Government legislation, in the form of the Quota Scheme, has proved ineffective in improving the employment opportunities of disabled people in Great Britain and strenuous efforts have been made by the organisation responsible for its implementation–the Manpower Services Commission–to abolish it. In West Germany, however, most organisations employ their quota of disabled people, although this is set at 6%–double the level required of British employers. Is German legislation in this area really more effective? If so, why should this be? And what are the implications for policy in Great Britain?  相似文献

With the triumph of neo-conservatism, the Left has faced a number of dilemmas. The example of Britain is used to show that while the Left has attempted to remain critical of the liberal welfare state without giving support to Right attacks, it has also learned to be more concerned with issues of individual choice and state control in social welfare than it has in the past. Analysis of the problems of the "old welfare state" and an understandmg of the roots of the ideological successes of the Right provides one basis for a new progressive politics of social welfare.  相似文献

This study accepts that while cultural transfer was obvious in the history of German Jewish settlement in Britain from Nazi Germany during the 1930s, it looks at what four individuals did and what helped them to lay the foundations of a successful career in Britain and make a noticeable contribution to their host society. The essay asks how bewildered refugees overcame social uprooting, isolation in a foreign country, linguistic deficiencies and lack of funds. It demonstrates the importance of relatives and fellow exiles, friends and colleagues, relief organisations and professional associations. The contribution uses the case studies of the journalist Sebastian Haffner, the Germanist Charlotte Jolles, the historian Francis L. Carsten and the industrialist Mac Goldsmith.  相似文献

Non-profit organisations are under increasing pressure to demonstrate their social impact. This paper examines the experience and behaviour of non-profit organisations in the UK in relation to a demand for social impact evaluations. External resource providers request organisations to present evidence on how resources are used and what organisations have achieved. While most organisations are willing to comply and accept this control, they can also resist through using their discretion in deciding what to measure, how to measure and what to report. Non-profit organisations can proactively and voluntarily use social impact measurement for learning and promotional purposes, and as a way of exerting control over their environment. The analysis develops the concept of strategic decoupling to explain the differences observed between what organisations are asked to do, what they plan to do and what they are doing in practice.  相似文献

Between 1990 and 2012 there was a national system for regulating post-qualifying social work education in England. Since then social work has been expected to take a more flexible approach to continuing professional development (CPD) which recognises the contribution played by work-based and self-directed learning alongside higher education awards. While universities can continue to offer post-qualifying courses, it is envisaged that they will work more closely with employers in deciding what should be taught and how. This article is based on a scoping review of post-qualifying social work education in England which highlights the paucity of knowledge about the topic. Although achieving a post-qualifying award is associated with improved knowledge and confidence, little is known about the long-term effects on individuals, organisations and service users. There appears to be a complete absence of evidence on cost effectiveness. As yet, we know very little about the extent of self-directed CPD among social workers and current funding constraints are likely to limit the resources that organisations invest in CPD for their workforce. In a rapidly changing context, the article seeks to provide a baseline from which an agenda for future research into CPD among social workers can be shaped.  相似文献

This article explains the relationship between social habitus, social mobility and shame feelings using Elias's theoretical frame of figurational sociology. Much work to date has centred on Bourdieu's theoretical formulations and while there are clear parallels with Elias, significant differences exist. Elias identified how shame functions as a key channel for the transmission of social tensions generated by the structure of social relations into the social habitus of individuals. We explain how apparently rational decision‐making in organisations obscures the emotional dynamics of shame and fear connected with processes of social elevation, habitus change and shifting power relations between social classes. Our empirical case concerns the brewer Arthur Guinness & Sons Ltd and the decision in 1927 to sanction a direct advertising campaign in Britain for the first time.  相似文献

There is a strong tradition in Britain of volunteering involving a wide range of activities and organisations. Increasingly volunteering is seen as a way of benefiting health and building sustainable communities. In a study in 2007 we aimed to address the research questions: what are the motivations for, barriers to, and benefits of formal practical environmental volunteering for those individuals involved? Qualitative and quantitative data collection was undertaken while spending a day each with ten volunteer groups as they undertook their practical conservation activities. In this paper we focus primarily on the physical, mental and social well-being benefits that volunteers derived from their activities. Our research involved 88 people volunteering regularly in a range of places from scenic natural landscapes to urban green spaces in northern England and southern Scotland. Respondents described a range of benefits they gained from their involvement including improved fitness, keeping alert, meeting others and reducing stress levels. We suggest that practical environmental volunteering has flexibility in the types of activity available and the time scale in which activities are undertaken and therefore can provide a range of physical, social and mental well-being benefits to people with very differing abilities and from different socio-economic backgrounds.  相似文献

In this paper, we aim to contribute to the elaboration of a framework for the systematic periodisation of health social movement organisations (HSMOs). Drawing on historical and contemporaneous data on two organisations that identify as Alzheimer's disease movement organisations (the Alzheimer's Society in Britain and the Alzheimer Society of Ireland), we consider transformations in these organisations' ‘cause regimes’. By cause regime, we refer to who and what an HSMO is fighting for, as articulated in its public self-identifications; to the broader framing of the cause and to how organisations' public self-identifications of their cause can govern or regulate their operation, including their interactions with and representations of those on whose behalf they advocate. We show that the transformation of HSMOs' cause regime can give rise to a series of organisational tensions and challenges, including the alignment of the public identification of its cause with the patient identities it promotes, or its day-to-day ‘patient identity work’.  相似文献

Social work practice in Europe has developed disparately in the context of separate nation states. Yet it has at the level of professional organization a potentially international orientation. Practice can be understood as having a dual configuration: on the one hand it is idiosyncratic to the culture of nation states; on the other it has a dynamic which incorporates an impulse to include broader supranational concerns. This dual configuration is of importance at a time when social work and social policy are increasingly affected by global political and economic processes and compelled to view what were previously national concerns through analysis that is global (cf. Mishra 1999; Deacon et al . 1997; Townsend 1995). Welfare and economic issues are now almost wholly cast in systems that involve a multiplicity of nations, international non-governmental organizations (NGOs), and regional trading blocs that are intricately involved in making decisions that have profound welfare implications. This article will identify the challenge that these developments pose for social work and consider how the social work profession can reflect on a response. We argue that the dual configuration in which it is situated enmeshes social work within a dual set of politics. The first is the politics of the macro-political economy noted above. The second is the micro-cultural politics of identity that are being played out in various national settings but which also contain global impetuses. Thus both contemporary macro- and micro-politics mitigate against practice and analysis situated solely at the level of the national. We argue that a social work that is central to an emerging social development practice based on empowerment and located within a transnational organizational base is best placed to meet the challenges we describe.  相似文献

Popular education in Britain grew out of the social conscience of the Christian churches. Government investment in schools only began in the last quarter of the 19th century and even where schools were funded it was primarily to plug the gaps left by the voluntary organisations. Throughout the 20th century, Britain had a dual system of provision by which state and churches cooperated in the provision and funding of schools. The last 30 years have witnessed an interesting development in Britain in the political response to religious diversity and education. Some members of the more recent religious minority communities have sought to join the dual system by seeking funding for religious schools on the same basis as the Christian churches. In the last 5 years, several schools run by minority religious groups have received state funding. In its latest Green Paper, the government argues the case for greater diversity in educational provision and looks to increasing the participation of Christian and other religious groups in educational provision, not least by reducing the financial quota which religious bodies have to pay towards the upkeep of such schools. In the light of continuing problems with personal and institutional racism at many levels of British society, and the well-documented increase in Islamophobia, this paper explores what model of pluralism is likely to suit Britain's future society best and what form of educational provision might prove the most effective in promoting it.  相似文献

This is the second of two related articles on the history of social work in late Victorian England. In the previous article I showed that the emergence of social work was best understood by aligning it with the complex cultural system of modernity. In this paper the influence of modernity on the formation of social work is taken further by focusing on the way that regimes of practice were shaped by material, physical and visual elements. A distinctive set of spatio-temporal elements are identified that have hitherto been overlooked in ‘histories of social work’. The paper shows how the power of place, and the power over place in early social work, relates directly to the modern experience of Victorian England while shaping the remit of contemporary social work. Home visits, for example, meant that social workers could for the first time attempt to ‘regulate at a distance’, and involved what is referred to as the ‘domestication of stranger relations’. The paper further explores the way in which the history of social work can benefit from exploring the experience-content of early social workers and how organizational imperatives for charity relief were often formed from the bottom-up during this period. At the end of the paper there are some considerations about the way in which a European approach to the history of social work can be instructive and beneficial.  相似文献

In Britain in recent years social mobility has become a topic of central political concern, primarily as a result of the effort made by New Labour to make equality of opportunity rather than equality of condition a focus of policy. Questions of the level, pattern and trend of mobility thus bear directly on the relevance of New Labour's policy analysis, and in turn are likely be crucial to the evaluation of its performance in government. However, politically motivated discussion of social mobility often reveals an inadequate grasp of both empirical and analytical issues. We provide new evidence relevant to the assessment of social mobility - in particular, intergenerational class mobility - in contemporary Britain through cross-cohort analyses based on the NCDS and BCS datasets which we can relate to earlier cross-sectional analyses based on the GHS. We find that, contrary to what seems now widely supposed, there is no evidence that absolute mobility rates are falling; but, for men, the balance of upward and downward movement is becoming less favourable. This is overwhelmingly the result of class structural change. Relative mobility rates, for both men and women, remain essentially constant, although there are possible indications of a declining propensity for long-range mobility. We conclude that under present day structural conditions there can be no return to the generally rising rates of upward mobility that characterized the middle decades of the twentieth century - unless this is achieved through changing relative rates in the direction of greater equality or, that is, of greater fluidity. But this would then produce rising rates of downward mobility to exactly the same extent - an outcome apparently unappreciated by, and unlikely to be congenial to, politicians preoccupied with winning the electoral 'middle ground'.  相似文献

It is axiomatic among scholars of participatory democracy that consensus‐based decision making is inefficient, yet no study has systematically assessed that claim. This article examines the efficiency of consensus decision making in 12 social movement groups from the German autonomous and nonviolence movements. Data were analyzed from 62 semistructured interviews regarding how long it took each group to make a typical decision and what types of decisions were the easiest and most difficult to make. A measure of inclusiveness was included to determine whether efficiency was attained by silencing dissent. Most decisions were made in less than two hours. Factors were identified that distinguished more and less efficient groups.  相似文献

The discussion of health inequalities in Britain (e.g. in the Black Report) has been conducted largely on the basis of social class mortality differentials measured by achieved social class and not by social class of origin. It is shown in this paper that social class mortality differentials by achieved social class are not invariant to the rate of social mobility and that the use of them is likely to result in a biased measure of trends in health inequalities when the absolute rate of social mobility varies over time. It is further shown that if, as is likely, health status is a factor systematically affecting the probability for an individual of upward or downward social mobility, then an increase in the rate of social mobility may well result in constant or widening social class mortality differentials by achieved social class even if the differentials are narrowing when measured by social class of origin. It is claimed that this process may well explain why the observed social class mortality differentials, which are measured by achieved social class, have not fallen in Britain during the post-1945 period.  相似文献

Social mobility is now a matter of greater political concern in Britain than at any time previously. However, the data available for the determination of mobility trends are less adequate today than two or three decades ago. It is widely believed in political and in media circles that social mobility is in decline. But the evidence so far available from sociological research, focused on intergenerational class mobility, is not supportive of this view. We present results based on a newly‐constructed dataset covering four birth cohorts that provides improved data for the study of trends in class mobility and that also allows analyses to move from the twentieth into the twenty‐first century. These results confirm that there has been no decline in mobility, whether considered in absolute or relative terms. In the case of women, there is in fact evidence of mobility increasing. However, the better quality and extended range of our data enable us to identify other ‘mobility problems’ than the supposed decline. Among the members of successive cohorts, the experience of absolute upward mobility is becoming less common and that of absolute downward mobility more common; and class‐linked inequalities in relative chances of mobility and immobility appear wider than previously thought.  相似文献

Identity‐based social movements and politics have played an important role in Latin America since the 1970s and continue to do so today. In this essay, I argue that this form of politics – as it has taken shape across Latin America – has been defined by its intersectionality. I trace the ways in which neoliberalism has facilitated a certain kind of identity politics while limiting more radical political claims. I argue that identity politics have contributed to the current “pink tide” sweeping across the continent and are in continual dialogue with these new leftist governments as they redefine what it means to be citizen and what the relationship between state and citizen should be.  相似文献

The post-Cold War period has been a time of rapid change in the international system. One major shift is a dramatic increase in the demands placed upon the United Nations. This increased reliance on the UN suggests that there may be a shift in opportunities for this and other international institutions to have a greater effect on the dynamics of global politics than was possible under the bi-polar system of the past. What are the implications of these changes for nongovernmental actors in the global system? We focus on a subset of international non-governmental organisations called transnational social movement organisations (TSMOs), and begin to document their forms and activities in the global arena. In what ways are TSMOs similar to or different from national social movement organisations, and how do TSMOs organise to engage in transnational political efforts? How do TSMOs interact with international institutions? Our analysis consists of detailed, systematic comparisons among seven TSMOs in the human rights, environmental, peace and development issue arenas, including: Amnesty International, Friends of the Earth, Greenpeace, International Fellowship of Reconciliation, Oxfam, Peace Brigades International and War Resisters International. We examine five dimensions of variation: founding and mission; leadership structure; membership; resources; and tactics. This work builds on the earlier work of Dennis Young (1992) and helps to inform future research in this area.  相似文献

We analyse social mobility in London and seek to address two paradoxes. Among people living in London, relative mobility, or social fluidity, appears to be remarkably low when compared with other regions of Great Britain. But social fluidity among people who were brought up in London is similar to that of people brought up elsewhere in Britain. This is our first paradox. Furthermore, it is widely held that social fluidity is higher among people with higher levels of education, yet, the proportion of people with a University degree is much higher among people living in London than in any other region: how is this compatible with its relatively low social fluidity? This is our second paradox. We address these puzzles and find that they are largely explained by patterns of migration into and out of London by two groups that have received little attention hitherto in studies of mobility in the capital: International migrants and people who were brought up in London but who no longer live there.  相似文献

The article documents the history of the Indian voluntary or non-profit sector involved in socio-economic development of the country. Specifically, three questions are addressed. What type of voluntary organisations existed at what periods of history, and what were their primary activities? Who were the founders, and what were their motives? Can we detect common themes or underlying patterns in the way in which the Indian voluntary sector has developed? Or in other words: what is the institutional genesis of the non-profit or voluntary sector in India? The findings are based on multiple sources — literature review, interviews and observation, and information requested through the mail. The article differs from most historical studies on Indian non-profit organisations because it takes an analytical approach by drawing from contemporary literature on such organisations.  相似文献
