the subsequent development of the welfare state. The European welfare states are considered to be a by-product of "embedded liberalism." The Japanese welfare state, on the other hand, was established in the context of the worldwide stagflation of the 1970s; therefore, Japan experienced the formation and crisis of the welfare state at the same time and this is what characterized its present welfare system. The Korean welfare state emerged in the age of global capitalism and was consequently shaped by the co-occurrence of welfare and workfare. Given the above, it can be said that the international circumstances faced by each welfare state characterized the three worlds of welfare capitalism: Europe, Japan, and Korea.  相似文献

This paper presents a comparison of the legal and regulatory frameworks for civil society organizations (CSOs) in the Andean countries. Given the restrictive policies, CSOs are becoming policy entrepreneurs and identifying policy windows, that is, opportunities in public policies that are not inherently related to their sector. It focuses on the case of Ecuador and its 2010 higher education reform that requires universities to generate more research and to establish community outreach. The paper argues that while collaborations with universities might not bring substantial financial resources to CSOs, and that the roles and responsibilities in collaborative projects are constructed through a learning process, the higher education reform might have the potential to create win–win relationships among universities and CSOs. Opportunities like this, allow CSOs to demonstrate their expertise and experience in social development, and in doing so, gain, and in some cases regain, their legitimacy. In the process, CSOs might stave off further restrictive public policy.  相似文献

This article seeks to understand how the Indian state exercises control over transnational ties between foreign and domestic actors by examining the national legislative practices that determine receipt of foreign funds and the data on foreign funding flows to NGOs (a database of more than 18,000 associations). The article shows how legislative practices of democratic states serve to reduce foreign influence. Issue characteristics are also shown to determine state response to externalization, blocking transnational ties in “high politics” areas such as minority claims. Finally, within state imposed restrictions, religious rather than secular organizations remain dominant transnational actors in India. The study contributes evidence to suggest that contrary to the arguments of world polity theory and many transnational social movement scholars, states continue to remain powerful actors limiting transnationalization.
