Women with substance abuse disorders typically have psychosocial characteristics that put them at risk for disrupted parenting. Prior research indicates that comprehensive, accessible services tailored to the mothers' needs can contribute to family stability. This study further explores the complicated interplay of how maternal risk and protective characteristics and service elements are associated with reunification. The study contributes to existing literature by following mothers for three years; examining service needs as identified by the mother herself; using a summary proportion score to reflect the totality of services received to matched service needs identified; and using logistic regression to examine interactions of services received with critical maternal characteristics. The sample is comprised of 458 substance-abusing mothers enrolled during pregnancy or postpartum in the Washington State Parent-Child Assistance Program (PCAP), an evidence-based case management intervention. Participants' custody status was well distributed among four categories based on continuity of parenting. Findings indicate that at program exit 60% of the mothers were caring for their index child. These mothers had more treatment and mental health service needs met, had more time abstinent from alcohol and drugs, secure housing, higher income, and support for staying clean and sober. Among women with multiple psychiatric diagnoses, the odds of regaining custody were increased when they completed substance abuse treatment and also had a supportive partner. Mothers who lost and did not regain custody had more serious psychiatric problems and had fewer service needs met. We discuss implications of our findings for child welfare policy and practices.  相似文献

Using matched administrative records from the Illinois Department of Corrections and the Illinois Department of Children and Family Services, this paper finds that mothers' rates of re-incarceration are higher than those of women without children. It is also found that incarcerated mothers whose children have been in foster care have a higher re-incarceration rate than do women without children. The re-incarceration rate is particularly higher among mothers whose children were placed in foster care at the time of their first incarceration and mothers who had children in foster care but lost their custody before their first incarceration. These findings are more pronounced among white women with records of drug-related offenses or drug addiction than among their African-American counterparts.  相似文献

Reuniting children with their families is the preferred outcome of foster care, yet many children reunited with their families reenter foster care. This study examined how parental substance abuse and mental health problems, and the time allotted for reunification, are associated with reentry risk. We used a complete cohort of children who entered the Texas foster care system in fiscal years 2008 and 2009 to identify the risk of foster care reentry within 5 years of reunification using selection‐adjusted multilevel survival analysis. Approximately 16% of reunified children reentered care within 5 years. Substance abuse and mental health problems predicted higher rates of reentry. Reunification after 12 months was associated with increased reentry risk overall, but not among children commonly exempted from federal permanency timelines. Permanency guidelines that restrict the length of time to achieve reunification may have the unintended consequence of pushing reunification before maltreatment risks have been resolved.  相似文献

Complex factors associated with migration and immigration policies contribute to the dispersion of families across space. We draw on interviews with 40 Latin American women in Toronto who experienced separation from children as a result of migration and argue that Canadian immigration policy and elements of the women’s context of departure lead to the systemic production of transnational family arrangements. Once in Canada, the women dealt with unexpected lengths of separation, the spatial dispersal of social reproduction, and post‐reunification problems. The absence of a normative framework that could help the mothers make sense of family dispersal meant that their experiences of migration, family separation, reunification and settlement were marked by tension, guilt, isolation and shame.  相似文献

Using a mixed methods approach, this study examined reunification processes and outcomes among Vietnamese immigrant families involved in the child welfare system. A quantitative design was used to describe characteristics and reunification outcomes of Vietnamese immigrant children and families who are involved in family reunification services. Qualitative methods were used to explore factors that may influence reunification outcomes among Vietnamese families.The quantitative portion of the study included an exploratory design using administrative data from one county in the Northern California. The quantitative sample (N = 32) included children entering the foster care system for 8 or more days between January 1, 2001 and December 31, 2007 from child welfare administrative data (CWS/CMS) which was merged with eligibility data (CalWIN) in order to obtain parent and child place of birth to determine country of origin. The qualitative study included an exploratory design using interview data from child welfare workers (N = 8) and Vietnamese immigrant parents who had successfully reunified (N = 7).Quantitative results indicated that the most common type of maltreatment leading to entry into care was caretaker absence or incapacity, an abuse category that is often used in cases of parental substance abuse. 53.8% of Vietnamese immigrant children in the quantitative sample reunified with their parents, which is close to the national rate of reunification. Qualitative findings pointed to the importance of the following factors within reunification: acculturation-related issues, parental substance abuse, child welfare worker cultural competency and issues related to service availability and effectiveness. Implications for social work practice and policy are discussed.  相似文献

Following Darley's analysis of the implications for women of ascribed (e.g., motherhood) vs. achieved (e.g., career) roles, this study examined stress and coping in four areas. Seventeen women who lived apart from their children (noncustody) and fourteen women who lived with their children (custody) were interviewed. The stressfulness of the noncustody situation appeared in negative evaluations of women who do not have custody, in the difficulties of dealing with ex-husbands over custody, in the lack of support from family and sometimes friends, and in the lack of hopes for the future. Yet, mothers who lived apart from their children were as “fit” as mothers who lived with their children. Child custody appeared to be a fluid issue regardless of the current custody situation for both custody and noncustody mothers.  相似文献

This qualitative case study explores the challenges facing children reunified with their families from an orphanage in Ghana. Eight children, their biological families, and two social workers participated in semi‐structured interviews and shared their experiences and views. The study found that challenges facing the children include educational issues, poor living conditions and social isolation within their communities. The factors causing the challenges included the financial difficulties facing caregivers due to the lack of support, limited preparation for the children and their families for the reunification and the children's limited participation in the decisions concerning such reunification.  相似文献

Although many children placed in out-of-home care are reunified with their families of origin, a significant portion reenter care, reflecting continued family problems and weaknesses within the child welfare system. For infants, the stability of reunification is particularly crucial, given their developmental stage. This study reviewed the case records of 88 randomly selected infants who had been reunified with their families. Thirty-two percent of those infants reentered care within four to six years of their reunification. The identification of factors predictive of reentry into care has both policy and practice implications.  相似文献

Historically women have been responsible for pro- viding the primary care of their children. This notion of responsi- bility for the care and well-being of children is central to the definition of motherhood. When mothers relinquish custody of their children prior to their 18th birthday, they elicit suspicions of deviance and nonnormality. There are an estimated 500,000 to 1,200,000 noncustodial mothers in the United States, with approxi- mately 75% being voluntary relinquishers. This chapter identifies, through a review of the social science literature on maternal noncustody and examination of a specific study, the broad range of reasons for becoming a noncustodial mother, as well as provides a clearer picture of the noncustodial mother-child relationship pursuant to relinquishment. An overall theme from the literature was a general societal disapproval regarding maternal custody relinquishment, which in the study described, negatively affected respondents self- perceptions. This study describes the social situation of women who voluntarily gave up custody of one or more biological children. Retrospective data identifying the factors influencing custody relinquishment and the events leading up to giving up custody are examined. Relationships between noncustodial mothers and their children are ex-plored pursuant to relinquishment, as well as the extent to which mothers regretted giving up their children. A sample of 130 noncustodial mothers responded to a 137-item life history questionnaire and three clinical assessment scales. One- hundred-and-two of the participants engaged in two- to five-hour interviews. Findings revealed that approximately 86% of the respon- dents cited multiple reasons for custody relinquishment. Financial considerations, emotional problems, threats of legal custody fights, and being in a destructive relationship with mate emerged as the most frequently reported reasons for giving up one’s children. The reasons for relinquishment as well as how the decision was handled with children had the greatest impact on the mother-child relation- ship. Almost 97% of the mothers actively maintained relationships with children following relinquishment. Seventy percent of those sampled were satisfied with their decision to relinquish in retrospect. Finally, recommendations for policy and practice were discussed. Agency and legal policies and procedures should reflect a sensitivity to conditions under which most mothers relinquish their minor chil- dren, especially a supportive national family policy. The provision of a child or family allowance, compulsory court-based mediation, and a more uniform state-to-state support enforcement are recom- mended. Practitioners need to employ contextually-specific interac- tions for noncustodial mothers and their families, as high anxiety may characterize the emotions of this variable type of single parent. Professionals interacting with potential noncustodial mothers should provide for them to make a more informed and less pressured deci- sion regarding relinquishment.  相似文献

Parental substance abuse significantly increases the risk of child maltreatment and loss of custody. If parental capacity due to substance abuse cannot be rehabilitated within a limited time period and if the child cannot be safely returned to his/her home, the state, in various jurisdictions, is empowered to initiate termination of parental rights proceedings. Despite the connection between substance abuse and termination of parental rights, the research literature in this area is limited. Based on a sample of 212 rulings in favor of termination of parental rights by Israeli courts, the present study examines factors that differentiate substance-abusing from non-substance-abusing parents. The findings indicate that substance-abusing parents constitute a unique high-risk group among parents whose parental rights were terminated. This group is characterized by a higher cumulative risk that includes mental health issues with an emphasis on personality disorders and emotional problems, criminal records, child neglect and maternal single parenthood. All these factors, as well as the overall number of risk factors in a particular case, were found to predict substance-abusing parenthood. A discussion of the findings and their implications for social work practice with families involved in the child welfare system follows.  相似文献

Although reunification studies are abundant, those inclusive of American Indians are limited. Literature findings have indicated that minority children and their families tend to experience poor outcomes in child welfare. This study fills the literature gap by exploring the factors that contribute to the probability of reunification for American Indian and White adults who were separated from their families of origin during childhood by foster care and/or adoption. The study was grounded in Patterson's Family Adjustment and Adaptation Response theory. Data from the Experiences of Adopted and Fostered Individuals Project was utilized to examine a sample (n = 295) of American Indian and White adults. Logistic regression analysis was used to explore the factors that contribute to the probability of reunification. Contrary to prior research, race was not a significant factor for reunification. Rather, the odds of reunification increased with age, having traveled through foster care, and having experienced poly-victimization in the foster and/or adoptive home and decreased for those living in poverty.  相似文献

The aim of this study was to examine the nature and predictors of family reunification patterns in Australia. Using a large representative sample, this study extends previous studies based on older, often smaller samples and encompasses a period in which kinship care comprised a substantial proportion of out-of-home care placements. Analyses were based on a sample of 468 children who entered care for the first time in the State of Tasmania between January the 1st 2006 and December 31st 2007. Administrative data and case-worker interviews were used to obtain information concerning children's demographics, family backgrounds and placement movements over 2–4 years. The results showed that around 50% of children had gone home after 2 years, but that 79% of returns occurred in the first 6 months. Reunification was slower for younger children, those in kinship care, and amongst children from families affected by poverty, substance abuse and for a cluster children with the highest prevalence family risk factors. The study contributes to international knowledge concerning the importance of assessing the multiplicity of risk factors in family reunification research and the implications of kinship care for the increased stability, but higher retention, of children in out-of-home care.  相似文献

Defended custodies are usually seen as the hardest type of family dispute for which the conciliation method of dispute resolution is available. Family mediators assess custody disputes of ex-nuptial children among de facto couples, as the least likely to have a successful outcome. Custody disputes about ex-nuptial children between mothers and their mothers constitute a particular subgroup of these and may be viewed as symptomatic of an adolescent/parental dispute rather than an actual custody dispute. This paper describes the psychosocial correlates of teenage mothers and the context in which the pregnancies develop, as well as the demographic and social characteristics of a minority of young mothers who engaged in custody disputes with their own mothers. Stierlin's conceptual framework is presented as a way of considering the dynamics of these families. The writer, based on her experiences with this subgroup of mothers, outlines the point at which conciliation might be appropriately offered, describes the process of mediation and its stages and suggests a suitable format. Necessary guidelines for the conduct of the sessions, techniques for engaging these families, pitfalls and potential problems are highlighted and examples from actual cases given.  相似文献

Behavioral parent training programs have documented efficacy for improving behaviors among parents and their children and are frequently used by child welfare agencies to prevent removal of a child from the parental home or to facilitate reunification. Although an ideal time for parent training might be during supervised visits where parents may practice skills with their children under the guidance and support of a therapist or caseworker, this is not typically the case. Most often, parents within the child welfare system receive parent training in small groups without their children present, and to date, few studies have examined effects of behavioral parent training interventions during supervised visitation. In this study, concurrent multiple baseline across behaviors design was used to examine effects of a behavioral parent training program, Filming Interactions to Nurture Development (FIND), on parental skill acquisition with four mothers who had lost custody of their children but were being considered for reunification. Children emitted little or no problem behaviors during baseline or intervention, so parenting behavior was the primary dependent variable. Results obtained across participants documented a clear functional relation between implementation of the FIND intervention and increases in developmentally supportive parenting behaviors. Results of social validity and contextual fit measures suggest the intervention was perceived by mothers to be positive, feasible, and appropriate within the child welfare context. Practical and conceptual implications, limitations of this study, and directions for future research are discussed.  相似文献

This article uses administrative data to analyze the relative performance of contract agencies-those organizations under contract with a city child welfare agency to provide out-of-home care services to children placed in the custody of the public agency-by examining how long it took children placed in out-of-home care to return home to their families. The objective was to determine whether credible empirical evidence could show a relationship between length of stay and the agency providing care. Agency level reunification rates are widely distributed around the mean, indicating that contract agency performance differs and that "agency effects" leave an independent imprint on a child's out-of-home care experience.  相似文献

Successful family reunification is achieved only about 50% of the time when children are in foster care. Parents' ability to access and complete court ordered services are paramount in determining whether the family can achieve reunification. However, the research on how to best facilitate service access and utilization are sparse. A matched sample of 100 families with no prior child welfare involvement and at least one child in out of home care were selected from Department of Children and Family closed administrative case files. This study compared 48 families who received traditional child welfare services to 48 families who received a Family First model intervention (PFFP) from a large urban public child welfare agency. The independent variables were the elements that distinguished the Family First model from traditional child welfare services and included the number of caseworkers for the life of the case, caseload size, and service needs met through community partnerships. The dependent variables were the stability of the children's out of home placement, the time to reunification, the length of agency involvement, the stability of reunification at one year follow up, subsequent substantiated child maltreatment reports one year after the cases were closed, the distance a placement location was from the home of the family at intake, the match between identified needs and the timely access of services. Hierarchal regression and survival models were constructed to examine elements of the intervention for their impact on family outcomes. The results suggested that a community partnership model that incorporated family engagement, enhanced service provider accessibility, reduced caseloads, one caseworker for each family, are associated with successful reunification outcomes. Moreover, the intervention families were more likely to have their needs met with clinical or economic services, experienced fewer days in out-of-home placement, shorter involvement with the agency, reduced placement moves and were more likely to be reunified sooner compared to the group who received standard child welfare services. At one year follow up, the intervention families also had fewer substantiated child maltreatment reports and children were more likely to be living in the parental home. This qualitative study utilizing narrative analysis and grounded theory examines the history and experiences of 14 Canadian women who have lost custody of their children within a legal divorce process. Each woman's storied experience focused on themes of attachment and loss associated with involuntary child absence, legal abuse within the adversarial system, and judgment based on nonconformity to a motherhood ideal; physical violence and emotional abuse in the family system; access denial and parental alienation; stigma and lack of support services; and serious financial losses. Women's perceptions of their children's needs in the divorce process, mothers' responsibilities in relation to those needs, and the responsibility of social institutions to support mothers as parents were also examined. The study sought mothers' views about needed changes to the legal framework of child custody determination and other priorities. Implications for socio-legal policy are discussed, including a consideration of a rebuttable legal shared parental responsibility presumption as facilitating the most salutary postdivorce outcomes for women and children, as are guidelines for direct service provision.  相似文献

Social science literature shows associations between fathers' involvement with their children and beneficial developmental outcomes of those children. A related but smaller body of research in the child welfare services arena has found measures of father involvement to be positively associated with beneficial child welfare outcomes, including child's reunification with parent after placement in foster care. However, the pathway by which father involvement affects reunification likelihood has not been determined. This study builds on the existing body of literature by testing a theoretical basis for the relationship between father involvement (measured as service use) and mothers' reunification in a model controlling for family structure. I find that fathers' involvement in services improves mothers' likelihood of reunification, independently of family structure. Results suggest that agency efforts to involve fathers in services make sense both when the aim is to prepare the father for possible custody, and when the aim is to reunify the mother.  相似文献
