This article reports an extension of the Carnegie Mellon risk-ranking method to incorporate ecological risks and their attributes. On the basis of earlier risk-perception studies, we identified a set of 20 relevant attributes for describing health, safety, and environmental hazards in standardized risk summary sheets. In a series of three ranking sessions, 23 laypeople ranked 10 such hazards in a fictional Midwestern U.S. county using both holistic and multiattribute ranking procedures. Results were consistent with those from previous studies involving only health and safety hazards, providing additional evidence for the validity of the method and the replicability of the resulting rankings. Holistic and multiattribute risk rankings were reasonably consistent both for individuals and for groups. Participants reported that they were satisfied with the procedures and results, and indicated their support for using the method to advise real-world risk-management decisions. Agreement among participants increased over the course of the exercise, perhaps because the materials and deliberations helped participants to correct their misconceptions and clarify their values. Overall, health and safety attributes were judged more important than environmental attributes. However, the overlap between the importance rankings of these two sets of attributes suggests that some information about environmental impacts is important to participants' judgments in comparative risk-assessment tasks.  相似文献

There is widespread agreement that stakeholders should be included in the problem‐formulation phase of addressing environment problems and, more recently, there have been attempts to include stakeholders in other phases of environmental research. However, there are few studies that evaluate the effects of including stakeholders in all phases of research aimed at solving environmental problems. Three underground nuclear blasts were detonated on Amchitka Island from 1965 to 1971. Considerable controversy developed when the Department of Energy (DOE) decided to “close” Amchitka. Concerns were voiced by subsistence Aleuts living in the region, resource trustees, and the State of Alaska, among others. This article evaluates perceptions of residents of three Aleutian village before (2003) and after (2005) the Consortium for Risk Evaluation with Stakeholder Participation's (CRESP) Amchitka Independent Science Assessment (AISA). The CRESP AISA provided technical information on radionuclide levels in biota to inform questions of seafood safety and food chain health. CRESP used the questions asked at public meetings in the Aleut communities of Atka, Nikolski, and Unalaska to evaluate attitudes and perceptions before and after the AISA. Major concerns before the AISA were credibility/trust of CRESP and the DOE, and information about biological methodology of the study. Following the AISA, people were most concerned about health effects and risk reduction, and trust issues with CRESP declined while those for the DOE remained stable. People’s relative concerns about radionuclides declined, while their concerns about mercury (not addressed in the AISA) increased, and interest in ecological issues (population changes of local species) and the future (continued biomonitoring) increased from 2003 to 2005. These results suggest that questions posed at public meetings can be used to evaluate changes in attitudes and perceptions following environmental research, and the results are consistent with the hypothesis that the AISA answered questions about radionuclides, and lowered overall concern about radionuclides, but left unanswered concerns about the health effects of mercury.  相似文献

The inclusion of cultural minorities as senior leaders is of growing importance and relevance to contemporary organizations with increasingly international composition, but much is to be learned about how and when such leaders impact the workplaces they lead. We draw on the “cultural difference” and “cultural congruence” propositions (Dorfman and House, 2004) to build a model for understanding whether and under what conditions cultural minority senior leaders have an impact on the elaboration of task-relevant information and relationship conflict in their workplaces. Hierarchical regression results from a study of 315 Australian workplaces and their senior leaders suggest that, regardless of whether the senior leader is a member of a cultural minority group, an organizational climate for innovation and flexibility increases information elaboration – an effect that is stronger when the organization faces greater environmental turbulence. The results further provide support for a three-way interaction effect, whereby employees in workplaces led by a cultural minority leader have less relationship conflict when climate for innovation and environmental turbulence are both low. We conclude with a discussion of the scholarly contributions and practical implications of our conceptual and empirical work, the limitations of our study, and future directions for this research.  相似文献

Communities are concerned over pollution levels and seek methods to systematically identify and prioritize the environmental stressors in their communities. Geographic information system (GIS) maps of environmental information can be useful tools for communities in their assessment of environmental‐pollution‐related risks. Databases and mapping tools that supply community‐level estimates of ambient concentrations of hazardous pollutants, risk, and potential health impacts can provide relevant information for communities to understand, identify, and prioritize potential exposures and risk from multiple sources. An assessment of existing databases and mapping tools was conducted as part of this study to explore the utility of publicly available databases, and three of these databases were selected for use in a community‐level GIS mapping application. Queried data from the U.S. EPA's National‐Scale Air Toxics Assessment, Air Quality System, and National Emissions Inventory were mapped at the appropriate spatial and temporal resolutions for identifying risks of exposure to air pollutants in two communities. The maps combine monitored and model‐simulated pollutant and health risk estimates, along with local survey results, to assist communities with the identification of potential exposure sources and pollution hot spots. Findings from this case study analysis will provide information to advance the development of new tools to assist communities with environmental risk assessments and hazard prioritization.  相似文献

Laypeople's perceptions of health and safety risks have been widely studied, but only a few studies have addressed perceptions of ecological hazards. We assembled a list of 39 attributes of ecological hazards from the literatures on comparative risk assessment, ecological health, environmental conservation and management, environmental psychology, and risk perception. In Study 1, 125 laypeople evaluated 83 hazards on subsets of this attribute set. Factor analysis of attribute ratings (averaged over participants) revealed six oblique factors: ecological impacts, human impacts, human benefits, aesthetic impacts, scientific understanding, and controllability. These factors predicted mean judgments of overall riskiness, ecological riskiness, acceptability, and regulatory strictness. In Study 2, 30 laypeople each evaluated 34 hazards on 17 attributes and 3 dependent variables. Aggregate-level factor analysis of these data replicated the appropriate portion of the factor solution and yielded similar regression results. Parallel analyses at the individual-participant level yielded factors that explained less variance in judgments of overall riskiness, ecological riskiness, and acceptability. However, the decrease in explanatory power was much less than is often reported for disaggregate-level analyses of psychometric data. This discrepancy illustrates the importance of distinguishing between the level of analysis (aggregate versus disaggregate) and the focus of analysis (distinctions among hazards versus distinctions among participants). In a hybrid analysis, aggregate-level factor scores predicted individual participants' riskiness judgments reasonably well. Psychometric studies such as these provide a sound empirical basis for selecting attributes of ecological hazards for use in comparative risk assessment.  相似文献

Social equity has become an important concern of the environmental movement over the past decade. The equity issue is analyzed here for practically all of the inactive hazardous waste disposal sites on the National Priorities List (NPL) regulated under the Comprehensive Response Compensation and Liability Act and its 1986 Superfund Amendments and Reauthorization Act (CERCLA/ SARA). Two dimensions of equity are emphasized, namely, site location relative to the location of minority populations and the distribution of cleanup plans or Records of Decision (ROD) across communities with NPL sites that have different socioeconomic characteristics. With respect to site location, the percentage of Blacks and Hispanics aggregated at the Census Place or MCD level in communities with NPL sites was greater than is typical nationwide (largely attributable to the concentration of minority populations in a few large urban areas with NPL sites). In contrast, the percentage of the population below the poverty line in communities with NPL sites largely matched that of the nation as a whole. With respect to site cleanup, communities with relatively higher percentages of racial minority populations have fewer cleanup plans (Records of Decision signed) than other communities with NPL sites. Whether a ROD exists is influenced by when the site was designated for the NPL: sites designated earlier (prior to the SARA amendments of 1986) are more likely to have RODs, and also less likely to have high proportions of racial minority populations than sites designated later. This implies that initially the designation process may have resulted in NPL sites being located disproportionately in minority areas, but this pattern seems to be reversing itself in more recently designated sites. As with any statistical analysis, these findings are findings of association and not causality. Thus, racial and ethnic disproportionalities with respect to inactive hazardous waste site location seem to be concentrated in a relatively few areas. Disproportionalities with respect to cleanup do exist, but appear to be more a function of the nature of the process of designation of NPL sites in the early 1980s rather than a result of actions connected with cleanup plans per se. Further investigations are needed at alternative geographic scales to discern the sensitivity of patterns of inequity to distance from the sites.  相似文献

Anthropogenic climate change information tends to be interpreted against the backdrop of initial environmental beliefs, which can lead to some people being resistant toward the information. In this article (N = 88), we examined whether self‐affirmation via reflection on personally important values could attenuate the impact of initial beliefs on the acceptance of anthropogenic climate change evidence. Our findings showed that initial beliefs about the human impact on ecological stability influenced the acceptance of information only among nonaffirmed participants. Self‐affirmed participants who were initially resistant toward the information showed stronger beliefs in the existence of climate change risks and greater acknowledgment that individual efficacy has a role to play in reducing climate change risks than did their nonaffirmed counterparts.  相似文献

The standard value of information approach of decision analysis assumes that the individual or agency that collects the information is also in control of the subsequent decisions based on the information. We refer to this situation as the “value of information with control (VOI‐C).” This paradigm leads to powerful results, for example, that the value of information cannot be negative and that it is zero, when the information cannot change subsequent decisions. In many real world situations, however, the agency collecting the information is different from the one that makes the decision on the basis of that information. For example, an environmental research group may contemplate to fund a study that can affect an environmental policy decision that is made by a regulatory organization. In this two‐agency formulation, the information‐acquiring agency has to decide, whether an investment in research is worthwhile, while not being in control of the subsequent decision. We refer to this situation as “value of information without control (VOI‐NC).” In this article, we present a framework for the VOI‐NC and illustrate it with an example of a specific problem of determining the value of a research program on the health effects of power‐frequency electromagnetic fields. We first compare the VOI‐C approach with the VOI‐NC approach. We show that the VOI‐NC can be negative, but that with high‐quality research (low probabilities of errors of type I and II) it is positive. We also demonstrate, both in the example and in more general mathematical terms, that the VOI‐NC for environmental studies breaks down into a sum of the VOI‐NC due to the possible reduction of environmental impacts and the VOI‐NC due to the reduction of policy costs, with each component being positive for low environmental impacts and high‐quality research. Interesting results include that the environmental and cost components of the VOI‐NC move in opposite directions as a function of the probability of environmental impacts and that VOI‐NC can be positive, even though the probability of environmental impacts is zero or one.  相似文献

Risk communication is being characterized as one way of facilitating more effective, democratic and participatory risk management strategies. An emphasis on formal communication approaches as a means to improve decisions and decrease conflict will highlight the challenge of managing hazards within a culturally heterogeneous society. Communication and participatory strategies will be considered successful only if diverse communities can be engaged as partners in the policy process. Because responses to risks are embedded and evolve within broader social environments, achieving the promise of risk communication across a diverse society may not be possible absent an understanding of how sociocultural variables and past experiences shape the exchange of ideas or information in any particular situation. This paper considers the implications of ethnic and socioeconomic variability for the risk communication process, summarizing theoretical perspectives and empirical evidence on the link between sociocultural features and risk responses. Specifically, the factors that define the context of communication may influence: the initial framing of a risk issue, particularly, the adoption of an environmental justice vs. scientific/economic perspective; the perceived importance of various aspects of the decision problem; and prior beliefs about environmental hazards and agencies involved in risk management. Two examples of situations requiring communications about risk are presented and illustrate how these principles could operate in minority or lower-income communities. A significant challenge for health and regulatory officials will be to engage in an interactive process of information and opinion exchanges that is reasonable and effective within vastly different socioeconomic and cultural contexts.  相似文献

Product and waste take‐back is becoming more regulated by countries to protect the environment. Such regulation puts an economic burden on firms, while creating fairness concerns and potentially even missing its primary target: environmental benefits. This research discusses the economic and environmental impacts of extended producer responsibility type of legislation and identifies efficiency conditions. It is shown that the right policy would (i) make producers responsible for their own waste to avoid fairness concerns and (ii) favor eco‐design producers to create stronger environmental benefits. Furthermore, the efficiency of take‐back systems is also driven by environmental classification of products, industry structure, and end‐user willingness to participate in take‐back programs.  相似文献

Environmental impact assessment (EIA) procedures required in the United States and many other countries are often highlighted as a major hindrance to timely and efficient deployment of critical infrastructure projects. Under the U.S. National Environmental Policy Act, a more extensive environmental impact statement (EIS) review can take several more years and cost much more than a succinct environmental assessment (EA). This not only affects the project in question, but also likely informs how—or whether—additional projects are pursued. Thus, understanding key predictors of the EA versus EIS choice sheds light on supply-side considerations affecting infrastructure deficits. Using the case of NEPA reviews conducted for 244 transmission line projects between 2005 and 2018 by two U.S. federal agencies in the western United States, the Bureau of Land Management (BLM) and Department of Energy (DOE), this addresses the following question: What project features most predict whether EA or an EIS is used to assess a transmission line project? Drawing upon NEPA assessment guidance and agency NEPA records, we use a regression classification tree to analyze how protocols and project attributes relate to assessment choice. The result is essentially a null finding: transmission line length is by far the most important predictor of whether a project receives an extensive EIS or a shorter EA, with little predictive value provided by other attributes. While absolute project size undoubtedly influences impacts, the lack of further differentiation in what predicts use of EISs versus EAs suggests assessment does not simply respond to project details but also shapes proposal and design choices beforehand.  相似文献

Variability in ecological risk perceptions was investigated by surveying members of four stakeholder groups commonly involved in environmental policy debates. Fifty-six individuals from government, industry, environmental, and general-public groups completed a risk-perception survey in which they evaluated 34 environmental hazards on 17 attributes and also evaluated the riskiness and acceptability of each hazard. In addition, participants reported their environmental beliefs and norms using Dunlap et al.'s revised New Ecological Paradigm Scale and modified versions of Schwartz's Awareness of Consequences and Personal Norms Scales. Group membership was predictive of participants' scores on the belief and norm scales. Factor analysis of attribute ratings (averaged across participants) revealed the anticipated three oblique factors: ecological impacts, scientific understanding, and aesthetic impacts. Factor patterns were very similar for the four stakeholder groups. Factors from the aggregate analysis were predictive of individuals' riskiness judgments, but these relationships were moderated by participants' group membership, beliefs, and norms. Compared to members of other groups, members of the general public placed less emphasis on ecological impacts and more emphasis on the other two factors when judging the ecological riskiness of hazards. To our knowledge, these results represent the first formal tests of interactions between hazard characteristics and participant characteristics in determining riskiness judgments, and illustrate how traditional psychometric analyses can be successfully coupled with individual-difference measures to improve the understanding of risk perception.  相似文献

The environmental impacts of industrial activity are an increasing concern amongst firms and their stakeholders. As a result, companies around the world have been exploring new tools to diminish the adverse impact of their activities on the environment. Eco-efficiency has played an essential role in this scenario, as companies are continuously seeking to produce more while utilizsing fewer resources and minimising adverse effects on the environment. The literature includes several initiatives to improve eco-efficiency and to reduce the environmental impact of manufacturing operations, but the use of production planning and control (PPC) activities to accomplish these goals has rarely been considered. Therefore, to contribute to the assessment of this issue, this paper proposes to integrate environmental concepts and actions as part of the PPC execution; therefore, they could also be applied to minimise environmental impacts, resulting in an increase in the eco-efficiency level of a company. The practical utilisation of the suggested procedure was confirmed using a case study where the procedure was successfully applied to a make-to-order firm, where a simplified version of a workload control (WLC) form of PPC was in use. As a result, incorporating environmental considerations into the WLC practices enabled the eco-efficiency level of the designated production area to increase by 42%, while the environmental impact of production was reduced by 13%.  相似文献

Personal Values, Beliefs, and Ecological Risk Perception   总被引:2,自引:0,他引:2  
A mail survey on ecological risk perception was administered in the summer of 2002 to a randomized sample of the lay public and to selected risk professionals at the U.S. Environmental Protection Agency (US EPA). The ranking of 24 ecological risk items, from global climate change to commercial fishing, reveals that the lay public is more concerned about low-probability, high-consequence risks whereas the risk professionals are more concerned about risks that pose long-term, ecosystem-level impacts. To test the explanatory power of the value-belief-norm (VBN) theory for risk perception, respondents were questioned about their personal values, spiritual beliefs, and worldviews. The most consistent predictors of the risk rankings are belief in the new ecological paradigm (NEP) and Schwartz's altruism. The NEP and Schwartz's altruism explain from 19% to 46% of the variance in the risk rankings. Religious beliefs account for less than 6% of the variance and do not show a consistent pattern in predicting risk perception although religious fundamentalists are generally less concerned about the risk items. While not exerting as strong an impact, social-structural variables do have some influence on risk perception. Ethnicities show no effect on the risk scales but the more educated and financially well-off are less concerned about the risk items. Political leanings have no direct influence on risk rankings, but indirectly affect rankings through the NEP. These results reveal that the VBN theory is a plausible explanation for the differences measured in the respondents' perception of ecological risk.  相似文献

Government and private sector organizations are increasingly turning to the use of maps and other visual models to provide a depiction of environmental hazards and the potential risks they represent to humans and ecosystems. Frequently, the graphic presentation is tailored to address a specific contaminant, its location and possible exposure pathways, and potential receptors. Its format is usually driven by the data available, choice of graphics technology, and the audience being served. A format that is effective for displaying one contaminant at one scale at one site, however, may be ineffective in accurately portraying the circumstances surrounding a different contaminant at the same site, or the same contaminant at a different site, because of limitations in available data or the graphics technology being used. This is the daunting challenge facing the U.S. Department of Energy (DOE), which is responsible for the nation's legacy wastes from nuclear weapons research, testing, and production at over 100 sites in the United States. In this article, we discuss the development and use of integrated geospatial mapping and conceptual site models to identify hazards and evaluate alternative long-term environmental clean-up strategies at DOE sites located across the United States. While the DOE probably has the greatest need for such information, the Department of Defense and other public and private responsible parties for many large and controversial National Priority List or Superfund sites would benefit from a similar approach.  相似文献

The debate over an installation of high‐voltage power lines (HVPLs) has been intense, particularly in northwest Arkansas. Detractors claim that the installation will negatively affect both the natural environment and the local economy, which contains a large tourism component. By contrast, those in favor of installing HVPLs claim that the installation is necessary in order to reliably support the increasing demand for electric power. Using original data collected from a recent statewide Internet survey of 420 local policy elites in Arkansas, this article focuses on two key aspects. First, we examine how local policy elites’ perceptions of risks versus benefits of HVPL installation in their communities are influenced by their levels of trust toward information provided by various sources (e.g., energy industry, environmental groups, and government). Second, we utilize cultural theory to explain how the cultural worldviews of policy elites––specifically, egalitarianism, individualism, hierarchism, and fatalism––shape these levels of trust and HVPL benefit‐risk perceptions, while controlling for other factors claimed by previous literature, including levels of knowledge on energy‐related issues and demographic characteristics. In general, our analysis indicates that policy elites’ value‐oriented formation of HVPL benefit‐risk perceptions is partially due to the influence cultural values have on trust in information sources. We conclude this article by discussing broader implications for the origin and role of trust in policy elites’ decisions throughout the policy‐making process.  相似文献

This article analyzes the dynamic process of risk amplification in the Internet environment with special emphasis on public concern for environmental risks from a high‐speed railway tunnel construction project in South Korea. Environmental organizations and activists serving as social stations collected information about the project and its ecological impact, and communicated this with the general public, social groups, and institutions. The Internet provides social stations and the public with an efficient means for interactive communication and an open space for active information sharing and public participation. For example, while the website of an organization such as an environmental activist group can initially trigger local interest, the Internet allows this information to be disseminated to a much wider audience in a manner unavailable to the traditional media. Interaction among social stations demonstrates an amplifying process of public attention to the risk. Analyses of the volume of readers’ comments to online newspaper articles and public opinions posted on message board of public and nonprofit organizations show the ripple effects of the amplification process as measured along temporal, geographical, and sectoral dimensions. Public attention is also influenced by the symbolic connotations of risk information. Interpretations of risk in religious, political, or legal terms intensify public concern for the environmental risk.  相似文献

Remanufacturing, long perceived as an environmentally friendly initiative, is supported by a number of governments. Yet, the assumption that remanufacturing is desirable to society has never been systematically investigated. In this paper, we examine the effectiveness and eco‐efficiency of remanufacturing in the personal computer and mobile phone industries. We investigate whether remanufacturing substantially reduces the environmental impact, as measured by cumulative energy demand (CED), generated over the life cycles (LCs) of these products, and the size of any reduction. We also examine the relative eco‐efficiency of remanufacturing compared with virgin manufacturing for these two products, where eco‐efficiency includes both willingness‐to‐pay (WTP) for the products as well as the energy consumed in producing the products. Our main findings are the following. One, remanufacturing is an effective way to reduce the total energy consumed during the LCs of personal computers and mobile phones, with one notable exception, when the life spans of remanufactured products are substantially shorter than the life spans of their new counterparts. Two, a remanufactured personal computer or mobile phone is not always more eco‐efficient than a corresponding new product. Three, the WTP for remanufactured personal computers and mobile phones, and consequently, their eco‐efficiencies, are a function of the prices of the correspondent new products at launch and years elapsed between launch and remanufacturing. Four, remanufactured units are sold at a discount relative to the price of new personal computers and mobile phones. Five, on the whole, the market for remanufactured mobile phones is more eco‐efficient than the market for new mobile phones. Six, the market for remanufactured computers is more eco‐efficient than the market for new computers. Lastly, because the group of remanufactured products is heterogeneous, not all remanufactured units are more eco‐efficient than the average new computer and mobile phone. We conclude with a discussion of the impact of our findings on European WEEE and WEEE‐like legislation.  相似文献

The importance of knowledge for lay people's climate change concerns has been questioned in recent years, as it had been suggested that cultural values are stronger predictors of concern about climate change than knowledge. Studies that simultaneously measured knowledge related to climate change and cultural values have, however, been missing. We conducted a mail survey in the German‐speaking part of Switzerland (N = 1,065). Results suggested that cultural worldviews and climate‐related knowledge were significantly related with people's concern about climate change. Also, cultural worldviews and climate‐relevant knowledge appeared important for people's willingness to change behaviors and to accept climate change policies. In addition, different types of knowledge were found to have different impacts on people's concern about climate change, their willingness to change behaviors, and their acceptance of policies about climate change. Specifically, causal knowledge significantly increased concern about climate change and willingness to support climate‐friendly policies. We therefore concluded that risk communication should focus on causal knowledge, provided this knowledge does not threaten cultural values.  相似文献
