This paper examines the current youth transition system in Poland focusing on the role of industry partnerships with vocational upper secondary schools. On the example of the aviation cluster in the south-eastern Poland, this paper assesses the strong industry-led partnership established in 2007 with local schools and authorities in delivery of aviation-specific programmes, and its impact of local youth transitions to labour market. In contrast to Poland's national trend towards weak cooperation between industry and the vocational education sector, three major dynamics regarding the aviation cluster's influence on vocational education are observable. The region benefits from: strong leadership from local industry in influencing the supply of particular skills by local vocational education and training (VET) schools and universities; a high level of willingness of local government authorities at the mayor's and municipality's offices to support the aviation cluster's influence on VET; and a free-market model of student choice influencing the practice of local VET schools and training centres. Such cooperation is valuable for businesses and local institutes of education. However, these processes affect the equal chances of successful school-to-work transitions for graduates stratified in different educational pathways, and successful transitions are still constrained by the structure of Poland's system, which is increasingly assuming ‘education logic’. 相似文献

This paper focuses on the introduction of a suitable method for the measurement of social capital in the context of rural development policies. We present an empirical application of the method to four case studies from the south of Italy. In order to overcome some limits affecting previous empirical research, we have grounded the measurement framework upon a clear decomposition of the concept of social capital characterizing three main dimensions: structural, relational and cognitive. This has allowed us to build five direct indicators for the core components of social capital created within the EU local agencies for rural development (the Local Action Groups). Moreover we have set a synthetic measure capturing the specific configuration of the internal social capital of the groups as a whole. 相似文献

State and federal governments in Australia have developed a range of policy instruments for rural areas in Australia that are infused with a new sense of ‘community’, employing leading concepts like social capital, social enterprise, community development, partnerships and community building. This has encouraged local people and organisations to play a greater role in the provision of their local services and has led to the development of a variety of ‘community’ organisations aimed at stemming social and economic decline. In Victoria, local decision-making, before municipal amalgamations, gave small towns some sense of autonomy and some discretion over their affairs. However, following municipal amalgamations these small towns lost many of the resources—legal, financial, political, informational and organisational—associated with their former municipal status. This left a vacuum in these communities and the outcome was the emergence of local development groups. Some of these groups are new but many of them are organisations that have been reconstituted as groups with a broader community focus. The outcomes have varied from place to place but overall there has been a significant shift in governance processes at community level. The aim of my paper is to discuss the phenomenon of nostalgia for socialism in rural Poland. More precisely, I discuss how experiences of rurality and diverse religious beliefs intertwine with nostalgia. Depicting the memories of socialism, shared with me by the inhabitants of a multi-religious rural commune in Southern Poland, I aim to demonstrate the ways in which day-to-day experiences of rural life as well as religious diversity contribute to shaping people's remembrances. In order to do so, I describe both the present situation and the historical experiences of the inhabitants of the commune. I introduce representatives of different Christian communities – Roman Catholics, Greek Catholics, Orthodox and Pentecostals – and, by presenting their life stories, I address the issue of how villagers' religious creeds interrelate with the memories and (re)evaluation of the socialist past. My aim here is twofold. Firstly I aim to deconstruct the nostalgia for socialism, showing its complexity and proving that this nostalgia means in fact longing for very concrete experiences of rural life. Secondly, I argue that the study of various religious beliefs and practices is very important for a fuller interpretation of nostalgic discourses and responses to postsocialist transformations. 相似文献

This article argues that foreign assistance, as an external force, has played an important role in shaping the local democracy-building process in Poland. The local context, which is omitted from the transition debate, is considered, and the influence that U.S. public donors exercised at the local scale is highlighted. The article claims that the delayed commitment on the part of these donors to local democracy and to the building of self-governing capacities and participatory practices has undermined the stability and effectiveness of the reforms in Poland. It is shown how this process took place through three different constructs: initial lack of direct assistance; the form under which this assistance was provided; and the donors' selectivity of recipients, both in terms of social groups and of geographic areas. It concludes by outlining areas where changes of assistance delivery should be made both by the donors and recipient communities. 相似文献

At the beginning of the 21st century, Poland can still be examined in the context of a political and economic transformation. The building of democracy and the intentional, ongoing reshaping of the Polish economy in the direction of a market economy are exerting significant influences on a wide range of issues that are affecting contemporary life. This article examines how these changes have affected women, men, and children as members of contemporary families. The article places the transformation to a market economy and to democracy within the context of the historical economic and social forces that have affected all modern states and concludes with a discussion of the potential short and long run impact of Polands entry in the European Union. 相似文献

In the past 15–20 years, the rural areas of England have been used by a wide diversity of groups as the stage for their protest activities. Some have argued that this is due the rise of a rural social movement; this paper contends that rural areas have become both available and advantageous as the locale of protest through a range of interlocking factors. Firstly, that the rise of the network society has repositioned the societal importance of rural areas. Secondly, that the governance of rural areas has changed, allowing the social stake of rurality to be more widely contested. Thirdly, that opportunities to protest have shifted in favour of rural spaces, in terms of technology and policing. Through a discussion of recent changes in rural England and three case studies, The Land is Ours, Farmers for Action and the Organic Food and Farming Movement, this paper examines these changes and what they mean for the future of rural England. 相似文献

Aligning theory with practice: Understanding school-family partnerships at an inner-city high school

Ideally, theoretical constructs and real world practice should be closely related. The aim of this study was to examine the ways in which ecological principles (i.e., cycling of resources, adaptation, interdependence, and succession) were reflected in school-family partnerships. Parents (n = 15) and school personnel (n = 10) at a predominantly African American inner-city high school participated in in-depth interviews regarding their conceptualizations of parental involvement, home-school interactions and strengths and weaknesses of home-school communication. Four major themes emerged to highlight the connection between the theoretical principles of ecology and the practice of parental involvement: effective communication, initiation of contact, provide and protect, and contextual conditions. Although theory and practice overlap, study findings suggest ways in which the ecological principals might expand to better align with the practice of school-family partnerships in inner-city high schools. The economic changes that began with the fall of communism in 1989 have helped Poland to establish one of the strongest economies in Eastern Europe today. Not all parts of society have benefited equally from the positive economic picture however. Those who are unemployed, living on a pension, single parents, or residents of rural communities are at risk of living in poverty in Polands new economic environment. This paper assesses the views of people in these four groups in terms of their perceived need for basic necessities (money for food, rent, and medicine) and for luxury activities (culture, relaxation, and education). ObjectiveCommunity programs addressing social determinants of health are growing in prominence and are increasingly expected to provide metrics of success. Our objective is to assess the role of an academic-community partnership for a community health worker program targeting social and medical needs, and determine factors impacting its effectiveness.MethodsWe draw on a 4.5-year partnership that includes both quantitative and qualitative data collection and analysis. Quantitative data collection mechanisms evolved as a result of the partnership. Qualitative interviews were conducted with community health workers and leadership.ResultsTo align medical and social support services in a sustainable and measurable manner, our academic-community partnership found that creating and maintaining a mutually beneficial space through small wins enabled us to then address larger problems and needs. Ongoing self-study and process evaluation allowed quick adjustments. Unique partnership elements such as having consistent funding and flexible timelines and objectives were essential.ConclusionsWhen integrating health and social services, academic-community partnerships create pathways for bidirectional learning than can quickly turn research into practice and support sustainability, especially when based on incrementally built trust and a history of small wins. 相似文献

This paper presents the outlines of a model for cross-sectional examination of household responses to major societal events developed in the context of the economic transition in Poland and other Eastern European countries. Assumed in the model is the idea that households have relatively stable norms and values that are used to evaluate conditions in various life domains. Social innovation is attracting increasing attention in research and policy, heightened by continuing austerity across Europe. Therefore, this paper examines earlier research into community-led local development (CLLD) initiatives in rural areas of Europe to develop our understanding of the meaning and scope of rural social innovation. We draw on a Schumpeterian view where innovations emerge from new combinations of resources that bring about positive changes and create value in society. A Schumpeterian social innovation framework is derived as the basis for re-analysing data from previous evaluations of LEADER policy in five different national contexts. This elicits a clearer understanding of social innovation in a rural development context, identifying different processes and outcomes that create social value. As the CLLD agenda and the demand for innovation in Europe gather pace, our aspirations are to inform future research and other initiatives on how to integrate social innovation into the design and evaluation of new rural development policies and programmes. 相似文献

The teaching of research is a well-established core component of social work curricula around the world. While educators in social work recognize the value, and need for research they have encountered persistent discomfort and reluctance from students to recognize this need. Practitioners in the field of social work often share this reserve either due to limited self-efficacy with regard to research knowledge and skills or practical constraints. With the growing need for practice-based knowledge, accountability and evidence-based practices to drive outcomes and service effectiveness, it is becoming imperative to not only prepare future social work professionals with the required skill sets but also support current professionals to meet these expectations. This paper showcases a pedagogical endeavor with an undergraduate research course in an American rural university, designed and implemented to create and support research-minded professionals through student–agency research partnerships. Through a collaborative, service-oriented learning, students have gained a new appreciation for research and agency connections while agencies have welcomed the path created to pursue their research agenda. This experience has valuable implications for research capacity building, and for community engaged research empowering future and current professionals to suitably use research toward effective and meaningful service provision. 相似文献

This paper examines voluntarism as a response to the challenges faced by people growing old in rural communities that are themselves being transformed in fundamental ways, both socially and demographically. Informed by evolving theorisations within the rural aging and geographies of voluntarism literatures, we outline the key processes in space and consequent impacts in place that have affected the experience of growing old in rural communities. We identify the changes in service systems that have led to concerns about ‘vulnerable people in vulnerable places’ and explore this idea in regional contexts ranging from the agricultural heartland to the resource hinterland of Canada. We argue that a distinction needs to be made between the impacts of long and short cycles of change flowing across rural space and attention paid to voluntarism as a critical process at the intersection of broad shifts in service and settlement systems and particular changes in rural communities. Specifically, we suggest that the ‘local dynamics of voluntarism’ involving the activities of voluntary organisations, community groups and individual volunteers in particular communities can be understood, at once, as a ‘barometer of change’, a ‘mechanism of adjustment’ and a ‘space of resistance’, and we draw on recent case studies of rural voluntarism to illustrate this three-part distinction. In considering the transformative potential of voluntarism for the experience of aging in place, our findings suggest that public discourse, as reflected in media coverage, tends to romanticise voluntarism at the expense of a more nuanced and critical appreciation of its importance to the future of aging rural communities and their elderly residents. The research raises timely questions about academic-versus-popular conceptions of aging in evolving rural spaces and changing rural places. 相似文献

This study investigated socio-economic impacts of land use change, giving explicit attention to the relationships between independently observed land use change and associated socio-economic changes, perceived land use change and socio-economic change, attributed cause of change, and experienced impacts of change. Using a case study region in south-east Australia, we examined the impacts of growth in use of land for dairy farming, cropping, blue gum plantations and rural residential development on (i) rural population trends, and (ii) the amount and nature of employment available in the study region. Perceptions and impacts of change were assessed using multiple qualitative and quantitative methods. Results demonstrate that local residents were not always aware of the extent and nature of land use change, and had difficulty attributing social changes and their impacts to the land use changes that underlie them. Furthermore, the felt impacts of land use change appeared dependent on a person's awareness of that change, and on their beliefs about the causes of social change. These findings highlight avenues for theoretical development to better specify the processes by which social change processes are experienced as human impacts. The findings also have implications for land use policy and social impact assessment, illustrating the importance of understanding both perceived and actual social change. 相似文献

The paper employs a lens of reproductive justice (RJ) to discuss the events of the 2016 mobilization against a total abortion ban proposal in Poland. By presenting the context of women’s rights in Poland, especially the abortion debates, we argue that the 2016 Women’s Strike showed that taking a stand for reproductive justice was countered by governmental actions. By using a case study approach, the paper analyzes the Strike as a tumultuous act of women’s solidarity while simultaneously assessing its implications for RJ issues. We discuss the aftermath and the socio-political reticence to acknowledge the complexities of women’s lives and reproductive choices. Further, we provide arguments for applying the RJ framework into discerning the notion of ideal citizens and gendered social control in Poland. This localized analysis has a global relevance by reflecting the impact of worldwide trends in women’s rights activism and RJ in the context of resurfacing nationalisms and populism. 相似文献

Poland and Ukraine jointly hosted the European Football Championship in 2012. The Polish media and government portrayed Euro 2012 as the culmination of the post-communist transformation that started in 1989, a great national celebration and proof that Poland belonged to the family of ‘modern’ nations. Drawing on ethnographic research, we look beyond the official discourse and analyse Euro 2012 ‘from below’ in our paper. We focus on analysing the different meanings attributed to Euro 2012 in Poland in the context of the dominant discourse. This paper sets out to map the issues of innovation in public procurement in Poland with specific reference to health care and presents case studies of Polish hospitals using an innovative approach to public procurement. It is based on the analysis of secondary data collected using Internet search engines, introductory research conducted in hospitals which have recently used innovative procurement tools (e.g. technical dialogue and competitive dialogue) and the experience of two Polish hospitals involved in projects aimed at increasing the efficiency of procurement through innovations, described in a case study form. Although innovative procurement in Poland is at an early stage of development, it is also a topic of growing interest to both public authorities and hospitals and some hospitals are adopting new procurement methods such technical and competitive dialogue. However, barriers to the adoption of new procurement approaches are evident and these delay this process of adoption. Barriers encountered include the conservative organizational culture of hospitals, lack of awareness and know-how and a lack of trust and understanding of new procurement approaches. 相似文献

Public‐private partnerships (PPPs) have proliferated in development studies over the past decades. However, the partnership notion often remains loosely defined, thus making it difficult to grasp the concept and evaluate practice. This article aims to contribute to conceptual and empirical exploration of the PPP concept. Based on a comprehensive review of the literature, we frame eight characteristics of PPPs in development policy. Turning then to exploration of empirical practice, we present a longitudinal analysis of PPPs in Danish development policy over a 20‐year period.
