The development of a public sphere forms a central ingredient in the consolidation of a new political culture following a transition to democracy. The Habermasian idea of the public sphere has been challenged for not taking into account the role of ‘part’ and ‘counter public spheres’, particularly with reference to ‘developing’ societies. ‘Actually existing’ public spheres must therefore be conceptualised within the framework of a broader category of ‘public space’. A national public sphere in South Africa is held back by inequalities of wealth and power. A minority public of privileged consumers has access to a structure of print and electronic media, while the majority population relies on different systems of networking that make up counter publics. After 1994, the public sphere has been influenced by a dominant‐party system, accompanied by a division into formal and informal politics, with formal politics assuming a ritualistic function and ‘Realpolitik’ being played out within the non‐public structures of the dominant party. Meanwhile, critical public debate has had to find its course through varieties of informal politics. The article examines how moral debates around HIV/AIDS and crime in KwaZulu‐Natal have constituted an alternative arena for debate, and how cultural and religious discourses have been the channels of a local public sphere. The article discusses to what extent debates have constituted a local democratic ‘deliberative public sphere’, and looks at the ways in which the local state in the form of the eThekwini Municipality has interacted with local publics since 1994.  相似文献

Publics are not what they were once imagined to be. A growing body of interdisciplinary work is shifting attention to processes in which publics are summoned, constituted and mobilized within political struggles. Nowhere is the formation of publics, as multiple, contingent and contested, more evident than in the varied responses to the transformation of urban spaces. Publics are emerging around issues of belonging, heritage, rights and participation within increasingly divided and unequal cities. Through a close reading of discourses of revitalization and gentrification in the case study of the controversial redevelopment of the Woodward's building in Vancouver, Canada, I examine how the formation of issues imagines and mobilizes publics and further how these discourses work to define possibilities of democratic participation. I show that discourses of revitalization, relying on economic and cultural logics of urban redevelopment, imagine an exclusive, individualized and passive public. In contrast, anti-gentrification discourses, advancing social and political logics of redevelopment, mobilize a collective, active and more inclusive public. In exploring publics within the relationship between issue formation and political participation, I suggest that urban struggles, such as that at Woodward's, are sites in which to understand how meanings of democracy are being contested and rewritten in the contemporary moment.  相似文献

Malawi's cabinet crisis was one of the most critical incidents in Malawi's political history. The crisis emanated from a disagreement between the Prime Minister and his six cabinet ministers over domestic, as well as foreign policies. The end result was that the six cabinet ministers resigned or were fired from government. While this article acknowledges that the link between the cabinet crisis and Dr Banda's leadership style during the one party era is undisputed, it argues that a further link between the crisis and contemporary Malawian politics has remained unexplored. The central argument of this article is that the cabinet crisis did not only determine the nature of political relations during the Banda era, but also that of contemporary Malawian politics in what may be identified as the legacy of ‘perpetual regression of trust’ among politicians.  相似文献

Crisis communication and crisis management are dominated by research in image repair and restoration, but much has to be done to address the lack of research that engages relational perspectives in these fields. Adopting the investment model (Rusbult, 1980) as a theoretical framework and using structural equation modeling, the study develops a crisis relational maintenance model to explain how organizations can (re)build relationships with publics. Survey results show that publics’ commitment and publics’ trust are two significant mediators that influence publics’ relational behaviors post-crisis. The investment model provides a suitable framework to explain publics’ commitment to an organization, with explained variance more than 90 percent, and an organization’s relationship maintenance strategies during and post-crisis significantly affect publics’ trust. Whether an organization’s relationships with the publics can be maintained or repaired depends on whether an organization engages in these relationship maintenance strategies that prioritize publics’ need, which can be reciprocated from publics as publics reorient themselves along with the long-term goals and well-being of the relationships. Results of this study call for further attention on relationship maintenance approaches in crisis communication and management research.  相似文献

This paper draws on a Lacanian perspective to better understand how crisis can paradoxically produce fantasies of ideological renewal. Using the 2008 economic meltdown as an example, it argues that these events are articulated as a part of a crisis narrative that links past ideals with future stability and progress. At the level of subjectivity, these fantasies reflect the psychological trauma individuals feel in the face of encountering the incoherent and fragmentary ‘Real’ of their identity during periods of greater social and economic upheaval. In the context of the current crisis, political leaders attempted to reinforce capitalist ideologies through promoting a fantasy of recovery that connected future prosperity with values of financialization and a global ‘free market’, as is borne out in their public statements following this event. Critically, this points to the importance of ‘traversing’ these fantasies in order to break free from desires for renewal in favour of those emphasizing transformation.  相似文献

This article takes the “public intellectual” trope as a theoretical case study, and traces how it has been used in the elite public sphere of the contemporary United States since its coining in 1987. The analysis challenges the notion that the “public intellectual” is primarily about broad democratic publics. It documents instead how the trope is used to frame meaning and practice within specific intellectual publics, namely science, higher education, and journalism. By focusing on the play of tropes around the “public intellectual” and examining the authoritative cultural members who use the trope, the trope analysis identifies principles and strategies under contest in the journalistic, academic, and political fields of the contemporary United States.  相似文献

Across the broad field of heterodox political economy, ‘neoliberalism’ appears to have become a rascal concept – promiscuously pervasive, yet inconsistently defined, empirically imprecise and frequently contested. Controversies regarding its precise meaning are more than merely semantic. They generally flow from underlying disagreements regarding the sources, expressions and implications of contemporary regulatory transformations. In this article, we consider the handling of ‘neoliberalism’ within three influential strands of heterodox political economy – the varieties of capitalism approach; historical materialist international political economy; and governmentality approaches. While each of these research traditions sheds light on contemporary processes of market‐oriented regulatory restructuring, we argue that each also underplays and/or misreads the systemically uneven, or ‘variegated’, character of these processes. Enabled by a critical interrogation of how each approach interprets the geographies, modalities and pathways of neoliberalization processes, we argue that the problematic of variegation must be central to any adequate account of marketized forms of regulatory restructuring and their alternatives under post‐1970s capitalism. Our approach emphasizes the cumulative impacts of successive ‘waves’ of neoliberalization upon uneven institutional landscapes, in particular: (a) their establishment of interconnected, mutually recursive policy relays within an increasingly transnational field of market‐oriented regulatory transfer; and (b) their infiltration and reworking of the geoinstitutional frameworks, or ‘rule regimes’, within which regulatory experimentation unfolds. This mode of analysis has significant implications for interpreting the current global economic crisis.  相似文献

Discourses regarding a ‘global obesity crisis’ and alternative frames (e.g. weight‐inclusive approaches to health) have proliferated through various media of communication. These media range from traditional print and visual formats (e.g. newspapers and television shows) to digital media (e.g. Twitter, Facebook, YouTube), which enable different publics to produce, and not just consume, text, images and other data relating to the body. Reflecting a sociological understanding of educational practices as extending beyond formal schooling, mediated obesity discourse and counter‐movements have also been conceptualised as public pedagogies, which instruct people how to relate to their own and other's bodies, health and subjectivities. This article examines what is critically known about various media at a time when governments and agencies are reinvigorating the global war on obesity, with populations being ‘advised’ to become and remain conscientious weight watchers. In conclusion, the article underscores the salience of social studies of the media when seeking to rethink obesity, incorporating critical reference to moral panic theory and the need to better understand what media can ‘do’ as enactments of public pedagogy.  相似文献

This study focused on qualitative analysis utilizing the grounded theory approach to explore how impacted publics connected to an organization’s business interests perceive the complexities of crisis communication decision making. Referencing the Boeing 737 MAX 8 crashes in October 2018 and March 2019, respectively, the researcher conducted interviews with participants either affiliated with Boeing publics or affiliated with an organization within the same industry that could conceivably be connected in a similar hypothetical context. Coding resulted in the emergence of Publics’ Expectations, which are those expectations that an impacted public has in an organizational crisis situation where it is affected by the crisis communication of a central organization, as the core category. This was further subcategorized into Cognitive Empathy (impacted public empathizes or understands elements that introduce central organization reluctance to communicate), Crisis Communication (impacted public expectations of central organization communication), and Decision Making (impacted public expectations of complicated decision making), with corresponding components for each subcategory. Although the findings support many of the prevailing notions in Situational Crisis Communication Theory (SCCT) and other crisis communication theories, this study found that impacted publics might have higher levels of empathy for organizational realities than previously understood that reframes culpability as responsibility for the plight of your publics, not necessarily immediate outright responsibility for the crisis. This offers insights for a practical approach to crisis communication that is inclusive of publics, yet still fair to the organization that has to also represent its own interests.  相似文献

Most studies of Zimbabwean migration and the country’s politico‐economic crisis focus on the material aspects of these two issues. In this article, through dual‐sited ethnographic work, I illustrate the symbolisms and meanings that are entangled within political and economic decline in urban Zimbabwe. Using data from fieldwork in Zimbabwe and South Africa, I argue that ‘crisis’ has carried with it a re‐configuration of the meanings associated with urbanity. This leads to a contradiction between how the state and citizens view ‘proper’ modernity. In combination with political factors, the state’s attempts to maintain modernity have led to a paradigm of pollution being associated with poor urbanites. This symbolism and its correspondent reality were found to have influenced the migration of informants in South Africa. It is thus not only economic and political relations that are at stake in present‐day Zimbabwe.  相似文献

This paper seeks to address the relationship between acceptance of land use policies and differing understandings of place. Drawing on literature about technologies of the imagination and literature about infrastructure, it suggests that a synthesis of certain aspects of these two theoretical orientations produces a model that can be used to conceptually as well as practically explain the acceptance or rejection of policies. Technologies of the imagination here refer to phenomenon whose outcomes are not fully conditioned, and infrastructure acts as the underlying framework on which these technologies operate. This paper explores this relationship via a comparative case study: former Canadian federal government policy speeches; historical and contemporary popular portrayals of the ‘North’; and contemporary lived Inuit experiences at a Canadian mine site. The imaginings of space are very different between the two publics that are exposed to them: the Canadian southern audience and the Inuit northern audience. This paper proposes that this disparity and policy complex is best understood as a system that works on technologies and infrastructures as creating and being constituted by imagination. This framework explains how the gap between southern policies and northern priorities persists, and why it will continue to persist in the current political system.  相似文献

This research investigates how the social media-based crisis response of two organizations operating in a specific polarized context unfolds along a regenerative crisis lifecycle in line with the contingency theory of accommodation. By analyzing two crises that affected the Maxim’s and Yoshinoya groups during the Hong Kong social unrest in 2019, the paper commits to explicate how internal, socio-environmental, and external publics’ factors shape the communication patterns of the crisis. By focusing on Facebook posts and information available online, this study examines how the two selected organizations responded to specific crisis situations, and how publics reacted during the regenerative crisis lifecycle. Results show that Maxim’s took the advocative, while Yoshinoya engaged in the accommodative stance initially. Then, they both turned to an avoidance stance to deal with active online publics with opposing political stances. Contingent factors driving the organizations to adopt specific stances were relevant to internal members, organizational characteristics, social media environment, and external publics. Results provide insights about the complexities organizations face to respond to online publics in regenerative social-mediated crises. They also advance the contingency theory by refining the advocacy-accommodation stance continuum, re-defining contingent factors, and explicating the interactive effects of contingent factors on organizational response decision making in a polarized and social-mediated context.  相似文献

The article addresses the main theory of the political public sphere generally, and the role of the Internet and Internet‐based media in the theory specifically. It first reviews briefly the initial social research on the Internet in the 1990s concerning political participation. After a presentation of Jürgen Habermas' theory of the contemporary public sphere, it proceeds to discuss the main problems concerning the Internet as a platform or infrastructure for public debate: segmentation and concentration. It argues that a general conclusion is that the public sphere differentiates and become more complex. A key task for future research, it argues, is to investigate the complex connections between Internet publics and mass media publics.  相似文献

Jane Alexander's ‘Security’ was installed at the 2009 Joburg Art Fair as a Special Project. This essay investigates notions of being guarded and fenced-in, which are implicit in this piece, in an attempt to breathe new life into a space that has all too easily been blanketed as a new form of ‘apartheid’ in contemporary South Africa. Rather, I suggest, what ‘Security’ allowed its publics to experience was a complex process of working through the everyday ingredients of the post-apartheid, and so to realize new connections between strangers. I argue that this work, at this time, probes at the nexus of a private–public sphere that allows for a real-time grappling with issues of a private nature in the public. The essay further positions this work in relation to some others by Alexander in an attempt to more fully grasp what ‘Security’ says about the present moment. Finally, the Joburg Art Fair is investigated as a setting richly suggestive of this moment in South Africa that simultaneously projects, and allows for, ambivalence in its art publics.  相似文献

The effect of emotional experience on cognitive processes is an under-explored phenomenon in crisis communication research, despite indications of the increasing importance of emotion-based communication in the digital era. Emerging evidence indicates that the emotional experiences of publics play a critical role during organizational crises and determine the degree to which organizations are able to successfully devise communications that help them deal with such crises. Yet no comprehensive, theoretically sound model exists for analyzing how emotions influence the cognitive processing of crisis information. Our study proposes just such a model, capable of describing how cognition and emotion, separately or interactively, influence the publics’ processing of crisis information and consequently their attitudes and behaviors. Our model describes how emotional variables determine whether the publics take a cognition-oriented approach or an emotion-oriented approach to information processing and subsequent formation of interpretations, evaluations, and judgments directed toward organizations. Moreover, our model explains how an emotion-to-cognition assessment of publics’ attitudes is possible and makes a case for how it is critical for predicting and influencing the publics’ behavior during organizational crises. The hope is that this model will aid practitioners and academics in understanding why the publics’ emotions matter during crisis communication as well as how to craft more effective communication strategies as a result. Finally, several avenues for future research are suggested in order to test the validity of our conceptual model in different contexts.  相似文献

This paper traces the changing political/cultural formations of publicness in Britain, and how these intersect with emerging strategies for governing the social. It draws on three sets of discursive oppositions or elisions – those of public/community; community/bureaucracy; and public/social – to trace successive struggles over the fortunes of a public institution that, I argue, stands as an icon of the public sphere – the public library service. The account illuminates how notions of publics and publicness have been made and remade, expanded and residualized, by state professionals in Britain over the last 50 years as they struggled with the incursions of ‘new’ publics as well as seeking to mediate the impact of the Thatcher years and Blair governments. But rather than reading the decline of the public library service in Britain as just another example of neo-liberal governance, the paper argues for an approach that pays attention to the specificity of institutional histories and to the organizational and occupational forces that produce and mediate cultural change.  相似文献

This article examines recent anti-immigration initiatives, like California's Proposition 187, in light of the contemporary processes of economic and political reorganization that seem to have undermined the viability of the nation state (i.e. the globalization of the market economy and the end of the cold war). It argues that anti-immigration discourse works on a symbolic level to recuperate a coherent sense of national identity in response to the social and psychic ‘alien-nation’ caused by the global penetration of capitalism. The study compares two similar yet distinctly different moments of mass immigration- Chinese immigration in the late nineteenth century and ‘illegal’ immigration in the late twentieth- to determine (1) why these mass migrations have elicited legal regulation when others have not, and (2) what might be done to disrupt the re-emergence of a paradigm of legislated exclusion in the current case. It concludes by examining the conditions of possibility for collective political action within a mass-mediated public sphere. Specifically, I ask how resistance to the historical paradigm of legislated exclusion might best be mobilized from within a public sphere dominated by visual media that not only personalize the political, but also exacerbate the inequalities of access to public life endemic to liberal democratic political theory.  相似文献

This study theoretically and empirically identifies a new typology of Chinese publics’ normative expectations of crisis outcomes. It classifies the concept into three culturally relevant dimensions—public expectations of (a) organizational accommodative responses (i.e., how an in-crisis organization should respond), (b) punishment of the organization (i.e., how publics collectively should respond), and (c) government intervention (i.e., how government should respond) for desirable crisis outcomes. Using an online survey of the Beijing public, this study investigates the degree to which information seeking and online expression mediate relationships between crisis blame and the three types of expectations. The study finds that as the level of crisis blame increases, active information seekers expect more regarding organizational accommodation and government intervention, whereas active expressers expect stronger punishments of the organization and less government intervention in China.  相似文献

The new reality of networked publics on social media calls for crisis communication practitioners and researchers to understand the narratives generated by publics on social media during organizational crises. As social media publics possess diverse, unique characteristics and communicative needs during a crisis, they form interpretative communities and co-create various symbolic interpretations of the crisis. Extending the public-centric and narrative perspective to the context of social media crises, we examined what crisis narratives were constructed by social media publics (i.e., multiplicity) and how these narratives changed by crisis stages (i.e., dynamics). Using topic modelling based on large-scale Twitter data of the Chipotle E. coli crisis (N?=?40,610), we identified ten narratives subsumed under two themes (i.e., sharing-based and conversation-based) based on publics’ social constructions of their perceived risks and crisis experience. On the one hand, sharing-based narratives, heavily impacted by publics’ shared media coverage, reflected media crisis narratives and salient risk perceptions aligning with the news agenda. On the other hand, conversation-based narratives, fueled by publics’ opinion expression and emotional venting, demonstrated publics’ interpretations of their experience with the organization in the crisis with less salient but more diversified risk perceptions. Crisis managers are recommended to produce and deliver compelling narratives resonating with different groups of social media publics during crises.  相似文献

This article explores the paradoxical prominence of seemingly private family stories and memories in the democratic public spheres emerging in the wake of the ‘Dirty War’ in Argentina and apartheid in South Africa. In part because the discourse of the family was used in these cases to both uphold and protest dictatorial regimes, individuals who lost family members to state violence became powerful moral agents in the post‐dictatorship and post‐apartheid periods. Narratives told by and about these individuals – ranging from personal testimony given in each country’s truth commission to representations in theatre, fiction and film – have worked to constitute what may be called a ‘public private sphere’. They not only express personal grief, but also (and especially in wider cultural circulation) have been emplotted and mobilised to construct democratic publics. These may or may not correspond to the nationwide publics envisioned in state discourses of reconciliation. Using genealogical fiction surrounding ‘disappeared children’ in Argentina as a lens to analyse South Africa, this article argues that stories of children attempting to piece together their family histories reveal this dynamic as they become sites for convening democratic publics and critiquing transitional politics.  相似文献
