In an infinite-horizon setting, Ferejohn and Page showed that any social welfare function satisfying Arrow’s axioms and stationarity must be a dictatorship of the first generation. Packel strengthened this result by proving that no collective choice rule generating complete social preferences can satisfy unlimited domain, weak Pareto and stationarity. We prove that this impossibility survives under a domain restriction and without completeness. We propose an alternative stationarity axiom and show that a social welfare function on a specific domain satisfies this modified version and some standard social choice axioms if and only if it is a chronological dictatorship.  相似文献

In a social choice model with an infinite number of agents, there may occur “equal size” coalitions that a preference aggregation rule should treat in the same manner. We introduce an axiom of equal treatment with respect to a measure of coalition size and explore its interaction with common axioms of social choice. We show that, provided the measure space is sufficiently rich in coalitions of the same measure, the new axiom is the natural extension of the concept of anonymity, and in particular plays a similar role in the characterization of preference aggregation rules.  相似文献

“Strategy-proofness” is one of the axioms that are most frequently used in the recent literature on social choice theory. It requires that by misrepresenting his preferences, no agent can manipulate the outcome of the social choice rule in his favor. The stronger requirement of “group strategy-proofness” is also often employed to obtain clear characterization results of social choice rules. Group strategy-proofness requires that no group of agents can manipulate the outcome in their favors. In this paper, we advocate “effective pairwise strategy-proofness.” It is the requirement that the social choice rule should be immune to unilateral manipulation and “self-enforcing” pairwise manipulation in the sense that no agent of a pair has the incentive to betray his partner. We apply the axiom of effective pairwise strategy-proofness to three types of economies: public good economy, pure exchange economy, and allotment economy. Although effective pairwise strategy-proofness is seemingly a much weaker axiom than group strategy-proofness, effective pairwise strategy-proofness characterizes social choice rules that are analyzed by using different axioms in the literature.  相似文献

Recently, Moulin gave various axiomatic characterizations of solutions to quasi-linear social choice problems. He used a consistency axiom, which relates solutions for societies of different sizes, in addition to some basic axioms. In this paper, we introduce another axiom relating solutions for societies of different sizes, called the Solidarity Axiom. This axiom demands that when additional agents enter the scene, all of the original agents be affected in the same direction, i.e., all of them gain or all of them lose. Our main result is a complete characterization of solutions satisfying the solidarity axiom, in addition to Pareto optimality, anonymity and two normalization axioms. All solutions satisfying these five axioms are in the egalitarian spirit; each solution assigns to every agent an equal share of the surplus over some reference level, but uses a different method to compute the reference level. Then, using additional milder axioms, we give further characterization results concerning various subfamilies.I am extremely grateful to Professor William Thomson for his numerous comments which have considerably improved the exposition of the paper. This paper introduces the “Extended Pareto” axiom on Social Welfare Functions and gives a characterization of the axiom when it is assumed that the Social Welfare Functions that satisfy it in a framework of preferences over lotteries also satisfy the restrictions (on the domain and range of preferences) implied by the von-Neumann Morgenstern axioms. With the addition of 2 other axioms: “Anonymity” and a weak version of Arrow's Independence of Irrelevant Alternatives axiom: “Weak IIA” it is shown that there is a unique Social Welfare Function called “Relative Utilitarianism” that consists of normalising individual utilities between 0 and 1 and adding them. An argument for welfarist social evaluation is presented that replaces the independence axiom with a consistency axiom for social-evaluation functionals in economic environments. This axiom (consistency across dimension or COAD) requires that, if two allocations contain suballocations in common, and if individual utility functions are projected down to the smaller economy where allocations change, then these small allocations must be ranked in the same way that their ancestral allocations were.The basic result is applied to different information environments and a variety of ethical axioms appropriate to economic environments is investigated.We are indebted to Charles Blackorby, Erwin Diewert, Ed Morey, Bill Schworm and John Weymark for helpful discussions, and to the Social Sciences and Humanities Research Council, the Killiam Foundation and the National Science Foundation, for research support.  相似文献

In the literature on judgment aggregation, an important open question is how to measure the distance between any two judgment sets. This is relevant for issues of social choice: if two individuals hold different beliefs then we might want to find a compromise that lies somewhere between them. We propose a set of axioms that determine a measure of distance uniquely. This measure differs from the widely used Hamming metric. The difference between Hamming’s metric and ours boils down to one axiom. Given judgment sets A and B, this axiom says that if the propositions in ${A \cap B}$ jointly imply that the propositions in A?B share the same truth value, then the disagreement between A and B over those propositions in A?B should be counted as a single disagreement. We consider the application of our metric to judgment aggregation, and also use the metric to measure the distance between preference rankings.  相似文献

We examine properties of binary relations that complement quasi-transitivity and Suzumura consistency in the sense that they, in conjunction with the original axiom(s), are equivalent to transitivity. In general, the conjunction of quasi-transitivity and Suzumura consistency is weaker than transitivity but in the case of collective choice rules that satisfy further properties, this conjunction implies transitivity of the social relation. We prove this observation by characterizing the Pareto rule as the only collective choice rule such that collective preference relations are quasi-transitive and Suzumura consistent, and standard social choice axioms are satisfied.  相似文献

In the present paper we introduce the indicators of the fuzzy transitive congruence axiom, fuzzy direct-revelation axiom and fuzzy acyclic congruence axiom. These indicators measure the degree to which a fuzzy choice function satisfies these axioms. We use the indicators of fuzzy transitive congruence axiom and fuzzy acyclic congruence axiom to calculate the minimum degree to which the direct fuzzy revealed preference relation is the transitive and acyclic respectively. We established that (i) the degree to which the fuzzy choice function is full rational is the degree to which it satisfies fuzzy transitive congruence axiom and (ii) the degree to which the fuzzy choice function is acyclic rational is the minimum degree to which it satisfies fuzzy direct-revelation axiom and its fuzzy revealed preference is acyclic. We show that a similarity relation on the set of fuzzy choice functions preserves the indicators of fuzzy transitive congruence axiom, fuzzy direct-revelation axiom, fuzzy acyclic congruence axiom and (transitive and acyclic) rationality indicators.  相似文献

The relationships between the consistency (CONS) principle and two other axioms, dummy (DUM) and independence of irrelevant strategies (IIS) for solution concepts on families of strategic form games are studied. If a solution satisfies DUM and IIS, then it also satisfies CONS (Peleg and Tijs 1996). The converse of this proposition is not true: CONS implies neither DUM nor IIS as shown in two simple examples, using the concept of coalition-proof Nash equilibrium. This article contributes to the literature of pro-poor growth measurement by introducing and characterizing a growth-rate consistency axiom. The axiom states that if one growth pattern is judged to be more pro-poor than another growth pattern at a given growth rate, then the pro-poor ranking between the two growth patterns should remain the same at a higher growth rate. We show that summary pro-poor measures such as poverty-growth elasticities may violate this axiom. We then characterize a special dominance condition under which a given summary pro-poor measure will satisfy the growth-rate consistency axiom. Finally, we establish a general growth-rate dominance condition under which all summary pro-poor measures will respect the growth-rate consistency axiom.  相似文献

P. K. Pattanaik and B. Peleg have provided an axiomatic characterization of the lexicographic maximin extension of an ordering over a finite set to an ordering over the set of all non-empty subsets of that set. This note shows that one of their axioms, namely the Union axiom, is redundant, thus obtaining a more economical characterization composed of the remaining four axioms (which are independent by virtue of the examples given by Pattanaik and Peleg).  相似文献

 In this paper, we provide axiomatic foundations for social choice rules on a domain of convex and comprehensive social choice problems when agents have cardinal utility functions. We translate the axioms of three well known approaches in bargaining theory (Nash 1950; Kalai and Smorodinsky 1975; Kalai 1977) to the domain of social choice problems and provide an impossibility result for each. We then introduce the concept of a reference function which, for each social choice set, selects a point from which relative gains are measured. By restricting the invariance and comparison axioms so that they only apply to sets with the same reference point, we obtain characterizations of social choice rules that are natural analogues of the bargaining theory solutions. A quasi-linear social choice problem is concerned with choosing one among a finite set of public projects and determining side payments among agents to cover the cost of the project, assuming each agent has quasi-linear preferences. We first investigate the logical relations between various axioms in this context. They are: agreement, separability, population solidarity, consistency, converse consistency, and population-and-cost solidarity. Also, on the basis of these axioms, we present alternative characterizations of egalitarian solutions; each solution assigns to each agent an equal share of the surplus derived from the public project over some reference utility level, but uses a different method to compute the reference utility level. One must allocate a finite set of indivisible goods among two agents without monetary compensation. We impose Pareto-efficiency, anonymity, a weak notion of no-envy, a welfare lower bound based on each agent’s ranking of the subsets of goods, and a monotonicity property w.r.t. changes in preferences. We prove that there is a rule satisfying these axioms. If there are three goods, it is the only rule, together with one of its subcorrespondences, satisfying each fairness axiom and not discriminating between goods.  相似文献

We investigate the implications of the “separability principle” for the class of problems allocating an infinitely divisible commodity among a group of agents with single-peaked preferences. The separability principle requires that for two problems with the same population, but possibly different social endowments, in which the preferences of agents may change, if there is a subgroup of agents whose preferences are the same and the total amounts awarded to them are the same, then the amount awarded to each agent in the subgroup should be the same. First, we investigate the logical relations between separability and other axioms. As it turns out, consistency implies separability. Then, we present characterizations of the uniform rule on the basis of separability and also on the basis of other axioms.  相似文献

We completely characterize the class of fair and group strategy-proof mechanisms. We consider two notions of fairness, anonymity in welfare and no-envy. Both fairness axioms, when applied with strategy-proofness, imply decision efficiency, and lead to the same class of group strategy-proof mechanisms (where the group size is restricted to two). We find that the only feasible mechanism satisfying a mild zero transfer axiom, in this class, is the Pivotal mechanism.  相似文献

A problem of axiomatic construction of a social decision function is studied for the case when individual opinions of agents are given as m-graded preferences with arbitrary integer m ≥ 3.
