An analysis of the foreign population in Kuwait shows that foreign nationals make up 60 percent of the population and 78 percent of the labor force in Kuwait. The implications of these figures for the Kuwaiti labor force are discussed by analyzing the occupational structures of Kuwaitis and non-Kuwaitis. "Structural analysis of the labor force indicates that 62 percent of Kuwaiti males are concentrated in administrative and service occupations while their percentage in sales and production work has declined during 1970-80. This demonstrates the need for reorienting educational/training programs and changing Kuwaiti attitudes towards manual work to ensure the realization of the 'Kuwaitization' process, and balance the nationals with foreign nationals." mortality has stabilized at relatively high levels and there is resistance to family planning. In this article we use a simple model to analyze the forces that determine the size of the public sector and the quality of workers employed in that sector. Workers are heterogeneous, and the public sector chooses an employment strategy which maximizes a utility function U(s, Y) that depends on the share of the labor force employed in public service s and private sector output Y. The government is fully informed about worker productivity. We characterize the behavior of the public sector, and explore the efficiency and employment consequences of imposing fiscal constraint on the government.  相似文献

"This article is based on data from a research project carried out during 1992-1994 to achieve a replacement mechanism and a model for the substitution of expatriate labour by Kuwaiti nationals. Since Kuwait can readily enforce its Kuwaitization policy in the public sector, the presented model aims at reducing the share of non-Kuwaitis in that sector over five years. Published data on distribution of the workforce in the public sector by nationality indicate that the non-Kuwaiti share of the total workforce is 38 per cent. The majority of [migrant] workers are unskilled or semi-skilled and engaged in production, commerce and services. Sex ratios are unbalanced and workers exhibit a high rate of literacy...." The author posits that female labor force integration in Jamaica accomplishes little in alleviating poverty and making maximum use of human resources. Women are forced into employment in a labor market that limits their productivity. Women have greater needs to increase their economic activity due to price inflation and cuts in government spending. During the 1980s and early 1990s the country experienced stabilization and structural adjustment resulting in raised interest rates, reduced public sector employment, and deflated public expenditures. Urban population is particularly sensitive to monetary shifts due to dependency on social welfare benefits and lack of assets. Current strategies favor low wage creation in a supply-side export-oriented economy. These strategies were a by-product of import-substitution industrialization policies during the post-war period and greater control by multilateral financial institutions in Washington, D.C. The World Bank and US President Reagan's Caribbean Basin Initiative stressed export-oriented development. During the 1980s, Jamaican government failed to control fiscal policy, built up a huge external debt, and limited the ability of private businessmen to obtain money for investment in export-based production. Over the decade, uncompetitive production declined and light manufacturing increased. Although under 10% of new investment was in textile and apparel manufacturing, almost 50% of job creation occurred in this sector and 80% of all apparel workers were low-paid women. Devaluation occurred both in the exchange rate and in workers' job security, fringe benefits, union representation, and returns on skills. During 1977-89 women increased employment in the informal sector, which could not remain competitive under devaluation. Women's stratification in the labor market, high dependency burdens, and declining urban infrastructure create conditions of vulnerability for women in Jamaica.  相似文献

The case for the devolution of employment and training programs has traditionally been based on the supply side argument that state and local governments are in the best position to assess the training needs of their disadvantaged workers. We provide a different perspective by focusing on the demand side of the labor market and the link between aiding older workers and fostering economic growth. We illustrate the importance of this focus by examining the labor market in Massachusetts, where the full employment economy of the late 1990s resulted in serious labor supply bottlenecks. Older workers, whose ranks are growing rapidly, provide the largest known labor reserve for meeting these labor supply deficits in the next decade. Tapping this reserve, however, means improving skills, deferring retirement, bringing older persons back into the labor market, and increasing full-time employment. Massachusetts already has the policy tools needed to train older workers to fill emerging job needs, but these policies will need to be substantially upgraded and reoriented. Too little funding, an emphasis on short-term programs, lack of coordination among programs, weak linkages to the private sector, and the limited flexibility of human resources practices in both the private and public sectors have left both government programs and employers ill-prepared to utilize fully the older worker labor reserve.  相似文献

In the Czech Republic, the privatization of property and the emergence of a market economy after the fall of communism created a unique “experiment in nature.” Before 1989, there was virtually no private sector and salary differences between rural and urban workers were relatively small. By the end of 1993, a substantial portion of both the rural and urban labor force had moved into the private sector. Using data from a sample of 443 men who were employed in 1989 and at the beginning of 1994, we found that urban workers who moved to the private sector had obtained larger salary increases and felt less economic pressure than rural workers and those who stayed in the public sector. Economic pressure, in turn, mediated between salary change and subsequent reports of health problems and psychological distress. Respondents also reported that the private sector offered them greater job flexibility. Job flexibility may reduce depressive symptoms by improving the match of workers' skills with the demands of the job, but private sector jobs may also be a source of uncertainty. Tensions associated with increasing rural disadvantage and with moving to the private sector are discussed.  相似文献

Abstract

This study examines the effects of individual and structural factors on the odds that a black worker will be employed in the public sector (federal or state-local government) rather than the private sector. The independent variables include human capital, gender, citizenship, and the structural features of the labor markets (metropolitan areas) in which these workers reside (percent black, residential segregation, geographic region). The study focuses on percent black and residential segregation, two variables which significantly influence discrimination, group power and the employment opportunities of black workers. Logistic regression shows that, controlling for other factors, the odds of black employment in the public sector are highest in metropolitan areas that have large black populations and relatively low levels of residential segregation. These findings indicate that the allocation of black workers into the public sector results from processes of both discrimination and group power. The implications of the findings for the future prospects of black Americans to advance economically through public sector employment are discussed.  相似文献

While the normative pattern of retirement is complete cessation of labor force activity, approximately one-third of men work during their retirement. This research focuses on such "working-retirees" by investigating the prevalence and patterns of occupational mobility from pre- to postretirement job, as well as the impact that institutional constraints on (re)employment in later life may have on the chances of occupational mobility. Using data from the older men's cohort of the National Longitudinal Surveys, a sample of working-retirees was extracted from men who retired between 1967 and 1978. Results showed a substantial amount of occupational mobility among the working-retired. The structure of mobility was found to be similar to younger labor force participants in that most mobility consists of moves to adjacent occupational categories. Unlike career mobility of nonretired workers, however, the large majority of moves constituted downward mobility. Using the economic segmentation perspective, log-linear and logistic regression analyses indicated that working-retirees whose preretirement jobs were in the core sector were more likely to experience occupational mobility. As a more specific indicator of bureaucratic control of the labor force, industry-level pension coverage rates were used in the logistic regressions and higher rates of pension coverage were found to result in a greater likelihood of mobility. These results indicate that the considerable occupational mobility experienced by working-retirees is partially the result of structural constraints on the employment of older men.  相似文献

This article analyzes the impact of migrant female domestic workers on the socioeconomic and political context in Singapore. Although Singapore state policy opposes long-term immigration, there is a labor shortage which permits a transient work force of low-skilled foreign workers. In the late 1990s, Singapore had over 100,000 foreign maids, of whom 75% were from the Philippines, 20% were from Indonesia, and the rest were from Sri Lanka. Legislation ensures their short-term migrant status, restricts their numbers, and governs their employment. Migrant workers are also regulated through a stringent allocation system based on household income of employers and the need for caregivers for children. Work permits are conditioned on non-marriage to citizens of Singapore or pregnancy. Terms and conditions of migrant employment are not specified, which permits long hours of work and potential for inhumane treatment. Migrant women fulfill jobs not desired by natives and accept these jobs at lower wages. There is disagreement about the motivation for the maid levy and its need, fairness, and effectiveness in reducing demand for foreign maids. Most public discussion focuses on social values and morality of foreign maids. Politically, tensions arise over the legality of migration, which results from tourist worker migration to Singapore and circumvents Filipino labor controls. Most of the adjustment cases that come to the attention of OWWA are tourist workers. Policies should be gender sensitive.  相似文献

This paper investigates the gender wage gap for full-time formal sector employees, disaggregated by education level. The gap between the labor force participation rate of women with tertiary education and those with lower levels of education is substantial. There is no such gap for men. Hence, existing gender wage gap studies for Turkey, where we observe lopsided labor force participation rates by education levels, compare two very different populations. We disaggregate the whole sample by education level to create more homogenous sub-groups. For Turkey, without disaggregation, the gender wage gap was 13% in 2011, and women are significantly over-qualified relative to men on observed characteristics. Once we disaggregate the sample by education level, we show that the gender wage gap is 24% for less educated women and 9% for women with tertiary education in full-time formal employment. Observed characteristics only explain 1 % of this gap in absolute terms. We further disaggregate the data by public and private employment. The gender gap is higher in the private sector. However, women with tertiary education in the public sector are significantly better qualified compared to men, and consequently the adjusted gender wage gap is higher for women with tertiary education in the public sector. Our estimates also indicate a rise in the gender wage gap between 2004 and 2011.  相似文献

While there has been much research on the influence of educational attainment on occupational status and earnings, relatively little is known about its impact on other qualities of work, such as job complexity. This article explores how educational credentials affect access to jobs that provide challenging work. To do so it uses longitudinal data on black, Hispanic, and white men and women who attended the City University of New York after it initiated its landmark open-admissions policy in 1970. That program was designed to boost educational attainments among disadvantaged minority students and to enhance opportunities for desirable jobs. Analyses reveal that overall the jobs held by these minorities involved less complex work than those held by whites. These inequalities are explained partly by disparities in educational attainment, but differences in employment sector also are important: the minorities were more often in the public sector, where work was generally less challenging. Gender differences in work complexity are related to the varying distribution of sex-typed jobs in the public and private sectors. Policies such as open admissions add to opportunity in the labor market, but effects are limited by wider institutional conditions.  相似文献

We examine the labor-cost savings associated with privatization by comparing earnings and employment trends of public and private sector refuse workers. Findings suggest that high union earnings for workers in the public sector are a source of labor-cost savings in the refuse industry. Evidence on job changers does not indicate that earnings for this group of workers are a compensating differential. Metropolitan area employment findings suggest that municipalities are less likely to use union refuse workers in the public sector when a relatively small percentage of area residents belong to a union.  相似文献

Focusing on the investment motive for volunteer work, this paper examines whether volunteer work has an economic payoff upon the labor market in France. Using a switching regression model with endogenous switching, we find that in the public sector volunteers receive a positive wage premium that does not influence their involvement, while the premium is negative in the private sector. We also find little evidence of the presence of alternative types of returns on the labor market, such as employment mobility or entry into the labor market. Our findings are more consistent with a consumption motive and we suggest that volunteering is carried out with a relational purpose.  相似文献

This article is the first study to present an econometric evaluation of wage discrimination based on sexual orientation in the French labor market. Having identified same-sex couples using the French Employment Survey, we estimate the wage gap related to sexual orientation in the private and public sectors, in order to analyze whether or not lesbians and gays suffer a wage penalty. The results obtained show the existence of a wage penalty for homosexual male workers, as compared with their heterosexual counterparts, in both the private and public sectors; the magnitude of this discrimination varies from about ?6.5?% in the private sector, to ?5.5?% in the public sector. In the private sector, the wage penalty suffered by gay employees is higher for skilled workers than for the unskilled, and??in both sectors??the wage penalty is higher for older workers than for younger ones. As with many other countries, we do not find any evidence of the existence of a wage discrimination against lesbians.  相似文献

This article discusses the experiences and obstacles the author encountered while conducting research on dislocated workers from a privately owned inner city printing company that closed in 1993. While these experiences are meant to guide others, the primary issue addressed is the schism between social science academicians, particularly sociologists and members of the business community, and its impact on the relationship between economics and sociology. The possible causes and consequences of the problems sociologists face when using the private sector as a research laboratory, and its effect on the sub-field of economic sociology, are also explored. Recommendations for breaking down these barriers are considered. David A. Reingold received his Ph.D. in sociology from the University of Chicago, and wrote his dissertation on plant closings, worker dislocation, and low-wage labor markets. He has published articles on the employment problem of the urban poor, as well as the effect of inner-city public housing on community participation and work behavior. His work appeared in Urban Studies, Economic Development Quarterly and the journal of Urban Affairs. Currently, he is working on a study of welfare reform’s impact on human service providers.  相似文献

The city of Abidjan in the Ivory Coast has grown physically, economically, and demographically at rates exceeding all reasonable expectation. Yet, as in many other development nations, the employment generated by Abidjan's rapid economic expansion has failed to keep pace with the increase in working population it has attracted. Consequently, economic success has been accompanied by a variety of social strains. Some of these have been discussed in earlier issues of the "International Labour Review" by Louis Roussel. This discussion expands on Roussel's earlier treatment by focusing more specifically on several facets of the urban employment problem created by the rapid growth of Abidjan. Attention is directed to labor supply and employment, factors affecting migration, foreign Africans in the Ivory Coast labor force; the urban informal sector; urban infrastructure and development; social problems of population pressure; employment policy options (current government policies and other policy options); and general issues and policy alternatives (motivations for rural urban migration, smaller urban centers as alternative growth poles, and distributing the gains from development). Several essential features of the employment problem stem from the rural urban distribution of the workforce. The rural labor force, including temporary seasonal workers from the savannah countries to the north, remains more or less in balance with increasing rural employment opportunities, since the migration of Ivory Coast nationals to the cities is balanced by the inflow of foreign workers. In contrast, the influx of migrants into urban areas has led to a more rapid increase in the urban labor force than in urban employment, with a consequent rise in unemployment. In 1970 the Abidjan rate of open unemployment was probably around 20%. At this time, most people's idea of a desirable job is one in the formal sector of the urban economy. If there is to be any hope of an eventual balance between expectations and reality, it must be realized that an increasing share of the urban labor force will have to end up in the informal sector. Different attitudes towards work in the informal sector are needed on the part of both young people entering the labor force and of government policy makers. The latter should be seeking ways to increase productivity and incomes in the informal sector rather than for ways to destroy it. Current government policies include the training and educating of nationals to replace foreign technicians and managers, increasing the attractiveness of the rural milieu by the promotion of cooperatives, attempts to reform the land tenure system, the supply of electricity to villages, and the introduction of educational television; and adapting the educational system and technical training programs to the needs of the economy.  相似文献

This article analyzes a 1989 Louis Harris and Associates survey designed to elicit information on the employment histories and job-stopping behavior of men and women who then were approaching or had recently reached retirement age. The results indicate that retirement often occurs gradually and includes a substantial period of "bridge employment." Most bridge jobholders work full-time, by choice, and report high levels of job enjoyment. Occupational mobility occurring late in life typically involves upward movement, although the pattern of change is quite different when it takes place outside, rather than within, the longest job. The principal concern identified in this article is the limited ability of some groups of workers (nonwhites, females, the less educated, and those in poorly compensated occupations) to either retain longest jobs or to obtain acceptable bridge employment. Health problems also frequently lead to early departures from the labor force.  相似文献

We evaluate recent revisions of assimilation theory by comparing the labor market performance of Mexican immigrants and their descendents to those of native white and black Americans. Using the Current Population Survey Contingent Worker Series, we examine public and non-standard employment and fringe benefits in addition to earnings. We find little evidence that Mexican Americans cluster in non-standard work, noting instead intergenerational improvement in benefits and pay. However, all Mexican-origin workers are disadvantaged relative to native whites in terms of benefits. It is only within the public sector that the labor market outcomes of Mexican-origin workers converge with native whites.  相似文献
