Correspondence to Jackie Powell, Department of Social Work Studies, University of Southampton, Highfield, Southampton S017 1BJ Summary Drawing on an evaluative study of UK participation in a Europeandisability programme (HELlOS I), this paper explores the extentto which and the ways in which disabled people were-or werenot-involved in the programme as active participants ratherthan passive recipients, at local, national and European levels.The findings presented here draw attention to the differentperspectives of the programme's various stakeholders and arediscussed in relation to two broader themes. The first of thesethemes is the involvement of disabled people themselves in anyprogramme aiming to promote the full participation of disabledpeople in society. The second is the role and value of formalizednetworks as a means of promoting information exchange and learning,as a prerequisite for promoting change in individuals (thatis in day-to-day practice) and change in organizations (thatis service developments). These two themes are pertinent tocurrent developments in social work, with its explicit attentionto anti-discriminatoiy practice and its strong tradition ofvaluing the learning gained from experience.  相似文献

E-mail: paul.garrett{at}nottingham.ac.uk Summary The heavily promoted Looking After Children: Good Parenting,Good Outcomes (LAC) project continues to exert a powerful influenceon social work in the UK and elsewhere. Despite the repeatedassertions that the documentation associated with LAC is embeddedin ‘objective’ research, this not sustainable onaccount of the failure of the researchers to interrogate theirown normative assumptions and judgements. Specific criticismscan also be levelled at the ‘community study’ connectedto the evolution of the Action and Assessment Records (AARs)which are the key part of the scheme. The system should alsobe viewed in the context of wider pre-occupations about ‘outcomes’.In addition, the project needs to be politically situated andthe researchers' relationship with the Department of Healthshould be more fully explored. In conclusion, it is suggestedthat the LAC experience contains important ‘messages’for the future of social work research.  相似文献

Summary Drawing on a wider study of community care arrangements forvisually impaired people in England and Wales, this paper exploresthe implementation of contractual arrangements as part of thedeveloping formalization of partnerships between local authoritysocial services departments and voluntary organizations. Itargues the importance of conceiving contract management as acomplex set of social processes involving a diversity of interestsand inequalities of power, where skills in negotiation are centralto promoting greater participation in community care policyand practice. E-mail: jsn3{at}york.ac.uk Summary There has been no recent large-scale systematic UK investigationof differences between male and female drug users seeking treatment.Equally, there has been no debate within the social work fieldregarding how best to address any gender-specific needs of drug-usingclients. This is despite the fact that social workers frequentlywork with both drug-dependent individuals and members of theirfamilies. This paper examines differences between men and womenbeginning a new episode of drug treatment in Scotland and considerssome of the implications of the findings for social work practice.Data were collected from structured interviews conducted with1,033 individuals (715 males and 318 females) in a range oftreatment settings. Chi-square statistics were computed to investigatesex differences on key categorical variables relating to: (i)patterns of drug use; (ii) education, employment and income;(iii) offending behaviour; (iv) housing circumstances; (v) healthstatus; and (vi) personal relationships. Analyses identifiedmany differences between the men and women interviewed, butalso many common difficulties faced by respondents of both sexes.Additionally, the extensive range of problems and stressfullife circumstances encountered suggested that the lives of individualsseeking drug treatment were extremely heterogeneous. It is concludedthat social workers can employ a range of practical interventionsand theoretical approaches when working with both male and femaledrug-using clients.  相似文献

Doeslaw assist practitioners to promote rights, or is it confinedto ensuring accountability and regulating practice? This articleexplores law's role, and its limitations, in promoting liberty,or more accurately ‘constitutional liberty’. Doeslaw provide practitioners with liberty-based values capable,if necessary, of legal enforcement? The paper argues that thereis no simple answer; law impacts on social work in differentways and there is little consistency across and within clientgroups. Underpinningthese approaches is the belief that local communities can beorganized to address health and social needs and to work withgovernment agencies, voluntary bodies and local authoritiesin delivering services and local solutions to problems. Thesemethods of working challenge the traditional social work focuson individual and family casework interventions. Governmentin Northern Ireland has stressed that community developmentshould no longer simply be an afterthought in key aspects ofHealth and Social Services, but should instead be at the coreof their work. It is now officially recognized that communitydevelopment has the potential to make a significant impact ona broad spectrum of policies and programmes, which are deliveredthrough agencies in both the statutory and voluntary sectors.This commitment to community development has been outlined ina number of key documents and reports. This paper assesses therelationship between social work and community development inNorthern Ireland. The first section looks briefly at the historyof community development and social work and then sets out thecontext in which this move towards the promotion of a communitysocial work approach is occurring. Against this backdrop, acase study of a Family Support Team, which provides a rangeof services in a community setting, is used to illustrate howthe strategy has already been adopted and the lessons of thisexperience are explored and discussed. It is concluded thatwhile this approach has a lot to offer it is not without itsdifficulties. Far from being a new philosophy, community developmentis being reinvented and reapplied. It is therefore crucial thatold mistakes are not revisited and old prejudices rekindled.It is hoped that this article will provide a useful contributionto the current important and necessary debate.  相似文献

Family courtmediation offers a gateway for social work with children andfamilies whose needs are largely left untouched by current services,and could thereby play an important part within the broaderextension of prevention, early intervention, parenting and supportservices recommended by government. Over the past two decades,mediation has become a popular approach to reducing conflictand resolving disputes in a wide range of inter-personal, communityand organizational settings. Given the professional interestthat social workers have in helping their clients achieve moreharmonious lives, the space for mediation would appear considerableand yet the connections between mediation and social work are,as yet, insufficiently mapped and analysed, in terms of boththeory and practice. Correspondence to Gordon Jack, University of Exeter, Department of Social Work and Probation Studies, Amory Building, Rennes Drive, Exeter EX4 4RJ Summary The history and dominance of the discourse of child protectionand its influence over social work practice with children andfamilies is discussed in the light of recent research into theoperation of child protection systems in the UK and elsewhere.The often negative effects of current approaches on professionals,parents, and, particularly, children are highlighted. The issuesof confidentiality and empowerment appear to be of central importancefor current debates about the welfare of children and youngpeople. Three strategies for change are outlined and discussed. It isargued that a fundamental challenge to the child protectiondiscourse is required. Parallels are drawn with the changeswhich occurred in attitudes and responses towards football supporters,following the Hillsborough disaster in 1989. The dangers and shortcomings of the present reliance on a diseasemodel of ‘abuse’, with its focus on individual pathology,are analysed. Support is provided for the development of a newdiscourse, which acknowledges the social contexts within whichallegations of ‘abuse’ arise, and without whichsocial work will continue to be restricted to a procedurallydominated conservative orientation to child welfare.  相似文献

It identifies a range of factorsoperating to push social work in each direction. It discussesthe key significance for more liberatory social work of theroles and engagement of social work practitioners and serviceusers. Highlighting four key characteristics in the currentpolitical and policy context of social work: ambiguity, uncertainty,complexity and contradiction, it argues that social work isunlikely to develop a more emancipatory role, unless socialwork practitioners gain more support to play a central rolein its construction and develop much closer links and allianceswith service users and their organizations and movements.  相似文献

Summary The Department of Health's Health of the Nation aims at a substantialreduction in suicide; this is a ‘vote of confidence’in the effectiveness of the community psychiatric and healthservices. However, it will be shown that a number of socioeconomicchanges have occurred which may lead to increased suicide; forexample British male suicide rose in the 1980s, significantlyassociated with unemployment. Though female suicide fell substantiallyover the period, across the regions suicide rates for both menand women were worse amongst the ‘work age’ bands,16–44 years, than the older groups. In respect to therelatively poorer rates amongst younger women, this may be linkedto unemployment and their unfulfilled job expectations. If thesuicide targets are not met, it is feared that the ‘failure’will laid at the door of the community and health services.  相似文献

It is basedon the findings of an evaluative study of the implementationof one district health authority's strategy for the decentralizationof its mental health services for older people. The study wasan attempt to develop an evaluative approach which acknowledgedthe importance of cost, but also the need to include the viewsof the several ‘interested parties’, not least thosewho used the service. The reconciliation of what might be seenas the conflicting interests of the wider public for a carefulutilization of resources with the individual's needs for anaccessible and responsive service represents a major challengefor planners, managers and practitioners within the public sector.This paper argues the need for dialogue as the basis for partnershipbetween those with a primarily financial focus to their workand those more intimately concerned with individual needs.  相似文献

Yet social workevaluation studies have tended to be quantitative in nature,conventially relying upon the generation of criteria againstwhich interventions are retrospectively judged. The generationof such criteria inevitably depends upon pre-suppositions, whichin themselves go unresearched. As a consequence the .sense makingactivities on which social work interventions depend are renderedimmune from critical analysis. This reflects a broader tendencyfor social work to cling to naive realist epistemologies, whichare arguably obsolete within the interpretive paradigm in whichits activity is properly located. By examining the debates withininterpretive social science, this paper argues for an approachto social work assessment which avoids the pitfalls of naiveobjectivism and the nihilism of anarchic relativism, whilstretaining creativity, imagination and hope.  相似文献

There is discussion of some recent debateson the social and political context of state social work andchild protection in particular. The authors then consider, inturn, the experience of children, parents and social workersin the child protection system. There is also a considerationof partnership and rights. The conclusion is that opportunitiesfor statutory child protection to be liberating are limited,but that there is more potential than the most pessimistic accountsmight allow. Rather than libertarian child protection, socialworkers can aim for child protection practice that is respectful.The paper concludes with some principles for respectful practice,based on the ideas of Richard Sennett. Most importantly, Sennett'sideas recognize the importance of relationships in social welfareand acknowledge the context of inequality within which socialwork takes place.  相似文献

Summary The aim of this article is respond to some of the issues addressedby Powell (1998). It focuses on his consideration of the roleand task of social work within a changing society. I argue that,before postulations about the future role of social work inIreland can be made, consideration of its current nature andthe form of its discourses are necessary. I then go on to critiquePowell's analysis of social work in the context of conceptssuch as empowerment, participation and prevention and arguethat, by failing to consider the necessarily regulatory andcentralized nature of much of Irish social work currently, suchan analysis remains merely rhetorical. Powell's reference tothe Irish Association of Social Workers' Code of Ethics (1995)as evidence of social work entering a period of reflexive modernityis also examined. The article concludes with a call for a moveaway from utopian speculation within Irish social work discoursetowards a more realistic and constructive analysis of both thefuture potential and the limitations of Irish social work, givenits spatial and discursive constraints.  相似文献

Summary In this paper the author offers a review of some of the majorcritiques of anti-racist theory and practice within social workand critically examines the trend towards anti-oppressive theoryand practice as the ‘way forward’. She argues thatthe uncritical acceptance of the move away from specificallyanti-racist perspectives towards the broader approach of anti-oppressivepractice may lead towards the retrenchment of all such criticalperspectives within social work rather than their regeneration.The author concludes that such a rigorous review will more fullyground the moves towards anti-oppressive practice as a paradigmfor social work.  相似文献

Summary This paper is based upon collaborative project work with a socialservices department aimed at improving interaction and collaborationbetween field and residential social workers. It describes theprinciples upon which it was agreed that interaction shoulddevelop. These include notions of case-accountable staff, acollateral model of interaction between staff and the idea ofone party being identified as a prime care agent. Based on theseprinciples it sets out a model arrangement for clients enteringresidential care which recognizes the need for precision aboutthe nature of key decisions that need to be taken with clientsand the way these decisions should be taken.  相似文献

This article describesa survey of social work course directors in the UK, undertakento assess their opinions of the likely impact of the new geneticson future social work practice. The results provide baselinedata on education and training on genetics in social work programmesin the UK. Only a small proportion of colleges in the UK currentlyteach genetics, partly because of full curricula, and partlybecause genetics is not perceived to be relevant to contemporarysocial work practice. Summary In this article a ‘socio-historical’ method of analysisand intervention in social work will be developed, illustratedby an example drawn from social work with families, the programknown in France as Action Educative en Milieu Ouvert. Our purposeis to support and encourage what we call ‘low key practices’,which refers to practices in which social workers within theexisting structures of so-called ‘individual social work’attempt to explain the social struggle taking place in the situationsthey are dealing with.  相似文献
