This article examines access to legal aid for women in light of the Australian government's social inclusion agenda. It is notable that the government's image of social citizenship does not include the ability to invoke and enforce legal rights, and that discourses of social exclusion have paid relatively little attention to gendered patterns of exclusion. The article reports on a study of applications for and refusals of legal aid for family law, domestic violence and anti‐discrimination matters by socially excluded women in Queensland. It demonstrates the variety of ways in which Legal Aid Queensland's grants process operated to further exclude and marginalise these women. It argues that effective access to legal aid is an important element of social inclusion, but that this goal cannot be achieved by reliance on the tools of New Public Management. 相似文献

The notion that employment is a precondition for personal wellbeing and social inclusion is almost sacrosanct in Australian culture. Yet, the working and living conditions of Australia's low paid workers tells a different story. While labour market participation is a cornerstone of the Federal Government's Social Inclusion Agenda, it is recognized that low pay and poor job quality often derail this key objective. Indeed, the difficulty of ‘making work pay’ at the bottom end of the labour market is a social inclusion challenge that has yet to receive the policy or public attention that it warrants. This article considers what the Fair Work Act means for the social inclusion of disadvantaged workers, in the context of wider‐ranging strategies to address low pay. It concludes with some considerations of the challenges that a carbon‐constrained economy is likely to present for labour force participation as a remedy for social exclusion. 相似文献

Current policy often focuses on ‘Overcoming Indigenous Disadvantage’ by simultaneously addressing multiple deficits that many Indigenous people experience relative to other Australians. International literature often frames such issues in terms of the contested concepts of social exclusion and social inclusion. This paper attempts to analyse what Indigenous social inclusion might look like in a plural society such as Australia. In addition to contextualising Australian policy in broader debates, this paper also briefly introduces several relevant theories of justice, diversity and Indigenous rights to provide a theoretical framework for conceptualising social inclusion. The article concludes with some reflections on some practical suggestions to move the debate forward. In principle, enhancing Indigenous social and political participation in policy design should both increase inclusion and reduce disadvantage by enhancing the effectiveness of programs that have a substantial Indigenous client base. 相似文献

Research findings from an ethnographic study into low-income Pakistani families in Hong Kong indicate the existence of significant barriers in society militating against social inclusion. Racial discrimination contributes to marginalization, reducing life opportunities. Identified problems include educational, linguistic, and employment issues. As a result of the growing number of ethnic and cultural minority clients in substance-abuse treatment during the last decades, a culturally responsive approach has become more and more imperative. In this article the statements (n = 1330) of professionals (n = 11) and clients (n = 11) representing the substance-abuse treatment centres in the region of Ghent and its suburbs (Belgium) are analysed. In focus are the specific treatment needs of ethnically and culturally diverse substance-abusing clients and the difficulties consequent to treating this target group. Possible approaches to overcoming these difficulties are highlighted and elaborated by means of semi-structured interviews and focus groups. The participants in the study stress the importance of an integrated approach, with special attention given to the factors that can promote or jeopardise treatment. 相似文献

This study illuminates the social realities of inclusion of 16 high functioning children with autism (HFA) in public schools in the United States. The study suggests that the practice of inclusion rests primarily on unaffected schoolmates rather than teachers, who typically are occupied monitoring academic progress and disciplinary transgressions across a range of children. Utilizing ethnographic observations and video recordings of quotidian classroom and playground activities, the analysis elucidates how classmates employ a range of positive and negative inclusion practices that either integrate or distance autistic children. Ethnographic observations of the study population indicate that the children whose diagnosis was fully disclosed enjoyed more consistent social support in the classroom and on the school playground. The study further suggests that high functioning children with autism exhibit a range of reactions to negative inclusion practices such as rejection and scorn. Such reactions include oblivion, immediate behavioral response, and emotionally charged accounts of disturbing school incidents shared after-the-fact with family members. Significantly, these observations indicate that HFA children can be cognizant of and distressed by others' derisive stances and acts, despite symptomatic difficulties in interpreting others' intentions and feelings. 相似文献

Focusing on the results of one hypothesis in a larger study, this article examines level of social work education and color-blind racial attitudes in White social workers. Participants (n = 179) who were members of the National Association of Social Workers and self-identified as White, responded to an online survey and completed the Color-Blind Racial Attitudes Scale (CoBRAS). Color-blind racial attitudes have been linked to prejudice in other studies. BSW-level practitioners were found to be less aware of racial privilege and blatant racial issues. The article addresses the findings and explores the implications for social work educators and social work practitioners. 相似文献

Great hopes have been held out for microfinance and other community development finance institutions (CDFIs) in industrialized countries as an instrument of “financially sustainable welfare provision”, following on from their success in many developing countries. Using interview data drawn from an exploratory sample of 45 clients, this paper examines the social and economic impact of three microfinance institutions in Glasgow, Sheffield and Belfast. The tentative conclusion is that most loans we examined do hit the target of the “financially excluded but bankable”, and exert an impact on poverty and social exclusion through the labour market and through helping to build social networks which reduce interpersonal risk. Our initial estimate is that each loan studied here was responsible for about 0.67 exits from unemployment over the two years 2000–2. If this ratio holds good outside the sample (and we emphasize the limitations of small sample size), this could mean that in the absence of microfinance services, the national unemployment total would be higher by some 2.4 per cent (or 22,000 individuals). The loans we have examined also save about £0.4 million on what would otherwise have been social security payments; grossed up again to all microfinance organizations, this implies an annual saving of about £250 million (1.4 per cent) on the total social security budget. However, to achieve this optimal impact microfinance institutions need to diversify their product: for example by switching from business loans into consumption loans, micro‐insurance, and equity, particularly in the rehabilitation of run‐down council estates. 相似文献

It shows how the perspective has been translated into particular policies and approaches to governance. After drawing some lessons from the policy experiences of other countries, it weighs the appropriateness of a ‘social inclusion agenda’ for Australia, a country with a particular history of social exclusion – of prisoners, indigenous people, and immigrants from around the world – and a special emphasis on dignity, respect and equal treatment. 相似文献

During the 1990s, the notion of social exclusion has given a new impetus to the debate about poverty and disadvantage. This paper assesses the extent of conceptual reconfiguration that the concept of social exclusion involves and the implications for empirical research and policy evaluation. It proceeds to examine critically the extent to which current notions of social exclusion risk neglecting patterns of inequality in the wider society. It concludes by arguing that the globalization of our market economies is tending to erode the support which more advantaged groups are ready to offer and to force retrenchment of the formal welfare organizations on which the poor can call. In a global economy, moral solidarity with the disadvantaged atrophies, and the national communities within which the postwar welfare states were built no longer serve as the focus for good neighbourliness. 相似文献

In response to contemporary understanding about the association between financial security and women's ability to escape domestic violence and homelessness, this paper reports on a small scale pilot study conducted with workers from generalist homelessness services and domestic violence‐supported accommodation services in South Australia on responding to women's requests for assistance to seek employment. Workers from both accommodation service types advised that approximately one third of women at their services asked for employment‐related assistance at the point of service intake or soon after. Although relatively few women received employment support following their requests, assistance was four times more likely at the generalist homelessness services than the domestic violence services. Agency priorities, philosophies and workers' assessments of women's capacity to engage in employment were cited as reasons for not responding to women's employment requests. Women who secured employment prior to service exit, whether helped to do so or not, were perceived as more confident with the prospect of supporting their families independently following exit and more able to secure suitable housing when compared to other women. Follow‐up and outreach visits indicated that women who worked had a stronger sense of financial security, housing stability and social connectedness, but that maintaining employment following service exit was difficult. 相似文献

This paper sets out the environment of inequality in which social work and the poor have recently operated. It explores pragmatic and idealist arguments concerning whether or not the poor need social work. Finally, policy solutions developed in consultation with social service users and carers are suggested in relation to poverty and social exclusion. Social exclusion can be linked to relative poverty as exclusion from economic and social norms. However, there is a wider brief in our own government’s publications and those of Europe, of examining how people are excluded from actions and policies of agencies who are there to support them. This paper will retain the concepts of poverty as lack of material income, and inequality as the gap between the rich and the poor, while being aware of the policy implications for social service users and carers of the more comprehensive process of being shut out partially or fully from social, economic, political and cultural systems. The debates around social work, social exclusion and inequality that follow establish: that some of the poor do need social work; that the poverty of social service users is related to policies that have restructured welfare in Britain; that the reason for individuals approaching or being referred to social services are complex but are likely to include financial deprivation as a key contributory factor; that if the poor do need social work, advocacy is essential rather than social work being seen as concerned only with social control—taking children into care, mentally ill people into hospitals, and advising the DSS on the suitability of claimants for benefits. Finally, the discussion turns to new policy agendas on social exclusion instigated by the Labour government. What positive difference can such policies make for social service users, their carers and social workers?. 相似文献

In his article, “Saving Critical Realism,” Harre (2009 ) relates his revised philosophy of science to a social philosophy concerning the nature of society, and to a political philosophy regarding the nature of freedom and reform. I argue that his social philosophy and political philosophy rest upon an individualistic sense of society and freedom. I demonstrate that his individualism is factually and politically untenable. (I shall not comment on his philosophy of science, although the errors in his social and political philosophies make it suspect.) I counterpose an alternative social philosophy and political philosophy that are based on a structural model of society, freedom, and social change. My critique demonstrates how social science can adjudicate claims of structuralist vs. individualist social and political philosophy. It also argues that social science must constitute the basis for formulating political ideals of freedom and social organization if these are to be viable. 相似文献

Findings from surveys of qualified social work practitionersand students indicate a need for social work education and practiceto focus attention both on the importance of religious and spiritualbeliefs in the lives of many service users and on the potentialusefulness of religious and spiritual interventions. In thisBritish study, undertaken in 2003 and 2004, students were lesslikely than their qualified colleagues to consider religiousor spiritually sensitive interventions as appropriate. Attitudesvaried little between those students who held religious beliefsand those who did not, but Muslim students and qualified socialworkers were more likely to view these types of interventionsas appropriate. The authors conclude that there is a clear needfor all social work practitioners and educators to give greaterpriority to exploring the potential significance of religiousand spiritual beliefs in their training, in their professionalpractice and in the lives and perspectives of service usersand colleagues. Social workers need to be able to respond appropriatelyto the needs of all service users, including those for whomreligious and spiritual beliefs are crucial. This paper begins by examining the social inclusion agenda that formed the centrepiece of the social policy agenda of the Australian Government between 2007 and 2013. It discusses several features of the agenda, including its objectives (as articulated by the government) and some of the administrative and bureaucratic mechanisms that were put in place to assist with its development and implementation. Although no formal assessment of the impact of the agenda is attempted, some of the ways in which such an agenda could make a difference are identified. The paper then summarises the social inclusion indicator framework developed by the Australian Social Inclusion Unit with assistance and advice from the Australian Social Inclusion Board, and compares its structure and content with the frameworks developed by two of Australia's leading social research institutes. Finally, data from two national surveys of poverty and social exclusion are used to examine recent changes in social exclusion and the association between the severity of exclusion and levels of subjective well‐being. These latter results show clearly that subjective well‐being is consistently lower among those who experience the greatest degree of social exclusion, suggesting that exclusion as identified and measured reflects external constraints rather than internal preferences. 相似文献

This article reconstructs how, under the umbrella of the Europea Union (EU), discreet opportunities for EU social policy agenda setting opened for academic expertise from the late 1990s to the 2020s. This began with the Dutch presidency of the EU in the first half of 1997, endorsing the notion of ‘social policy as a productive factor’, followed by the 2000 Lisbon strategy for Growth and Social Cohesion in the open economy. The social investment landmark publication was Why We Need a New Welfare State, written by Gøsta Esping-Andersen et al., for the Belgian presidency of 2001. Ultimately, cumulative academic insights and feedback from country-specific reform experiences found their synthesis in the Social Investment Package in 2013. EU political codification of social investment took effect with the adoption of the European Pillar of Social Rights in December 2017. The paper concludes on the future for social investment with some personal reflections as an engaged scholar. 相似文献
