Recollection bias is the phenomenon whereby people who observe a highly unexpected event hold current risk beliefs about a similar event that are no higher than their recollection of their prior beliefs. This article replicates and extends the authors’ previous study of recollection bias in relation to individuals’ perceptions of the risks of terrorism attacks. Over 60% of respondents in a national U.S. sample of over 900 adults believe that the current risk of a future terrorist attack by either an airplane or in a public setting is no higher than they recall having believed, respectively, before the 9/11 attack and before the Boston Marathon bombing. By contrast, a rational Bayesian model would update to a higher currently assessed risk of these previously uncontemplated events. Recollection bias is a persistent trait: individuals who exhibited this bias for the 9/11 attack exhibited it for the Boston Marathon bombing. Only one‐fifth of respondents are free of any type of recollection bias. Recollection bias is negatively correlated with absolute levels of risk belief. Recollection bias in relation to highly unexpected terrorist events—the belief that perceived risks did not increase after the surprise occurrence—dampens support for a variety of anti‐terrorism measures, controlling for the level of risk beliefs and demographic factors. Persistent recollection bias for both 9/11 and the Boston Marathon bombing is especially influential in diminishing support for protective policy measures, such as surveillance cameras in public places. Given that public attitudes influence policy, educating the public about risk is critical.  相似文献

Although a considerable amount of research has examined correlates of baseline public trust in risk managers, much less research has looked at marginal changes in public trust following specific events. Such research is important for identifying what kinds of events will lead to increases and decreases in public trust and thus for understanding how trust is built and lost. Using a taxonomy based upon signal detection theory (SDT), the current article presents two experimental studies examining marginal trust change following eight different types of events. Supporting predictions, cautious decisionmakers who accepted signs of danger (Hits and False Alarms) were more likely to be trusted than those who rejected them (All Clears and Misses). Moreover, transparency about an event was associated with higher levels of marginal trust than a lack of transparency in line with earlier findings. Contrary to predictions, however, trust was less affected by whether the decisions were correct (i.e., Hits and All Clears) or incorrect (i.e., False Alarms and Misses). This finding was primarily due to a "False Alarm Effect" whereby Open False Alarms led to positive increases in trust despite being incorrect assessments of risk. Results are explained in terms of a cue diagnosticity account of impression formation and suggest that a taxonomy of event types based on SDT may be useful in furthering our understanding of how public trust in risk managers is gained and lost.  相似文献

The intuitive detection theorist (IDT) model of trust posits that trust in hazard managers stems from judgments about their performance on three criteria: their ability to discriminate safe from dangerous situations (discrimination ability); their tendency under uncertainty to assume danger is present (response bias); and their propensity to be open and honest with the public about events (communication bias). The current article tests the model's robustness using findings from three experiments and four surveys conducted by two different research teams. Study‐specific analyses and an overall analysis of the seven studies combined confirm that all three of the IDT model's dimensions are important for trust, explaining on average 43% of trust variance. These effects occurred largely independently of hazard topic, research method, or investigator. Hypothesized interaction effects among the dimensions, based upon earlier studies, were weak and contradictory; this is the first known study of interactions among trust model variables.  相似文献

Previous authors have argued that trust may be based on the extent to which risk communicators are seen as good at discriminating safety from danger, are unbiased in their assessments, and share their audience's values. Residents of two English urban regions rated their trust in six potential sources of information about the risk of contaminated land in their neighborhood (independent scientists; local council property developers; residents' groups; friends and family; local media), and how expert, open, accurate, or biased these sources were and how much they had residents' interests at heart. Overall, scientists were trusted most and developers least, but this was only partly due to their greater perceived expertise. Resident groups and friends/family were also trusted, despite being seen as relatively inexpert, since they scored highly on openness and shared interests, these latter two attributes being more important predictors of trust in individual sources than perceived expertise. We conclude that, where a source is seen as motivated to withhold, distort, or misinterpret information, this will undermine public trust even in apparently knowledgeable sources, hence supporting the view that trust depends on a combination of perceived expertise and perceived motives as complementary processes.  相似文献

It has been argued that news about negative events has a much stronger effect on decreasing social trust than does news about positive events on increasing it. This asymmetry principle of trust was investigated in two surveys that also investigated the perseverance of trust. The possibility that established trust attributions persevere in the face of new information raises questions about the limits of trust asymmetry. The two studies yielded evidence that both type of news (good versus bad) and initial general trust in the nuclear power industry or the food supply industry affected level of trust. Compared to individuals trusting the industry, those distrusting the industry exhibited less trust following both bad and good news events. Study I also found that judged informativeness and judged positiveness of news events were affected by type of news and general trust of the industry. Individuals low in general trust of the nuclear power industry judged both bad news and good news as less positive than did those high in general trust. Those low in general trust judged bad news as more informative than good news and than did those high in general trust. An important implication of the perseverance of trust is to focus attention on including not only the effects of information about specific events and actions, but also on the judgment processes underlying social trust. The Salient Value Similarity model is suggested as one way of accounting for these psychological processes.  相似文献

Since the terrorist attacks of September 11, 2001, and the subsequent establishment of the U.S. Department of Homeland Security (DHS), considerable efforts have been made to estimate the risks of terrorism and the cost effectiveness of security policies to reduce these risks. DHS, industry, and the academic risk analysis communities have all invested heavily in the development of tools and approaches that can assist decisionmakers in effectively allocating limited resources across the vast array of potential investments that could mitigate risks from terrorism and other threats to the homeland. Decisionmakers demand models, analyses, and decision support that are useful for this task and based on the state of the art. Since terrorism risk analysis is new, no single method is likely to meet this challenge. In this article we explore a number of existing and potential approaches for terrorism risk analysis, focusing particularly on recent discussions regarding the applicability of probabilistic and decision analytic approaches to bioterrorism risks and the Bioterrorism Risk Assessment methodology used by the DHS and criticized by the National Academies and others.  相似文献

Trust in risk managers appears to be an important antecedent of public acceptance for many hazards. However, such trust may be fragile since research suggests that negative performance information has a greater impact than positive performance information (Slovic, 1993). Closer examination of these findings suggests two potential moderators of this valence-related asymmetry-information specificity and hazard risk potential. First, we predicted that the asymmetry would be less evident for low versus high specificity information (risk management policies vs. concrete events). Second, we predicted that it would also be less evident for a low- versus high-risk hazard (pharmaceutical vs. nuclear industry). Study 1 reanalyzed Slovic's original trust asymmetry data for the nuclear industry. In line with Prediction 1, trust asymmetry was less evident for policy than event-related information. Using a new set of items with more clearly defined levels of specificity, Study 2 replicated and extended these findings for the high-risk hazard (nuclear power). In line with Prediction 2, trust asymmetry was even less evident for the low-risk hazard (pharmaceuticals). Positive policies in this industry actually had a greater impact on trust than negative ones, in contrast to previous findings. Results support an information diagnosticity account of earlier findings and suggest that trust in risk managers may be more robust than previously believed.  相似文献

Transformational leadership (TFL) climate describes the degree to which leaders throughout an organization engage in TFL behaviors. In this study, we investigate performance linkages, mechanisms, and boundary conditions of TFL climate at the organizational level of analysis. In a sample of 158 independent organizations, 18,094 employees provided data on TFL climate, positive affective climate, trust climate, and employees' task performance behavior and organizational citizenship behavior. In addition, human resource managers rated overall employee productivity. Study results yielded a pattern of moderated mediation for overall employee productivity and employees' aggregate task performance behavior, in that an organization's TFL climate was indirectly (through positive affective climate) related with these outcome variables under conditions of high trust climate, but not under conditions of low trust climate. Further, we found an organization's TFL climate to indirectly relate with employees' aggregate organizational citizenship behavior through positive affective climate, largely independent of the level of trust climate.  相似文献

Effective risk management requires balancing several, sometimes competing, goals, such as protecting public health and ensuring cost control. Research examining public trust of risk managers has largely focused on trust that is unspecified or for a single goal. Yet it can be reasonable to have a high level of trust in one aspect of a target's performance but not another. Two studies involving redevelopment of contaminated land (Study 1) and drinking water standards (Study 2) present preliminary evidence on the value of distinguishing between performance criteria for understanding of trust. Study 1 assessed perceptions of several trust targets (councilors, developers, scientists, residents) on their competence (capacity to achieve goals) and willingness to take action under uncertainty for four criteria. Study 2 assessed competence, willingness, and trust for five criteria regarding a single government agency. In both studies overall trust in each target was significantly better explained by considering perceptions of their performance on multiple criteria than on the single criterion of public health. In Study 1, the influence of criteria also varied plausibly across trust targets (e.g., willingness to act under uncertainty increased trust in developers on cost control and councilors on local economic improvement, but decreased it for both targets on environmental protection). Study 2 showed that explained variance in trust increased with both dimension‐ and trust‐based measures of criteria. Further conceptual and methodological development of the notion of multiple trust criteria could benefit our understanding of stated trust judgments.  相似文献

This paper examines the effect of governance mechanisms – formal contracts, relational norms and trust – on the performance of exploration and exploitation joint research and development (R&D) projects. While the authors acknowledge the need for a twofold approach, transactional and relational, to understand the interfirm exchange governance, the joint action of formal contracts and relational governance has been caught between the complementary or substitutive forces involved in interorganizational relationships. Using survey data on joint exploration and exploitation R&D projects developed by the European biotechnology companies, the synergies of both mechanisms and their effects in improving project performance are investigated. The analysis suggests that contracts and relational norms and trust act as complementary mechanisms, but while contracts are more effective in exploitation projects, relational norms and trust are more powerful in improving the performance of exploration projects.  相似文献

In recent years, European countries have witnessed a number of food crises such as dioxin-contaminated chicken, foot-and-mouth disease, and BSE. In such cases, food might be contaminated by microorganisms or chemicals that could pose a risk to the consumer. These cases attract media attention and might instigate the consumer to reduce the consumption of the allegedly contaminated products. Although a decline in consumption of (potentially) contaminated products has been observed, it is not yet clear what determines the individual's reaction to food risk messages. To study the psychological determinants of the reaction to food risk messages, a survey was conducted in the Netherlands (n= 280). Subjects had to imagine two situations involving chicken contamination and report how they would react behaviorally if this situation occurred. Risk perception, affective response, perceived susceptibility to foodborne disease, self-efficacy, outcome expectation, trust, experience with foodborne disease, and need for information were also assessed. It was found that 60% of the subjects would allegedly avoid the risks by not consuming chicken for a while and approximately 60% would seek additional information. Risk avoidance was significantly related to information seeking and the psychological determinants, especially risk perception, affective response, need for information, perceived susceptibility to foodborne disease, and trust. Seeking information was also significantly related to risk perception, affective response, need for information, susceptibility to foodborne disease, and trust, but to a lesser degree. A model describing the relationships between the variables was tested using AMOS. Results are presented and implications are discussed.  相似文献

Trust is an important factor in risk management. There is little agreement among researchers, however, on how trust in risk management should be studied. Based on a comprehensive review of the trust literature a "dual-mode model of social trust and confidence" is proposed. Trust and confidence are separate but, under some circumstances, interacting sources of cooperation. Trust is based on value similarity, and confidence is based on performance. According to our model, judging similarity between an observer's currently active values and the values attributed to others determines social trust. Thus, the basis for trust is a judgment that the person to be trusted would act as the trusting person would. Interpretation of the other's performance influences confidence. Both social trust and confidence have an impact on people's willingness to cooperate (e.g., accept electromagnetic fields or EMF in the neighborhood). The postulated model was tested in the applied context of EMF risks. Structural equation modeling procedures and data from a random sample of 1,313 Swiss citizens between 18 and 74 years old were used. Results indicated that after minor modifications the model explained the data very well. In the applied context of EMF risks, both trust and confidence had an impact on cooperation. Results suggest that the dual-mode model of social trust and confidence could be used as a common framework in the field of trust and risk management. Practical implications of the results are discussed.  相似文献

Globalization and the transformation of the organizational scene are increasing the pressure and threshold for employees to constantly perform maximum output. As such, the measure of success for many organizations is determined by their productivity level. Therefore, we believe that the leadership style adopted by the leader and the level of trust subordinates have in such a leader may be salient in determining the level of in-role performance of the subordinates in question. This study therefore tries to shed light on this issue by testing the hypotheses that transformational leadership and trust in leadership would significantly predict in-role performance, and that trust in leadership would further mediate the relationship between transformational leadership and in-role performance. A sample of 170 factory workers (subordinates) and 6 supervisors participated in the study. The subordinates completed measures of transformational leadership and trust in leadership while that of in-role performance of these subordinates was based on the ratings of their immediate supervisors. The results of the Hierarchical Multiple Regression showed that only transformational leadership positively predicted in-role performance, whereas trust in leadership failed to predict or even mediate this relationship. The study discussed the implications of the findings, limitations, and suggestions for prospective research.  相似文献

A 2009 national telephone survey of 924 U.S. adults assessed perceptions of terrorism and homeland security issues. Respondents rated severity of effects, level of understanding, number affected, and likelihood of four terrorist threats: poisoned water supply; explosion of a small nuclear device in a major U.S. city; an airplane attack similar to 9/11; and explosion of a bomb in a building, train, subway, or highway. Respondents rated perceived risk and willingness to pay (WTP) for dealing with each threat. Demographic, attitudinal, and party affiliation data were collected. Respondents rated bomb as highest in perceived risk but gave the highest WTP ratings to nuclear device. For both perceived risk and WTP, psychometric variables were far stronger predictors than were demographic ones. OLS regression analyses using both types of variables to predict perceived risk found only two significant demographic predictors for any threat—Democrat (a negative predictor for bomb) and white male (a significant positive predictor for airline attack). In contrast, among psychometric variables, severity, number affected, and likelihood were predictors of all four threats and level of understanding was a predictor for one. For WTP, education was a negative predictor for three threats; no other demographic variables were significant predictors for any threat. Among psychometric variables, perceived risk and number affected were positive predictors of WTP for all four threats; severity and likelihood were predictors for three; level of understanding was a significant predictor for two.  相似文献

Establishing tolerable levels of risk is one of the most contentious and important risk management decisions. With every regulatory or funding decision for a risk management program, society decides whether or not risk is tolerable. The Urban Area Security Initiative (UASI) is a Department of Homeland Security (DHS) grant program designed to enhance security and overall preparedness to prevent, respond to, and recover from acts of terrorism by providing financial assistance for planning, equipment, training, and exercise needs of large urban areas. After briefly reviewing definitions of terrorism risk and rationales for risk-based resource allocation, this article compares estimates of terrorism risk in urban areas that received UASI funding in 2004 to other federal risk management decisions. This comparison suggests that UASI allocations are generally consistent with other federal risk management decisions. However, terrorism risk in several cities that received funding is below levels that are often tolerated in other risk management contexts. There are several reasons why the conclusions about terrorism risk being de minimis in specific cities should be challenged. Some of these surround the means used to estimate terrorism risk for this study. Others involve the comparison that is made to other risk management decisions. However, many of the observations reported are valid even if reported terrorism risk estimates are several orders of magnitude too low. Discussion of resource allocation should be extended to address risk tolerance and include explicit comparisons, like those presented here, to other risk management decisions.  相似文献

Abstract

Organizational scholars have long touted the myriad benefits of trust for organizational functioning and performance. Recent surveys, however, document pervasive deficits in such trust. This article addresses the important topic of reducing these deficits. Our attack on this problem is two pronged. First, we examine approaches to repairing damaged trust within organizational settings. Specifically, we assess the state of organizational theory and knowledge regarding effective approaches to trust repair after internal or external events have weakened or damaged trust in an organization. We define what is meant by trust repair, review the most common ways that trust is broken, and then explore the three major approaches that have received the most attention in trust‐repair research. We then address the question of how trust, once repaired, can be enhanced and made more durable and stable. Specifically, we examine theory and evidence regarding the antecedent conditions that support the development and maintenance of what we term presumptive trust among organizational members. We conclude the article with some recommendations of fruitful directions for future research.  相似文献

This study has two aims: to identify effective strategies for managing false rumors about risks and to investigate the roles that basic and situational trust in government play in that process. Online experiment data were collected nationwide from 915 adults in South Korea. They were exposed to a false rumor about radiation‐contaminated seafood and were randomly assigned to one of three rumor response conditions (refutation, denial, attack the attacker). One‐way ANOVA indicated that the refutation response yielded the highest level of situational trust in government response (TGR). Results of moderated mediation models using the PROCESS Macro indicated the following. (1) The refutation response had a positive effect on TGR, and the attack response had a negative effect. (2) There were significant interaction effects between the attack response and preexisting basic trust in government (BTG) in that the attack response had a negative effect on TGR only when BTG was low. (3) TGR significantly mediated the relationship between each of the three rumor responses and two dependent variables (intentions for rumor dissemination and for unwarranted actions), but in dramatically different ways across the responses. This study provides evidence for the superior effectiveness of the refutation rumor response and identifies specific roles of trust in government in the risk rumor management process.  相似文献

Trust, the Asymmetry Principle, and the Role of Prior Beliefs   总被引:7,自引:0,他引:7  
Within the risk literature there is an ongoing debate on whether trust is vulnerable or enduring. Previous research on nuclear energy by Slovic in 1993 has shown that negative events have much greater impact on self-reported trust than do positive events. Slovic attributes this to the asymmetry principle: specifically, that trust is much easier to destroy than to create. In a questionnaire survey concerning genetically modified (GM) food in Britain (n= 396) we similarly find that negative events have a greater impact on trust than positive events. Because public opinion in Britain is skewed in the direction of opposition toward GM food, the pattern of results could either be caused by the fact that negative information is more informative than positive information (a negativity bias) or reflect the influence of people's prior attitudes toward the issue (a confirmatory bias). The results were largely in line with the confirmatory bias hypothesis: participants with clear positive or negative beliefs interpreted events in line with their existing attitude position. However, for participants with intermediate attitudes, negative items still had greater impact than the positive. This latter finding suggests that, congruent with the negativity bias hypothesis, negative information may still be more informative than positive information for undecided people. The study also identified the labeling of GM products, consulting the public, making biotechnology companies liable for any damage, and making a test available to detect GM produce as being particularly important preconditions for maintaining trust in the regulation of agricultural biotechnology.  相似文献

According to the asymmetry principle of trust, negative events decrease trust to a much higher extent than positive events increase trust. The study at hand intended to verify whether this notion of asymmetry holds true with respect to trust in the safety of tourist destinations. Thus, in contrast to previous research that analyzed trust asymmetry in the context of involuntary technological risks, the present study evaluates the validity of the asymmetry principle of trust in the context of voluntary tourism risks. The hypothesis that negative or risky information on destination safety (absence of proper safety measures and conditions) has a higher impact on distrust than, conversely, positive or nonrisk information on destination safety (provision of proper safety measures and conditions) has on trust was tested in an online survey ( N = 640). In contrast to the asymmetry pattern found by Slovic (1993) , results of the current work suggest symmetry rather than asymmetry of trust. The presence of proper safety measures and conditions (positive or nonrisk information) was found to have at least the same—and in some cases an even higher—impact on trust than the absence of such measures and conditions (negative or risky information) had on distrust. Findings provide empirical evidence for the thesis that the prevalence of trust asymmetry is dependent on the risk source and demonstrate that trust is symmetric rather than asymmetric in the context of voluntary tourism risks. Furthermore, results imply an influence of positive versus negative expectations as well as of prior trusting relationships on the occurrence of the asymmetry principle.  相似文献
