"By analyzing national survey data collected among immigrants to Australia, this article examines immigrant occupational mobility. For immigrants, the results show economic disadvantages are caused by the act of migration itself rather than by economic experiences in their new country. Occupational status is depressed at the beginning of the immigrants' Australian working career, and this in turn diminishes occupational status throughout the working lives of the immigrants and accounts for the economic disadvantages they face."  相似文献

"New Zealand's immigration policies and trends since 1945 are compared with those of Canada and Australia. For most of this period, Australia has pursued the more expansive immigration policy while Canada and New Zealand have tended to link immigration intakes to fluctuations in labor demand. All three countries initially discriminated against non-European immigrants but gradually moved towards nondiscriminatory policies based on similar selection criteria and means of assessment. New Zealand has traditionally been more cautious than both Canada and Australia in terms of how many immigrants it accepted and from what sources, but it has recently followed the other two in raising immigration targets encouraging migration from nontraditional sources, particularly Asian countries. Historical, global and national factors are drawn upon to explain the degree of convergence between these three societies."  相似文献

Are immigrants on welfare because they are more likely to be eligible or because they are more likely to claim benefits for which they are eligible? The answer is politically important, but because most current research on immigration and welfare is based on data from the United States, the answer is difficult due to the complexities of the transfer system which make eligibility determinations difficult. In Germany, by contrast, eligibility for the main cash transfer program, Sozialhilfe (Social Assistance), is determined by a comparatively simple nationwide formula. We use data from the German Socio‐Economic Panel to test whether immigrants to Germany are more likely than natives to claim welfare benefits for which they are eligible. We find that immigrants are more likely than native Germans to receive welfare, both because immigrants are more likely to be eligible and because they are more likely, when eligible, to claim their benefits. However, we also find that this greater propensity to take‐up benefits is not related to immigrant status per se: when other sociodemographic factors are accounted for in an appropriate manner, immigrant households are no more likely to take‐up benefits than native households.  相似文献

"This paper analyzes census data on the fertility of U.S. immigrants to study trends in fertility after migration. The results showed that immigrant fertility may rise after arrival in the new country perhaps because immigrants are making up for births or marriages that may have been postponed due to the move. After a period of time, the fertility of immigrants may fall and as immigrants become more assimilated to the new country their fertility may come to be similar to cohorts of longer duration. These relationships were examined in a multivariate context so that variations between groups in socioeconomic status, fertility in the country of origin, age and marital status could be controlled. Relationships were studied for all U.S. immigrants as well as for subgroups defined by country or region of origin. The results indicate that simple measures of immigrant fertility that do not consider duration of residence are likely to be misleading if used to draw conclusions about the fertility impacts of immigration and advisable policy interventions."  相似文献

The objective of this article is to find out why immigrants intend to stay in or leave their initial destination. The insight into such factors could help develop policy measures to deal with potential out‐migration, especially from the regions that view international migration as a solution to their demographic and economic difficulties. The study uses multinomial logistic regression to estimate the strength of association between migrants' intention to move and immigration category, human capital, economic and social factors. The data come from the Longitudinal Survey of Immigrants to Australia. The findings show that different groups of migrants have different propensities to move or stay in their initial destination. Employer‐sponsored migrants are even less likely to intend to relocate than family class. Highly educated and skilled migrants tend to be more likely to express the intention to move or have doubts. Satisfactory employment has a positive impact on retention.  相似文献

"Using a unique 1994 Los Angeles County Household Survey of foreign-born Mexicans and the March 1994 and 1995 Current Population Surveys, we estimate the number of unauthorized Mexican immigrants (UMIs) residing in Los Angeles County, and compare their use of seven welfare programs with that of other non-U.S. citizens and U.S. citizens. Non-U.S. citizens were found to be no more likely than U.S. citizens to have used welfare, and UMIs were 11% (14%) less likely than other non-citizens (U.S.-born citizens).... "The study investigates the departure from Australia of former settlers who arrived during the 1980 calendar year. The 1980 settler arrival cohort [consists] of 75,167 visaed migrants.... The study has three main aims: (i) to analyse departures from Australia of the 1980 settler arrival cohort with a view to gauging the success of Australia's immigration program in retaining settlers; (ii) to examine the retention rates of settlers with respect to characteristics...including age, sex, marital status, country of last residence, and settler eligibility category; and (iii) to consider implications of the findings." Australia's present immigration policy is discussed, previous research on return migration from Australia is summarized, and a detailed analysis of the departure data is presented. "This study found that by August 1984, 12.4 per cent of non-refugee settlers who arrived in Australia during 1980 had departed permanently but that only 0.6 per cent of the 1980 refugee cohort had done so." These figures represent a decline in immigrant departure rates since the 1960s and early 1970s. "This study examines the extent to which internal migration among recent immigrants to Canada is affected and constrained by characteristics related to admission. By examining measures of information and personal ties, it may be possible to establish that migration behavior is rational regardless of economic incentives." It is suggested that "internal migration in the first year after arrival is strongly affected by characteristics such as admission status, destination at arrival, reason for immigration, and area of origin. With increasing length of residence in Canada, though, the effect of these admission factors on internal migration behavior diminishes." This article is concerned with the determinants of English language proficiency among immigrants in a longitudinal survey for Australia. It focuses on both visa category and variables derived from an economic model of the determinants of destination‐language proficiency among immigrants. Skills‐tested and economic immigrants have the greatest proficiency shortly after immigration, followed by family‐based visa recipients, with refugees having the lowest proficiency. Other variables the same, these differences disappear by 3.5 years after immigration for speaking skills; and although they diminish, they persist longer for reading and writing skills. The variables generated from the model of destination‐language proficiency (such as schooling and age at migration) are, in part, predictions of visa category, but they are more important statistically for explaining proficiency.  相似文献

In this paper we analyze the economic and social characteristics of impoverished long-term immigrants. We investigate in what ways this group differs from poor natives and what factors contribute towards the economic success or failure of long-term immigrants. We found that poor long-term immigrants are more likely than poor natives to live in central cities and to work full-time, and less likely to live in non-female-headed households. Long-term immigrants from refugee countries are over six times as likely ana immigrants from Mexico over three times as likely to be poor as long-term immigrants from Europe, even after considering family structure, education, and citizenship. Also, immigrants who live in single female-headed families are considerably more likely to be poor than those who live in married-couple families, and immigrants in extended families are less likely to be poor than those who are not. The welfare reform bill redefines eligibility criteria for immigrants with respect to participation in Food Stamps, SSI and AFDC. Because of the high risk of poverty among long-term immigrants (particularly refugees), their low rates of naturalization, and the predominance of extended families, it is likely that long-term immigrants will suffer economic setbacks as a result of welfare reform. We posit that this economic hardship is exacerbated by the fact that anti-poverty policies are not tailored to the circumstances of long-term immigrants, many of whom already work full-time  相似文献

"A rise in neo-isolationism in the United States has given encouragement to a new fiscal politics of immigration. Growing anti-immigrant sentiment has coalesced with forces of fiscal conservatism to make immigrants an easy target of budget cuts. Limits on legal alien access to social welfare programs that are contained in the 1996 welfare and immigration reform acts seem motivated not so much by a guiding philosophy of what it means to be a member of American society as by a desire to shrink the size of the federal government and to produce a balanced budget. Even more than in the past, the consequence of a shrinking welfare state is to metamorphose legal immigrants from public charges to windfall gains for the federal treasury."  相似文献

This paper examines the determinants of return migration as foreign‐born men approach old age in Germany. Return migration in later life engages a different set of conditions from return migration earlier on, including the framing of return as a possible retirement strategy. Using 23 years of longitudinal data from the German Socioeconomic Panel, this paper investigates how social and economic resources of immigrant men influence decisions to return “home.” Results suggest that immigrants from former guest worker recruitment countries within the European Union are more likely to return than non‐EU immigrants. In addition, return migrants are “negatively selected” so that those with the least education and weakest attachments to the labor force are more likely to emigrate. However, findings vary greatly depending on the immigrant's age and country of origin. Results from this paper highlight the heterogeneity of older immigrants and the factors that motivate their return “home”.  相似文献

"Hypotheses about remigration by immigrants are investigated using longitudinal data from the 1970s for immigrants to Israel. The main finding is that experience of unemployment during the first year in Israel does not, on the whole, help predict subsequent remigration. The propensity to remigrate varies inversely with age for most groups, and it increases if the immigrant has not acquired permanent housing. Immigrants on temporary resident visas are naturally more prone to remigrate in the short run. The well-educated and the young are more likely to be temporary residents."  相似文献

This paper uses the concept of a computer as a public good within the household to model the demand for computers at home. It also investigates the determinants, and consequences for earnings, of computer use. The equations are estimated using data on the native born and immigrants from the 2001 Census of Population and Housing in Australia. The multivariate analyses show that recent arrivals are more likely to use computers than the Australian born. The data suggests a high degree of favorable selection in migration as the level of computer use in Australia is much higher than in most of the countries that Australia’s immigrants come from. Those with a higher permanent income (education, household assets) are more likely to have a computer at home, but there is no effect of transitory income (unemployment). Immigrants who are more proficient in English are also more likely to use a computer. The relation between age and computer use is strongly influenced by cohort effects. Using a computer at home is associated with about 7% and 13% higher earnings for native-born and foreign-born men, respectively. For the immigrants, the effects of schooling and English language proficiency on earnings are greater among those who use a computer at home. This suggests complementarity in the labor market. The use of a computer is shown to be a way the foreign born can increase the international transferability of their pre-immigration skills, a finding that has implications for immigrant assimilation policies.

"The earnings of Asian-born immigrants in the Canadian labor market declined relative to the earnings of native-born workers between 1981 and 1986. Analysis of the labor market performance of immigrants from four regions of Asia--Southern Asia, South East Asia, Eastern Asia and Western Asia--shows that Asian immigrants are a heterogeneous group. However, changes in the birthplace composition of Asian immigrants cannot explain the fall in the relative earnings of the Asian aggregate. Attention is drawn to the switch in the distribution of immigrants across the admission classes as a possible explanation of this phenomenon."  相似文献

This study uses data from the National Longitudinal Survey of Youth to examine intergenerational and program-induced effects of welfare dependency. Three research questions are asked: (a) How do parental Aid to Families with Dependent Children (AFDC) receipt and other family background characteristics affect subsequent dependency on AFDC? (b) How do attitudes about welfare and state AFDC benefit levels affect AFDC dependency? and (c) How do the patterns and factors associated with AFDC dependency vary across racial and ethnic lines? The results suggest that women who grew up in households that received welfare during the woman's adolescence are approximately twice as likely to be dependent on AFDC in young adulthood as women whose families did not received welfare. Further, state AFDC benefit levels are associated with higher risks of AFDC dependency, but the association is significant only for Anglo women. These analyses provide little support for the hypothesis that attitudes toward welfare and low-wage work increase the likelihood of welfare dependency.  相似文献

"To examine the chain migration issue [in the United States], this article develops and analyzes a new data base that links information on a sample of exempt immediate relative immigrants in Fiscal Year 1985 with information on the characteristics of their petitioners or sponsors. The analysis generally does not indicate that an explosive increase in future chain migration of exempt immediate relative immigrants is likely in the next ten years." Exempt immediate relative immigrants are defined as those who are exempt from numerical limitations because of their relationship with a U.S. citizen. "The present study contributes to the literature on international migration by examining social, demographic and contextual factors that influence modes of labor market incorporation and occupational cost among new immigrants during their first years after migration. The data for the analysis were obtained from the 1983 Census of Population conducted by Israel's Central Bureau of Statistics. The analysis focuses on men who immigrated to Israel between 1979 to 1983.... The data reveal that the likelihood of finding employment, the mode of labor market incorporation, and the size of the occupational cost are significantly affected by geocultural origin, occupation in the country of origin, and individual-level demographic and human capital resources. The meaning of the differentiated effects are discussed in detail. The findings point toward two central aspects that should be examined in the study of labor market incorporation of new immigrants: employment status and occupational cost."  相似文献
