This paper examines the disparate social well-being outcomes children experience across states in the United States. The paper seeks to extend the study of child social well-being by examining the extent to which state characteristics influence aggregate child social well-being outcomes. The results indicate that socioeconomic and population characteristics of states influence the magnitude of aggregate child social well-being deficits. It is argued that the disparities in child social well-being outcomes for children across states should be taken into consideration in the current welfare reform climate. Because states have gained greater control over programs that assist the poorest and most vulnerable families and children, states with large child social well-being deficits will likely experience even larger deficits as many state TANF (Temporary Assistance for Needy Families) policies and practices do not adequately support poor families.  相似文献

Every state has a statute through which certain individuals are required to report suspicions of child maltreatment to Child Protective Services. Some states require all adults to report suspicions of child maltreatment (Universal Mandated Reporting); other states only require certain professionals to make such reports. In response to high profile child sexual abuse cases, many states have considered moving to Universal Mandated Reporting. This study compares characteristics and outcomes of reports from states with and without Universal Mandated Reporting. Analysis found no differences in the rate of report or report disposition. Reports from educational personnel in states with universal reporting made up a smaller proportion of reports than in states where only a delineated list of professionals are required to report. Additionally, states with Universal Mandated Reporting had more reports involving neglect as compared to other states. These findings are important to inform any movement to expand Universal Mandated Reporting.  相似文献

This study estimates the effect of ‘refundable’ state Earned Income Tax Credits (EITCs) on child poverty from 1994 through 2003. Research results indicate that a refundable state EITC is associated with reductions in child poverty, holding all other variables constant. For example, states with refundable state EITCs have observed a 40% greater reduction in child poverty rates compared to states without refundable state EITCs. This study also discusses policy implications for implementing the ‘refundable’ state EITC.  相似文献

This article provides information on the effectiveness of state child support enforcement systems. We use individual level data from the Child Support Supplements of the Current Population Surveys (1978-1992) to create an index of state effectiveness that captures success at securing child support awards, setting award levels, and collecting obligations. We identify states that were performing above or below the national average in the late 1980s to early 1990s and states that showed substantial improvement or decline in child support effectiveness during the 1980s. Identifying successful states will help researchers to determine what policies and practices are associated with successful enforcement. These variations in state effectiveness also suggest that low levels of child support are not due to deadbeat dads alone but also to inept states.  相似文献

Although collaboration in child abuse investigations has been emphasized since 1974, barriers, including role conflicts and organizational differences, have often been reported. This study describes the process of collaboration based on the perceptions of investigators working with a Child Advocacy Center. Telephone interviews were conducted with 290 child protective service workers and law enforcement officers from 28 child advocacy centers in 20 different states. Respondents identified barriers to the process of collaboration such as conflicts over case control and facilitators including co-housing and cross-training. Conditions that should contribute to successful collaboration are discussed.  相似文献

Child protective service (CPS) and child abuse law enforcement (LE) investigators have been required by the majority of states to work together when investigating criminal cases of child abuse. Child Advocacy Centers (CACs) and other. multidisciplinary models of collaboration have developed across the United States to meet these requirements. This study surveyed 290 CPS and LE investigators who use a CAC in their investigations of criminal cases of child abuse. Reasons given for using, centers, include legal or administrative mandate and protocol, child appropriate environment, support, referrals, capacity for medical exams, expertise of center interviewers and access to video and audio technology. Respondents also identified ways that centers could be more helpful.  相似文献

This study examines the comparative effectiveness of using law enforcement agencies for child protective investigation (CPI), in contrast with the traditional approach of CPI conducted by the public child welfare agency. The analysis uses 2006-2007 data from a natural experiment conducted in Florida to show modest differences in performance and cost-efficiency between the two approaches to CPI. These findings may have implications for other states considering outsourcing CPI to law enforcement.  相似文献

This national qualitative study explores recruitment and retention strategies within state child welfare agencies and the perceived effectiveness of these strategies. The study includes a national review of 50 state child welfare websites, and qualitative interviews with 18 individuals in 13 states. The findings highlight agencies' identification and investment of similar types of recruitment and retention efforts; yet agencies still grapple with elevated turnover rates despite continued efforts. This article comprehensively explored national utilized and underutilized strategies that have been employed to help alleviate child welfare recruitment and retention challenges. Further, mechanisms for overcoming and promoting innovation to understand the effectiveness of child welfare recruitment and retention strategies are addressed.  相似文献

This study examines the relationship between state-level child welfare spending and two important decision points in the child welfare system: the decision to screen out a referral and the decision to substantiate. The model is estimated using a pooled fractional probit estimator that controls for year effects and state-level clustering. The findings suggest that decreases in state-level child welfare expenditures predict increases in the proportion of referrals that are screened out and decreases in the proportion of maltreatment claims that are substantiated. The results are robust to the inclusion of caseload and federal spending as control variables, to the exclusion of states known to have changed their screening or funding practices during the sample period, and to the use of combined state and local child welfare expenditures as an explanatory variable in lieu of state-level child welfare expenditures. The findings imply that the amount of money a state spends on child welfare may influence important decisions in the child welfare process.  相似文献

Foster care is a source of significant costs to both governments and foster children. Policies that provide income support to households potentially reduce entry into foster care via reducing child maltreatment and improving child behavior. As part of the American Recovery and Reinvestment Act in 2009 (ARRA2009), the federal government expanded the earned income tax credit (EITC), which is an important income support program for low-income working households. Using state-level data, we investigate the impact of this EITC expansion on state-level foster care entry rates. Typically, states with state-level EITC match federal EITC spending at a specific rate, meaning that increases in federal EITC spending increase state-level spending as well. We find that expansion of EITC decreased foster care entry rates by 7.43% per year in states with a state-level EITC, relative to those without. In models that separately examine foster care entry rates by age of the child, we find that the ARRA2009 had different effects on foster care entry based on the child’s age. We find that ARRA2009 decreased foster care entry rates for children age 11–15 by nearly 12% in states with a state EITC and it decreased foster care entry rates for children age 16–20 by roughly 17% in states with a state EITC, relative to states without a state EITC.  相似文献

Summary

Specialized child welfare MSW programs and stipend support for child welfare MSW students have been developed in several states through the Federal Title IV-E program. Thirty-seven focus groups conducted over four years with approximately 550 Title IV-E MSW students in California were submitted to qualitative thematic analysis. The intense emotional challenge of child welfare work emerged in the focus groups. A three stage cognitive-affective model of student development is proposed. This exploratory study suggests several hypotheses for further research: that students at more advanced cognitive-affective levels should be less prone to burnout, better able to make the difficult value-based decisions demanded by child welfare work, and more likely to integrate and use the emotions of themselves and others. Implications are explored for graduate programs, professors, and supervisors.  相似文献

Foster care and adoption by gay men and lesbians is not a new phenomenon. Children and youth have always been placed by states and public agencies in homes with gay and lesbian parents. Some gay men and lesbians have fostered or adopted children independently from private agencies or have made private adoption arrangements with individual birthmothers, while others have fostered or adopted through the public system. Drawing on research literature, practice wisdom from 31 years of child welfare experiences, and case examples, this article offers child welfare professionals guidelines for competent assessment with prospective foster or adoptive parents who identify as lesbian or gay.  相似文献

In recent years, there has been increasing interest in using administrative data collected by state child welfare agencies as a source of information for research and evaluation. The challenges of obtaining access to and using these data, however, have not been well documented. This study describes the processes used to access child welfare records in six different states and the approach to combining and using the information gathered to evaluate the impact of the Early Head Start program on children's involvement with the child welfare system from birth through age eleven. We provide “lessons learned” for researchers who are attempting to use this information, including being prepared for long delays in access to information, the need for deep understanding of how child welfare agencies record and code information, and for considerable data management work for translating agency records into analysis-ready datasets. While accessing and using this information is not easy, and the data have a number of limitations, we suggest that the benefits can outweigh the challenges and that these records can be a useful source of information for policy-relevant child welfare research.  相似文献

Youth “age out” of the child welfare when they are no longer eligible for services due to their age. These youth often face hardships across multiple domains of their lives. Recent evidence shows youth remaining in care beyond age 18 fare better than those who exit care at age 18. With the passage of recent federal legislation, states have more opportunities for federal funding to extend services to youths “aging out.” This article explores the issue of youths aging out of the child welfare system and analyzes the Fostering Connections to Success and Increasing Adoptions Act of 2008.  相似文献

The Children Act 1989 states that due consideration should be given ‘to the child’s religious persuasion, racial origin and cultural and linguistic background'. Children who have been sexually abused and who grow up in families with strong Christian beliefs have additional concerns not readily identified by the child protection worker or therapist. Drawing upon 10 years' work experience, this paper aims to present the views and struggles of adult Christian women and men who have been sexually abused. Much of what is presented can be applied to other faith communities, since the difficulties lie sometimes with patriarchal communities, with male deities and with tenets of belief which can hinder the child from disclosing. U.S. “child marriage”—marriage including at least one person under the age of 18—is legal and practiced in 44 states. In this article, I map the existing literature on child marriage and offer insights on how child marriage can expand our sociological understandings of marriage, gender inequality, and youth sexualities. Social scientists have almost exclusively focused on child marriage in the Global South at the expense of understanding child marriage in the Global North, which I argue reinforces racist and xenophobic narratives that cast child marriage as a non-Western social problem. The research on U.S. child marriage that does exist focuses on the consequences, rather than the causes, of child marriage, which may shift focus away from a structural understanding of how intersecting inequalities shape girls' likelihood of getting married as minors. I position a sociology of U.S. child marriage at the intersection of sociological understandings of marriage and gender inequality and critical research on youth sexualities. I conclude by calling for intersectional research on U.S. child marriage that builds on these literatures, examining how girls' sexualities are racialized, gendered, and classed within the institution of marriage.  相似文献

This article describes qualitative findings regarding lessons learned from research and demonstration projects in four states focused on the implementation of clinical supervision within their public child welfare agencies. This was part of a larger mixed methods study of the effectiveness of these new clinical supervision models on practice, organizational, and client outcomes. Themes from 15 focus groups with frontline supervisors participating in the projects are provided; they focused on the challenges experienced while participating and working to use clinical supervision techniques, recommendations regarding implementing such projects in the public child welfare environment, and those aspects of the implementation that were most effective in supporting their work. These themes provide direction for states and localities wishing to shift frontline supervision to a more clinical model within the public child welfare setting.  相似文献
