The author investigates human resource shortages in a labor-supplying country, focusing particularly on the case of Jordan. He "examines the growth, characteristics and role of immigrant labour in an erstwhile emigrant economy and assesses the validity of the replacement migration model. Data is presented from the author's survey of some 3,751 work permits issued to foreign workers in Amman between October 1982 and January 1983." It is noted that "replacement migration is only one aspect of a more diffuse pattern of labour inflows which have important implications for the Jordanian economy in general and the labour market in particular." In addition to replacement labor migration, which involves the employment of skilled workers in sectors experiencing domestic labor shortages, the author identifies the roles played by collective contract labor, involving immigrant labor for project-specific work, and secondary labor, involving low-skill work at discriminatory wage rates. Drawing on Bonacich's split market theory, the work of Hechter and Blalock on ethnic conflict, and the literature on social movements, the authors develop a model of factors producing conflict between native and immigrant workers. The model identifies the relative size of the immigrant group, the growth of the immigrant population, the desirability of jobs held by immigrant workers, economic conditions, the development of racist ideology among native workers, and the organization of native workers as factors possibly explaining the frequency of incidents of overt ethnic conflict and efforts to institutionalize discrimination through government action. The model is assessed by examining the situation of Chinese immigrants in California between 1849 and 1882. The data suggest that poor economic conditions, a well-developed racist ideology, and well-organized native workers best explain incidents of ethnic conflict and successful efforts to obtain discriminatory government action.  相似文献

In this paper, we analyse the interaction between immigrants’ employment in cooperatives and the business cycle. The study is centred on the Spanish economy during the period 2003–2015. The main goal of this paper is to answer the following two key questions: are fluctuations in immigrants’ employment in cooperatives cyclical in relation to the business cycle? And, are immigrant employees more vulnerable to the business cycle than native employees? The cycles and their turning points are identified using the Bry and Boschan (Cyclical analysis of time series: selected procedures and computer programmes, National Bureau of Economic Research, New York, 1971) algorithm. To resolve it we employ the BUSY software, developed by the European Commission. The procedure allows us to identify the features of the cycle phases and to calculate the synchronization index. The results show that (1) employment in cooperatives is procyclical and with no differences between immigrant and native workers, (2) the economic crisis has hit immigrant workers harder than native ones, (3) the immigrants’ birthplace is significant because some cyclical behaviour can be found to vary according to the immigrants’ origins; however, in general, sensitivity to the business cycle is the common factor.  相似文献

Firms have increased their reliance on flexible, or temporary, employment. Some of this increase is a normal market response to technological and demographic trends largely beyond the control of public policy. But the trend toward flexible employment is also explained by increased government regulation of labor markets. This regulation has increased the cost of employing permanent workers relative to the cost of employing temporary workers. Of primary importance has been the substitution of regulatory restrictions on hiring and firing for the common law doctrine of employment at will.  相似文献

This article examines Mexican migration into South Texas in recent decades and focuses on changes in the characteristics of the migrants' households. An ethnographic approach is used in examining 56 permanent, immigrant households. "This article introduces a hypothesis for explaining the increase and permanency of household immigration." It is found that "immigration often leads to downward social mobility with respect to legal status of household members, type of employment, and property ownership. Of particular note is the transformation of the household from a single to a multiple worker unit, in response to agricultural labor demands and growing employment opportunities in the non-agricultural sector."  相似文献

Findings are presented from a survey of employers conducted to assess the impact of immigration and employer practices upon the chances of Blacks finding employment in Los Angeles. The highest ranking person involved in the hiring process at each of 44 restaurants, 46 printers, 41 hotels, and 39 furniture manufacturers was interviewed. The hiring of new employees drawn from the network of current employees seems to have the dual function of bringing immigrant communities into the workplace, while detaching vacancies from the open market, thereby reducing the number of employment opportunities for Blacks. Employers also perceived immigrants to be far more desirable employees than Blacks, partly because they believe that immigrants will work more productively. Immigrants are also seen as the more tractable laborers. Any managerial propensity to favor immigrants over Blacks will probably be reinforced by the attitudes of the mainly Latino work force, for placing a Black worker in a mainly Latino work crew may frustrate productivity given the animosity between the two ethnic groups. Blacks also appear to opt out of the low-level labor market in response to rising expectations, on the one hand, and the anticipation of encountering employment difficulties on the other.  相似文献

This study expands immigrant social network theory and examined employment patterns in the garment industry in Los Angeles, California, among Latino workers employed by Asian immigrant entrepreneurs. The study determined that a large percentage of immigrant employees found their jobs through the immigrant economy. Entrepreneurship increased the supply of local jobs and expanded the economy at destination at no expense to natives. Immigrant entrepreneurs bought firms from nonimmigrant owners or started new ones with an immigrant labor supply. Massey's index is flawed due to its exclusion of the role of entrepreneurs. Migration networks facilitate entrepreneurship, but some ethnic groups have fewer entrepreneurs, such as Mexicans and Central Americans. A 1993 Los Angeles survey identified 3642 garment factories in its county. Mean employment was 27.1 persons. The garment industry was the 4th largest industry in the area in 1996, with 98,700 employees. It represented 6% of all wage and salary employees in the City and 5.5% of the immigrant labor force in the County in 1990. 93% of garment workers in 1990 were immigrants. It is estimated that 51% of garment factory owners were Asians; most employees were Latinos. Census figures on sewing machine operators indicated 47.3% of owners were Whites and 42.45 were Asians. 53.3% of employees were other ethnic groups, 14.5% were Asians, and 32.2% were Whites. It is estimated that 47.2% of total employment was due to the immigration economy. 71.5% of the total employment in the garment industry was in the immigrant sector.  相似文献

This disucssion of the Immigration and Control act of 1986 covers legalization, employer sanctions, and foreign agricultural worker reforms. It also identifies other changes in immigration law. The Immigration Reform and Control Act of 1986 recognizes 4 types of aliens who are eligible to receive legalization benefits: those who have resided "continuously" in the US since January 1, 1982; those who have worked in US perishable crop agriculture for 90 "man-days" each year ending on May 1, 1984, May 1, 1985 and May 1, 1986 (special agricultural workers) or who have performed such labor for 90 man-days between only May 1, 1985 and May 1, 1986; those who have been in the US since before January 1, 1972; and those classified as "Cuban-Haitian entrants" and who have been in the US since January 1, 1982. Each legalization category has specific eligibility requirements, its own application procedures, and its own process for obtaining legal permanent resident status. The IRCA forbids employers from knowingly employing unauthorized aliens. For the 1st time in US immigration history, an employer would be punished for employing aliens without work authorization. An employer would be able to establish an "affirmative defense" in his or her behalf if the employer examined certain documents which appear to be genuine or the applicant was referred to him by a State employment agency which previously has verified the applicant's employment eligibility. If the employer is found to have violated the provisions, a cease and desist order will be issued with a civil penalty of between $250-2000 for each unauthorized alien for the 1st time the violation occurs, between $2000-5000 for each alien for the 2nd violation, and between $3000-10,000 for each alien for subsequent violations. The Act provides for criminal penalties for employers who engage in a "pattern or practice of violations." Employer sanctions will not be effective for 18 months following passage of the Act. The changes which the IRCA introduced in terms of foreign agricultural workers fall into 2 broad categories: a formula for recruiting foreign agricultural workers for permanent residence in the US beginning with 1990 (replenishment workers); and changes in the existing system of temporary foreign workers for agricultural work. Among other things, the Act also increases colonial quotas to 5000 from 600, offers special immigrant status to certain officers and employers of international organizations and their immediate family members; and offers nonimmigrant status for parents and children of aliens given spcial immigrant status.  相似文献

Using the 1992 Legalized Population Survey, I focus on employment matching processes of formerly undocumented Mexican immigrant workers in the United States. As in earlier studies, I show that employment characteristics are related to the job tenures of immigrant workers. However, my contribution is that I specifically analyze how formerly undocumented Mexican immigrant workers' attributes and social networks influence their job tenures. In general, increases in human capital are associated with shorter job tenure, apparently in an effort to improve employment conditions, while the use of social capital is positively related with job tenure. It appears that acquiring employment is a social process, and those using personal networks find longer lasting jobs. Although prior studies have minimized the role of supply-side characteristics such as employees' skill level and social networks in influencing job tenure, my research confirms the significance of workers and the resources they bring to the labor market.  相似文献

Although the scholarship on social capital and immigrant economic incorporation has sufficiently documented how immigrants mobilize social capital in their search for employment which often leads to the formation of immigrant niches, how social capital is processed after immigrants acquire employment and its significance for the preservation of immigrant employment niches is less well explored. This paper addresses this gap in the literature with a case study of immigrant Punjabi taxi drivers in the New York metropolitan area. In particular, this study shows how a group of immigrant Punjabi taxi drivers mobilized social capital via embeddedness in co‐ethnic social networks and improved their working conditions – a process that must be considered in explanations of the Punjabi niche in the taxi industry for more than two decades. The study has implications for the relationship between social capital and the structure of the workplace or industry where immigrants are incorporated and its subsequent impact on immigrant economic trajectories. Further, this study contributes to the debate on the usefulness of ethnic communities for the adaptation of immigrant groups. Additionally, this research is relevant to the scholarship on the economic adaptation of South Asian (a subset of Asian Americans) immigrants, an understudied immigrant group in the United States.  相似文献

Western U.S. agriculture is an industry that has shaped and been shaped by a peculiar labor policy: seasonal workers were outsiders who looked to agriculture for jobs, not careers. They did not plan to remain farm workers, and the industry and community in which they worked and lived did not see them as long‐term settlers. The immigration and integration policy, in effect, was to recruit new workers willing to accommodate themselves to seasonal employment, and to avoid their integration in agricultural areas. Thus, for most immigrant workers, economic mobility required geographic mobility. However, the major policy issue is not how to enhance the upward mobility of immigrant farm workers and their children; it is how U.S. agriculture should gain access to immigrant farm workers.  相似文献

To assess the employment opportunities of older job-changers in the years prior to retirement, this study examines the how the breadth of occupations in which they find employment narrows as they age past their prime working years and how this differs by gender and educational attainment. The results indicate that workers who change jobs in their early 50s find employment in a reasonably similar set of occupations as prime-age workers, with opportunities narrowing at older ages. They also indicate that job opportunities broadened significantly for better-educated older workers since the late 1990s. While job opportunities now narrow significantly for less-educated men in their late 50s, this narrowing primarily occurs in the early 60s for women and better-educated men. In contrast to previous research, the study finds that employer policies that emphasize hiring from within are less important barriers to the hiring of older job-seekers. The study also finds that the narrowing of job opportunities is associated with a general decline in job quality as measured by median occupational earnings, a decline associated with differences in occupational skill requirements and the underlying economic environment. These results suggest that older hiring is not as limited to a select few occupations as it had been in previous decades, and that policy reforms aimed at increasing opportunities and improving labor market fluidity might best be served if they focused on less-educated men.  相似文献

"The present article examines the separate effects of ethnicity and immigration on earnings by studying a sample of Israeli workers. The results indicate that immigrant status constitutes a major handicap in the Israeli labor market. Ethnicity, on the other hand, plays a minor role in the earnings determination process. The author examines trends in the roles of immigrant Asian women workers in Kuwait, using data from published censuses and reports and from three national-level surveys conducted in 1977-1979, 1983, and 1986-1987. "The study deals separately with the two major types of migrants: the domestic servants and the clerical and professional (or semiprofessional) workers.... This study uses original data from a large sample of businesses located in Mexican ethnic neighborhoods (barrios) in Texas and California to analyze how perceptions of the economic roles of Mexican immigrant workers differ among 3 employer groups: native ethnic, immigrant ethnic, and non-ethnic. It was found that the immigrant ethnic employer group depends more on Mexican immigrants as workers and as consumers than does the native ethnic group, which tends in many ways to be more like the non-ethnic group. Differences between results for localities on the border with Mexico and those for non-border localities are also discussed.  相似文献
