"New Zealand's immigration policies and trends since 1945 are compared with those of Canada and Australia. For most of this period, Australia has pursued the more expansive immigration policy while Canada and New Zealand have tended to link immigration intakes to fluctuations in labor demand. All three countries initially discriminated against non-European immigrants but gradually moved towards nondiscriminatory policies based on similar selection criteria and means of assessment. New Zealand has traditionally been more cautious than both Canada and Australia in terms of how many immigrants it accepted and from what sources, but it has recently followed the other two in raising immigration targets encouraging migration from nontraditional sources, particularly Asian countries. Historical, global and national factors are drawn upon to explain the degree of convergence between these three societies."  相似文献

"This paper seeks to assess the value of the overseas-born members of the labour force in ensuring a flexible labour supply in New Zealand since the beginning of the 1970s. Three main issues are considered: first, the role of the labour market in New Zealand's immigration policy; second, international migration trends and the labour market; and third, the evidence on migration and labour market segmentation in New Zealand." Data used are from official external migration statistics, quinquennial censuses, and recent research. The author notes that "in New Zealand immigration measures are currently being taken that emphasize that immigration continues to add to the flexibility of the labour market while uncontrolled emigration is a major cause of labour market instability." Statistical models for residential spells and mobility data are used to examine the probability of repeat and return migration and ongoing mobility among New Zealand and British citizens who migrated to Australia between August 1999 and July 2002. The paper focuses on identifying the relationship between ongoing mobility patterns and personal and environmental circumstances, including institutional barriers to immigration and a discrete change in the social welfare eligibility of New Zealanders in Australia. The results confirm that ongoing migration patterns are far more complex than traditional migration paradigms suggest, with repeat and return migration and ongoing mobility being an important part of actual migration experiences.  相似文献

Since the 1990s, Asia has emerged as the major contributor of migration flows into New Zealand. Settler migration, tourism, international business and more recently, international education make up the diverse flows of Asian peoples into the country. This paper explores the changing dynamics of Asian transnational families over the last two decades, with a special focus on the experiences of young people within these families. In the early 1990s, bi-local families were commonly known as "astronaut" families, in which one or both parents returned to their countries of origin to work, leaving their children to be educated in New Zealand. Over time the structures of these families have changed, as many young migrants relocated back to their former homeland or re-migrated to a third country, while "astronaut parents" rejoined their spouses either in the origin or destination. More recently, the educational migration of international students from countries in Asia has given rise to another form of transnational family, in which young people enter New Zealand as international students and some subsequently become residents. In this paper, the experiences of these young people are explored within the wider context of family strategies for maximising benefits through spatially extended networks on the one hand, and government initiatives and immigration policy changes that have been taking place in New Zealand since the 1990s on the other.  相似文献

Comparatively little attention has been paid to the international careers of many academics, with gender and ethnicity frequently ignored in discussions of migrant academics. Through the lenses of intersectionality, hegemonic masculinity and whiteness, this study explores experiences of migrant academics in Australia and New Zealand, understanding how gender and ethnicity intersect to shape experiences of relative privilege and disadvantage. Qualitative interviews were conducted with 30 academics at various stages of their careers in both Australia and New Zealand. The data reveals the complex patterns of (dis)advantage which characterize the experiences of migrant academics. While some migrant academics may experience disadvantage, for Anglo white male senior academics, considerable privilege is (re)produced through the migration experience. As such, this article suggests migratory experiences can be better understood through the intersectionality of hegemonic masculinity and whiteness to reveal how privilege is maintained.  相似文献

In 1999 and 2000, net long–term visitor migration to Australia exceeded net permanent migration for the first time. A shift in Australia’s migration entry from permanent settlers to long–term visitors has many implications. This paper focuses on the longer–term demographic impacts of this change. In conventional projections of Australia’s population, particular levels of annual net overseas migration are assumed and there is an implicit assumption that these levels represent permanent migration. The question addressed in this paper is: if permanent residents and temporary residents of Australia are treated as two separate populations, does this change the outcomes of population projections? The paper uses a new projection model that divides the Australian population into these two components. Each population is projected separately with provision for movement from the visitor population to the permanent population. Visitors who do not convert to permanent residence are “tagged” with their expected year of departure and are taken out of the population in that year. They are also assumed to have a zero birth rate (because any births they have will leave with them). A conventional population projection based on 1999 levels of annual net overseas migration (88,000) results in an Australian population of around 25 million in 2050. In contrast, a “standard” projection, which is also based on 1999 migration levels, but considers permanent movements (50,000 net annually) and long–term visitor movements (125,000 annual arrivals) separately results in a population of 23 million by 2050. Other projections are carried out in which specified net migration targets are met through varying either the level of net permanent–resident migration, the level of long–term visitor arrivals, or the rate of conversion of long–term visitors to permanent residence. The central conclusion of the study is that dividing the Australian population into two parts, permanent residents and long–term visitors, and projecting them separately into the future makes a considerable difference to the results of population projections.  相似文献

Since China's economic opening and reforms in 1978, the country has broadened and deepened its exchanges and relations with other countries. This has contributed to the increase in the scale of international migration of highly skilled Chinese abroad. The impact of the migration of highly skilled Chinese on China and the relevant nations particularly deserve attention and study. Following the earlier migration flows mainly to the United States, Japan, Canada, Australia, and New Zealand, the migration of highly skilled Chinese to Europe has become a notable new trend. Currently, the flow of international migration of highly skilled Chinese personnel is mainly oriented toward Europe and the United States. While studying abroad has been the main form of migration of the skilled, this has now been joined by the migration of technical and professional staff, and the trend is increasing. The main country of destination for Chinese students is the United States, which absorbs more than half of the total, while Australia and Canada receive the largest number of skilled Chinese manpower. The United States also receives a large number of Chinese technical personnel, but its proportion has declined, while the flow to Europe has sharply increased. This development may be attributed to the global expansion of economic, scientific and technological, as well as cultural and educational exchanges and cooperation. But it is also the result of an increase in the educational investment made by the Chinese people following the continuous increase in China's economic strength and the population's personal income. Of greater importance are the gaps between China and Europe at the scientific, technological, and educational levels and the research and marketing environment. The intervening changes in labour market and immigration policies in European and American countries accelerate the trend further. For all of these and other reasons, the spatial distribution of Chinese students will become more balanced and play a positive role in the promotion of mutually beneficial exchanges between China and other countries.  相似文献

This paper focuses on rural women's networks in Ontario, New Zealand and Australia. It investigates three issues: the social contexts in which farm women in Canada, Australia and New Zealand have developed new networks since the late 1970s; the responses of farm women in each country to the changes in the agricultural industry in the last two decades; and the way farm women's organisations are responding to contemporary changes in rural society. In the concluding section, the farm women's movement is interpreted in terms of agency and structure. It is suggested that the establishment of organisations that can speak for farm women at government levels has countered their deep sense of marginalisation and alienation within their industry. In keeping with the dynamic nature of contemporary society, farm women's organisations will need to be flexible and adaptable in order to facilitate quick responses to rapidly evolving economic an social issues.  相似文献

Given the turbulent conditions of the early 21st century and the release of data from the 2020 Census, it is an appropriate time to examine contemporary population redistribution trends in nonmetropolitan America. Analysis centers on the major demographic components of population change: migration; and natural increase. The analysis demonstrates that the turbulent economic, social, and now epidemiological conditions of recent years altered traditional demographic trends in nonmetropolitan America. For the first time in history, nonmetropolitan America lost population between 2010 and 2020 because of shifts in migration trends and diminishing natural increase. In contrast, post-censal population estimates suggest that nonmetropolitan population gains exceeded those in metropolitan areas for the first time in 50 years between 2020 and 2021. The recent widespread nonmetropolitan population increases are the result of substantial net migration gains that offset the growing natural decrease fostered by COVID-19. Sustained net migration gains in nonmetro areas provides a demographic lifeline to many counties that would otherwise face depopulation because of accelerating natural decrease. Whether these migration patterns can be sustained remains to be seen.  相似文献

One of the most noticeable aspects of recent studies which examine Irish migration to New Zealand has been the identification of a sizeable contingent of Ulster Protestant settlers within that migrant stream. Their presence has proven to be a complicating factor in how the history of the Irish in New Zealand has been written and has made easy assumptions about the loyalty, identity, politics and ethnicity of that population impossible. This essay surveys the existing literature on New Zealand's Ulster Protestant population across a wide range of subjects while at the same time considering their apparent disappearance as a distinct ethnic grouping in the new world.  相似文献

This paper reports on a research programme that has investigated the migration experiences of highly skilled professional and business migrants to New Zealand. Over a four‐year period, five separate studies have been conducted on the stages in the process of migration. The paper sets out a model of the stages of the migration process and the data and analysis which it has guided. Of particular interest are the information sources available to potential migrants and employers, the cultural sensitivity of settlement processes and the migrants' subsequent ease of access to the labour market. The paper analyses information flows available to migrants at crucial phases in the migration process based on a stages model of the migration process. The model indicates some of the critical steps, interactions, and decisions in the migration process from the individual's point of view. Crucial information gaps are identified and implications are drawn for actors involved at the different stages.  相似文献

General features are overall net emigration coinciding with high levels of immigration from Asia and Pacific Island countries. Earnings by years in New Zealand profiles for immigrants with selected occupations are steeper for Pacific Island-born males than for other immigrant groups. Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

This article analyses 20 years of bilateral peoples' flows between Italy and Australia using a unique set of data collected by Australia's Department of Immigration and Citizenship. This period has witnessed substantial changes in the composition of migration between the two countries. Against a historical background where migration is mostly composed of unskilled Italians relocating to Australia, the past two decades have seen a progressive increase in the arrival of young and highly skilled/qualified Italians on a short‐term basis. Conversely, there has been an increase in older Australians moving to or visiting Italy for work. Such changes have affected the bilateral skill flows, whose relevance has increased as globalization forces have made international transport easier and cheaper. Australia remains a “magnet” for Italians, and, unlike the historical origin of Italy's early immigrants, it now enjoys a net inflow of highly skilled labour.  相似文献

It is now common to identify a policy convergence around migration which is eroding the longstanding distinction made in the migration literature between “traditional” countries of immigration (like Canada, Australia, New Zealand and the United States) and other Western states. Taking the United Nations Declaration on the Rights of Indigenous Peoples as instructive, this article focusses on the case of Canada, arguing that its settler-colonial foundation has impacted and continues to impact three areas relevant to the comparative study of migration: 1) national discourse; 2) land and forms of social power; and 3) politics and forms of solidarity. The implications of settler-colonialism for the study of international migration are broader than the case of Canada and suggest the need to link considerations of Indigeneity systematically in migration studies, and to address the particularities of settler-colonial states in relation to other Northern states by being attuned to “divergence within convergence.”  相似文献

The calculation of net immigration for the purpose of estimating the resident population in Australia is based on net permanent and long–term (12 months or more) movements into and out of the country. All international movements with duration of stay in Australia or travel abroad of less than 12 months (defined as short–term) are excluded. However, changes between short–term and long–term/permanent status can occur when people extend or shorten their stay or travel. Because net immigration is a significant component of Australia’s population growth (accounting for 40–50 per cent of annual growth), adjusting for these changes in migration status is thought to result in better estimates of net immigration and the resident population. The paper shows that adjusting for change of status can have a large impact on net immigration, particularly when the immigrant intake is small. Failure to adequately adjust for change of status can also lead to misleading conclusions about the relative contributions of net temporary and permanent movements to total net immigration. The effect on the resident population, however, is relatively small, being less than 1 per cent of the total population. The paper also addresses the question of how important it is for countries to adjust for change of migrant status in international migration statistics in the context of increasing international mobility.  相似文献

In this article, I address the interplay between migration regimes and migrant subjectivities in stepwise multinational migration through a comparative analysis of biographical interviews with migrants in the healthcare and dairy farm work sectors in New Zealand. In both sectors, migrants' trajectories involve movements from Asia to locations in the Middle East, North Africa or Japan before arrival in New Zealand, and in some cases plans for onward migration. The analysis of these migration patterns and the narratives of migrants, reveal an emergent transnational skills regime that involves connected but uncoordinated systems of skills recognition; negotiating this regime occurs through increased attunement to migration on the part of multinational migrants, as well as adaptation to the expectations of authorities and employers. I conclude the article by suggesting that while multinational migration involves new opportunities for people on the move it also entails greater entanglement in the unequal conditioning of transnational migration.  相似文献

Public farm financial institutions were established in 20th Century Australia and New Zealand to facilitate agricultural and rural economic development. This arrangement reflected agriculture's economic importance, and rural society's political importance to both countries until the early 1980s. With both countries’ adoption of monetarist principles (including financial deregulation and the drive for smaller government) from the mid-1980s these public farm credit providers were seen to distort the allocation of farm credit and to be an inefficient use of public resources. Deregulation would, according to its many proponents, remove these distortions and create a free market for farm credit which would deliver the most appropriate loan packages for both countries’ farm sectors. The extensive literature on the New Zealand experience of farm sector restructuring and primary research into the South Australian farm crisis of the late 1980s and early 1990s show that the commercialisation and/or abolition of public farm credit providers in both countries has fundamentally restructured the farm credit market but failed to address many farm families’ demand for concessional, long-term finance. The research also demonstrates the continuing need for local and regional case studies of the impacts of and responses to major institutional restructuring that are both theoretically informed and scale sensitive as a means to building a genuinely international literature on contemporary rural and agrarian change.  相似文献

This paper uses the 1980 Census data to estimate the size of the economic transfers associated with the 1985 to 1990 interregional migration of older persons. Total economic transfers are estimated by multiplying interregional migration flows of older persons by the average income of older persons in each migration stream. Assuming an average life expectancy of 15 years for elderly migrants and an expenditure multiplier of 2, the total redistribution of income as a result of 1985 to 1990 elderly migration is estimated to be over $600 billion. The South Atlantic and Mountain regions are the recipients of the largest positive net transfers; the East North Central and West North Central regions have the largest negative net transfers.  相似文献
