"The United Nations has recommended the measurement of types of international migration using demographic criteria, including length of stay and purpose of travel. Information systems at the U.S. Immigration and Naturalization Service (INS) have the potential to provide a basis for documenting these demographic characteristics, in particular, length of stay of temporary migrants to the United States. This article analyzes these characteristics of selected categories of nonimmigrant aliens. The results of the analysis are used to produce series of estimates of alien immigration that conform more closely to the U.N. recommended definitions and better represent demographic concepts of long-term immigration. A strategy for measuring emigration of aliens from the United States using INS information systems is also described."  相似文献

"This article examines the little-studied phenomenon of indirect geographic migration to the United States, or the movement of persons whose country of last permanent residence differed from their country of birth. Over 8 million records of legal immigrants to the United States were studied for the period 1972-1987. Geographically indirect migration is shown to be important, amounting to as many as 86,136 persons during a single year. Primarily because of the dislocations of Southeast Asian refugees from their homelands and their subsequent admittance to the United States, indirect immigration increased during the 1980s. Moreover, again somewhat due to refugees, the patterns of geographically indirect movement changed during recent years. Political conditions in countries of birth appear to be important in explaining these patterns, as well as the age and skills of the indirect migrants themselves."  相似文献

Recent patterns of Hispanic immigration to the United States are examined using data from the U.S. Immigration and Naturalization Service. "From 1960 to 1978 Hispanic immigration increased significantly, reflecting the general acceleration in total immigration to the United States. Demographic trends reveal that Hispanic immigrants are increasingly working-age women. Their occupation composition is primarily blue collar, with operatives emerging as the predominant job category during the 1970s." The authors note that these immigrants settle primarily in a small number of urban centers of Hispanic population and culture in the United States, and thus the effects of immigration will be concentrated on the low-skill segment of particular urban labor markets that already contain large numbers of Hispanic workers.  相似文献

For the last decade, undocumented or illegal immigration has been one of the most contested policy issues in the United States, with significant news attention on policies affecting the undocumented population, ranging from deportations to comprehensive immigration reform, the DREAM Act, and Deferred Action for Childhood Arrivals. Despite these prominent and multifaceted policy debates, scholarship on media framing and public opinion remain more focused on the portrayal of immigrants rather than policies affecting them. In general, scholars find that policy frames are far more consequential to public opinion than equivalency frames (variations in how news media describe unauthorized immigrants, either as “illegal” or “undocumented”) or episodic frames (whether news articles are heavy on human‐interest stories rather than policy facts and statistics). Also, negative frames generally have stronger effects than positive frames, and these effects sometimes vary by partisanship and family migration history. Finally, the relative infrequency of powerful frames in news stories, like a life spent in the United States, provides opportunities for advocates to move public opinion on immigration policy. These findings have important implications for future battles over immigration policy in the United States, which show no signs of abating.  相似文献

"Evidence on labor immigration and capital inflows to three high labor-immigration economies (Australia, Canada, the United States) is examined over periods ranging from 1820-1870 through to 1991. Data show a close association between capital flows and immigration, although causality implications are ambiguous. For the United States, the relation between factor flows is more complex than for the other countries, but flows to the United States have influenced those to smaller economies. All three nations have been subjected to common immigrant push factors through to 1930-1950 but, since World War II, linkages between factor flows have altered. Post-World War II U.S. immigration restrictions have become more important as a global determinant of labor flows, with factor flow policymaking becoming increasingly internationally interdependent."  相似文献

For decades, U.S. immigration policy debates have centered on creating a merit-based system limiting entry to high-skilled immigrants. Yet the emphasis on merit-based immigration ignores the fact that high-skilled immigrants already enter the United States in merit-based immigration assume high-skilled immigrants benefit the U.S. economy because they are better able than low-skilled immigrants to translate skills into economic success. Using Sub-Saharan (Black) African immigrants' labor and housing market outcomes, I show that meritocracy only partially explains U.S. labor and housing outcomes, leaving a merit-based system unlikely to address America's economic needs. The majority of immigrants to the U.S. are non-White, and racial discrimination in the labor market results in occupational and wage disadvantages in the U.S. Due to the public charge rule, high skilled immigrants may be less likely to get their visas renewed or green card applications approved because of these labor market disadvantages. Without stable visa status, high-skilled immigrants will be less likely to make long-term economic investments in the United States—an important way of contributing to the U.S. economy. Together, research indicates that U.S. immigration reform will not work without first enacting policy addressing racial disparities in economic systems.  相似文献

"This article aims to contribute to an understanding of contemporary American attitudes toward immigration.... The paper uses data from a CBS News/New York Times poll conducted in June 1993. Respondents were asked whether they would like to see the level of immigration to the United States increased, decreased or kept the same. We test several hypotheses about factors influencing respondents' attitudes, including the importance of previously unexamined predictors. These new hypotheses relate to views about the health of the U.S. economy, feelings of social and political alienation, and isolationist sentiments concerning international economic issues and foreign relations. One important discovery is the close connection between possessing restrictionist immigration attitudes and having an isolationist perspective along a broader array of international issues."  相似文献

"Agriculture was a major stumbling block to immigration reform [in the United States], largely because Congress was unwilling to assign explicit priorities to the competing goals of protecting American workers and admitting supplemental immigrant farmworkers. This article describes the Special Agricultural Worker or SAW legalization program that generated 700,000 applications in California and the hypothetical calculations required to determine whether Replenishment Agricultural Workers or RAWs will be admitted to the United States to do farmwork. The paper concludes that immigration reform did not resolve the century-old debate over agriculture's 'need' for alien workers; instead, SAWs and RAWs have contributed to the harvest of confusion on farm labor."  相似文献

U.S. policy towards immigrants since 1798 serves as a clear window through which to view both change and continuity in official resistance to the growth of a multicultural nation. Traditions of nativism, racism, and xenophobia are clearly documented in the history of immigration policy. So also are efforts to supplant these virulent traditions with greater receptivity to demographic diversity. Two centuries of federal policies on immigration, together with case records of social work agencies that served immigrants, constitute excellent texts from which to teach social work students about the historical ambivalence of the people of the United States and their government towards welcoming "others."  相似文献

As the United States has expanded its immigration control strategies, police participation in immigration enforcement has increased in scope and intensity. Local law enforcement agencies contribute to immigration enforcement in three key ways: through the direct enforcement of immigration law, through cooperation with federal immigration authorities, and through the everyday policing of immigrant communities. These enforcement approaches have consequences for unauthorized immigrants, and for the agencies and officers tasked with providing them police services. This article reviews local law enforcement practices and argues that future research should move away from an exclusive examination of police policies towards immigrants, to consider how the policing of immigrants actually occurs on the ground. Moreover, we argue that as long as discretionary arrests funnel removable immigrants into the deportation system, some immigrant communities will perceive policing as fundamentally unfair and discriminatory.  相似文献

This article synthesizes research on political outcomes associated with increasing immigration, with an emphasis on cross‐national studies of European countries, where immigration is a relatively newer phenomenon compared to the United States and other traditional immigrant destinations. We begin with explanations of and research on anti‐immigrant sentiment, not a political phenomenon in itself but considered an important precursor to other relevant political attitudes. Next, we review scholarship on the relationship between immigration and support for the welfare state, as well as exclusionary attitudes regarding immigrants' rights to welfare benefits. Then, we review research on immigration and political party preferences, in particular radical right parties, whose platforms often combine anti‐immigration and welfare chauvinistic positions. We conclude by discussing how these processes may ultimately shape social policies, which may in turn influence immigration itself.  相似文献

"This article is a comparative study of Brazilian immigration to Canada and the United States. Analysis of recently collected data in Toronto, Ontario and in a medium-size U.S. community facilitated the examination of the adaptation and adjustment experiences of a new group of immigrants to North America. This article begins with a discussion of the origins of this recent immigrant group and its rapid expansion. Next, it focuses on the labor force activities of Brazilian immigrants and compares and contrasts their experiences in the United States and Canada. A final section examines social adaptation in North America by exploring linguistic and cultural dimensions. Changes and continuities in French immigration policies, following the assumption of power by the socialist government in 1981, are described. Attention is focused on the political implications of immigration and on the role of immigrants in French politics. Efforts to restrict immigration to France were initiated in 1931, but clandestine immigration, especially from Portugal, remained largely unchecked for 4 decades. In the early 1970s, stricter enforcement measures were adopted, but these measures met with considerable international and national opposition. In 1977, the government altered its approach to immigration by offering financial aid to help illegal migrants return to their countries of origin. These efforts met with little success, and in 1980 the government initiated measures to promote the integration of immigrants into French society. The socialistic government basically adhered to the immigration policies of the preceding government. The current government seeks: 1) to stop further illegal immigration through the intensification of border controls, 2) to grant amnesty to illegal aliens who currently reside in the country and who meet certain employment requirements, 3) to penalize employers who hire illegal aliens or who contract to bring illegal aliens into the country, and 4) to improve living conditions for legal immigrants. The politicalization of immigration has increased in recent years. Current issues center on the human and political rights of migrants and on arbitary administrative efforts to control immigration. It was expected that migrants would acquire political rights after the 1981 election; however, this expectation was not realized, and the political status of immigrants remains an unsettled issue. Consequently migrants have become pawns in the political struggle between different groups in the population both at the national and the local level. Immigration threatens to become an explosive issue. At the same time, migrants themselves are playing an increasingly prominent role in political activities, such as rent strikes and protest movements.  相似文献

"This article is part of a larger study of public attitudes toward immigration in seven countries that historically and currently have had different policies and practices vis-a-vis immigration. The countries involved are Australia, Canada, France, Germany, Great Britain, Japan and the United States. The time frame for which most of the public opinion data will be reported is from 1970 through 1995. In analyzing Filipino migration to the United States since 1965, the authors identify two distinct chains of immigrants. One derives from the Filipinos who entered the country prior to 1965; the other comes from the flow of highly trained professionals who immigrated during the late 1960s and early 1970s. "To establish the historical basis for the two patterns of immigration that unfolded in the post-1965 period, the article begins with a brief examination of Filipino immigration to the United States. An analysis of the modes of entry used in both chains follows this overview. The study concludes with a discussion of the degree of convergence in these two chains and the consequences of each for contemporary Filipino-American community development." In comparing educational outcomes among Latino immigrants and their native-born peers, prior research has largely overlooked the potential roles of age-at-arrival to the United States and immigration status. To address these oversights, this study considers the relationships between age-at-arrival and immigration status (citizen, authorized, and unauthorized) on high school completion among a sample of Latino adults (N = 932) from the 2001 Los Angeles Family and Neighborhood Survey (LA FANS). Results from weighted logistic regression models suggest that, irrespective of age-at-arrival to the United States, having an authorized or unauthorized immigration status is significantly associated with a lower likelihood of high school completion. Moreover, no significant differences were found in high school completion between early and later childhood arrivals once accounting for immigration status and other covariates. This study suggests that immigration status plays an important role in high school completion and should be considered in efforts to improve educational outcomes among Latino immigrants.  相似文献

"The purpose of this article is to...[analyze] the relative importance of internal and external factors on the demand for skilled immigration visas to Australia. Our objectives are to determine how the size of the pool of potential migrants is influenced by factors such as relative economic conditions and U.S. and Canadian immigration policies and to determine what implications these factors have on the relative quality (skill level) of potential migrants to Australia. Our results indicate that the demand for skilled immigration visas to Australia is related to the number of immigrants accepted by the United States and Canada as well as employment possibilities in Australia. "In Germany the discussion [of immigration] is taking place between two extreme positions, one that denies Germany is de facto an immigration country...and one that compares Germany with traditional immigration societies like the United States, Canada, or Australia. As will be demonstrated, both arguments are too simplistic.... To illustrate the importance of migration movements for Germany's national fabric, first an overview of the history of pre- and postwar migrations and refugee movements as well as their effects on the domestic situation in Germany are presented. Next, the origins of the contradictory nature of the current asylum, citizenship and naturalization regulations and the need to redefine Germany's legal framework, immigration policy, and national identity after unification are discussed."  相似文献
