Current debates around US immigration policy are playing out against a backdrop that has changed significantly in the past 20 years: immigrants have increasingly gravitated towards “new destinations”; a large and growing portion of immigrants are undocumented; and the federal vacuum in responding to the promise and problems of these new immigration trends has devolved policy to the states. As a result, we have seen innovation on the state level as policymakers seek to accommodate, welcome or resist immigration, with varying degrees of success. In this paper, we explore the case of Utah as a new immigration destination, seeking to understand its transformation from a state with very inclusive immigrant policies as late as 1999 to one currently adopting highly restrictive immigrant policies. To explain this trajectory, we test three prominent materialist theories of public policy: instrumentalism, structuralism and strategic-relational approaches. We draw on a decade’s worth of primary data – including data on state-level legislation, key economic indicators, public statements concerning immigration from the private business sector and the LDS Church, and the editorial content of the state’s two major newspapers regarding immigration – to examine the policy explanations that grow out of interest-based theories of the state. Whereas these theories provide robust explanations for a large and diverse array of public policies, we find that they fall short in explaining immigration policy. While conventional wisdom – and extensive scholarly research – suggests that economic interests drive policy, we find that the policies around immigrants challenge this economic reductionism, suggesting the need for more complex and ideational accounts of this important phenomenon.  相似文献

This study compares the US and Canada on the gap in earnings between Chinese immigrants and native‐born whites. Canada and the US are arguably more alike than most possible country pairings, yet they differ in significant ways in their approaches to immigration and integration. The primary difference between Canada and the US regarding immigration policy is that Canada selects a larger proportion of economic immigrants – that is, those admitted based on their ability to contribute to the economy – than the US's focus on family reunification. Canadian immigration and multicultural integration policy does not appear to improve Chinese immigrant earnings in the way that might be predicted from Canada's skilled‐based immigrant selection policy and welcoming social context. In spite of a more laissez‐faire approach to immigrant integration and a less skill‐selective immigration policy, we show that Chinese immigrants are earning relatively more in the US than in Canada.  相似文献

This article presents an overview of international migration in the Czech Republic, with a special focus on labor immigration. Currently, the Czech Republic is an immigration and transit country. The most important immigratory segment — economic immigrants — create a colorfulmosaic of various ethnicities (80% of them from Europe), each group with their own different economic strategy and niche. After sketching historical patterns and data problems, the focus is on the current situation of labor migrants in the country. A number of issues are addressed: e.g., the relationship between immigrant inflows and the economic situation of the country; immigrants' regional concentration/deconcentration processes; the popularity of the capital city of Prague and western regions vis‐á‐vis eastern ones; and the different structural backgrounds of immigrants coming from the East versus the West. Special attention is placed on undocumentedlillegal immigration, mainly in relation to the misuse and evasion of immigration legislation. Finally, the immature Czech migration policies and practices are discussed, as are needed policy improvements and the need for new immigration legislation. It is clear that the major trend over time leads to more restrictive migratory policies, in line with efforts to harmonize Czech migratory policies and practices with those of the European Union (EU).  相似文献

This study examines the relationship between symbolic racism and native‐born citizens’ policy opinions toward legal and undocumented immigration. With data from the 1994 General Social Survey and the NPR/Kaiser Foundation/Kennedy School of Government 2004 Immigration Survey, the results from logit regression models indicate that symbolic racism significantly predicts opposition to legal immigration, immigrant access to federal aid, and standard costs for college, citizenship for U.S.‐born children, and work permits for undocumented immigrants. The effects are independent of group threat and other factors. Symbolic racism explained more variation in policy opinions toward government assistance, while group threat explained more variation toward immigration levels and citizenship status. Depending on the issue, native‐born citizens likely derive their immigration policy opinions from moral ideologies in addition to intergroup competition.  相似文献

Applied to immigration, Blalock’s (Toward a Theory of Minority‐Group Relations. A Capricorn Giant, 1967) salience hypothesis predicts that contact with immigrants will tend to highlight the role of nationality in the identities of natives and thereby increase opposition to immigration. Drawing on group threat and cultural perspectives hypotheses, we consider the roles of macroeconomic conditions and national culture in salience effects. Our results indicate that economic concerns over immigration are more sensitive to the immigrant population share during difficult economic times and in countries with less religious diversity and more collectivist cultures. In contrast, cultural concerns over immigration are not sensitive to the macroeconomic and cultural variables we examine. Thus, the attitudinal response to immigration differs significantly across countries, a finding that is relevant to attempts to manage the social and political consequences of large immigration inflows.  相似文献

Over the past three decades, a central new challenge confronting millions of children of immigrants has emerged: growing up in a mixed‐status family in which at least one member lacks legal authorization to live and work in the United States. A body of recent research argues that unauthorized immigrant status is the fundamental determinant of integration for unauthorized immigrants, with intergenerational consequences for their U.S.‐born children. We discuss the immigration and other policies that create the particular social context within which unauthorized immigration status becomes so detrimental for integration. Specifically, we focus on federal and state policies that undermine the very factors thought to protect children and support the integration of new generations of Americans: families and social networks, economic resources and opportunities, and health. We conclude with recommendations for future research.  相似文献

Drawing on qualitative research conducted in the United States and in El Salvador, the author examines the experiences of the children of 40 immigrant men and 40 deported men. This study reveals the harmful effects of U.S. immigration policies and enforcement practices on the children of Salvadoran immigrant and deported fathers. Their children were found to have experienced the unintended consequences of U.S. immigration laws and enforcement practices in their own lives and relationships. These findings support Enriquez's (2015) concept of “multigenerational punishments” where children of immigrant parents share the risks and limitations associated with their parent's immigration status. They also experience the negative spill-over effects of immigration policies and enforcement practices even though they were not directly targeted by these laws. This study reveals multigenerational punishments manifested in the form of social, economic, emotional, and physical inequalities which negatively affected the children of Salvadoran immigrant and deported fathers. As a result, many of their children experienced harmful changes in their lives and relationships under the U.S. immigration enforcement regime. This study is significant in that it provides insight into the issues that immigrant families face and the need for policy interventions for immigrant and deported parents and their children.  相似文献

We investigate the relative wealth position of immigrant households residing in Australia, Germany, and the United States. In Germany and the United States, wealth differentials stem from differences in the educational attainment and demographic characteristics of the native and immigrant populations, rather than income differentials. In contrast, the small nativity wealth gap in Australia exists because immigrants to Australia do not translate their relative educational and demographic advantage into a wealth advantage. Overall, we find substantial disparity in the economic well‐being of immigrant and native families which is largely consistent with domestic labor markets and immigration policies. Implicit in Canada's immigration policies is that some immigrants are endowed with a particular entrepreneurial spirit, and that this spirit relates to immigrants’ origin. This paper examines whether attitudes towards entrepreneurship indeed relate to origin, or whether they can be explained through labour market circumstances at the place of settlement and/or Canada's immigrant selection procedure. The empirical study focuses on the reported attitudes towards entrepreneurship. A survey of 509 Vancouver residents of a predominantly Chinese immigrant neighbourhood, a predominantly South Asian immigrant neighbourhood, and a neighbourhood of non‐immigrants reveals that ethnic origin is a weak indicator of entrepreneurial attitudes. Instead, urban or rural background emerges as a more powerful predictor. The results also raise doubts about whether the Canadian government's immigration policy, which selects immigrants on the basis of economic potential, indeed selects immigrants with a greater desire to become self‐employed. Furthermore, the amount of time immigrants have spent in Canada does not significantly affect attitudes towards entrepreneurship.  相似文献

The gendered nature of the immigration experience is shaped and reinforced by law, legal consciousness, and the normative understandings they help constitute. This article provides an overview of the role of gender in migration processes from a law and society perspective, and includes an empirical focus on the new immigration to Italy and Spain as an illustration of the utility of such an approach. Beginning with a brief summary of the literatures of feminist jurisprudence and law and migration, respectively, the small body of scholarship at the intersection of these fields is reviewed. The author then examines the new immigration to Italy and Spain and argues that this immigration and the policies that shape it highlight the role of the state in gendering immigrant labor and offer new angles from which to consider the interplay of gender, race, migration status, and marginality. In concluding, the author proposes that such exploration of immigrants’ experiences in southern Europe reveals the surprising complexity of immigrants’ multiple marginalities, and exposes the powerful contingencies of economic context, prevailing stereotypes, the particulars of state policy, and the agentive power of people struggling to survive.  相似文献

Two important social transformations have occurred since the 1960s: the rise of the Black middle class and the influx of immigrants from Latin, America, Asia and Africa. The cultural and economic outcomes for first‐ and second‐generation Black immigrants are often linked to the Black poor/underclass. However, we understand little about the ways in which the Black middle class is a potential pathway of integration for immigrants. This paper reviews the sociological debates on the socioeconomic incorporation of immigrants and the racial and ethnic relations of new and old African‐Americans. It discusses the important contributions of minority culture of mobility hypothesis for class‐based theories of immigrant integration. We draw from the literature on social stratification, race relations and immigrant incorporation in order to chime in on the conversation about how becoming socially mobile in America may mean having similar social experience as the African‐American or minority middle class. The paper also suggests ways to better analyze the relationship between identity, integration, space and generation in minority incorporation.  相似文献

This article outlines a set of economic criteria to assess an immigrant‐receiving country's immigration policy from three perspectives. These three perspectives include the resident population, the immigrant, and the sending country viewpoints. An expanded version of Julian Simon's financial transfer model, which includes employment and capital externalities, is developed to assess the efficacy of an immigration policy from the resident's viewpoint. Next, Chiswick's earnings “catch‐up” model is expanded in an employment dimension to create an assessment criterion for the resident immigrant population. Finally, a comprehensive reverse transfer criterion is outlined to provide an assessment criterion for sending regions. These criteria are then applied to selected European and North American immigrant receiving countries.  相似文献

In the research literature on immigration attitudes, there are a number of theories that explain why individuals hold positive or negative opinions of certain immigrant groups and immigration policies. In this review of the literature, the theories are summarized into five categories: personal and social identity, self and group interest, cultural values and beliefs, social interaction, and multilevel theories. The majority of the theories offer explanations that favor one causal direction, focus on social psychology or the social structural environment, and assume that effects are additive rather than interactive. It is argued in this review that scholars would benefit by using multilevel theories, such as group position theory and intersectionality, in order to extend their explanatory reach past the theoretical standards and, in doing so, be able to better examine some understudied but important questions, such as why individuals often hold pro‐ and anti‐immigrant opinions simultaneously. Multilevel theories have the potential to offer a nuanced understanding of immigration attitudes.  相似文献

A growing number of leaders in towns and cities across the United States have embraced policies encouraging receptivity and integration of immigrant populations. This article examines this phenomenon and how communities are seeking greater immigrant integration. To do this, we describe immigration federalism and how it influences receptivity. A discussion of the organizational networks that facilitate greater immigrant integration follows. We consider Welcoming America, a nonprofit organization that serves as a convener for dialogue and policy change, as a case study among these larger organizational networks. The article concludes with a broader examination of implications for receptivity and integration in community practice work.  相似文献

The Japanese government maintains that the country admits only skilled economic migrants. Its statistics tell a different story. Skilled and low‐skilled economic migrants are admitted in equal measure. The aim of this article is to explain the dissonance between the government's policy rhetoric and policy outcome by turning to policy output. To this end, I quantitatively analyse immigration admission channels for economic migrants, using Ruhs' Openness and Rights Indicators (2013). The main findings not only go against much of what we believe about Japan but helps us reach a more nuanced understanding of its immigration policies. I demonstrate that Japanese immigration admission policies have become more open towards de facto low‐skilled economic migrants over time and are more open to de facto low‐skilled economic migrants than to de jure skilled economic migrants. Instead of openness, the gains made by certain groups of de jure skilled economic migrants have been exclusive immigration privileges related to permanent residence and family sponsorship.  相似文献

Examining the immigration policy changes undertaken by Socialist President Francois Mitterand between May 1981 and September 1982, this discussion provides backgroung information for the study of immigration policy reform in France, discusses the institutional and historical contexts within which recent policy changes have occurred, and examines the initial measures taken, the new immigration legislation adopted in October 1981, the "Exceptional Regularization" carried out in 1981-82, and various other immigration measures announced during the period under study. The discussion also identifies some of the problems which arose and are likely to arise as a result of the new policies. The French government has historically taken great pains to track the movement of both foreigners and natives within its territory. All citizens are issued a national identity card, and all foreigners residing in the country for longer than 3 months must obtain a residence permit from their local prefecture of police. The entry of some 347 million people annually into France must contribute to the problem of exercising strict control at entry. French measures to enforce immigration laws within its borders have not prevented the development of clandestine immigration nor the employment of undocumented foreigners. French law requires that all employers and employees contribute to the system of the Securite Sociale and to a variety of other government programs providing social and economic assistance to workers and their families. The year 1932 marks the date of the first French laws limiting immigration. On July 5, 1974 the French government closed the country's borders to immigration and have not reopened them since. Following that date a more severe attitude towards clandestine immigration became evident. Despite the anti-immigration policies of the 1974-81 period the number of foreigners residing in France did not diminish. 3 basic goals guided the new government in the development of its policies: to limit the entry of new foreigners; to end the precariousness which has characterized the existence of many immigrant families in France; and to examine immigration problems through bilateral negotiation with various sending countries. The immigration policy developed and carried out by the Mitterand administration during its first 15 months in office expressed an attitude of generosity towards established immigrants and external rigor vis-a-vis new immigration. The generosity of the new government is evident in the limitations placed on expulsion and detention, the guarantee of due process of law and all job-related rights for undocumented foreigners, the reaffirmation of family reunification, easier access to "privileged" immigrant status, the extension of the right of employment to foreign students and to Polish and Lebanese refugees, and new legislation guaranteeing the right of association to immigrants. The government's desire to control immigration more effectively is evident in the tightening of control at France's borders and in the substantial increases in sanctions against employers of clandestine workers.  相似文献

This research note examines response and allocation rates for legal status questions asked in publicly available U.S. surveys to address worries that the legal status of immigrants cannot be reliably measured. Contrary to such notions, we find that immigrants' non‐response rates to questions about legal status are typically not higher than non‐response rates to other immigration‐related questions, such as country of birth and year of immigration. Further exploration of two particular surveys – the Los Angeles Family and Neighborhood Survey (LAFANS) and the Survey of Income and Program Participation (SIPP) – reveals that these data sources produce profiles of the unauthorized immigrant population that compare favorably to independently estimated profiles. We also find in the case of the SIPP that the introduction of legal status questions does not appear to have an appreciable “chilling effect” on the subsequent survey participation of unauthorized immigrant respondents. Based on the results, we conclude that future data collection efforts should include questions about legal status to (1) improve models of immigrant incorporation; and (2) better position assimilation research to inform policy discussions.  相似文献

We investigate whether anti‐immigrant attitudes affect migrant inflows in Organisation for Economic Co‐operation and Development (OECD) countries. Using longitudinal exhaustive data, we find that natives’ hostility, particularly natives’ propensity to discriminate on the labor market, reduces immigration. This effect is comparable to more conventional migration factors. We obtain robust results when we, for example, capture hostility with far‐right parties’ popularity instead and control for tighter immigration policies or multilateral resistance to migration. We find a stronger effect for EU‐to‐EU migrants, migrants from developed countries and linguistically close countries. Our results raise a challenge for policy makers when the demand for foreign workers and anti‐immigrant sentiment are present.  相似文献

Drawing inspiration from the work of Robin M. Williams Jr., I map out the complexities of ethnic and racial relations in the contemporary United States by focusing on the impacts of 9/11—particularly in relation to immigration policy. Because the attackers entered the country through regular immigration channels (i.e., as foreign students) the U.S. government has introduced policies to enhance border security, restrict immigration, increase the surveillance of immigrant populations, and more actively enforce immigration policy. These national-security-related immigration policies, however, are exacerbating existing tensions and producing new sets of ethnic and racialized conflicts in the United States. In this article, I first provide an overview of the key national-security-related immigration policies that were passed in the wake of September 11, 2001. Then, I review some of the recent sociological literature, as well as draw from my own preliminary research in the State of New Jersey, to illustrate the social impacts of these policies on ethnic and racial relations. I conclude with an outline of the ways the sociology of ethnic and racial relations specifically, as well as other subfields of the discipline, might approach analyses of social conflict in the contemporary United States, post–September 11.  相似文献
