As street-level bureaucrats, labor inspectors enjoy much autonomy and discretion in the performance of their job. To avoid this freedom being abused, two measures are often taken. First, supervisors keep oversight by inspecting case files. Second, labor inspectors are subjected to a competitive system of targets that encourages competition. These two measures resemble two subtypes of organizational control in grid-group cultural theory, respectively hierarchical and individualistic control. The impact of both types of control has been analyzed in an ethnographic case study in four field organizations of West European labor inspection. The overarching grid-group cultural theory framework was particularly valuable to illustrate how tensions between hierarchical and individualistic control lead to inconsistencies in the enforcement styles that labor inspectors apply. However, it did not seem sufficient to explain why labor inspectors apply a hierarchical enforcement style in some investigations and an individualistic enforcement style in others. This paper illustrates how the integration of grid-group cultural theory with two middle-range theories in the causal mechanism approach (i.e. moral disengagement and role strain theory) could provide such proximate explanations and thus strengthen the explanatory power of grid-group cultural theory.  相似文献

ABSTRACT

Shared memories shape relations among social movement participants and their organizations. However, scholars often ignore how experience operates as a means of solidifying attachment in group contexts. In contrast, I argue that activism depends on how participants publicly recall events. In this, I integrate a social memory perspective with the examination of activist movements. Through narrative, participants build engagement by presenting the self-in-history as a model for collective action. I refer to this as eventful experience, utilizing memorable moments as a resource for generating commitment. Movements depend upon members communicating the critical moments of their lives, embedding personal timelines in group culture. The linkage of personal experience and public events is a strategy by which individuals motivate collective action. Drawing on a thirty-month ethnography of a progressive senior citizen activist group in Chicago, I examine how members use an awareness of temporality to build a culture of action. Each movement group uses the past experiences of participants to build their culture – what Jasper refers to as taste in tactics, incorporating past successes, present plans, and imagined futures into a call for direct action.  相似文献

Activation work – the complex task of motivating, compelling and assisting marginalized citizens into labour market participation – pinpoints critical issues of discretion and accountability in the welfare state. Investigating accountability measures aimed at ensuring qualified discretionary judgements is therefore important. In this article, I discuss the reformed Norwegian Labour and Welfare Service and the accountability measures aimed at discretionary judgements of frontline workers. The conclusion is that, because activation tasks in the Norwegian frontline service imply professional discretion more than administrative discretion, structural measures aimed at restricting the discretionary space of frontline workers seem to have only limited impact. This is because the knowledge necessary to perform means – end judgements is insufficient. Rather, there seems to be a need for epistemic measures aimed at improving the knowledge base for professional discretionary reasoning.  相似文献

This article analyses and discusses standardisation in human service organisations and its implications for professionals and for professionalism in social work. The theoretical framework derives from neo-institutional theory and theories regarding professionalism. By highlighting the role of professionals within a field influenced by organisational demands and market endeavour, this article contributes to the understanding of increased standardisation as a way to reduce uncertainty and enhance legitimacy for human service organisations, but at the expense of traditional professional discretion. This development has been interpreted as de-professionalisation and as an adjustment to organisational demands. It could also be seen as a professional strategy to strengthen professional trust and provide a sense of certainty for professionals. It can also lead to professional uncertainty about how to handle the discretion in the light of standardised tools. This development might, depending on the organisational context and the individual professional's choices, result in a manual-mental specialised professionalism as well as a strictly mechanical form of work. Standardisation thus puts high demands on professionals and how they use the professional discretion, since professionalism requires professionals capable of handling a mix of logics without totally yielding discretionary power and making professional judgement.  相似文献

In this article, I investigate how a worker's locus of control, that is, the perception of control over daily events, affects job‐to‐job and job‐to‐nonemployment turnover. I find that an increase in internality—the degree to which respondents believe that the outcomes of their life events are determined by their own actions versus external factors—increases job‐to‐job transitions. In addition, the annual wage growth rate and the wage gains from job‐to‐job transitions increase with internality. The influence of the locus of control on job‐to‐nonemployment turnover, however, is insignificant on controlling for the worker's level of attained education. (JEL D83, J63)  相似文献

How does job quality predict subjective well‐being in the United States? Prior research suggests that various job quality dimensions such as job security and individual task discretion affect subjective well‐being, but the theoretical mechanisms are implied rather than tested and aspects of job quality are rarely tested together. I use structural equation modeling and General Social Survey data to assess the impact of five job quality dimensions—individual task discretion, monetary compensation, job security, low work intensity, and safe work conditions—on subjective well‐being. Then, I show that job quality influences subjective well‐being by improving social life, altering class identification, affecting physical health, and increasing amounts of leisure time. Finally, while I find that job quality dimensions do have statistically significant effects on subjective well‐being, the way in which job quality affects subjective well‐being differs by job dimension. In other words, job quality has a statistically significant impact on subjective well‐being, but different job quality domains are connected to subjective well‐being in different ways.  相似文献

Humor is widely used as a means of supporting group solidarity, but what determines the direction that this humor takes (i.e. its quality and targets)? I suggest that the answer lies in an interaction between self-concept, perceptions of outgroups and micro group culture. Aspects of self-concept that are central for a group’s identity work, especially how the group imagines outsiders, open possibilities for certain types of humor while closing off others. Then micro-cultural processes, heavily dependent on the exact persons present in a given interaction, influence the humorous forms used. This process explains why groups in roughly similar structural positions often make use of humor to generate solidarity in strikingly different ways, as well as why styles of humor vary, within limits, within groups. I provide illustrations of this process in two religious minority groups with very different humorous styles: atheists in the Bible Belt and evangelical Christians in Chicago.  相似文献

Theories of culture and action, especially after the cognitive turn, have developed more complex understandings of how unconscious, embodied, internalized culture motivates action. As our theories have become more sophisticated, our methods for capturing these internal processes have not kept up and we struggle to adjudicate among theories of how culture shapes action. This article discusses what I call “productive” methods: methods that observe people creating a cultural object. Productive methods, I argue, are well suited for drawing out moments of shared automatic cognition and resonance. To demonstrate the value of productive methods, I describe my method of asking focus group participants to devise and draw AIDS campaign posters collectively. I then 1) show how this productive method made visible distinct moments of both automatic and deliberative cognition, 2) offer an operational definition of resonance and demonstrate how the process of drawing revealed moments of resonance, and 3) suggest how this method allowed me to investigate the relationship between cognition and resonance and their effect on action. To conclude, I discuss strategies for using productive methods and advocate for their use in measuring culture.  相似文献

Each workplace operates within a cultural context in which local features of interaction influence how employees conceptualize their workplace self. Building on small-group research, I argue that understanding these idiocultures as action arenas helps to specify how group knowledge, practices, and beliefs are expressed and affect occupational identity. To demonstrate the power of microcultures, I analyzed local offices of the National Weather Service (NWS) through ethnographic methods. I focused on the Chicago office, demonstrating how its culture, which emphasizes autonomy and resistance to authority, shapes the staff's images of scientific practice and the contours of being a scientist. The culture is revealed in their joking relations as well as in other office traditions. I then compared this culture with that of Flowerland, a spin-up office established in the 1990s. These two offices use their cultures to differentiate themselves, creating distinct work practices. As all work groups have local cultures, giving greater attention to small-group dynamics helps us understand how workers define themselves, how cultures differ, and how the effects of these differences shape the experience of work.  相似文献

Prior work on youth–police relations examines young people's general perceptions of the police, their differential treatment by police officers, and officers' discretion in dealing with youth. Yet researchers have largely neglected the question of how young people attempt to shape these encounters. I address this critical gap, while also incorporating the experiences of “on track” youth and young women—two groups that are not exempt from police contact but traditionally ignored in the youth–police literature. Drawing on semistructured group and individual interviews with 19 black young people in New York City, I investigate the strategies they employ or subscribe to in navigating police contact. Three types of strategies emerged from my analysis: avoidance, management, and symbolic resistance. Avoidance strategies are marked by young people's attempts to preemptively steer clear of officers on the street. Management strategies are employed by young people during police encounters to limit risk or harm, while symbolic resistance is a subtle tactic used by some youth to preserve their dignity in these interactions. This study also considers the gender differences in respondents' approaches and offers new insights into how they assess their police interactions in an era of highly publicized incidents of police brutality.  相似文献

Although studies have linked culture to online user preferences and performance, few communication researchers have recognized the impact of culture on online information design and usability. It is important to ask if people are better able to use and prefer Web sites created by designers from their own culture. We propose that to improve computer-mediated communication, Web site design should accommodate culturally diverse user groups. First, a body of research is presented that aligns East Asian cultures with more holistic cognitive styles and Western cultures with more analytical cognitive styles. Building on this contrast, a theory of cultural cognitive design is proposed as a means of understanding how cognitive styles that develop under the influence of culture lead to different ways of designing and organizing information for the Web.  相似文献

Differences in performance across different locations of a humanservice program may be driven by client, managerial, organizational,policy, or environmental characteristics. While many of thesefactors are outside the control of local managers, other factorsmay be open to influence by local discretion and may have independenteffects on performance. One issue facing local managers is howto divide job tasks among frontline staff, but little evidenceis available regarding whether job design is related to performance.In this article, I examine the relationships between differentcasework task configurations and welfare-to-work office performance.Controlling for a number of client and office characteristics,I find that clients' average earnings are higher over a two-yearperiod in offices that primarily use unified case managementand in offices with a specialist who develops job opportunities.I find no effects on earnings in offices that use other kindsof specialists and no effects of unified case management orspecialists on welfare benefit receipt in the two-year period.Overall, the findings suggest that local managerial decisionsregarding job design help explain the variation in performanceacross offices and suggest a possible lever through which performancecan be improved.  相似文献

When a researcher enters an interview, she has already construed it as being a standard type of communicative event. This article considers how a researcher's construal of a communicative event as either an ethnographic or survey interview shapes the production of information. Interview standards entail epistemological assumptions that directly inform the type of information sought and produced. I consider this process through a comparison of the elicitation techniques I employed in survey and ethnographic interviews conducted during research in Mexico. I draw on theory in linguistic anthropology on the nature of meaning in language, examining how dialogicality and interaction are essential to understanding the construal of communicative events.  相似文献

Digital technologies have enabled the geographical expansion of production and the distribution of creative goods and communication. Simultaneously, the number of trade fairs and congresses has increased. This rise of temporary encounters has led to theorizations of events as marketplaces, learning sites and field‐configuring practices. This article elaborates on the metaphor of rewiring to propose and empirically demonstrate a further role of industry events for global business. Drawing on the case of the global stock photo trade, we use a unique survey to map the global network of sales partnerships as well as interviews conducted at international lead congresses to demonstrate how these events are enacted as social relays. Our findings demonstrate how temporary face‐to‐face contact facilitates long distance relationships between organizations and how it dynamically shapes the global industry network. Thus, we contribute to closing the gap between social action at the micro level, organizational linkages at the meso level and the structure of global industry networks at the macro level.  相似文献

This article outlines Public Social Services’ encounters with irregular migrants in Sweden from the perspectives of institutional and street-level bureaucrats. Staff and executive considerations are influenced by a de jure exclusion of irregular migrants, which is an element of the control of migration. Staff face contradictory demands concerning international and national regulations, which leads to legal ambiguities open to discretionary powers. The aim is to explore the handling of such cases, experiences and considerations with an interest in the values that are invoked when enacting discretion and to discuss implications of the unclear legal situation. The material was obtained using web-based questionnaires. A tentative analysis confirms that the Public Social Services encounter irregular migrants and that handling differs greatly. It suggests that different approaches and the contradictory legal framework endanger the rule of law. Differing reference points appear to be invoked when enacting discretion: some related to social work and others to controlled migration. The social work values invoked by some respondents might imply an appreciation of a right to services and control of migration as independent processes and jurisdiction related to human rights that are applicable beyond the nationally framed legal status and not subordinated to policies of migration.  相似文献

There is a long history or debate concerning the relative effects of external variables and individual discretion on individual outcomes. Yet, few attempts have been made to specify their cumulative effects on individual outcomes. Using length of stay in mental hospitals as our outcome measure, and type of commitment as our discretion measure, results from regression analyses indicate that discretionary and external variables (i.e., positions in the social structure) interact. Under conditions of low discretion, status resources have much stronger effects on length of stay than they do under conditions of high discretion. We conclude that external factors and discretionary variables can and should be included in the analysis of social action.  相似文献

Austin Turk (1969) offers a distinctly sociological explanation of policing by theorizing that structural reinforcers (e.g., older police officer, younger citizen) and reversals (e.g., younger police officer, older citizen) of the situationally absolute positional authority of police officers affect the relationship between police officers and citizens. To this point, however, there have been only three direct tests of Turk’s theory ( Greenleaf and Lanza‐Kaduce, 1995 ; Lanza‐Kaduce and Greenleaf, 2000 ; Weidner and Terrill, 2005 ). All have examined overt conflict and the results are mixed. The present research therefore adds a fourth test of Turk’s (1969) theory to the sociological literature by examining the effects of structural reinforcers and reversals on citizens’ perceptions of the legitimacy and propriety of police actions during routine traffic stop encounters. Net of control measures, including the legal reason for the traffic stop, and extra‐legal measures, such as driver gender, the data provide modest to strong support for parts of Turk’s (1969) theory and absolutely no support for others. The conclusion of the present study is that more research is needed to determine whether Turk (1969) is correct in theorizing that there is a sociology, and not just a social psychology, to police‐citizen encounters.  相似文献

The manners in which motorcyclists and road safety experts assess motorcycling diverge widely. Experts view it as an extremely risky venture and imply that only the foolhardy would engage in it. Our own survey research appears to support this view. And yet, motorcyclists disagree with this assessment and construct their own theory of risk. One in which blame is laid at the door of the car culture and accidents something that can be overcome by road skills. The view of the experts concern with their risk taking becomes redefined as the attempted imposition of social regulation. We attempt to show how these different approaches to risk can be theoretically reconciled. We argue that motorcycling accidents need to be seen as real physical events, the understanding of which is socially contested.  相似文献

The author integrated attachment theory with social cognitive career theory (SCCT) to examine how attachment styles influence the career search self‐efficacy activities of interviewing, networking, job searching, and personal exploration. Using an undergraduate sample (N = 275, 81% women), the author tested a structural model. Results indicated that anxious attachment style was negatively related to interviewing self‐efficacy, whereas avoidant attachment style was negatively related to networking, job searching, and personal exploration self‐efficacy. Theoretical implications based on these findings provide support for an integrative model of attachment theory with SCCT. Career counselors are encouraged to consider clients’ attachment styles when working with individuals who are searching for employment. To help address the limitations of the study, future researchers could test the applicability of the current model with a more diverse sample.  相似文献
