Welfare and the unemployment crisis: Sweden in the 1990s   总被引:1,自引:0,他引:1  
In the 1990s Sweden went through a deep economic recession accompanied by a massive increase in unemployment and a rapidly growing budget deficit. The crisis had large repercussions for the welfare of many citizens and it generated cutbacks in virtually all social policy programmes. This halted a welfare-state expansion that had been going on for decades. It also caused great concern about the state of welfare of the nation. In 1999 the Swedish Government appointed a 'Welfare Commission', a team of academic researchers who were assigned the task of drawing up a balance sheet for the development of welfare in the 1990s. The Commission delivered its final report in October 2001. This article is a condensed account of one of the more central issues for the Commission; namely, how the unemployment crisis affected already socially and economically vulnerable groups. Looking at the development over the entire decade, three groups stand out as particularly disadvantaged in terms of individual welfare resources: young adults, immigrants and single mothers. The downturn for these groups was especially accentuated in terms of employment and income. Young people and immigrants trying to get into the labour market during the crisis years faced the problems of newcomers to the systems of social protection. The poor economic development for single mothers could essentially be attributed to the shortage of work in general and of full-time work in particular that followed from the unemployment crisis. As a consequence, the importance of selective benefits increased and the relative size of all public transfers – despite rationing measures – stayed fairly unchanged. The results highlight the great influence of macroeconomic conditions and policy making for the welfare of vulnerable groups in society.  相似文献

Immigration can evoke two recurring and contradictory social psychology situations: group inclusion and group threat. This ambiguity implies that immigration can bring out either people's communal, egalitarian natures, or their prejudicial, oppressive natures. Further, it means that immigration policies can be framed in ways that appeal to one psychological orientation or the other. Using this perspective, we examined Californians' attitudes toward a fictitious immigration policy. The policy was framed in one of two ways, and participants' values concerning group equality versus group dominance were measured. Results showed that framing the policy as a way of maintaining dominance over immigrants appealed to those high in social dominance orientation, whereas framing the policy as a way of increasing equality between immigrants and members of the receiving society appealed to those low on social dominance orientation. The practical political aspects of promoting immigration policy are discussed.  相似文献

Indigenous Australians constitute approximately 2.4% of the Australian population and suffer from disadvantage across a range of social, economic, and health indicators compared to other Australians, including exposure to racism across all domains of contemporary Australian society. However, there has been relatively little research conducted on anti-racism in relation to Indigenous Australians. This article begins with an overview of theoretical issues pertinent to the empirical study and public policy of anti-racism. Empirical findings, from social psychology, on effective approaches to anti-racism at the cognitive, individual, interpersonal, and societal level as well as for the targets of racism are detailed with a particular focus on Indigenous Australians. Recommendations for improving and expanding institutional and legal policies to implement these approaches in relation to education and child-rearing, public service, law enforcement and media, as well as monitoring racism and promoting anti-racism in civil society, are then presented. To conclude, strategies for engendering political will to combat racism in the current neoliberal capitalist climate are explored.  相似文献

The increase in religious diversity produced by the global movement of people and cultures and the proliferation of internal difference within religious communities raises social policy issues. Consideration of these issues is facilitated by understanding that religious groups intersect with social policy in four basic ways: as objects, sources, critics and implementers of policy. A major issue is the challenge societies face in respecting freedoms of religion and belief on the one hand and providing services to all citizens on the other. Resolving these issues requires an awareness of the religious profile of a society and sensitivity to its religious diversity and to the ways services are delivered. Research into the current status of freedom of religion and belief in Australia is used as a case study to identify issues and potential ways to address them. This research reveals that there is a lack of mechanisms for considering and resolving these issues.  相似文献

Opportunities for communicating psychological findings beyond the discipline are limited and often under-rewarded. In this article, we discuss reasons why psychological research often fails to be communicated beyond the discipline, and we provide suggestions for what needs to be changed in order to bridge this gap. Specifically, we identify barriers to communicating beyond the discipline, and we note that more effectively and broadly disseminating knowledge requires a different style than conveying information within the profession. We further illustrate how psychology offers unique perspectives and information that are of considerable value to lay audiences and policy makers. We conclude by articulating the potential benefits for society and psychology of efforts and venues whose explicit intention is to understand social problems and inform policy through the psychological study of social issues.  相似文献

In recent years, public health research has become increasingly focused on issues of social inequality and social disadvantage. This is because social issues, such as poor housing and unemployment, have been found to impact health significantly, and are now referred to as ‘the social determinants of health‘. As a result of this shift, public health is now principally concerned with what are historically considered to be social policy issues. This paper discusses the confluence of public health and social policy; it examines the opportunities and risks posed by this convergence for those working in social policy seeking to reduce poverty and inequality. We argue that, while much can be gained in the two fields by working more closely together, there remain fundamental differences in perspectives and approaches. In order to maximise benefits, these points of difference need to be thought through sooner rather than later.  相似文献

How and why do people become actively involved in doing good for others and for society by taking action to respond to social problems? Such involvement can take the form of participation in volunteerism and philanthropy, community groups and neighborhood organizations, and social activism and political movements. To understand the dynamics of these processes of social action, I draw on coordinated programs of basic and applied research, conducted in field and laboratory settings, to illustrate the complex interplay between features of persons and properties of their environments in determining why some individuals become involved in social action, what sustains their involvement over time, and the consequences of such action for individuals and for society. Then, building on the messages of these programs of research, and the theoretical perspectives guiding them, I consider implications for social policy issues of relevance to individuals, groups, and society as well as the ways in which the social sciences can contribute to the effective functioning of society and the well-being of its citizens.  相似文献

Today, in North America, the idea of complete assimilation ofimmigrants no longer seems relevant. Under the commonly espousedideologies of multiculturalism and pluralism, the goal of socialwork with immigrants is now integration into the host society,whether that be economically, socially and/or psychologically(Li, 2003). However, critics argue that the traditional ideaof immigrant assimilation continues to lurk behind social policiesand social services for immigrants, in that the successful integrationof immigrants is prompted by their conformation to the dominantculture (Balgopal, 2000). While a growing body of literatureon social work with immigrants has resulted in an increasedunderstanding of this diverse population and its needs, theliterature still lacks coherent theoretical and ideologicalframeworks necessary to inform effective models of service delivery.Social work literature on immigrants also requires criticalinterrogation of the impact of social science theories, particularlyin terms of long-held assumptions of culture and acculturation.In this paper, a critical review of literature on acculturationand social work with immigrants will be followed by findingsof a qualitative study with skilled immigrants in Canada. The development of social policy related to religion has received increasing focus in recent years, yet psychology continues to play a relatively minor role in this important domain. In the current article, religion's positive and negative influences as a meaning system on individual, community, and societal well-being are delineated. The challenges facing psychology in contributing to public policy development in the religious arena are examined, challenges that stem from profound differences in the meaning systems of religion, government, and psychology. These challenges notwithstanding, a number of different pathways in the domains of applied research, community practice, and policy development are delineated through which psychology can help to maximize positive, and minimize negative, outcomes in the religion and social policy arena.  相似文献

Objective . This article critically examines contradictions within the Israeli welfare system, and asks how welfare transfers affect poverty for different social groups. Methods . Using data from Israel's 1996 Income Survey conducted by the Central Bureau of Statistics, the analysis focuses on households with working-age heads, and compares poverty rates, before and after transfers among three groups: (1) recent immigrants; (2) Arabs; and (3) ultra-orthodox Jews ( Haredim ), distinguishing between couple- and female-headed households. Results . The results show that social welfare policy is more effective in aiding recent immigrants, who are entitled to special benefits, than aiding Arabs. The findings also show that transfers have a stronger effect in reducing poverty among female-headed families than among couple-headed families, thus reducing the gap between these two types of households. Conclusions . Israeli welfare policy reduces poverty, but this effect differs substantially by social group. While formally Israel is considered a universalistic welfare state, for historical and ideological reasons certain social groups, such as Jewish immigrants, have been favored and granted extra benefits, while others, such as Arabs, were neglected.  相似文献

The concept of authority crosses many social sciences, but there is a lack of common taxonomy and definitions on this topic. The aims of this review are: (1) to define the basic characteristics of the authority relationship, reaching a definition suitable for the different domains of social psychology and social sciences; (2) to bridge the gap between individual and societal levels of explanation concerning the authority relationship, by proposing an interpretation within the framework of social representations. The authority relationship can be conceived as a negotiation of meanings and it is closely linked to shared value orientation and the attribution of meanings negotiated within a society. We assume that the authority relationship is socially constructed and represents both a shared representation of society and a normative principle of social life. A multidisciplinary approach is adopted, crossing definitions and studies provided in sociology, political science, law and social psychology.  相似文献

By reviewing the careers of three prominent social psychologists, Floyd Henry Allport, Daniel Katz, and Rensis Likert, this article describes the theoretical and practical psychological expertise that American psychologists developed before, during, and after World War II and describes how this expertise resulted in significant gains for the field of social psychology. Prior to World War II, Allport, Katz, and Likert made pioneering contributions to understanding issues relevant to society, to the science of social psychology, and to methods of attitude measurement and poll design. In response to World War II, each of the three pursued research topics more immediately connected to the war effort. Similar to other prominent social psychologists, Allport, Katz, and Likert were able to parlay their prewar reputations into significant, high-level roles in the service of the World War II effort. In turn, these successes helped to lay the foundation for a postwar boom in social psychology that had implications for training in and research on social psychology. Nonetheless, social psychology's and society's utilization of the knowledge gained during World War II appears to have been less than optimal.  相似文献

China's social transformation since reform and opening up in 1978 has provided a unique social laboratory for Chinese researchers of social psychology. In order to describe, understand and interpret the psychological and behavioral logic of the Chinese people, we need to call on social psychology research or social transition psychology research that looks directly at social transition, in order to go beyond the cultural exceptionalism and static society approaches. Immigration is a social issue of global importance. Understanding immigration patterns and trends requires paying attention to historical trends, demographic patterns, public policy developments, and cultural attitudes and beliefs. In this article I call for an intensified social psychological analysis of immigration, using Pettigrew's (1997) three-level framework as a means to define the approach. Selected research examples build the case for the critical role that social psychology can play in understanding the individual, group, and intergroup dynamics of immigration.  相似文献

It is well known that welfare states ensure a certain level of social protection affecting levels of well‐being and the extent of inequalities in society. Changes within crucial domains of social policy, such as education, health, or social protection, have, therefore, a major effect upon individuals' opportunities. In this article I compare the effects of these changes in two countries from the mid‐1980s to the financial crisis of 2008. Portugal that was a latecomer in welfare state development and Denmark was at the forefront of de‐commodification and universalization of social rights. The conclusion of this article is that income inequality has been steadily increasing in Danish society; while in Portugal, despite improvements in many social domains (healthcare, poverty alleviation, unemployment protection), problems of inequality remain deeply embedded in the country's social and institutional structures.  相似文献

The tension between providing services to marginalized groups and organizing them for advocacy to challenge power structures is a fundamental dilemma for Social Change Service Organizations (SCSO). This dilemma exists in many civil society organizations, especially those that work with indigenous communities, such as the Bedouin in Israel, where providing immediate services and advocating for policy change are crucial. Literature shows the tensions that arise from combining service provision and advocacy. However, there are very few studies showing how these organizations manage and overcome these tensions sustainably. The present study is an exploratory case study using the AJEEC (Arab‐Jewish Center for Empowerment, Equality, and Cooperation) in the Naqab as an instrumental single case. It provides an in‐depth understanding of the tensions AJEEC is facing and reveals AJEEC’s unique approach and strategies for managing these tensions effectively and sustainably within the social, political, and cultural contexts. In view of the fact that culture‐inclusive psychology has been eluded or relatively ignored by mainstream psychology, the movement of indigenous psychology is destined to develop a new model of man that incorporates both causal psychology and intentional psychology as suggested by Vygotsky (1927). Following the principle of cultural psychology: “one mind, many mentalities” (Shweder et al., 1998), the Mandala Model of Self (Hwang, 2011a,b) and Face and Favor Model (Hwang, 1987, 2012) were constructed to represent the universal mechanisms of self and social interaction that can be applied to any culture; both models can be used as conceptual frameworks for analyzing mentalities of people in any given culture. Taking research works from Foundations of Chinese Psychology: Confucian Social Relation as exemplars (Hwang, 2012), this article illustrates how to construct culture‐inclusive theories of Confucianism by multiple philosophical paradigms. The mechanism of culture‐inclusive theory can be applied to explain qualitative research findings on lifeworld events of people in a particular society. It can also be utilized to predict results of quantitative research conducted to verify theoretical propositions in the scientific microworld by empirical methods.  相似文献

Both Japan and (West) Germany were subjected to foreign “Allied”Occupation from 1945. In this fiftieth anniversary year of the ending of World War Two and the commencement of these periods of Occupation, this paper assesses and compares the impact of the latter experience on social policy development in Germany and Japan. In particular, it focusses on social assistance and unemployment insurance, on the grounds that provision for “the able-bodied poor”constitutes a clear guide as to how far each society has progressed or is progressing along the road to “social citizenship”as defined by T. H. Marshall. The import of Allied Occupation was in practice quite different in the two cases, not least because of their very different paths of social policy development beforehand. Developments in the wake of Occupation and upto the present are nonetheless indicative of there being some elements of policy “convergence”, which welfare state regime theory has hitherto failed to allow for in its concentration upon “whole systems”at the expense of more detailed policy “subsystem”review.  相似文献
