From sociology to historical social science: prospects and obstacles

Analysis is provided of the roots of sociology and its links with historical optimism. Particular focus is placed by such a sociology upon the origins of modernity and problems of urban disorder. Sociology's golden age was in the immediate postwar period. But since the 1960s, 'globalization', the sciences of complexity and cultural studies have transformed the context for sociology (especially transforming the so-called 'two cultures'). The article concludes with some wide-ranging recommendations as to how sociology should be developed into a re-unified, historical social science on a truly global scale.     

Why Extended Time on Newstart is Unsuitable for Aboriginal and Torres Strait Islander Australians Living with a Disability

ABSTRACT

Many Australians living with a disability find themselves recipients of Newstart Allowance when applying for the Disability Support Pension (DSP). Newstart Allowance is designed as a short-term payment for people looking for work, with a lower fortnightly payment and limited medical and transport subsidies compared to the DSP. This paper describes the financial challenges of living with a disability while on Newstart Allowance. With a focus on the experiences of Aboriginal and Torres Strait Islander (Indigenous) Australians from two regional towns, qualitative semistructured interviews and focus groups documented experiences of 39 community members and 21 medical and nonmedical service providers supporting clients living with a disability on Newstart Allowance. Four themes were identified: (i) living with severe financial hardship, (ii) challenges complying with the DSP application, (iii) being financially penalised for not complying with Newstart Allowance conditions, and (iv) supporting community members to manage severe financial stress. Although people living with a disability on Newstart were experiencing severe hardship and poverty, there was limited participation of Centrelink-employed social workers within their described experiences with Centrelink. We argue that social workers can work to humanise human service settings and potentially help to mitigate these financial challenges.

IMPLICATIONS

• Indigenous Australians living with a disability experience severe disadvantage and poverty while living on Newstart Allowance.

• Social workers must be easily accessible at Centrelink customer service centres and to Newstart Allowance recipients to help coordinate service engagement.

• Newstart Allowance should be increased to ensure recipients can respond to cost of living pressures.

     

Editorial—On the role of the humanities in urban ecology: The case of St. Petersburg

Urban ecology is increasingly interdisciplinary, with biophysical and social scientists joining forces to study how human and built environments and processes interact with non-human nature. Humanistic disciplines that study high culture and intellectual currents also bear upon urban ecology, since cities are not simply aggregates of human and non-human factors but seats of civilization and loci of concentrated creative energy. The Russian city of St. Petersburg, which Dostoevsky called the most abstract and intentional city in the world, offers an example of the way individual acts of intellectual and artistic creation affect the energy balance of a city and its interaction with ecological forces. Such concentrated creative energy may be a key to making cities sustainable, and it should not remain outside the calculus of urban ecology.     

Understanding the role of Australian Aboriginal maternal infant care workers: bringing a cultural dimension to a critique of the ideal worker concept

Models of care that include a prominent role for Aboriginal workers are fundamental to improving the health of Aboriginal Australians. However, tension arises when these models co-exist with mainstream models, contributing to difficulties sustaining an Aboriginal workforce. The ‘ideal worker’ theory is drawn on to explore whether historical workplace norms undermine the roles of Aboriginal workers in an Australian hospital setting. In-depth interviews were conducted with 30 staff and clients of an innovative maternity service, featuring Aboriginal Maternal Infant Care (AMIC) workers caring for Aboriginal women in partnership with midwives. A phenomenological methodology highlighted that unrealistic and inappropriate assumptions embedded in the ideal worker notion underpin many challenges facing AMIC workers. These workers have deep ties to their communities, with extensive responsibilities beyond the workplace. Although the hospital system relies on these ties to engage clients, this time commitment and the unbounded ways in which AMIC workers provide care are not acknowledged. Findings illustrate how the ideal worker concept has a cultural and gender dimension, which undermines AMIC workers and does not value culturally relevant care. This work has implications for ingraining cultural competence into health care, suggesting the wide-ranging contributions of Aboriginal workers must be recognised to achieve sustainable reform.     

‘When you have no law you are nothing’: Cane toads,social consequences and management issues

In this article we demonstrate that Yanyuwa people have detailed biological knowledge of their northern Australian environment, which is culturally defined and embedded within their relationships to country, resources and each other. Through a case study of the impact of Bufo marinus (cane toads) on Yanyuwa culture and everyday life, we argue that Aboriginal management strategies and Aboriginal peoples’ intimate knowledge of species and environment need to be understood as both legitimate and fundamental when engaging in management initiatives in Australia. We demonstrate that for Yanyuwa people emotional engagement with their environment is underpinned by a morality of social and environmental relations and that ‘memory’ is pivotal to this engagement. We conclude by briefly delineating how the adoption of a ‘moral ecology’ perspective goes some way to addressing issues pertinent to discursive encounters at cultural management frontiers.     

SIN,SAINTS, AND SHEEP IN SARDINIA 1

Narratives of Catholicism, gender, and criminality are entangled with social constructions of ‘resistance’ to a new Gennargentu National Park on areas of traditional common lands in central Sardinia, Italy. Embodied identities are strategically implicated in moral discourses of grassroots opposition to a park. The notion of Sardinian resistance as a form of cultural authenticity is rooted in a local sphere of social practices and expectations that are not shared by the wider Italian or European public. Ethnography in the town of Orgosolo demonstrates that a ‘politics of the weak’ can reframe relations of authority in local spheres and work to empower cultural recognition and control over common lands. Transgressive acts of violence, however, highlight embedded tensions, ambiguities, and disruptions in local identity practices. The gendered construction of cultural discourses in Orgosolo points to the paradox of a politics that seeks to affirm the authority of embodied traditions yet actually perpetuates ambivalent stereotypes based on cultural essentialism.     

Teaching cultural humility for social workers serving LGBTQI Aboriginal communities in Australia

ABSTRACT

It is well documented that colonization and subsequent repressive policies have wrought devastating changes in the lives of Aboriginal people in Australia. Social workers are an essential group for improving social justice and self-determination for Australian Aboriginal people. The Australian Association of Social Workers (AASW) acknowledges that Aboriginal people make a unique contribution to the life of the nation and mandates that social work educational programs provide culturally responsive content that acknowledges the value and contributions of Aboriginal people. Social work educators need to embed this content without reinforcing stereotypes or being tokenistic. This is a challenge when teaching about intersecting identities, such as lesbian, gay, bisexual, transgender, queer/questioning, and intersex (LGBTQI) Aboriginal people. We outline the terms used in this space and propose that cultural humility is an acceptable framework to consider. We introduce key conceptual terms used in LGBTQI Aboriginal communities. Finally, we provide recommendations for engaging with LGBTQI Aboriginal peoples.     

Cosmopolitan political science

Until recently, the term cosmopolitism could rarely be found in modern political science literature. It was only in the 1990s that the term was rediscovered by political scientists in the critical discourse on globalization. In this article, I will explore the full potential of cosmopolitism as an analytical concept for empirical political science. I will argue that the concept of cosmopolitism should not be restricted to the analysis of global politics. Indeed, cosmopolitism has much more to offer for political scientists. Properly understood, it enables--and necessitates--a re-invention of political science in the age of globalization, comparable to the behavioural revolution in political science in the 1950s. Such a paradigmatic shift should be based on a twofold transformation of existing disciplinary boundaries: A removal of the boundary between national (and comparative) and international politics on the one hand; and a re-definition of the boundaries between empirical and normative approaches on the other. As a result, cosmopolitism may serve as a new, critical theory of politics based on the integration of hitherto separated fields and sub-fields.

从政治转型方式的变化趋势来看,近代以来世界各国是由革命向改良、暴力向温和转变的,新加坡乃至中国的政治发展尽管各有特点但并未脱离这一趋势,因而不必过多地强调其特殊性。从政治发展来看,新加坡一直以较强的政治现代性来主导现代化进程,与东亚和绝大多数后发展国家相比,这一点表现得相当突出。在政治体制、法治社会和文化构建方面以其现代性带动的民主化既有相当的生命力,贯串于整个现代化进程,又是一种渐进性的和依附性的民主。

市场经济条件下的城镇化,实质是人口和生产要素的集中过程。新型城镇化不仅仅是线性的“破旧立新”的发展过程,更是多元的“文化创新”的展过程,是文化基因的传承,文化记忆的存留和文化历史的延续。大北郊作为以金属器加工制作为主导的产业集群和生产者集聚的生活社区,其成型、变迁和发展,是基于文化自觉的城镇化的典型个案。     

Language,culture and access to mathematics: a case of one remote Aboriginal community

For many students, coming to learn mathematics is as much about the pedagogical relay through which concepts are conveyed as it is about the mathematics per se. This relay comprises social, cultural and linguistic norms as well as the mathematical discourse. In this study, I outline the practices of one remote school and how the teaching practices scaffold Indigenous learners whose home language is different from the language of instruction (Standard Australian English) as they come to learn mathematics. Through various strategies, teachers have created positive learning environments that celebrate the home languages of the students while supporting the transition into Standard Australian English and the discourse of mathematics.     

On gambling research,social science and the consequences of commercial gambling

Social, political, economic, geographic and cultural processes related to the significant growth of the gambling industries have, in recent years, been the subject of a growing body of research. This body of research has highlighted relationships between social class and gambling expenditure, as well as the design, marketing and location of gambling products and businesses. It has also demonstrated the regressive nature of much gambling revenue, illuminating the influence that large gambling businesses have had on government policy and on researchers, including research priorities, agendas and outcomes. Recently, critics have contended that although such scholarship has produced important insights about the operations and effects of gambling businesses, it is ideologically motivated and lacks scientific rigour. This response explains some basic theoretical and disciplinary concepts that such critique misunderstands, and argues for the value of social, political, economic, geographic and cultural perspectives to the broader, interdisciplinary field of gambling research.     

Mentoring,Sexual Harassment,and Black Women Academics

ABSTRACT

The #MeToo Movement both within academia and popular culture has largely been seen as an issue for white women (and men). While the phrase Me Too was originally coined by Tarana Burke in 2006 to raise public awareness of sexual harassment, violence and assault experienced by women of color, the Movement has largely been whitewashed by primarily depicting victims and survivors as white women. Black women academics, like myself, also experience sexual harassment. By highlighting the ways that race-based sexual harassment further marginalizes already underrepresented groups in political science, I use my personal story to elucidate how a gender-only lens misses the complexities of Black women’s experiences with power inequities in academia. Throughout this narrative I underscore the importance of mentorship, professional networks, and the ability to harness scholarship as a vehicle to combat the pervasiveness of sexual harassment, violence, and assault for Black women in political science.     

Sciences,politics, and associative democracy: democratizing science and expertizing democracy

Relations between science and politics are under pressure because urgent problems create an increasing external demand on sciences while inside sciences the old idea that “science speaks truth to politics” is increasingly seen as unfeasible and undesirable. We are not forced to choose between such an objectivist and a skepticist model. Associative democracy provides more fruitful interactions between sciences and politics in order to “democratize science/expertise” and to “expertize democracy” compared with the outworn institutional alternative of parliamentary democracy – incapable of solving risk-decisions because of limited and misguided information, lack of qualification and practical knowledge – and neo-corporatist “shifts from government to governance” – suffering from rigidity, exclusion of legitimate stakeholders, intransparency and lack of democratic legitimacy. It introduces contest where it matters most and where it is most productive: in the framing of issues, in the deliberation/negotiation on alternatives, and in the implementation and control of the chosen problem solving strategy.     

Georg Simmel from a different standpoint. Cultural variants and the limits of interpretation

Georg Simmel was recently included among sociology's founding fathers, after years of neglect. This article contends that it happened because Western culture is facing a deep crisis and is no longer able to ostracize authors who think along different lines. Simmel's success proves that the cultural variant that dominated the West for three centuries is losing its supremacy and can no longer cope with thinkers belonging to alternative variants. On the basis of Dumont's work on European culture and the German variant it is possible to deconstruct the main issues that were raised against Simmel. They turn out to stem from prejudice and misunderstanding, as those who criticized Simmel either could not understand his Weltanschauung or did not share it and considered it a threat to the modern way of life.     

PRIMITIVE ACCUMULATION,EMINENT DOMAIN,AND THE CONTRADICTIONS OF NEO-LIBERALISM

Abstract

This essay addresses the institutional conditions of cultural studies, especially those bearing on cultural studies teaching. It does so by reviewing the history of the Open University Popular Culture course from an insider's perspective. Whereas most published accounts of this course have related it closely to the concerns of the Birmingham Centre for Contemporary Cultural Studies, this essay suggests that the two projects — while overlapping in certain respects — are more usefully thought of as distinct. Having disentangled the history of the Open University course from that of the Birmingham Centre, the author goes on to advance a more general argument concerning the politics and practice of cultural studies pedagogy. The essay's main contention in this regard is that a conception of cultural studies teaching which connects it to the cultivation of resistive practices in the classroom is incoherent. It is suggested that this now influential current of thought is best assessed as a negative outcome of the encounter between the projects of cultural studies and US liberationist philosophy.

Intermarriages Between Western Women and Palestinian Men: Multidirectional Adaptation Processes

This article addresses cultural adaptation of Western‐Palestinian intermarried couples. Using in‐depth interviews, information was gathered from 16 participants, 7 Western women and 9 Palestinian men, living in Palestinian cities in the West Bank. Adaptation strategies are typified by the extent to which each spouse embraces the partner's culture. The data suggest that intermarriage engenders a multidirectional adaptation process. Patriarchy and East‐West power relations affect mainly the women, having to face marginalization on the basis of their gender and their foreignness. The men undergo a double process of cultural adaptation: to the Western culture and to their native culture after their return. Both the husbands’ extended family and the Israeli‐Palestinian conflict were found to affect both partners’ adaptation.     

Public Humanities' (Victorian) Culture Problem

Questioning scholars who claim that the public humanities are the future of the humanities, this article argues that contemporary public humanities initiatives reproduce Victorian cultural logics by reinforcing divisions between popular and national culture, defining democracy through the state and state institutions and maintaining social inequality while perpetuating imperialism. It contends that like Victorian cultural critics, especially Matthew Arnold and John Stuart Mill, who differentiate between culture and public culture in order to exclude particular social groups from democratic participation, these contemporary programs define culture institutionally in order to secure the authority of the university. Instead of changing the principle of knowledge or cultural authority, the public humanities strengthen and legitimate established power relations as they exclude minority cultural groups. Warning against channelling new energy into old forms, the article concludes by focusing on public culture as a mode of relation rather than an institutional form.     

Class,culture and politics: on the relevance of a Bourdieusian concept of class in political sociology

Even though contemporary discussions of class have moved forward towards recognizing a multidimensional concept of class, empirical analyses tend to focus on cultural practices in a rather narrow sense, that is, as practices of cultural consumption or practices of education. As a result, discussions within political sociology have not yet utilized the merits of a multidimensional conception of class. In light of this, the article suggests a comprehensive Bourdieusian framework for class analysis, integrating culture as both a structural phenomenon co‐constitutive of class and as symbolic practice. Further, the article explores this theoretical framework in a multiple correspondence analysis of a Danish survey, demonstrating how class and political practices are indeed homologous. However, the analysis also points at several elements of field autonomy, and the concluding discussion therefore suggests the need for further studies.
