Thanks to the creation of a national database of police killings, the social distribution, causes, and consequences of police violence are finally amenable to analysis. This article focuses on why the rate of police killings in the United States towers over that in other industrialized nations. Elevated police lethality is deeply rooted in two distinctive aspects of American society and culture. Police violence is both a tool and product of strategies to maintain racial segregation and inequality. However, racism cannot explain the fact that police lethality is greatest in states where African Americans are least prevalent. Elevated police killings are also rooted in America's prevailing ideology (and mythology) of self‐reliance and limited government. Neoliberal ideology helped some politicians cut gaping holes in the social safety net, leaving ill‐equipped and fearful police officers to deal with desperate people who lack adequate treatment and support, yet who have easy access to weapons. It also limits the legislative and regulative authority that centralized policy actors exert over policing. Nevertheless, police overreliance on deadly force is increasingly understood as a national problem requiring large‐scale solutions.  相似文献

This article investigates intersecting institutional and policy relations that influence divergent developmental trajectories among young people. Beginning with young people’s experiential knowledge of key institutional contexts shaping their lives, the article illuminates socially organized disjunctures whereby young people come to see themselves as developmentally out of sync with institutional expectations for youth development, which organize everyday life in public schools. This institutional ethnography explicates the intersecting social relations that shape how young people grow up, the choices that are available to them, their participation in public sector institutions and ultimately, the race and class-based patterns of inequality perpetuated by public schools and other public sector institutions.  相似文献

Rio de Janeiro's drug dealer–dominated favelas are territories where the state lacks the monopoly of violence. They have historically been sites of sporadic and violent police operations. Rio's favela “pacification” program aimed to consolidate state control via the establishment of a Pacification Police Unit (UPP). This proximity policing program initially experienced mixed results in different “pacified” favelas. I take advantage of this state intervention at the urban margins to ask, what explains the positive reception of this policing initiative in some communities but not others? I concentrate my fieldwork in two communities sharing a UPP that represented extreme cases of success in terms of the program's reception by residents. I find that the coordinating brokerage of respected local organizations helps acculturate police to the community and minimize offensive police behavior, thereby “pacifying the Pacification Police.” Residents are receptive to these resocialized police who comply with local norms of respect. This police‐reforming brokerage is possible due to the high level of closure in the local network and due to a vibrant local community with a strong history of organizing. My findings emphasize the importance of considering the role of local civil society in police reform at the urban margins.  相似文献

Violence and the violence discourse are very similar from country to country: focus on youth, preponderance of males among perpetrators and victims, disproportionate involvement of migrants and indigenous people, greater prevalence with socioeconomic disadvantage and low education, and the impact of underlying factors such as political disintegration, exclusion from the consumer lifestyle, and inadequacies of social institutions. In social disintegration theory, the basic explanatory backdrop is the dynamic relationship of integration and disintegration between and within the different spheres: individual and functional system integration, integration into society, and integration into the community. (Relative) exclusion from work, consumption, and democratic processes combined with experience of socioemotional deficits seem to give a particularly strong boost to socially unacceptable forms of particularist integration and to favor collective and individual acceptance of violence. When subjects draw balances of personal recognition and of the achieved and achievable scope to organize their life, the latter orientations appear subjectively more likely to meet their expectations than socially (more) accepted modes of behavior.The central conclusion on social reactions to violence in general and professional social work in particular is that rather than relying on admonishment, punishment, or curative measures, or some combination of these, to combat violence, there is a need for wide-ranging long-term options for those acutely affected and at risk to have the long-term scope to organize their own lives-to experience life control, recognized integration, and development of competences. Those who experience being the organizer of their own life have no need of violence as a form of self-assertion.  相似文献

Do laws regarding violence against or sexual exploitation of young people recognise gendered and other power dynamics? Cross‐national comparison of legal texts can illustrate the benefits of framing issues of violence/gender/youth in certain ways and offer critical reflection on particular legal frameworks or cultural understandings. This policy review is based on an analysis of select laws regarding gender‐related violence (GRV) as relates to young people in Italy, Ireland, Spain and the UK. Here, GRV is defined as sexist, sexualising or norm‐driven bullying, harassment, discrimination or violence whoever is targeted. It therefore includes gender, sexuality and sex‐gender normativities, as well as violence against women and girls. A tension emerges between granting young people agency and recognising the multiple, intersecting power relations that might limit and shape that agency. This article draws out the implications for the UK in particular, highlighting the absence of preventative measures and the need for a broader approach to combat GRV.  相似文献

Abstract

The adequacy of provisions for young people leaving care and in aftercare in the Republic of Ireland has been the subject of recent policy attention. A landmark report, the Ryan Report (2009), into historic abuse in state institutions recommended strengthening provisions in this area. However, the legislative basis for aftercare remains relatively weak and services for young people leaving care remain ad hoc and regionally variable. This article outlines the current context of leaving and aftercare provision in the Republic of Ireland and traces some of the recent policy debates and recommendations in this area. A genealogical analysis of leaving care and aftercare provision highlights that this issue has historically only emerged as a concern in the context in which young people leaving the care system are perceived as a “threat” to social order. It is argued that the failure to adequately reform leaving and aftercare provision is reflective of wider social inequality and of a context in which young people in care are largely invisible from view.  相似文献

Young people belonging to categories and living in areas that are targeted by the police find more arguments for detailed police critique than others. When they narrate their assessments there is a series of experiential references being made, which can be used to sort out their police critique. This article draws on 20 interviews with ethnic minority youth in so-called vulnerable neighborhoods in Sweden. It shows how young people portray the police as sometimes profiling and racist, sometimes just and legitimate, and how they do so by comparisons and identifications. Comparisons within Sweden and identifications with police targets tend to result in more negative assessments whereas comparisons with countries of origin and identifications with non-targeted categories may result in more positive or mixed assessments. These young people also evaluate the police with reference to the stigmatization of their neighborhoods. To be stopped because you are associated with a residential area is described as deeply unfair, even if the police are polite, and observations of how the police change behavior in different areas promote critique. Our findings point to the importance of extending a criteria-based model of how today’s young people assess the police with a more social and ethnographic understanding.  相似文献

Australia's approach to immigration, as internationally, is largely concerned with state sovereignty, border protection and restrictionism towards asylum seekers. However, with just under a million refugees currently residing in Australia, and with 13,750 more added to this number each year, there is also an interest in ensuring that those who are granted humanitarian protection are socially integrated. This article reports on a qualitative investigation of the integration experiences of 85 refugee adolescents aged 13–17 years resettled in Adelaide, South Australia. It explores, in particular, the role of social connectedness in the integration process. Relationships with family, ethnic group and host country are believed to affect multiple and interrelated integration outcomes including language acquisition, cultural knowledge, belonging, identity, civic engagement, social and economic participation, and access to public services. This research found that young people must negotiate the integration process with variable, and in many cases limited, support from the network of social connections surrounding them. We suggest that policy and programmes which strengthen the relationships young people have with others have the potential to enhance integration outcomes.  相似文献

Although Colombia is a major country of emigration, little is known about its citizens' motivations for migration. Social and economic conditions have been studied as determinants of migration, but violence has received less attention. We examine how social networks and violence function to promote emigration from Colombia by linking event‐history data from the Latin American Migration Project to external data on violence and economic conditions. We show that emigration is more likely to be initiated by those with higher education, those with network connections to migrants, and during periods of greater violence and increased police presence. Although violence acts powerfully to determine when people migrate, the geographic distribution of social capital determines where they go. Not surprisingly, migrants go to locations where people in their social networks are currently living or have been earlier.  相似文献

Social exclusion is a popular and widely used concept in the social sciences as well as in current European policy rhetoric. However, there is no general agreement on the content and use of the term; it has been used differently and for different purposes in different historical and social contexts. In this article, the social exclusion is understood as life-historical phenomenon. Two cases have been selected as representing the most extreme trajectories based on a larger follow-up study concerning former students of residential institutions for young people with emotional and/or behavioural difficulties in Finland. The cases give us an example of a detailed life-course analysis, with the emphasis on risk and protective factors and demonstrate that the process of social exclusion is a complicated issue that cannot totally be understood by analysing the statistical connections between certain risk factors and the life-course.  相似文献

We conducted an in‐depth interview study with 77 young men in three moderate to high‐crime neighborhoods in Philadelphia to hear their stories about community violence and relations with police. In this article, we have analyzed how Latino, African‐American, and white young men experience policing and how they discuss the guidelines around cooperation with the police and what they view as snitching. Contrary to popular perception, talking to the police is not always banned in poor or high‐crime neighborhoods. Instead, the respondents present a variety of personal rules that they use to assess when cooperation is called for. We argue that the policing they experience within disadvantaged neighborhoods shapes their frame of legal cynicism, which in turn makes decisions not to cooperate with the police more likely.  相似文献

Research has commonly explored siblings of people with disabilities’ roles in care for their brothers or sisters with disabilities. Social policy has also commonly framed young adult siblings of people with disabilities as ‘young carers’. However, there has been less consideration of the implications of care for the relationship shared between young adult siblings with and without disabilities and of what this may mean for social policy. What do different types of care mean for sibling relationships? What are the relational and social policy implications of care between siblings? Drawing on a qualitative study of 25 siblings with disabilities and 21 siblings without disabilities aged 15–29, this article explores how young adult siblings perceive, talk and act with regard to the different types of care enacted between them. The article identifies how, during young adulthood, some types of care can endanger siblings’ capacity to feel like siblings and discusses ways that young adult siblings talk and act in order to – as best they can – keep their role within the bounds of a normative sibling relationship. The findings are discussed in light of implications for social policy, particularly with regard to seeing siblings of people with disabilities as ‘young carers’.  相似文献

This article presents the experiences of professionals working with d/Deaf young people from mainstream schools through those young people’s transitions to adulthood. Transitions to further and higher education and employment and social transitions to independence are explored in the context of the transition planning process outlined in the 2001 SEN Code of Practice, with suggestions for lessons to be learned for the introduction of Education Health and Care plans in 2014. It is concluded that more consideration should be given to the specific needs of d/Deaf young people in transition planning, and the unique knowledge and experience of d/Deaf professionals should be harnessed more effectively in creating policy that affects young d/Deaf people.  相似文献

Welfare and criminal justice systems manifest different goals, cultures, values and working methods. In Australia, the welfare sector has a culture of empowerment and concern for victims’ rights, within which social workers focus on social justice and social change. In contrast, the criminal justice sector (police) is patriarchal and para-military in structure, focusing on enforcing and maintaining community order and safety. These differences can create tension when social workers and police need to work as partners in response to violence against women, in particular violence against women from bikie gangs. This article addresses the issue of partnerships between social workers and police when working with abused bikie-gang women. It presents the findings of recent research into social work practice with such women in South Australia, in conjunction with a brief exploration of the international literature on social work and police cultures, and partnerships. It concludes that whilst there is a great need for genuine collaboration and partnership between social workers and police in the complex context of domestic violence with links to organised crime, the cultures and mandates of these different professions make this difficult.  相似文献

Over recent decades, domestic violence or family violence, violence against women and child abuse has received much attention in the media, in political discourse and in social research. However, abuse of older adults arouses limited interest. In government action against domestic violence and in police guidance manuals, the elderly receive little attention. The aim of this article is primarily to demonstrate how the police attempt to prevent elder abuse in close relationships, especially in parent-child relationships. This article highlights some contradictions between the need of the police to produce criminal cases (often contrary to the interests of the victims) on the one hand, and the police's duty to prevent further abuse on the other. Research has documented that help and prevention measures in question make the situation even worse for the victims they are meant to help.  相似文献

Social workers and social work have been criticized for failing to address violence against women in adequate ways, of blaming the victim and failing to recognize domestic violence as a problem. At the same time, it is the social services that are responsible for support to abused women, according to amendments in the Social Services Act (2001). This article examines abused women’s own experiences of support in connection with the police investigation of domestic violence. It is a qualitative study with six women who all have received support from the Relationship Violence Center (RVC) in Stockholm. The main findings in the article suggest that support in connection with the judicial process is important. Women’s earlier experiences or preconceptions of the social services might prevent them from accepting support or turning to the social services for help.  相似文献

This study identifies the individual, situational, and alcohol-related factors associated with reporting violent victimization to the police. Factors positively associated with reporting included older age and incident severity (the assailant's use of a weapon, incurring injury that required attendance at an emergency department). Factors negatively associated with reporting included higher educational qualifications, assault in the nighttime economy (NTE), and drinking more than two alcoholic drinks immediately prior to victimization. It is possible that drinkers engage in "moratorium" on reporting violence in the NTE. Recognizing and reducing the acceptability of violence in the NTE may help reduce incidence of alcohol-related violence. Organizations that use police records of violence to inform practice and policy should account for uneven distributions in reporting behavior when analyzing trends in violence.  相似文献

From a communication perspective, social movements of international significance such as the Arab Spring, Toronto G20, Spanish 15M or Occupy Wall Street have been characterized by the use of mobile communication and social media as tools for video activism and counter-surveillance against the abuse of power committed by the state forces. A representative case of this reality, which reached a high coverage and support in social media environment, can be found in the riots that took place in the Gamonal neighbourhood (Burgos, Spain) in January 2014. In this regard, this article focuses on the denunciation of police violence through video activism by Twitter users during the demonstrations across the country, applying a quantitative–qualitative mixed methodology. First, by means of a content analysis, a sample of 784 tweets linked to videos is analysed in order to identify the main topics and functions of the shared content. Second, a textual analysis of those linked videos of a violent nature recorded by witnesses in order to document police interventions is carried out. The prominent use of Twitter for distributing videos to denounce police violence stands out among the main findings, underlining the audiovisual exposure and ‘secondary visibility’ of the police officers. The results obtained also reinforce the idea of citizen empowerment through the development of an alternative form of journalism, as a practice to criticize the mainstream media coverage of the protests. Additionally, this article sheds light on the open debate about the relevance of social media to encourage citizen involvement in a face-to-face interaction.  相似文献

This paper examines Pakistani Muslim male violence in the public and private spheres in Bradford, UK. The article also explores the relationship between male violence and ideas of culture and religion. The material used was collected over a 4-year period from students and staff in further and higher education institutions; working women (prostitutes); survivors of domestic violence; police personnel who work with Asian women fleeing domestic violence or forced marriages; and staff of a children's society working with teenage prostitutes. Methodologies included lectures, seminars, focus groups, and interviews. Findings reveal that there is a difference between male and female attitudes towards Islam. Some men are using it to justify violence against women, while women of all ages and backgrounds are using it as a source of strength and to negotiate (with ingenuity and humor) the cultural and religious requirements which men try to impose upon them.  相似文献
