The detection and assessment of side effects or unintended consequences in policy evaluation are seldom conducted in other than a casual manner. This paper investigates the unintended impact of an employment and training program on the political orientations of participants. Applying a political socialization framework, this study compared the postprogram attitudes toward citizenship of 286 CETA-eligible youth with a randomly assigned control group of 161 youth. Entering minority status and gender as factors and preprogram attitudes toward citizenship as the covariate, the ANCOVA results indicate that political orientations of experimentais, especially program completers, are significantly higher compared with control group members.  相似文献

Australia's approach to immigration, as internationally, is largely concerned with state sovereignty, border protection and restrictionism towards asylum seekers. However, with just under a million refugees currently residing in Australia, and with 13,750 more added to this number each year, there is also an interest in ensuring that those who are granted humanitarian protection are socially integrated. This article reports on a qualitative investigation of the integration experiences of 85 refugee adolescents aged 13–17 years resettled in Adelaide, South Australia. It explores, in particular, the role of social connectedness in the integration process. Relationships with family, ethnic group and host country are believed to affect multiple and interrelated integration outcomes including language acquisition, cultural knowledge, belonging, identity, civic engagement, social and economic participation, and access to public services. This research found that young people must negotiate the integration process with variable, and in many cases limited, support from the network of social connections surrounding them. We suggest that policy and programmes which strengthen the relationships young people have with others have the potential to enhance integration outcomes.  相似文献

Few researchers have examined the training of child care workers in cultural diversity competencies, despite the growing number of ethnic minority children and youth in residential care. The present paper reports two studies. In study 1, we aimed to adapt and develop two measures of cultural diversity competencies—a self-report questionnaire and an objective measure based on a case vignette (n = 51). In study 2, we proposed a brief training program. A quasi-experimental design (n = 30) was used, with cultural competencies being evaluated before and after the training. Results revealed that (1) child care workers tended to over-estimate their self-perceived competence and that (2) the experimental group was more capable of including cultural elements in their definition of strategies and relational aspects of intervention after a brief training than the group that received no training (control). Implications of this study are discussed for further development of cultural diversity competencies in professionals working in residential child care.  相似文献

Abstract

Identity construction can be very complex for refugee children, especially for Palestinian refugee children. For refugee children, organised violence and immigration are important parts of their life experience that can lead to trauma, which in turn influences how they construct their collective identity. Schools have to consider this specific experience as the development of a meaningful identity is an important factor in refugee students’ well-being and school adjustment. School-based activities centred on creative expression can help refugee students in expressing trauma and in making sense of their identity and migration experience. This paper presents the case study of a 9-year-old Palestinian refugee boy in Canada and explores how he expressed and made sense of his multiple identities in his drawings. Many features of the boy’s drawings evoked a wounded identity, especially spatial disorganisation and enmeshment. Data analysis revealed that the boy might have been experiencing collective identity trauma and that he used drawing and a peer as props to heal his wounded identity. Both drawing and the space offered by his teacher to safely explore and experiment with different identities contributed to the integration of his multiple identities into a meaningful whole, which contributed to his school adjustment.  相似文献

Despair and a sense of hopelessness have been uninvited fellow travellers for many refugees. Despite the myriad challenges facing refugee populations there are numerous barriers to accessing services in a South African context. This is especially true for refugee youth who often fall through the gap of support given to adults or children. This paper explores the benefits of following a narrative, reflexive approach to participatory action research with refugee youth living in Durban, South Africa. We conducted a series of workshops with a focus on creating safe dialogical spaces, identity and values, agency, social connection and performativity using a Critical Reflexive Framework. What emerged early in the research was a sense of despair due to challenges like poverty and xenophobia, making daily life stressful and unsafe. This was coupled with feelings of hopelessness in a future lacking in possibilities. When these feelings are not dealt with it can result in psychological distress and involvement in a range of antisocial behaviours. However, by following a strength-based methodology in creative interventions to re-member abilities, opportunities can be created for rendering hope and agency. The experience is explored through the voices of participants using narrative dialogical analysis and poetic inquiry.  相似文献

This article presents the results of a case study in youth participatory program planning conducted in the context of a nonformal technology-education program in eastern Finland. The purpose of the program was to have youth, university, and business stakeholders work together to create the Learning Door, a door that would meet the needs of older people and people with disabilities. The participatory program planning process that was used involved clarifying the mission, roles, and modes of collaboration as well as creating stakeholder matrices, logic models, program plans, and implementation plans. It was found that the observed program planning process was similar to the intended planning process and that the process was well received by the planning participants. The lessons learned include clarifying the nature of collaboration before the program gets underway, reviewing program planning steps often, and making clear distinctions between logic models and implementations plans.  相似文献

Young people's participation, supported by the advent and the use of social media, seems to increase and become more definite, especially when it is linked to the local territory and its activities. In this respect, the connections the youths are able to create online go beyond the web, also developing social interactions with local communities. This article, starting from these premises, aims at investigating more deeply the debate about the civic use of the web by young people. The analysis focuses on 20 youth movements (cultural, social-collective, and environmental ones), with national/international relevance, mainly related to the web. Taking into account five main dimensions – internationalization, level of organization, participation, communication, and benefits for the social structure – the paper point outs different dynamics among the movements related to: (1) the use of the net, (2) the transfer from the online communication exchange to the local implementation of the civic actions, and (3) the involvement of the local public opinion. Moreover, the study reveals strong connections among participants, both in terms of bridging and bonding links so that the movements may be considered as a promising opportunity to strengthen civicness and foster social capital.  相似文献

This paper looks at some preliminary findings from research with young people in foster and residential care in the UK who have received advocacy services from a range of local authority and voluntary agencies. The study also includes the views of professionals, from both children's rights and social services. The initial findings highlight the importance to young people of their relationship with rights professionals. They speak about the value to them of care and respect, aspects not always seen as fundamental to rights work. Caring, in its various guises is seen by young people as a vital component of their relationship with children's rights workers. They also see this as important within advocacy work itself since caring about the outcome is often key. A pure individual rights focus with an emphasis on challenge and ‘being heard’ may not take account of the complexity of their situation and may pose difficult dilemmas for young people, especially in dealings with their carers. This ‘caring’ advocacy is not the paternalistic approach of a professional who ‘knows what's best for you’ but is a model based on a strong awareness of ways that young people are excluded and oppressed. It is also about placing a positive value on their contribution as citizens and links to a view of society that gives importance to an ethic of inter‐relationship and care as well as an ethic of individual rights. Unaccompanied refugee minors are particularly vulnerable to stress and risk during the journey to asylum-countries and in the post-migration environment. This study aimed to determine ways in which positive post-migration development and integration could be achieved for this group. Thematic analysis of interviews based on Personal Construct assessments reflected young asylum-seeking and refugee individuals' experiences of their social situation in England. Participants emphasised the importance of social support as a means for hope, as an escape from distress and as an opportunity to form relationships that resembled family bonds. They expressed their desire to move forward and to achieve their goals, as well as their fear of rejections and issues related to trust. The participants' voices illustrate areas where gaps remain to be filled in terms of providing sufficient support to unaccompanied minors and youth in England, with implications for future research, policy and practice. The importance of providing unaccompanied children and youth with an opportunity to engage in meaningful activities with peers and adults is demonstrated and the need to provide initiatives that seek to prevent discrimination is highlighted.  相似文献

This study examined the resettlement experiences of unaccompanied Sudanese refugee youth placed in foster care from the perspectives of the youth, foster parents, and agency caseworkers. Youth experienced considerable success. The challenges of adjusting to school and family life, however, suggest a need for funding to support more intensive educational services, more cultural training and support for foster parents and school personnel, and flexibility to provide services in more culturally appropriate modalities.  相似文献

The economic costs of problems afflicting youth are reflected in lowered production and in expenditures required for treatment and social control. These factors have not been adequately understood, nor have their implications for the cost effectiveness of intervention programs been elaborated. This paper reviews previous work on the cost and value of farm youth as a model and proposes research questions and approaches to illuminate the costs of youth problems and their programmatic and policy implications.  相似文献

Described and empirically supported is an interventive model for primary prevention of social and health problems among children and youth. Involving three components—information dissemination, information personalization, and skills acquisition—preventive intervention is delivered through a group training format. Data from two field applications of the model document its feasibility and effectiveness. The first application focuses on helping adolescents prevent unwanted pregnancy; the second on preventing cigarette smoking among preadolescents. In both studies self-report, behavioral, and objective data obtained at program's end and at 6-month follow-up favored trained youths when compared to those in untrained control conditions. The model's adjunctive benefits and directions for further research are discussed.  相似文献

Evidence-based programs (EBPs) are increasingly being implemented in children's services agencies in developed countries. However, this trend is meeting resistance from some researchers, policy makers and practitioners. In this article we appraise the main critiques, focusing on scientific, ideological, cultural, organizational and professional arguments. We contend that some of the resistance stems from misconceptions or an oversimplification of issues, while others represent valid concerns that need to be addressed by proponents of EBPs. We set out implications for the development and evaluation of programs and how they are introduced into service systems, and conclude with broader recommendations for children's services.  相似文献

Improving continuity of care is an important objective of various interventions and innovative programs for youngsters in vulnerable situations. Yet, the definition and conceptualization of continuity of youth care remains unclear, as well as important benefits and pitfalls regarding its implementation. Therefore, this study provides a systematic review of the literature, focusing on the conceptualization and evaluation of continuity. Database searches revealed 28 studies that focus on youth care interventions aimed at improving continuity of care. Selected studies were analyzed in Nvivo, using a three dimension model of continuity of care developed in general practice. Results show that continuity of care is rarely the central focus in youth services research. Moreover, its conceptualization is often limited to management aspects of continuity rather than highlighting other dimensions of continuity (e.g., relational and informational continuity). Also, experienced continuity of care as perceived by youngsters themselves is underrepresented in the selected studies, resulting in a partial view on continuity in youth care. It is concluded that more research is needed on youngsters' perceptions of continuity of youth services and its relational and information aspects, using qualitative study designs.  相似文献
