Feminism and Social work: Resistance or Dialogue?

Summary This paper seeks to explore some of the factors underpinningsocial work's apparent resistance to feminism and to dilineateways in which a more active relationship might benefit socialwork's women consumers. It argues that, by marginalizing feminism,social work has perpetuated individualistic explanations andresponses to women's specific needs and problems. Finally, insuggesting some practical strategies for making use of feministideas and experiences, particular consideration is given tosome of the contradictions which may be engendered for thosesocial workers who are actively endeavouring to integrate feministperspectives into their practice.     

Social Work and General Medical Practice: Personal Accounts of Three-year Attachment

Summary In the area of social worker-general practitioner collaborationmuch has been written about conflict of roles, differing functions,avenues of accountability, and problems of distributing scarceresources. This paper suggests that if the two professions areto work more comfortably with one another, then it is imperativethat both also share the despair, hopelessness, anxiety andanger that are the occupational hazards of each. Ways are suggestedin which doctor and social worker can look at the pain theirpatients are suffering to the benefit of the patient and theiro working relationship.     

Maternal Depression, Child Care and the Social Work Role

Summary This article reviews findings on the relationship of maternaldepression and child care problems, a relationship which haslargely been ignored in social work. These findings are of particularimportance in view of the philosophy in the Children Act 1989that the best place to bring up a child is usually with theirfamily and the duty of local authorities to promote this. Thefindings consistently identify a clear relationship betweenemotional and behavioural child care problems and maternal depressionshowing that depression is likely to affect the mother's childcare abilities and also her perceptions of the child's behaviour.These have important implications for education, training andpractice, and these are discussed.     

Theory and Practice in Social Work: A Re-examination of a Tenuous Relationship

Summary This article discusses the need for an agreed framework withinwhich a genuinely reciprocal relationship between social worktheory and practice could be developed. After pointing out theinconsistencies of the present relationship, the author goeson to conclude that three main obstacles stand in the way ofthe achievement of this goal. He cites firstly, the presentdesign of the social work curriculum, with particular referenceto the underlying principle of eclecticism; secondly, the negativeattitudes held by many in the profession towards science asa means of evaluating competing concepts; and thirdly, the lackof an acceptably rigorous field work evaluation procedure whichsocial workers could use to register their impact on the morenebulous aspects of their work. Suggestions are made as to howthese obstacles might be overcome.     

The assessment relationship: interactions between social workers and parents in child protection assessments

Summary This paper is concerned with a relatively unresearched areaof child protection practice: the comprehensive assessment.The study comprises qualitative research of social workers conductingthese assessments. Sixteen assessments are analysed in detail.It is noted that these assessments, like many other in-depthsocial work assessments, are mainly based on verbal interactions.Some of the core evidence cited by social workers as formingthe basis of their assessment decisions is based on verbal interactionbetween social workers and parents. Such verbal interactionsare viewed as being inextricably intertwined with the socialworker-client relationship. A particular aspect of the relationship,the ability to agree a plausible explanation for the familysituation, is highlighted as particularly important in determiningthe outcome of the assessment. The possible implications ofthese findings for assessment practices are outlined.     

Stress and Organizational Culture

Summary The relationship between social work and stress is a complexone which remains relatively under-explored. This paper examinesissues arising from a comparative study of stress in three localauthority social services departments. The main focus is on the human resource management issues underpinningthe experience of social work staff. In particular, the roleof organizational culture is explored and the notion of a ‘cultureof stress’ is introduced. This is a key aspect of thetheoretical account presented. It offers an explanation of theidentified differences amongst the three authorities studiedin terms of the subjective experience of common stressors. The paper concludes with a discussion of the major implicationsfor social work agencies in which such an organizational culturehas developed.     

Gentlemen v. Players: Lay--Professional Relations in the Administration of Juvenile Justice

Summary The relationship between professional social workers and laypanel members in the Scottish children's hearing system is examined.We analyse the generation and containment of conflict in thecontext of the disposal of specific cases. Finally we suggestthe implications of our material for the status of social work,the accomplishment of juvenile justice, and the direction oforganisational research.     

Social Movements, Social Justice and Social Work

Summary This paper explores the relationship between social movements,social justice and social work. It examines the role of socialmovements in promoting social justice and considers the influencesof such movements in the development of emancipatory forms ofsocial work practice. It also considers the question of whethersocial work can be viewed as a form of social movement in itsown right. A central theme of the paper is the fundamental tensionbetween social work as a force for social regulation and asa force for social development and emancipation.     

Child Abuse, Social Anxiety and Welfare

Summary This article attempts to locate the ‘moral panic’concerning child abuse within the context of broader changesin the material conditions and ideological forces in Britainin the early 1970s. It argues that the development of a senseof social anxiety amongst certain sections of the populationand the appeal of the New Right were crucial in the processof establishing the problem as the major issue for social workers.As a consequence social workers have been constrained into amore punitive and interventive relationship with children andfamilies, particularly the poor. The analysis illustrates thatthe way social workers experience role conflict and tensionin this area of their work reflects much wider historical andcultural confusions and contradictions.     

An Interactionist1 Model: An Answer or Just a Better Question?

Summary It has been argued that an interactionist approach illuminatesthe relationship between public issues and private troubles.However, the model has been fundamentally criticized as beingtheoretically empty. The value of the approach is examined bythe analysis of a practice example. The basic criticisms ofthe model are confirmed but nevertheless it may offer a usefulstepping-stone away from the rigidities of case-based practice     

'The Integration of Theory and Practice': a Re-examination of a Paradoxical Expectation

Summary Social workers seem to agree that the nature of the relationshipbetween theory and practice is problematic. However, few ofus have asked what we really mean when we talk of these problems.This paper re-examines the meanings commonly attributed to eachnotion and to the relationship between them. As a result ofthis process the paradoxical nature of the current expectationof ‘integrating theory and practice’ is exposed.This leads to a proposal that we modify our way of framing themeaning of ‘integration’ and thus introduce a newdimension to questions we pose when trying to improve socialworkers' ‘integration of theory and practice’. ‘Wecan no longer explain a paradix by running away fromit; we muststand and look it in the eye’.

Summary This article, in examining gender and justice, seeks to examinethe relationship between feminist theory and social work. Specificallyit reviews writings on social work ethics and suggests thatlittle attention has been paid to feminist scholarship thatresonates with social work practice. Focusing primarily on communitycare, it demonstrates how debates within feminism have becomemore complex and have problematized understandings of both careand justice. It argues that for social work it is unhelpfulto dichotomize justice and care; we should aspire to just socialwork practice.     

Student Imagery of Practice in Social Work and Teacher Education: A Comparative Research Approach

This refutes a technical-rational model of the relationshipbetween theory and practice, and proposes that practitionerknowledge is experientially constructed and organized throughthe schemata of imagery and metaphor. This paper outlines somefindings 6om a comparative research study of social work andteaching students which adopted a phenomenological approachto understanding the self-imagery of student practitioners andits relationship to prior experience. Some implications forsocial worker education are considered, including the conceptof ‘imaginization’—derived horn postmodernistorganizational theory—as a strategy for empowerment.     

Institutionalized Ambivalence: Social Work and the Children and Young Persons Act 1969

Summary Partly through political ambivalence, partly through internalcontradictions, the Children and Young Persons Act 1969 hasfailed to reconceptualize the relationship between justice andwelfare in the juvenile court. The social work role is now characterizedby the potential for role conflict and inappropriate exerciseof discretion. Nevertheless, it is argued that the Act raisesissues which must be addressed and the capacity of the ‘backto justice’ movement to do so is critically assessed.     

Negotiating Alternatives to Custody: a Quantitative Study of an Experiment in Social Enquiry Practice

Summary Between january 1980 and December 1982, a team of probationofficers attempted a new approach to probation practice whichhas been described in an earlier article. The present articleoutlines the types of social enquiry reports which resultedfrom the experiment, and in a quqntitative analysis of the team'sreports, compares the relationship between recommendation andoutcome in the different types. Indications of the effect onsentincing of recommendations for a strict reporting style ofprobation order are examined.     

Discovering what children think: connections between research and practice

Summary This paper is concerned with children's involvement in decisionsand with what happens when adults communicate with childrento discover their thoughts and feelings. It is based on a studyof the participation of children aged between 8 and 12 in decisionswhen they are looked after by local authorities. The paper brieflydescribes the research and its main findings, before going onto describe aspects of the methodology in more detail. Thisleads to a discussion of the relationship between the methodsused in the research and those used in the social work practicethat was in part the subject of the research. The paper arguesthat, both in research and in practice, a commitment to involvingchildren in decision making must go with a determination tofind methods of communication that enable children to demonstratetheir competence.     

The Micro-economics of Old People's Homes

Summary Eleven old people's homes in England were studied to investigatehow money was distributed within the home, what it had to coverand how it could be spent. The level of the Personal Allowanceand the problems of providing shopping facilities are discussed.The relationship between questions of money and independence,initiative and responsibility in old peoples' homes are consideredand suggestions are put forward to increase old peoples' choiceand control over their own lives.     

Agency Function and Social Work Principles

Summary The concept of agency function is examined in relation to thenature of the social work task. It is often the case that agencyfunction is seen more as a problem for social work and not asone of its characteristics. It is argued in this paper thatthe agency itself is not responsible for the apparently delicatestate of present day social work, but that on the contrary,the failure to appreciate social work's relationship to societyand social processes in part accounts for its uncertain condition.     

Social Work with Single Parent Families: Consumer Views

Summary The article describes a research project undertaken to determinethe satisfaction of a particular client group—single parents—withthe service they were given. The research examines five kindsof problems—legal, accommodation, financial, child care,and emotional-and concludes that problems were likely to arisein all these areas, and that, whatever the problem, the socialworker's ability to help solve it depended to a large extenton the quality of the relationship with the client.
