This paper reports on a study of the extent to which child protection applications brought to the Melbourne Children's Court in Victoria, Australia, were based on emotional/psychological harm or neglect of a child and what factors were presented as evidence of harm or neglect. The study examined records of 208 court‐ordered pre‐trial conferences heard in the court between February and July 2002. What was found was that, although cases involving emotional abuse have increased in terms of child protection applications, they remain cases that are difficult to decide. While in 1998/9 emotional harm was a ground in 25.7% of child protection matters completed in the Family Division of the Children's Court of Victoria, legal decision‐makers are reluctant to make a finding of child abuse in these cases because there is less accuracy in the determination of emotional harm and negligible legal criteria available to guide decision‐making. The aim of the study was to evaluate the implementation of a section in the Danish Social Assistance Act which encourages local authorities to offer families services in order to support children at risk of child maltreatment. The specific purpose of the present paper is to answer the question: Will the socio‐psychological development of children known to social services be improved when abuse and neglect are reduced? A sample of 1,138 children was drawn at random from new social services cases starting in 1998. Subsequently, about 80 per cent were evaluated by local caseworkers on the basis of a standardised questionnaire covering a period of four years. The most damaging family conditions seemed to be psychological maltreatment, physical/sexual abuse and neglect. Maltreated children were more often in a depressed state, unhappy, socially isolated, or they had an eating disorder, inadequate or under‐nutrition, suicidal tendencies, lack of concentration, or disturbed behaviour, compared to those children who were not exposed to abuse and neglect. If parental behaviour improved, effects on children's well‐being were also observed and positive changes in children's socio‐psychological development were identified. The questionnaire explored the impact of various interventions, including services geared to strengthen the child's network, but results indicated that the child displayed reduced risk of reactive symptoms only when parental behaviour improved and abuse and neglect were reduced. This study develops and tests an intercultural competence model of strategic public relations management in the Peruvian mining industry. The model proposes that public relations practitioners' trait-level intercultural competence (empathy, open-mindedness, and flexibility) affect their perceptual-level competence (anxiety and uncertainty management), which in turn influence their behavioral-level competence (public relations practices) and the consequent relational quality with the publics. Structural equal modeling was used to analyze the data from 90 practitioners with rich intercultural public relations experiences. Results indicated that trait competence components worked differently in reducing practitioners' uncertainty and anxiety. Such distress reduction enhanced the use of symmetrical and two-way public relations. Finally, symmetrical public relations and lowered anxiety increased practitioners' perceptions of trust and control mutuality in the relationships their organizations had with the publics. The model's theoretical and practical implications are discussed.  相似文献

In the field of child maltreatment research, it is known that child neglect is a relatively neglected phenomenon. The current study addresses children's perceptions of neglect and the importance of taking into account the processes that children undergo while providing their perceptions. This qualitative study used thematic analyses of forensic investigations of children with external evidence suggesting high probability of neglect. The aim of the study is to characterize the manner in which children narrate their experiences and perceptions following neglect and what lessons can be learned from these narratives. Forensic investigations were carried out with fifteen children, five girls and ten boys, aged seven to twelve years. All of the suspects were the children's biological parents, nine mothers and six fathers. The narrative analysis of the children's interviews generated five themes. These predominant themes represent the children's experiences regarding the maternal or paternal neglect: (1) Difficulties identifying neglect; (2) neglect revealed as the narrative of family life unfolds; (3) loyalty to parents; (4) collective view (siblings and me); and (5) prominent feelings (hope for the future, fear, and sadness). This study has implications to understanding children's testimonies in cases of neglect and for welfare practices. The inability of children to verbalize the neglect they underwent in the initial interview contributes to the understanding of the importance of allocating resources to families and community services and not only relying on report-response strategies.  相似文献

Quantification of childhood adversity has typically involved a cumulative risk approach in which total number of discrete adversities serves as an index of overall risk. However, this approach fails to account for the growing evidence of differential outcomes following exposure to childhood adversities. An alternative approach adopts a dimensional perspective, with growing evidence for distinct developmental impacts associated with exposure to threat (violence/abuse) and deprivation (neglect). This study developed a framework for the classification of these dimensions through a thematic analysis of health practitioners' views and accounts of different forms of childhood adversity. Ten health practitioners experienced in working with children with challenging behaviours and neurodevelopmental disorders participated in semi-structured interviews regarding definitions and examples of six categories of adversity: physical/emotional/sexual abuse, physical/emotional neglect, and domestic and family violence. The qualitative analysis identified 23 themes across the six categories of adversity, along with two overarching themes regarding ambiguity of classifying exposures and non-specific outcomes of exposures. Themes were integrated to provide a framework and checklist for classifying indicators of exposure to threat and deprivation. The findings offer a framework and checklist for the assessment of threat and deprivation that will allow for further testing of the dimensional risk model.  相似文献

Aiming to portray the clinical social work (CSW) professional identity, the present biographical study examines the CSW knowledge and practice domain boundaries as they appear from the perspectives of three Greek mental health social workers who have advocated for the professionalization of CSW. The practitioners' perspectives are studied in relation to their demographic characteristics, education and training, and multidisciplinary relationships. A thematic analysis of the in-depth interviews revealed that these practitioners retained their nuclear social work identity and felt their skills and interests to be different from those endorsed by the present generic social work education and practice system. The study also revealed differences in the educational qualifications and routes that each of the three practitioners followed in order to be able to identify themselves as ‘clinical social workers’. Although the common denominator in the practitioners' perspectives was their training in psychotherapy, the type of psychotherapy training pursued and the experience of personal psychotherapy differentiated each practitioner's ability to theorize on the CSW practice identity. The research data were filtered through a psychodynamic lens to reveal the dynamics of the unconscious processes within the relationships formed between individuals and organizations.  相似文献

The article concerns the extent to which elder abuse and neglect is known and recognized as a social, medical and legal problem in western European countries. Only in France and the Scandinavian countries have researchers and policy makers in the health and social service fields begun to address the problem. November 1987, the Norwegian Minister of Health and Social Affairs called for a Workshop on Violence within the Family in the Council of Europe, Strasbourg. The article is a review of the different national reports concerning elder abuse presented at the workshop. The concluding remarks are taken from the various group and plenary discussions as well as the author's own experience.  相似文献

In the last decades, child protection has been heavily criticized in many countries as fatal cases have caused public debates and political revisions. A study on the child protection system in Germany is presented. Responding to public criticism of fatal cases, new laws aimed for a stronger involvement of further professions beyond social workers who are traditionally holding the main responsibility. The study enquires in how far these revisions allow for a higher level of attention given to the children's conditions and sufferings. Data was gathered in five communities by interviewing practitioners of the social work profession, pediatric medicine, and midwifery on recent cases. By applying concepts of interpretive sociology of professions, 93 cases were systematically reconstructed. A typology of the different “mandates” of the occupations was developed, referring to the practitioners' interpretation of their main tasks in their case work. Validation of the qualitative analysis was sought by quantifying important characteristics of case trajectories. The results show that a mere addition of professional groups does not lead to a comprehensive consideration of the child's situation. The three professions only take specific aspects of children and according to their ‘mandates’ into account. Furthermore, social workers, having the competence of case coordination, occasionally exclude the knowledge of other professions from further proceedings.  相似文献

This paper focuses on physical and emotional neglect from a social work perspective. Neglect is the highest category of registration on Child Protection Registers in England, and is therefore a significant preoccupation for social work. However, historically, social workers have found child neglect a difficult area of practice. In this paper, we suggest that neglect is best understood as an absence of care, that is, a breakdown in the relationship between the primary carer and child which results in difficulties in offering reliable and adequate care. One focus of assessment in cases of child neglect, therefore, needs to be on ascertaining the nature and degree of relationship failure. We set out a framework to inform such assessments which critically examines the relationship between primary carer and child/ren. We note that discussion of neglect often involves criticism of women/mothers, and seek to develop an approach to child neglect which challenges stereotypical ideas about gender and caring, ideas which can lead to inappropriate intervention and to mother‐blaming. Consideration is given to operationalizing this framework of ideas. Intentional, structured observation is identified as a particularly useful tool in accurately assessing the complexities of the mother – child relationship, and the discussion considers observation's contribution to the assessment of neglect at a number of different levels. This paper highlights the need for social work education to focus on the ideological, cultural and organisational influences that shape practitioner perspectives and determine case careers, particularly in the area of child protection. Using the findings from a case study on the processing of child abuse referrals made to a social work team in Ireland's largest health board region, this paper illustrates the dissonance between the 'official' child protection discourse and the complexities and dilemmas of everyday practice. It also highlights practitioners' apparent lack of awareness of the dynamics that determine the way in which decisions and assessments are reached. The need to encourage and facilitate social workers' use of theory as a means of addressing these complex areas is endorsed, and implications for educational programmes are discussed.  相似文献

Recurring maltreatment can have devastating, lifelong consequences for children who are victims of abuse and neglect. The primary mission of child protection services (CPS) agencies is to prevent the recurrence of child maltreatment by offering families services designed to prevent future maltreatment. In order for these services to be effective, however, families must actually engage in them. This study focuses on how differential response programs impact families' successful engagement in services as indicated by long-term child safety outcomes.Differential response refers to a dual track system that allows public CPS agencies to respond to accepted reports of child abuse or neglect with either a traditional investigative response (TR) or an alternative response (AR). The AR is designed to be a less authoritative and less adversarial approach to families presenting a low- to moderate-risk of maltreatment. The AR involves collaboration with the family in a comprehensive assessment of the family's needs, risks and strengths and a referral to services on a voluntary basis. States implementing DR systems statewide vary greatly in the percentage of accepted reports that are assigned to the AR track. The goal of this study is to determine what rate of AR utilization is most effective in reducing subsequent reports of abuse and neglect for cases assigned to the AR.This study compares child safety outcomes for children assigned to the AR and those assigned to the TR within each of the fourteen states which implemented DR statewide between 2000–2012. The analysis uses Cox proportional hazards regression. Data for this observational study are drawn from the 2000–2012 data in the National Child Abuse and Neglect Data System (NCANDS) child files. Child safety is measured by re-reporting of the child to CPS.The theoretical model underpinning the study is McCurdy and Daro's (2001) Integrated Theory of Participant Involvement (ITPI) which outlines a conceptual model of parental engagement in services. This study hypothesizes that AR utilization rates affect the risk level of cases assigned to the AR. The ITPI model offers a possible explanation as to why higher risk cases may not be as responsive to the AR approach which depends upon the family's voluntary participation in services.The key finding of this study is that, in states assigning > 33% of reports to the AR, children on the AR track are being re-reported at equal or higher rates than those on the TR track. Only in those states utilizing the AR track for < 33% of the cases are AR cases being consistently re-reported at lower rates than those on the TR track. This article explores ways to improve the accuracy of track assignment decisions to prevent the assignment of higher risk families to the alternative response.  相似文献

This paper explores professional decision-making in cases of child neglect within the context of child protection practice in Britain. The literature on the nature of neglect is reviewed. Difficulties associated with decision-making are then examined within a framework that addresses the social, political and organizational context of child protection practice. It is argued that the current system, which focuses on incidents of abuse rather than the context of children's lives, provides inadequate protection for many children experiencing chronic neglect. Children left unattended at home often results in the intervention of child welfare services in the UK and elsewhere. The media's discursive construction of 'Home Alone' provides a vehicle to enable social work students to address a range of issues which are central to practitioners' theoretical concerns and their day-to-day engagement with children and families. Furthermore, a detailed deconstruction of 'Home Alone' provides a springboard for social work educators to prompt debate and discussion on a range of themes that are central in the professional formation of social workers. The interrogation of 'Home Alone', it is suggested, is merely one example of how media accounts can be used creatively on social work programmes.  相似文献

The study analyzes data from a 1987 survey of 1,137 adult protective service workers in forty states and Washington, D.C. A four-page questionnaire was mailed to obtain information on the perceptions and practices of those practitioners in dealing with cases of elder abuse neglect. Data were collected on the incidence of elder abuse, neglect, self-neglect, and exploitation; the observed frequencies of hypothesized causes of elder abuse and neglect in actual cases; barriers to service; the effectiveness of various methods of intervention; the outcomes of elder abuse and neglect cases; adn the perceived potential of community resources for reducing elder abuse and neglect.  相似文献

Previous studies indicate that the proportion of culturally diverse children to White children is increasing in public social service agencies. In addition, culturally diverse children are more likely to receive more intensive and punitive services, are more likely to stay within the system for longer periods of time and are reported more often to Child Protective Services. The purpose of the study was to explore how child welfare practices with Hispanic children are different from those applied with White non-Hispanic children. This study was a retrospective, two year, longitudinal, survival analysis of differential child welfare placement outcomes of White non-Hispanic and Hispanic children/families which had substantiated cases of abuse/neglect (n=1001).Findings demonstrate that although cases reported for abuse/neglect are relatively proportionate between Hispanic and White non-Hispanic children, substantiated cases are more likely to occur with Hispanic children. These children are more likely to be placed out of the home more quickly and for longer periods of time than their White non-Hispanic counterparts. The current study demonstrates the need for increased cultural awareness among Child Welfare professionals, especially in terms of assessment and case decision making, and the need for the development of culturally sensitive training modules for CPS and case management personnel.  相似文献

Thresholds into and between services emerged as a significant theme in the biennial analysis of cases of child death and serious injury through abuse and neglect ‘serious case reviews’ carried out in England for the (then) Department for Education and Skills between 2003–05. The preoccupation with thresholds was one of a number of interacting risk factors and many children's cases were on the boundary of services and levels of intervention. In most cases child protection did not come ‘labelled as such’ which reinforces the need for all practitioners, including those working with adults to be alert to the risks of significant harm. Policy makers should acknowledge that staff working in early intervention are working within the safeguarding continuum and not in a separate sphere of activity. The emotional impact of working with hostility from violent parents and working with resistance from older adolescents impeded engagement, judgement and safeguarding action. In the long term neglect cases that were reviewed, the threshold for formal child protection services was rarely met and some agencies and practitioners coped with feelings of helplessness by adopting the ‘start again syndrome’. Adequate resources are essential but not sufficient to redress the problems. Effective and accessible supervision is crucial to help staff to put into practice the critical thinking required to understand cases holistically, complete analytical assessments, and weigh up interacting risk and protective factors. This study set out to measure rates of substantiation of initial abuse and neglect reports and to identify case related factors that are associated with substantiation. Toward this end, analysis was performed on 2,849 cases reported to the Wisconsin Elder Abuse Reporting System in 1988 and 1989. Over 57% of all initial reports were substantiated by the investigating agencies with higher rates for cases of self-neglect only. Among cases involving other abusers, physicial and emotional abuse had the highest substantiation rates. Results also indicate that substantiation rates for all types of abuse and neglect are higher in urban settings. Cases referred by professionals usually have higher substantiation rates than those referred by relatives and neighbors. Higher rates were found for elders living alone and those with several high risk characteristics such as mental illness and Alzheimer's disease. The abusers in substantiated cases were more likely to be spouses, sons, and other relatives. These abusers were also likely to be in one or more risk categories. The amount of services that were offered to and accepted by the victims was associated with substantiation only for alternative placements but not for community based services. Clients in substantiated cases were in fact more likely to refuse services than their peers in unsubstantiated ones.  相似文献

Current Department of Health guidance on multi-agency policy and procedure to protect vulnerable adults from abuse requires the design and implementation of comprehensive training programmes. This paper identifies three issues of critical significance to the development of a local training strategy, namely, language ('vulnerability' versus 'rights'), the relative significance of 'awareness', and the scheduling of training in relation to overall policy development. These issues are illustrated by a local training course which, in addition to imparting basic information on the new agenda and locating the latter within the wider context of adult welfare services generally, actively facilitated practitioners' contributions to multi-agency policy development. The outcomes of this initiative are reported in terms of the Department of Health's radical vision of 'mainstreaming' staff involvement.  相似文献

ObjectivesThis study examines, from the caseworkers' point of view, which needs of children are the most difficult for parents in neglectful contexts to respond to and which risk factors make this response more difficult.MethodA sample of 55 parents being followed by child protection services for neglect or high risk of neglect accepted to participate in the study. Their caseworker filled out a grid regarding the response provided to the children's needs and the risk factors in the family environment.ResultsThe results indicate that the children's age is related to the difficulties of responding to their needs. The caseworkers are particularly concerned about guidance and boundaries provided to preschool-age children, but less so about that provided to school-age children. When the children's age is controlled for, parents' mental health problems explains a significant proportion of the variance in parents' response to their children's need for stimulation, emotional warmth, and guidance and boundaries. Caseworkers' worries about drug and alcohol misuse also explain a significant proportion of their concerns about the mothers' ability to ensure their child's safety.ConclusionCaseworkers are more worried about the parental response offered to preschool children than to school-age ones. However, a constant and coherent response to growing children is still important for their developmental trajectories. Moreover, mental health and substance abuse explain caseworkers' concerns about mothers' engagement toward their child. These data raise questions about which type of services to offer, because intervening in families where parents deal with personal issues while addressing child neglect is complex.  相似文献

Social work training should equip students with both the knowledge and the skills required for good practice. Although research messages are available through books and papers, they may more easily be conveyed through the repeated use of practice tools which have been developed from research findings. The Looking After Children Assessment and Action Records have been used in formal social work training to help students develop competencies, but their value as a means of conveying a knowledge basis of key issues in child development has yet to be exploited. The Children and Families Assessment Programme has a similar potential, to help practitioners set child protection issues within a developmental framework and further their understanding of those factors that impede children's satisfactory progress. New requirements to provide routine data on children's progress for aggregation and analysis can both improve practitioners' skills and understanding of the purpose of management information, as well as providing evidence of the effectiveness of services.  相似文献
