Dimensions of Social Welfare Policy

The present study reports the outcome of an attempt to integrate a graduate research seminar with fieldwork and clinical methods courses. Findings show, however, that students in the nonintegrated research seminar displayed more positive attitudes toward and gained greater knowledge of the research process when compared to students in the integrated seminar. Interpretation of the findings and implications for building integrated educational structures also are discussed.     

Manpower Planning in Social Welfare

The discipline of history has been much neglected in curriculum planning in schools of social work at every level—undergraduate, MSW and Ph.D. The study of history may recover lost experiments in social service; it may provide the student with methods relevant to social analysis; it may provide models for apprentice social workers; and it may provide insights into social process.     

Liberal Education and Social Welfare

The author presents the vulnerability, risk, and resilience model as a mechanism for improved content integration in the Human Behavior and the Social Environment sequence in social work education. The model demonstrates the interaction of community and social context variables with individual characteristics in the development of social work problems. The five steps in the model are (1) define the social work problem of concern, (2) identify risk and protective factors in the social context, (3) identify intrinsic vulnerability and invulnerability characteristics, (4) intersect these two, and (5) explore intervention: and prevention options. In addition, she provides a rationale and background for the model, describes the model itself, and develops an example from social work practice (adolescent substance abuse) for social work education.

Social Welfare Functions which preserve distances

The notion of keeping distances, introduced by N. Baigent in [2], avoids the need to introduce topological concepts when defining Social Welfare Functions with requirements analogous to those established by Chichilnsky in [3]. In the following study we propose an extension of the results of Baigent, in a non topological framework, to a much broader class of metrics which enables the case of infinite agents to be considered in a natural fashion. Familial and Social Dimensions of Welfare Receipt

Abstract

In this study we categorize welfare duration determinants into those associated with family traits and the social macro environment outside the family. Monthly AFDC-Basic data for Texas from mid-1989 through April 1993 are analyzed using an event history analysis to examine the length of time families receive AFDC benefits and to estimate the effects of the two latent traits that influence the pace of quitting welfare. Results suggest a need for reformulating welfare policies to address the disadvantages stemming from the social structural context of poverty such as urban residence and race membership.     

Multiple Objectives In Undergraduate Social Welfare Programs

A three-year action-research project that placed social workers and graduate students in community police departments stimulated a rethinking of traditional social work attitudes and practices. Issues uncovered included: selection of staff and students, attitudes about the law, confidentiality, motivating the reluctant client, and sensitivity to police-social worker perceptions of each other. The process of achieving cooperation with police and community agencies is described. Social work education is challenged by the need to produce professionals who will be effective in police-social work interprofessional cooperation as well as offering useful social services to previously unserved populations.     

Early African American Social Welfare Pioneer Women

Abstract

This article uses selective aspects of the careers of Ida Bell Wells-Barnett, Lugenia Burns Hope, Elizabeth Ross Haynes and Janie Porter Barrett to provide a critical overview of the ways that African American women addressed the needs of their communities through social welfare services during the early part of the twentieth century. Furthermore, the article also shows how individual and collective forms of empowerment helped to build private social institutions to address the community's needs.

Linking Social Welfare Policy and Global Problems

This article is a case study of an advanced social welfare policy seminar that explored the interconnections between global threats such as violence and warfare, environmental degradation, poverty, and immigration, and the current and future endeavors of the social work profession. The author describes the theoretical underpinnings and format of the seminar, examines four propositions or lessons that emerged from the course, and analyzes the implications of these lessons for social work practice, research, and education.     

The Purposes of Undergraduate Education for Social Welfare

This paper discusses efforts to introduce fundraising courses into the curriculum of graduate social work schools. It suggests that such courses are inadequate to meet the growing need for social workers capable of coping with the economic facts of agency life. It proposes the concept of resource development as a viable alternative. Continued grounding in basic social work skills, values, and knowledge for personnel engaged in resource development is stressed. Questions are raised about the orientation toward money in social work education. The paper also explores the mutual benefits of cooperation between social work and the fundraising field.     

Women's Welfare and Social Security Privatization in Mexico

Several Latin American countries have fully or partially privatizedtheir public pensions since the 1980s. In 1995 Mexico privatizedits public pension system, including a shift from a definedbenefit to defined contribution system based on privately administeredindividual accounts. This article uses feminist criteria toevaluate the gender impact of welfare regimes and concludesthat the Mexican pension privatization will have a negativeeffect on women’s welfare in old age.     

Systems Analysts Are Perilous for Social Welfare Organizations

Summary

The computer is a necessary instrument for social work. When agencies computerize they usually do so without much hardware or software knowledge. So, in the best American tradition, they turn to an expert, the systems analyst. And, equally, in the American tradition, this expert offers an ideal solution. The only thing wrong with this perfect scenario is that the solutions seldom meet user needs. This paper examines this situation and suggests ways for agencies to avoid getting more systems analysis than they need. And it offers suggestions for creatively implementing the necessary switch to computer technology.
