This paper is inscribed into a new line of scholarly work seeking to cast light to the ways in which migrants convert their motivations into action within a policy framework that is characterised by many restrictions and limited opportunities to move. Drawing on recent fieldwork (2013‐2014) on irregular migrants from Afghanistan, Albania, Georgia, Pakistan and the Ukraine, in Greece, we investigate how they perceive opportunities and navigate restrictions eventually crossing borders whether unlawfully (from unguarded border areas or with fake documentation) or legally (abusing the terms of their entry/stay). The paper adopts the notion of social navigation as a heuristics tool to conceptualise the social, temporal and spatial character of the migration journey, its nodal points, and the interaction of migrants with different actors and factors that shape their migration plans and explores different types of migrant agency (recuperation, resilience and resistance) developed during the navigation process.  相似文献

Building knowledge about migration governance and policy in the Global South is a priority for research and policy. The studies in this special section offer both new empirical insights and new frameworks for analysis, with key policy implications, that can enrich our discussion of these topics. They focus on issues that relate to national and sub‐national level governance and policy, speaking both to the impact of diverse governance structures and policies on the well‐being of migrants and host communities, and of the policy‐making process itself and the factors influencing that process. In so doing, they point toward promising directions for future work on these topics and underscore the value of multidisciplinary, interdisciplinary, and cross‐regional analysis. This essay provides an introduction to the studies included in this collection, framing their contributions in the context of research in development and ongoing global discussions on migration policy.  相似文献

For migrant children, moving to a new country is marked by excitement, anxiety and practical challenges in managing this significant transition. This paper draws upon the concepts of social capital and social networks to examine migrant children's access to services post‐migration. Using data from a qualitative study with Eastern European families in Scotland, we identify a range of cumulative barriers that limit children's access to services and illustrate how their experiences are shaped by ethnicity, social class and place. The study shows that migrant children are often disadvantaged post‐migration and develop their own mechanisms to mitigate the impact of migration on their lives. We argue that migrant children's own social networks are relevant and they need to be analysed through a more individualised approach.  相似文献

In reviewing the articles in this special issue on the migration/policy/anthropology nexus, my comments will be in three parts: first, presenting a rough framework by which we might look at public policy in a way that bridges the academic and the practical; second, considering the actual cases presented in this special issue; and third, considering more broadly what the anthropological contribution might be to this complex and often acrimonious issue of migration policy. Throughout, the attempt is to search for a way of looking at migration policy that balances the inevitable academic critiques of public policy with a recognition of what public policy can and inevitably must be as a tool of societal discussion, planning, and progress.  相似文献

International migration of social workers has had, in recent years, a substantial influence on the political agenda of different countries in the world, and is fraught with challenges. In some countries, recruitment of internationally qualified social workers has even become an important strategy to meet staffing demands and to fill shortages in the social work profession. This paper aims to promote debate on the key role of social work educators in assisting social work students and practitioners to practise within both a national and an international context, by reflecting on specific practice examples from Canada, England and South Africa. We explore challenges, as well as possible strategies for adaptation in new contexts, such as the facilitation of additional training, globally comparable social work programmes, and the development of a stronger professional identity, based on integrated social work values. We conclude that by enabling a stronger professional identity through the development of professional virtues, social workers will be empowered to become more confident practitioners and internationally more adaptable.  相似文献

A majority of current HIV/AIDS interventions are designed primarily after individual-based public health models and pay little attention to the socioeconomic environment in which HIV transmission occurs. This article focuses on outlining how migration acts as a conduit for disease transmission in South Africa and then proposes a macro-level prevention model based on social capital theory, thus then supplementing current prevention literature. It is based on the argument that social disruption and stresses from migration lead to sexual interactions during the migration periods that amplify the risk of HIV transmission among migrants.  相似文献

This paper argues that the models underlying the conceptualization of social work functions affect the costs of integrating policy issues into practice, and, therefore, the probability that social justice goals will be pursued. An inclusive approach to policy design is seen as lowering those costs. The nature of the costs and how they vary between the models is discussed.  相似文献

Seven major turning points in the evolution of U.S. aging policy are identified and reviewed: (1) the Social Security Act (2) the Great Society (3) the federalization of Old Age Assistance (4) the enactment of comprehensive social services (5) Social Security improvements (6) New Federalism, and (7) medical cost-containment policies under Medicare and Medicaid. In the 1980s, significant and growing problems of uninsurance and underinsurance for health care have re-emerged. Simultaneously, state Medicaid programs are characterized by their increasing variation and inequities, while there has been a decline in access for the poor. The future of aging policy will be decided in the context of four socio-demographic realities: (1) population aging (2) trends in mortality and morbidity (3) the relationship between income and health, and (4) aging as a woman's issue. The article concludes with a call for a recommitment to the public interest and to public solutions which affirm that health care is an inalienable right.  相似文献

Using data from the World Values Survey and national‐level indicators for 24 modern democracies, we assess the influence of social class and economic inequality on preferences for government responsibility. We improve on previous research by using multilevel models that account for differences in attitudes both within (i.e., over time) and across countries. Our findings are consistent with the economic self‐interest hypothesis. Specifically, working class individuals, who tend to gain the most from government intervention because of their low and often more precarious economic position, are more likely than others to support government intervention. We also find a positive relationship between national‐level income inequality and support for government intervention. As income inequality rises, its social ills tend to be more pervasive, resulting in public opinion becoming more supportive of governments taking responsibility for their citizens. We further demonstrate that inequality moderates the relationship between social class and attitudes. Although the effect of income inequality is positive for all social classes, attitudes across social classes become more similar as inequality rises. Utilisant les données de World Values Survey et indicateurs de niveau national, nous évaluons l'influence de la classe sociale et l'inégalité économique sur les préférences en matière de responsabilité du gouvernement dans 24 démocraties modernes. Notre analyse se améliore sur la recherche précédente en utilisant des modèles à plusieurs niveaux qui tiennent compte des différences dans les attitudes au sein (ce est à dire, au fil du temps) et entre les pays. Nos résultats sont cohérents avec l'hypothèse d'auto‐ intérêt économique. Nous constatons également une relation positive entre l'inégalité des revenus au niveau national et le soutien à l'intervention du gouvernement. Comme l'inégalité des revenus se élève—et ses maux sociaux ont tendance à être plus répandue—l'opinion publique devient plus favorable des gouvernements assument la responsabilité de citoyens. Tout aussi important, cependant, nous démontrons également que la relation entre la social classe et les préférences pour la responsabilisation du gouvernement diffèrent par la quantité de l'inégalité des revenus dans un pays. This article seeks to contribute to understandings of South Korea's approach to marriage migration. Situating our analysis of marriage migration policy specifically within the recent emergence of a social investment approach to welfare, we bring together two bodies of literature that due to the methodological nationalism of much welfare state scholarship are usually treated separately. Through an examination of the policy framework governing marriage migration ‐ so‐called ‘multicultural family policies’ ‐ we find that successive Korean governments have actively sought female marriage migrants to perform various social reproductive roles as a means to secure the reproductive capacity of the nation, just as feminist scholars have argued the care work of citizen‐mothers can be understood. Our analysis also suggests that marriage migration policy in Korea constitutes a distinctly transnational dimension to its overall social investment approach, which is strongly motivated by concerns to reproduce the next generation of human capital.  相似文献

The class tradition in the study of social mobility suffers from a number of theoretical and practical weaknesses. In this article we concentrate on the issue of how well the Goldthorpe/CASMIN class schema explains the extent of the social reproduction of advantage when compared with the Cambridge Scale, a continuous measure of occupational and social hierarchy. If classes are to be given any useful meaning, then the groupings involved should be internally relatively homogeneous with respect to a significant criterion of interest to the researcher and there should be relatively clear boundaries between them. In the case of social mobility, the criterion of interest is the ability of the members of one generation to pass on any relative advantage to their successors. Using data from the Nuffield Social Mobility Study, the article examines the relationship between the occupational position of fathers and sons, demonstrating that there is substantial variation within social classes with respect to the reproduction of advantage and that there is no evidence for the existence of boundaries between classes. One consequence is an under-estimation of the extent of reproduction. The findings indicate that the stratification order has to be seen as a continuous hierarchy rather than as a set of distinct classes.  相似文献

Seeking Social Security: An Alternative Motivation for Mexico-US Migration   总被引:1,自引:0,他引:1  
In this analysis we investigate the degree to which the absence of effective pension systems may generate motivations for international migration as a means of self-financing retirement. Using ethnosurvey data gathered in selected Mexican communities and US destination areas, we estimate models to predict the odds of US migration from indicators of relative wages and whether or not jobs in Mexico were covered by that country's social security system. We find that by holding constant the binational differential in expected wages, the odds of out-migration were much higher for male household heads working in jobs that were not covered by social security compared with those working in jobs that enjoyed such coverage. Subsequent analyses showed that the odds of receiving a pension in old age were systematically higher for former US migrants, and that the likelihood of pension receipt rose steadily as the number of US trips and amount of US experience accumulated.  相似文献
