The purpose of this study is to analyse the implications of Sen's impossibility result, the liberal paradox, for orthodox welfare economics. Because the rather special format of social choice theory makes it a little difficult to be sure of the relevance of this result, the whole dilemma is posed here in terms of a rather informal analysis of information al patterns.On the one hand, it is argued that the traditional approach to welfare economics, including both utilitarianism and Paretian ordinalism, contains severe informational constraints eliminating the use of all kinds of independent non-utility information in the social evaluation process. This property, called welfarism, is also present in the weak Pareto principle, which conflicts with even minimal requirements of personal liberty according to Sen's result.On the other hand, it is argued that there is in fact little to be resolved in this problem in spite of several attempts to circumvent the conflict. These studies are argued to be mainly ad hoc solutions to the formal problem and relevant only to the extent they indicate how severe restrictions are needed to avoid the paradox. The analogy with the prisoner's dilemma does not work either. Since liberal values are intrinsically non-welfaristic, the liberal paradox can be interpreted as only one, but a rather powerful, example of the informational deficiency of the orthodox approach.Finally, it is argued that the liberal paradox has striking implications for both the concept of preference and social optimum as well as empirical research on social welfare. This paper questions the intuitive assumption that twentieth-century public welfare states have reflected the wider culture in which they operate. It is argued that the postwar welfare state was a "modernist" project designed to change mass culture. As a result, social policy analysis has tended to ignore the wider culture as both a source and context for welfare. At the beginning of the twenty-first century new patterns of risk and postmodern cultural formations are supporting eclectic policy-making which is more in tune with cultural majorities. In this paper, two examples of the close relationship between a national social welfare system, and explicit transnational influences are discussed. Both the state socialist and Scandinavian models have a recognized structure independent of the particular countries in which they have been implemented, although they are both associated with a home base, Russia and Sweden respectively. Our examples, Estonia and Finland, faced both common and specific national problems following 1991, which led to rapid change in each country's economic situation and pressure on their respective welfare systems. There were elements of continuity and discontinuity with the main tenets of their respective welfare models, and both structural factors and cultural diffusion will be explored to understand the origin of these changes. The paper could be seen as a case study of welfare changes in the "borderlands" where "old empires meet". The countries were chosen because they are peripheral to what were rival spheres of influence and because they see themselves as having much in common. We also expect changes to occur more rapidly in peripheral areas.  相似文献

Following its election victory, the Labour government embarked on a programme to reform fundamentally the United Kingdom's post-war welfare state. The reforms are outlined in a number of government policy consultation papers and are intended to address neo-liberal concerns about the welfare state, although neo-liberal panaceas have been rejected in favour of a "third way". Strongly influenced by Mead, Layard, Giddens and Field, the government's welfare reform package is premised on a conception of citizenship that emphasizes equally the importance of "entitlements" and "obligations", especially the obligation to work. We argue that this reform approach is inherently flawed: it presumes that the poor are without work because they lack appropriate incentives, not because they lack jobs that will lift and keep them out of poverty. We argue that the government's welfare reform strategy is contradictory: while it aims to ameliorate poverty, the emphasis on obligations and compulsion may have the effect of reinforcing existing economic and social divisions. In approaching the second millennium, there is a clear need for a robust interventionist approach to welfare which emphasizes the right to a satisfactory standard of living.  相似文献

Each welfare system has its own welfare relations for shaping and maintaining certain types of welfare practices and welfare ideologies. Welfare relations concern the distribution of welfare responsibilities among various social institutions, the public's welfare expectations and entitlements, and the status of welfare recipients. Welfare policies, which are a legal basis of the dominant class's philosophy as well as a mechanism for policing welfare recipients' use of benefits, play an important role in shaping and constructing the welfare relations of a country. This paper discusses how welfare policies construct the required welfare relations with regard to Hong Kong's social security system. It is argued that the persistence of Hong Kong's residual welfare model is partly based on the residual welfare relations which facilitate family-centred and market-oriented welfare practices.  相似文献

The care manager reform and the case manager reform are new reforms in the social care services in Sweden, which are evolving during the 2000s. Together they shape the social care services introducing a new way of decision‐making where representatives for the organisation (care manager) and the users (case manager) negotiate. The reforms have been analysed in two studies with results presented in this article. Using the concepts of role, orientation, function and assignments, it is argued that the managers come to the negotiations on rights from different positions that are both conflicting and complementary. They further mediate the development towards a welfare mix, where the market, social networks and users interact to obtain the public welfare provision. Through this negotiated rights model, it is argued that traits of a representative welfare state emerge, with the distinction of moving the focus to the administrative practices and their differences away from political ideologies.  相似文献

Three examples of theoretical analysis of evolutionary processes are presented. It is shown that the mechanisms involved have little to do with cognitive processes except for superficial and formal analogies. That is the case not only for classical models of adaptive evolution (example I), but also for more recent ones (exanples II and HI) making use of neural network computation and self-organization theories.
Recent works on functional self-organization exhibiting some features of intentionality are discussed in this context. It is argued that Dennett's (or other) intentional stance cannot be used as a theoretical framework common to human prepositional attitudes, animal behaviour and adaptive (or non-adaptive) evolution. Indeed, a physical theory of intentionality could account, at least in principle, for the production of intentional self-organizing systems. However, except for a renewed theological "argument from design", there is no justification to attribute intentionality to evolutionary processes and "Mother Nature", for the reason that they have produced organisms endowed with intentional psycholinguistic capabilities.  相似文献

My aim in this paper is to show how differences in the programmatic design of two otherwise "liberal" welfare regimes have generated substantially different patterns of welfare state retrenchment and distributive outcomes since the 1970s. Welfare regimes are distinguished by the principles and rules that regulate transactions between the three institutional nuclei from which individuals derive their "welfare" in modern capitalist societies—the state, the market, and the family. Liberal regimes are characterized by a preference for market solutions to welfare problems. While Canada and the United States both represent paradigmatic instances of the liberal regime type, there are long-standing differences in methods both of financing and distributing benefits. Differences in programme design led to substantially different retrenchment strategies from the end of the 1970s, which in turn produced dramatically different distributive outcomes: rising inequality and poverty rates in the United States compared to relative stability in the distribution of income among Canadian families.  相似文献

This paper critically examines the ways in which social policy is said to be affected by globalization. The prevailing approach has been framed in terms of the impact of "external" economic forces on national welfare states. Globalization is said to undermine the economic and political conditions on which welfare states were built, erode national policy autonomy and force the marketization and residualization of welfare states. These predictions are found wanting on the grounds that they share many of the assumptions, and therefore also the faults, of "strong" globalization theory. A more nuanced account of the way in which social politics and social policy are affected by globalization is needed and a global governance perspective is outlined. This, it is argued, better captures the political and institutional environment in which social policy is formulated and implemented. It also recognizes the importance of "local" factors and their interaction with global ones in shaping political responses, including social policy, to globalization. The discussion highlights the enduring power of "local" forces—those which are at the level of and internal to states—and of politics and ideology in shaping the process of globalization and ultimately its implications for welfare states and social policies.  相似文献

The last ten years have seen a spate of books analysing social policy in terms of ideologies or models of welfare. These models, which combine an explanatory or scientific and a normative or value component, offer the discipline of social administration a terrain or base of its own from which it can legitimately explore a range of normative and scientific issues. It is suggested that the central task of social policy analysis, at the highest level of generality of the discipline, is to tease out the relevant normative and factual propositions or assumptions underlying these models and subject them to close scrutiny. In this the discipline would largely be following, but also extending somewhat, the agenda for social administration outlined by Richard Titmuss in 1968.  相似文献

This study compares the ideologies of female and male county party chairs. The data, which are drawn from a 2000 survey of county Democratic and Republican party leaders, show modest gender differences. Women in both parties tend to be more liberal than men on a variety of issues. These gender differences, however, are minor. Women and men in both parties have about the same levels of partisan experience, and, it is speculated, they tend to converge towards organizational norms.  相似文献

The work-welfare nexus is essential in all social policy regimes. The question is in what situations individuals should be entitled to social welfare benefits and in which situations they should be obliged to work. Social welfare law and administrative practices define mechanisms that separate the deserving poor from people able to work. This article analyses the functions and character of these "separation mechanisms" in Sweden during three periods in history: a) in rural society in the late 19th century; b) in industrial society during the successful years of the Swedish model from World War II until the late 1970s; and c) the present, including the period of welfare retrenchment and reconsideration since the early 1980s. The conclusion is that Swedish social policy has always been strongly work-oriented, but the specific form and content of the work ethic has varied under the influence of different ideologies and handled in different social policy institutions. Under specific conditions the work line has been either generous or restrictive and it has been based on structural attempts to improve the opportunities to work as well as on attempts to strongly pressure the individual to work. The work line of today is seen as an interesting attempt to combine an effort to create good work through improved work conditions and an effort to reinforce elements of work enforcement in the social insurance system.  相似文献

The article investigates the welfare regime of the free Lithuanian Republic from the perspective of children's policy. The main principles of the 1989 UN Convention on the Rights of the Child – child protection, child provision and child participation – serve as indicators for the level of child orientation. The article analyses legal and institutional issues related to the implementation of the Convention in Lithuania in the first decade of Independence 1990–2001. Furthermore, it compares Lithuanian policy with the three welfare regimes identified by Esping-Andersen. Our results indicate that Lithuanian policy shows a low level of child orientation and that the Lithuanian welfare regime does not correspond to any of the welfare regimes in Esping-Andersen's typology. Lithuania still shows traits from the former Soviet regime. The new liberal extreme market orientation is not modified by social support institutions, and is combined with conservative ideologies on women and family.  相似文献

This paper critically examines claims of a new consensus on welfare and the end of the welfare state. We first review the concept of welfare consensus, concentrating on the idea of welfare pluralism, in particular the relatively neglected distinction between national minimum (base) and extension ladder (superstructure). We then examine these concepts in the 1990s under Conservative and New Labour governments. Important changes to welfare pluralism are noted. There have been changes in the character of means-tests, with the national minimum replaced by a series of residual minima, which represent fundamental changes to structural incentives governing the social division of welfare and work. The line between state and non-state provision has been blurred and there have been moves to achieve universalism in the private sector. It is possible to tentatively classify Labour's principles and fledgling policies into three categories: essential continuity with the Conservatives, reversing Conservative policies and extending Conservative policies. However, it is difficult to detect the degree of consensus because a new flexible language is beginning to pervade social policy, with the result that the welfare state is being redefined, notably in areas of full employment, citizenship and conditionality. It is possible to detect, in our terms, moves towards turning Beveridge inside out and from the "Marshall" towards the "Beveridge" welfare state. It is clear that the welfare state is being redefined, but reports of its death have been much exaggerated.  相似文献

Analysing comparable samples of students from the Cross-Cultural Variations in Distributive Justice Perception (CVDJP) project, we explore the multidimensionality of attitudes towards the welfare state in Israel compared with countries from liberal and social-democratic welfare regimes (the USA, Canada-Ontario, Sweden, Norway and The Netherlands). We derive six different attitudinal dimensions that constitute two distinct sets of opposing welfare ideological frames. The first set, market-based ideology, entails three coexisting criteria: individualism, internal attribution of inequality, and work ethic. The second set, welfare-statist ideology, entails three additional coexisting criteria: egalitarian redistribution, external attribution of inequality, and broad scope of welfare. Along with structural similarities, we find considerable variation in levels of aggregate attitudes across the different types of welfare regimes. Israeli respondents stand out because of their strongly ambivalent welfare attitudes. While scoring higher than respondents from the liberal regimes on market-based measures, they paradoxically record similarly high scores (comparable to social-democratic regimes) on state-based measures. On one criterion – attribution of inequality to external causes – Israeli respondents even score higher than respondents from both liberal and social-democratic regimes. We consider potential explanations for this ambivalence and suggest possible directions for further research.  相似文献

In the age of "welfare pluralism", volunteers are attracting increasing attention from academics and policy-makers. This paper focuses on volunteering in the context of religious congregations. It is found to be similar in some ways to that in secular organizations but there are also significant differences including the impact of religious values on motivation, the fact that congregational volunteers are also "members", and the special relationship with clergy. It is concluded that congregational volunteers can be important constituents of the "mixed economy of care"and "civil society". However, long-term care may be provided better by institutions which are less dependent on individual enthusiams.  相似文献

As there are a number of high‐profile public inquiries into child death tragedies, ‘information sharing’ has now become a moral and political imperative across England and Wales for improving the welfare and protection of children. This paper discusses multi‐agency information practices, at the stage of referral, which were observed and documented in the day‐to‐day practice of child protection work. Drawing on transcribed, professional narrative accounts, a ‘jigsaw’ metaphor is used to describe the process of piecing information together to ascertain a ‘full’ picture of children and families lives. However, these accounts highlight that there is something of a mismatch between the jigsaw, as articulated in the conceptual abstract accounts, and jigsaw practices operating on the ground. It is argued that abstracting professional information practices from situated contexts creates impoverished understandings of these practices. Thus, reported findings in this paper highlight the inherent complexities of jigsaw practices in the ‘everyday’ of child protection work, which challenges objectivist assumptions about a stability of meaning, and further highlight that the ‘endpoint’ of reaching a ‘full’ picture of a child's life is not fixed, nor does it have the same meaning for all professionals, but rather it is a complex process involving sense‐making, translation in context and organizational relevance.  相似文献

Research demonstrates a significant number of carers identify obligation or lack of other alternatives as the reasons they undertake informal care. By utilizing critical discourse analysis, this research explores choice for informal caregivers in contemporary Australian social policy. Analysis demonstrates increasing shifts in policy toward choice in consumer-directed care, a feature absent for those who provide care. Familial care is a central pillar of Australian social policy, as it is in many liberal and conservative welfare regimes. Analysis reveals that these core social policies are fundamentally incongruent, with significant implications for individuals and social work practice.  相似文献
