Abstract ：The paper,from the perspective of complex system＇s chaos theory, aims to analyze the complexity of international crude oil price fluctuations and of international crude oil market running system. The analysis suggests that international oil price fluctuation is a nonlinear system network constituted by international economy, finance, oil production, trade, consumption and geopolitics. And from the non- equilibrium between the supply of oil production and the spatial distribution of the consumer market（ imbalance of the regional structure of oil supply and demand） and imbalance between the economic attributes of oil and political, financial speculative property, we analyze the characteristics of uncertainty and chaos of the international oil price fluctuations, as well as the factors causing uncertainty in international oil price fluctuations.

The Forming Mechanism of Commodity Financialization

Under economy financialization, we used the macroeconomic analysis framework which was derived from aggregate supply-aggregate demand model to explore the formation mechanism of commodity financialization. Moreover, we used VAR model to study the systematic relationship between commodities and macroeconomic factors. The excessive money will have a positive impact on commodities＇ prices. In addition, we explain the new manifestations of the commodity markets from the aspects of both commodity spot market and derivative market under the influence of commodity financialization. In the end we conclude the above content and pro- mote relative political suggestions to cope with commodity financialization.

During the reform and open policy for 30 years, China government＇ s legislation construction has achieved a remarkable achievement, simultaneously also faced some questions. In order to realize the comprehensive implementation to manage state affairs according to law and build socialism country under the rule of law goal, China＇ s government should try to ponder and to solve the following question in the future： to establish the authority of law and supremacy of law concept, to realize the authority movement government by law, as well as strengthening the protection of human rights and building the rule of law culture, to foster civil society.

Fingerprint Classification Based on Genetic Programming

Abstract： A novel algorithm for fingerprint classification is proposed in this paper, which classifies fingerprints into five types： arch, left loop, right loop, whorl, and tented arch. First, the preprocessing of fingerprint images is carried out to enhance the image ; then a method based on GP （ genetic programming） is adopted to generate new features from the original dataset without any prior knowledge; finally BP （Back Propagation） network and SVM （Support Vector Machine） classifiers are used to classify fingerprints. This method can improve the computation efficiency and accuracy. The experimental results show that the algorithm used in the FVC2004 database, in the absence of any rejection of case classification, the accuracy rate of this classification reaches 93.6%.

Abstract：The paper sets out to analyze common problems existing in public health services on the west side of the Taiwan Straits, and then probes into potential roles local medical colleges and universities would play in the control and prevention of public health emergencies, building of public health care system in communities, and policy-making in relation to public health care, as well as the policy and financial support local governments are expected to provide. It is hoped that the ideas presented in this paper might provide beneficial references for further development of public health undertakings on the west side of the Taiwan Straits.

On The Curriculum of Economic Geography in Normal Colleges

Abstract ： In the light of the problems arising in the classroom teaching of economic geography in normal colleges, a questionnaire on its curriculum reform is conducted among the graduates majoring in geography. The results show that there exists a disconnection between the economic geography teaching in colleges and that in middle schools, i. e. , this curriculum lack the due pertinence. Thus an adjustment scheme for economic geography teaching in normal colleges is proposed in this paper, which is centered on adjusting the all-round teaching thought, and rearranging the chapter structure and chapter contents.

Abstract： In Hegel＇s Criticism of Legalist Philosophy and its Introduction, Marx criticizes the ontological basis of Hegel＇s speculative idealism theory of the state built on Feuerbach＇s humanism materialism. It is asserted that existence comes from existence itself and thinking stems from sensual existence. Thus, thinking is interpreted by sensual existence and political state and the spirit are accounted for by realistic sensual existence to understand the relationship between civil society and political state.

Study on Legal Problems of Becoming a Shareholder of Rural Land Contractual Management Right in the Farmers＇ Specialized Cooperatives
--A Case of Zhejiang Province

The circulation of rural land contractual management fight has been a hot spot in rural land issues even ＂Three Rural Issues＂ research in the academic circle. The farmers＇specialized cooperatives which adopt the system of becoming a shareholder receive more attention. We choose Zhejiang province as an example, on the basis of the analysis of legal obstacles encountered in the running process of contributing land contractual management right as capital into farmers＂ specialized cooperatives, we puts forward the reform proposals concerning how to perfect the legal system of the circulation which is relevant to the running mechanism of farmers＇ specialized cooperatives.
