Abstract This paper analyzes the incentive structure contained in traditional fee-for-service and capitated managed care models and finds both to be inadequate in encouraging the attainment of client outcomes. An incentive financing scheme is proposed that links funding to outcomes, and describes the necessary elements of such a system. This framework is then applied to the New Hampshire and Colorado incentive financing systems. 相似文献

We analyze centralized housing markets under the existence of feasibility constraints on the number of agents and objects involved in the exchanges. We focus on an incomplete information setting where only the information about how each agent ranks her endowment is private. We show that under non-degenerate ex-ante probability distributions over preference profiles, no rule satisfies the joint requirements of individual rationality, (constrained) efficiency, and ordinally Bayesian incentive compatibility. 相似文献

I model and empirically test the hypothesis that higher-quality workers prefer performance pay to time-rate based pay because they realize rent upon two different dimensions: Explicit and implicit rents. First, higher-quality workers are outright more productive than their lower-quality counterparts, earning them explicit rent (Curme and Stefanec, 2007). Second, these same factors of production facilitate the unobserved heterogeneity for incentive workers, earning them implicit rent because they can produce a given level of output with less effort. I find strong empirical evidence to confirm that these implicit rents exist and I measure them at 1.5–3.4 percent of average real hourly earnings. 相似文献

Conclusions During much of the 20th century, the U.S. public sector underwent a conversion from a patronage to a civil service system
of work and pay. Later in that century, a substantial proportion of public employees became unionized, with the consequence
that pay (and other terms and conditions of employment) became less single-mindedly management determined and more collectively
determined. Still later, fiscal crisis, the government re-invention movement, and broadened economic competition spurred governments
to shift away from strict payment for time practices and adopt various incentive compensation initiatives based on the principle
of pay-for-performance. That this is not the only pay principle operative in governments, however, is attested to by the existence

Prior work on long-term contracts and the incentive to shirk has focused almost exclusively on Major League Baseball. The current inquiry is the first to examine shirking in the National Basketball Association. We employed two different measures of player productivity. When the NBA's measure is used, we find evidence consistent with allegations of shirking behavior. But when productivity is measured in a fashion more consistent with economists' definition of marginal product, the evidence of shirking evaporates. (JEL J41, J44, L83 ) 相似文献

This paper examines the impact of the Child Support Performance and Incentive Act (CSPIA) of 1998 on the establishment of child support orders for never-married mothers who receive welfare assistance compared to those that do not. We primarily focus on the first year of motherhood after the birth of the first child. Using Survey on Income and Program Participation (SIPP) data, we find that CSPIA changed the provision of service by 12 percentage points between these two groups, largely due to a significant increase in child support orders for non-welfare families; CSPIA did not substantially alter the order establishment rate for families receiving welfare. 相似文献
