Current U.S. immigration policy places a heavy emphasis on kinship ties with a U.S. citizen or resident alien in rationing immigration visas. An alternative policy is to focus on the skills of visa applicants. Immigrants with higher levels of schooling and with skills that are more readily transferable to the U.S. labor market are more productive, as measured by their earnings. A larger proportion of skilled workers in a cohort of immigrants tends to narrow the differences in earnings among skill groups in the native-born population. This reduces income inequality and reduces the use of income transfers by the low-skilled native-born population. More highly-skilled immigrants also make less use of income-contingent transfers. A point-system would be necessary to combine the multidimensional aspects of skill. The adoption of skill-based rationing with a point system in Canada led to an increase in the skill level of the immigrants.  相似文献

This paper takes account of skills heterogeneity among workers with a higher education degree and proposes a new measure to differentiate between real and apparent overeducation based on the level of cognitive skills actually achieved by the individuals. This proposal is applied to the study of the wage effects of overeducation in the Spanish labor market using data from PIAAC. The results suggest that between a quarter and a half of the graduate workers who appear to be overeducated in the Spanish labor market could be considered as being only apparently overeducated since they show a lower level of skills than that corresponding to their educational level or, alternatively, a level of cognitive skills which is commensurate with their job. Different returns are found for each group of overeducated individuals both when compared with adequately educated peers within a similar level of education (with greater wage penalties for apparently overeducated workers) and when the comparison is done with well-matched co-workers doing a similar job (with a wage premium for real overeducation but no significant returns for apparently overeducated workers). These different returns by skill levels beyond what overeducation measures implies that the market distinguishes between education and skills and that educational attainment per se does not perfectly align with acquired skills, meaning that traditional measures of overeducation would overstate the actual level of skills mismatch in the labor market.  相似文献

In 2001, Quebec changed its point system, a system that selects immigrants based on specific observable characteristics. The explicit objective was to increase the number of French-speaking immigrants, with no deterioration in overall labor market performance. To achieve this, points for French and education (specifically bachelor’s degrees) were increased. In parallel, points for a subjective assessment of “adaptability” were decreased. In line with the initial objective, we find more French-speaking immigrants with bachelor’s degrees, and no worsening in labor market outcomes after the reform. These results hold in a difference-in-differences and triple differences analysis. This paper shows how point systems can be used to shape the immigrant workforce according to policy goals.  相似文献

文章从技能型劳动者的分类界定入手,对不同类型劳动者所面临的"用工荒"现象及其成因机制进行微观视角的分类研究。结果发现,当前的"用工荒"现象包含了多种类型的劳动者短缺,其中非技能型劳动者短缺的主要原因是被扭曲的收入分配比例和无保障的弹性用工模式导致新生代农民工供给激励不足,随着企业转型升级进程加快,此类"用工荒"现象将得到有效缓解;而造成技能型劳动者短缺的原因,既包括经济转型发展使对技能型劳动者的需求结构性增长,也有基于历史和现实原因的劳动者供给数量不足。技能型劳动者培育过程中的劳资双方行为"协调失灵"、政府职能缺位、社会化培训体系建设滞后和劳动力市场的无序发展等因素都是导致技能型劳动者增长速度滞后于经济转型发展要求、进而导致技能型劳动者"用工荒"现象的主要原因。  相似文献

The article examines the influence of linguistic distance on the labor market outcomes of a sample of 5,041 first generation immigrants in Sweden between 1970 and 1990. The article exploits register data from the Swedish Longitudinal Database, examining a population of individuals from 11 non-Nordic countries of origin. The analysis focuses on the transition to the Swedish labor market, comparing the last occupation before migration with the first occupation after, measured by the ISEI score. Using OLS regression, the results finds important differences in the initial labor market outcomes that are linked to the individual’s linguistic distance. More specifically, individuals proficient in languages belonging to the same language family as Swedish and familiar with the Latin alphabet are found to enjoy an advantage in the initial transition to the Swedish labor market. This finding exists net of the influence of the individual’s region of origin, and is particularly accentuated among formally highly skilled males. This appears to confirm the comparatively large demands for destination-specific skills in high-status occupations, favoring linguistically more proximate individuals. Among females, no consistent advantage among the linguistically most proximate can be observed among the formally highly skilled, potentially explained by differing selection mechanisms into the labor market. In general, however, the mechanisms through which linguistic distance affects the individual’s initial occupation in Sweden appear to operate similarly along gender lines.  相似文献

The US temporary migration system is closely intertwined with the permanent system. First, this paper defines the various temporary and permanent admission categories. It presents available statistics on the occupations of temporary migrants upon admission and upon adjustment to permanent residency, especially since the Immigration Act of 1990 went into effect in 1992. There has been a sizable increase in the number of temporary workers over the past few years and those who adjust from specialty workers (H-1B) and intracompany transferee (L) have increased the overall skill composition of permanent immigrants. Secondly, the paper reviews the literature on the labor market impact of temporary migrants in academics and in the private sector. While there are marked concentrations of foreign-born workers among the college educated and especially Ph.D.s, the literature raises concerns but does not establish adverse effects (wage differentials, unemployment, etc.). There is, however, reason for some concern given trends in the postdoctoral labor market and for employersin `job shops' who undercut US workers with temporary workers.  相似文献

Combining unique, annual, bilateral data on labor flows of highly skilled immigrants for 10 OECD destinations between 2000 and 2012, with new databases comprising both unilateral and bilateral policy instruments, we present the first judicious cross-country assessment of policies aimed to attract and select high-skilled workers. Points-based systems are much more effective in attracting and selecting high-skilled migrants than requiring a job offer, labor market tests, and shortage lists. Offers of permanent residency, while attracting the highly skilled, overall reduce the human capital content of labor flows because they prove more attractive to non-high-skilled workers. Bilateral recognition of diploma and social security agreements foster greater flows of high-skilled workers and improve the skill selectivity of immigrant flows. Conversely, double taxation agreements deter high-skilled migrants, although they do not alter overall skill selectivity. Our results are robust to a variety of empirical specifications that account for destination-specific amenities, multilateral resistance to migration, and the endogeneity of immigration policies.  相似文献

Exploiting unique German administrative data, we estimate the association between an expansion in maternity leave duration from two to six months in 1979 and mothers’ postbirth long-term sickness absence over a period of three decades after childbirth. Adopting a difference-in-difference approach, we first assess the reform’s labor market effects and, subsequently, prebirth and postbirth maternal long-term sickness absence, accounting for the potential role of the reform in mothers’ selection into employment. Consistent with previous research, our estimates show that the leave extension caused mothers to significantly delay their return to work within the first year after childbirth. We then provide difference-in-difference estimates for the number and length of spells of long-term sickness absence among returned mothers. Our findings suggest that among those returned, mothers subject to the leave extension exhibit a higher incidence of long-term sickness absence compared with mothers who gave birth before the reform. This also holds true after we control for observable differences in prebirth illness histories. At the same time, we find no pronounced effects on mothers’ medium-run labor market attachment following the short-run delay in return to work, which might rationalize a negative causal health effect. Breaking down the results by mothers’ prebirth health status suggests that the higher incidence of long-term sickness absence among mothers subject to the reform may be explained by the fact that the reform facilitated the reentry of a negative health selection into the labor market.  相似文献

Two separate cohorts of immigrants to Australia are compared in order to assess the potential role of immigrant selection criteria, labor market conditions, and income-support policy in facilitating the labor market adjustment of new arrivals. Although these two cohorts entered Australia only five years apart, their initial labor market outcomes varied dramatically. The results indicate that changes in immigration policy may have led to increased human capital endowments that in turn resulted in higher participation rates and reduced unemployment. At the same time, improvement in Australian labor market conditions and changes in income-support policy over the 1990s – which most likely altered the returns to human capital – were probably instrumental in reinforcing the effects of tighter immigrant selection criteria. As much as half of the fall in unemployment rates among women and one third the decline among men appears to have occurred as the result of changes in the returns to demographic and human capital characteristics. This paper explores the structure of incentives undergirding the German system of apprenticeship training. We first describe characteristics of the German labor market which may lead firms to accept part of the cost of general training, even in the face of worker turnover. We then compare labor market outcomes for apprentices in Germany and high school graduates in the United States. Apprentices in Germany occupy a similar position within the German wage structure as held by high school graduates in the United States labor market. Finally, we provide evidence that – in both countries – the problem of forming labor market bonds is particularly acute for minority youth. 本研究纳入新经济地理的新型要素——市场获得。试图建立影响劳动力迁徙动力机制的新坐标。利用1998-2008年期间中国劳动力跨区域流动样本数据,本文经验验证了“市场获得一要素报酬一迁徙”的倒“U”关联机制,发现我国早期市场获得对劳动力由外围区向中心区迁徙的贡献显著,并决定了“中心一外围”的地区竞争格局。内部二元经济结构走向“刘易斯拐点”。进而“人口红利”消退,这均迫使“市场获得一迁徙”正向关联机制趋于弱化;研究估算出我国劳动力要素跨区域迁徙的隐性壁垒(边界效应值)为3.94;且边界效应由东向西呈现出阶梯型上升的区域差异态势:劳动力要素市场呈现出中心区相对开放,外围区相对闭塞的局面,而引力型政策和保障性政策分别成为了劳动力跨区域迁徙的拉力和阻力。政府的配套政策应该保障自由市场和生产要素跨区域有效配置,在实现我国区域“中心一外围”格局走向均衡化发展的同时,继续维护中国工业生产的要素竞争力。  相似文献

This study examines the impact of immigration on the labor market opportunities of the native-born population by looking through the window of migration. We use Current Population Survey data to analyze the one-year migration patterns of Anglos and Blacks and include the presence of recent immigrants in the origin and (potential) destination US states among the covariates. Our departure model employs a logit specification to predict outmigration (vs not) from the state during the year prior to the survey. Our arrival model uses a conditional logit discrete choice specification with sampling among the alternatives to predict destination state. The data are taken from the 1981, 1984, 1987, and 1990 Current Population Surveys. This work adds to other knowledge of the migratory response of workers and sheds light on theories of substitution and complementarity in labor markets. States with high levels of recent immigration are less likely to retain Anglo workers or receive new Anglo interstate migrants, but this apparent substitution effect is partially offset by the presence of long-term immigrant stock. Lower skilled Anglos are more susceptible to this substitution effect than those of higher skill level. In the black population, results are more complex. Lower skilled blacks are less attracted to high immigrant locations, but African-Americans of higher skill level in selected occupations and industries are predicted to be more likely to remain in or choose states with many recent immigrants.  相似文献

This study examines the relationship between racial equity in labor market processes and racial equality in future labor market rewards. In particular, a regression standardization procedure is used to project the degree of racial inequality in earnings that would exist among men at various future points in time based on three different sets of assumptions about attainment processes in labor market and educational institutions. The most important results suggest that even if racial discrimination were eliminated immediately in labor market and educational institutions, it would take almost 50 years for the black-white earnings ratio to reach .95. This incompatibility between equity and equality needs to be considered more explicitly both by those who advocate a color-blind labor market and those who advocate preferential treatment for blacks.  相似文献

This article contributes to the ongoing debate on native wage impacts of immigration. I propose a mobile-fixed factor distinction as a framework in which to think about the differential impact of immigration on various labor market groups. Skilled workers are treated as a fixed factor of production since the strong reliance on skill certification in Germany inhibits mobility and shelters from competition. Unskilled workers, in contrast, receive competitive wages. Using data from the German Socio-Economic Panel for 1984–1989 I estimate panel wage regressions for groups of workers separated by skill certification. I find that university graduates‘ wages increase, and the wages of workers without postsecondary degree decrease, as the industry share of unskilled workers increases. We provide new evidence on the long-run labor market penalty of teenage overweight and obesity using unique and large-scale data on 150,000 male siblings from the Swedish military enlistment. Our empirical analysis provides four important results. First, we provide the first evidence of a large adult male labor market penalty for being overweight or obese as a teenager. Second, we replicate this result using data from the United States and the United Kingdom. Third, we note a strikingly strong within-family relationship between body size and cognitive skills/noncognitive skills. Fourth, a large part of the estimated body-size penalty reflects lower skill acquisition among overweight and obese teenagers. Taken together, these results reinforce the importance of policy combating early-life obesity in order to reduce healthcare expenditures as well as poverty and inequalities later in life.  相似文献
