We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

Child support is a critical source of income, especially for the growing proportion of children born to unmarried mothers. Current social policy supports custodial parent employment (e.g., the Earned Income Tax Credit [EITC] and other work supports have largely taken the place of an entitlement to cash assistance for single mothers of young children). Given many single mothers' limited earnings potential, child support from noncustodial fathers is also important. This raises questions about the effects of child support on custodial mothers' labor supply, and whether policies that increase child support receipt will thereby discourage mothers' employment. This paper addresses these questions, taking advantage of data from a statewide randomized experiment conducted in Wisconsin. Unlike previous nonexperimental research, we do not find any negative effect of child support on the likelihood to work for pay or the number of hours worked in a given week. Recent U.S. social welfare policies have focused on increasing both custodial mothers' child support collections and their labor supply. The results suggest that these may be compatible policies; the absence of a negative labor supply effect strengthens the potential antipoverty effectiveness of child support.  相似文献

We investigate whether the adoption of joint-custody laws affects the amount of time that married mothers and fathers devote to market and household work. Our findings suggest that custody reform induces a reallocation of time within marriage, with mothers working more in the market and fathers working more in the home. However, fathers lower their labor-force-participation rates in response to custody reform. The patterns in the data are most easily reconciled with models that emphasize shifts in bargaining power to one household member, which is likely the father in the case of joint-custody reform.  相似文献

Child care is a necessary work support for many American families, but can be prohibitively expensive for those with low incomes. The federal government provides assistance through direct child care subsidies, but only a fraction of eligible families are in receipt. One factor that may limit access to child care assistance is work schedule. Research suggests that mothers with nonstandard work schedules use relative care more and day care centers less than those with standard work schedules. Research also shows that child care subsidies are disproportionately used for day care centers. This suggests that mothers who work nonstandard schedules may be less likely to receive child care assistance, but little empirical work addresses this question directly. Using data from a cohort of urban, unmarried mothers, this study explores the direct and indirect relationship between work schedule and receipt of child care assistance. The findings suggest that nonstandard work schedules reduce the odds of receiving child care assistance; a relationship mediated entirely by less day care center use among nonstandard schedule workers. The results imply that more flexible child care assistance is needed to meet the needs of these workers, possibly provided outside of the direct-subsidy system.  相似文献

Compared with children raised in single‐mother families created by the death of the father, children raised in divorced single‐mother families have significantly lower levels of education, occupational status, and happiness in adulthood. Yet divorced single mothers are not significantly different than their widowed counterparts in child rearing, gender role, and family values and in religiosity, health‐related behaviors, and other dimensions of lifestyle. However, relative to widowed single mothers, divorced single mothers hold lower occupational positions, are more financially stressed, and have a higher rate of participation in the paid labor force. We speculate that the contrasting positions in the social structure of different types of single‐mother families may account for observed differences in child outcomes.  相似文献

This article examines the effects of poverty, public assistance, and family structure on school-age children's home environment and developmental outcomes using data from the National Longitudinal Survey of Youth. The central question of this study is whether public support negatively affects school-age children's developmental outcomes, thereby contributing to the intergenerational transmission of welfare dependency. The results show that long duration and late timing of poverty have a detrimental effect on home environment and child developmental outcomes. Long duration of public assistance disturbs reading ability for children of intact families only. Late timing of public assistance actually enhances the cognitive and emotional environment and has a greater effect on the emotional environment for single-mother families. Long duration and late timing of single motherhood are detrimental to the emotional environment. Taken together, the findings suggest that the process of intergenerational transmission of welfare dependency during school-age years is primarily attributable to poverty and single motherhood rather than the duration and timing of public assistance. Single mothers often turn to their extended kin for financial assistance and to help with child care. Such support may be especially important in areas of high poverty and poor environmental conditions. Using novel kinship data, this article assesses the extent of support given by more than 3,000 relatives to 462 single mothers living in a slum area of Nairobi, Kenya. Contrary to stereotypes about families in sub‐Saharan Africa, the active kin network of single mothers is relatively small, and nearly a fifth of mothers do not receive any financial or child‐care assistance. Different types of kin offer different kinds of support according to culturally proscribed roles. However, support also depends heavily on kin's employment status, geographic proximity, and age. These findings offer a nuanced picture of how single women living in slum areas draw on their kin network to cope with their daily demands as mothers.  相似文献

In this study, I examined the effect of single parenthood due to death, separation, divorce, or migration of spouse on educational inputs among school-age children in India. I used the nationally representative India Human Development Survey to study the implications of different types of parenthood on educational expenditure among children ages 6 to 11 and 12 to 18 years and work participation among the older age group. The study finds that the separated or divorced mothers on average spend less on education and older children of widows are more likely to work because of resource constraints associated with single parenthood. The results highlight the need for public policies that would support widows as well as separated or divorced mothers.  相似文献

The present study examines the associations between poverty status, receipt of public assistance, service use, and children's mental health. Using a sample of children with serious emotional disturbances, findings from logistic regressions indicated that although no significant associations were found between poverty status and emotional or behavioral problems, families living below the poverty threshold were more likely to receive fewer services, even after controlling for receipt of Medicaid or SSI. Significant associations were also found for child's age, race/ethnicity, caregiver education, Medicaid and TANF receipt, child and family mental-health-risk factors. Poor families were more likely to have older children, be non-white, have fewer years of education, receive public assistance, and have more family mental-health-risk factors, but less child mental-health-risk factors. While a higher percentage of nonpoor families received medication management and residential treatment services, more poor families received support services such as transportation and flexible funds. Implications for the findings are discussed.  相似文献

Reducing non-marital childbearing and making nonresidential fathers take greater responsibility for their children were identified as goals of numerous policy changes since the 1980s. Child-support award rates for children born to unmarried parents have been quite low historically, leading lawmakers to focus on increasing both award and payment rates for this group. Nonmarital fathers are also much less likely to have contact with their children. Although evidence suggests that policy efforts increase child support awards and receipt, the link between child support policies, child support outcomes, and father-child contact has received less attention. This paper uses data from the Survey of Income and Program Participation on children born between 1985–1997 to investigate the relationship between child-support award and receipt and the amount of contact that fathers have with their non-residential children. Since it is likely that both of these behaviors are, in part, determined by unobservable characteristics of the father, we estimate an instrumental variables Tobit model. The model is identified by our assumption that child support policy variables can impact child support awards and payments, but father-child contact cannot be directly legislated. Our results suggest that there are unintended, but desirable effects of child support establishment and collection. Policies to collect child support not only increase financial resources to families, but through their impact on payments increase visitation and contact between these children and their fathers. Internationally there is a broad literature on risks for child custody placements. In contrast, very little is known about their outcomes on parents. The topic is relevant not only for parents themselves but also for children placed outside their homes, as many children keep contact with their birth parents or return to live with them. In a retrospective cohort study setting we analyze child custody placement outcomes (social assistance receipt, unemployment and work disability) for mothers whose children had been taken into custody between 1997 and 2004 in Finland. Data from a child placement register were merged with several administrative social insurance registers. Comparison groups of population mothers are included in the study. The procedure yielded an internationally unique database. According to the results of our study, mothers whose children are taken into custody are more often unemployed and in need of social assistance than mothers in the comparison group. Furthermore, they are also more often on a disability pension, due to mental health problems in particular, than mothers in general. While considering the results, we examine family policy and general welfare policy implications of support to families whose children have been taken into custody.  相似文献

This article examines the effect of child care subsidies on the standard work decision of single mothers. Results suggest that child care subsidy receipt is associated with about a 7 percentage point increase in the probability of working at a standard job. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that subsidy receipt has a large and positive effect among welfare recipients, whereas the effect on nonrecipients is much smaller. These findings underscore the importance of child care subsidies in helping low-income parents, especially welfare recipients, gain standard employment. ( JEL J13, I38)  相似文献

Welfare receipt often is correlated negatively with children's cognitive and behavioral outcomes. Yet, virtually all children in households that receive public assistance are poor, prompting the question of whether poor outcomes are an effect of welfare, a spurious relationship between welfare and child outcomes, or a result of welfare selection. Using the NLSY-CS, these possibilities are examined by controlling for poverty and for selection into welfare. Controlling for child and maternal characteristics accounts for the majority of bivariate associations between welfare and outcomes among Black children. Controlling for poverty does little to change the relationship between welfare and outcomes for Black or White children. Controlling for selection into welfare further reduces the relationship between welfare receipt and outcomes among White children and has little discernible effect among Black children.  相似文献

Most teenage mothers eventually marry but are at greater risk for subsequent marital disruption than those who delayed childbearing, and those who began parenting early are likely to experience greater economic insecurity as divorced/separated couples, we compare the economic status of ever-teen mothers and never-teen mothers at the time of divorce. We also examine the potential of an effective child support system to improve economic well being among families initially created by a birth to a teenager. The findings indicate that ever-teen mothers who experience a divorce have lower overall economic well being than their counterparts who delayed childbearing, and the former husbands of these women have less ability to pay child support than the husbands of never-teen mothers.  相似文献

Using data from a national and intergenerational survey in 1997, this study examines the link between religion and intergenerational assistance between parents and adult children. Two possibilities are tested. First, religion and assistance are positively associated because religion promotes general prosocial and helping beliefs and behaviors. Second, assistance is greater between parents and adult children who are religiously congruent because strong intergenerational relations are based on parent-child consensus on values and beliefs. The hypotheses are tested separately for continuously married and divorced parents, and interaction models are estimated to determine if the effect of religion varies between adult daughters and sons. Findings support the second argument—religious congruence is more important than individual religiosity in influencing intergenerational assistance. The link between religion and assistance is positive among continuously married parents and adult children, but religion has a mostly negative effect among divorced parents and adult children. Assistance is especially low when either the divorced parent or adult child or both are evangelical Protestants. The disparity in the findings may highlight the different religious and family philosophies of conservative versus mainline religions.  相似文献

Although remarriage is a relatively common transition, little is known about how nonresident fathers affect divorced mothers' entry into remarriage. Using the 1979–2010 rounds of the National Longitudinal Study of Youth 1979, the authors examined the likelihood of remarriage for divorced mothers (N = 882) by nonresident father contact with children and payment of child support. The findings suggest that maternal remarriage is positively associated with nonresident father contact but not related to receiving child support.  相似文献

The percentage of children in the United States living apart from their biological father has increased, while public assistance for single mothers has diminished. This has resulted in a need to better understand and promote nonresident fathers' economic support of their children. In the present study the author used data from the Fragile Families and Child Wellbeing Study (N = 1,752) to examine how coparenting—the degree to which parents are mutually supportive and cooperative in raising their child—is related to nonresident fathers' monetary contributions. Results from pooled regression and fixed effects models indicate that coparenting is positively associated with fathers' likelihood of paying formal and informal child support and the amount of these payments. Findings from cross‐lagged structural equation models suggest that the association between coparenting and fathers' payments is reciprocal but that coparenting has a stronger effect on fathers' payments than fathers' payments do on coparenting.  相似文献

The study examined the relationship between 20 divorced, non-custodial fathers and their children from the perspective of both the mother and the father. Results indicated parental agreement over the perceived consistency of child support but disagreement over the amount of influence the fathers had in the area of finanical affairs. Mothers who did not receive child support on a consistent basis considered a father's influence to be of fathers perceived changes between the father pre-and post-divorce influence with the exception of influence over financial decisions. Overall the results of the study indicate that divorced fathers are not necessarily absent parents and that both mothers and fathers consider post-divorce father involvement desirable.  相似文献

Seventy-one U.S. mothers with a physical disability who had a child aged 0 to 3 years responded to a survey about the system of care used for their child. Results indicated that mothers participated in all different types of care (physical, comforting, playing, limit setting, and taking the child outside the home). Partners and participants’ mothers provided the most assistance with care. Mothers were generally satisfied with assistance received from others. This article explores how mothers remain central to their children with others assisting with the child’s care and the impact of such assistance on mothers’ relationships with partners and children.  相似文献

Divorced Mothers     
Employed divorced mothers (381) were surveyed on sources of support available to them in managing family responsibilities, with emphasis on managing conflicts between employment and child care responsibilities. A particular focus was the noncustodial parent's contribution. Although the divorced mothers perceived they had sources of help available, notably the child's father, friends, and relatives in the community, they did not perceive that these sources offered much help in managing family responsibilities. The mothers tended to manage the employment-child care conflicts themselves. It is not clear if this was the preferred option or if the other sources, due to similar employment commitments, could not provide help.  相似文献
