We examine efforts of feminist institutional activists in the 1960s and 1970s as they worked to gain U.S. federal policy to combat workplace pregnancy discrimination. The success of these activists in winning policy change provides a case that allows us to develop a theoretical understanding of how feminist institutional activists can succeed in winning policy change. We find that when institutional activists strategically shifted governmental arenas and adapted their mobilization and discursive strategies to these arenas, they were able to dismantle policy‐specific barriers that impeded their goals. In taking these steps, feminist institutional activists were successful in opening up both contingent and structural opportunities, which ultimately allowed them to gain the policy change they sought.  相似文献

This article aims to explain why the adat movement activists in Indonesia could expand their campaigns for state recognition of adat community rights to activities from within the state apparatus. We argue that three combined processes have contributed to the conjuncture that made institutional activism possible: the preparation of the 2014 national election offered activists opportunities to influence the government agenda; the emergence of a conscious strategy for conducting institutional activism; and the coalitions between some key state officials and the movement’s actors. This article also analyses the problems that institutional activists faced, in particular resistance from influential actors at various government units who were not sympathetic to the adat movement’s agenda. Therefore, the impact of this activism on policy changes so far remains limited. The authors’ personal involvement in this case of institutional activism to promote customary forest provided access to the information for this article.  相似文献

This paper investigates how activists conduct participatory democracy and realize prefiguration and horizontality in a protest camp setting. Recently, scholars have shown increasing interest in the internal lives of social movements. Anti-G8 direct action in Japan has provided an opportunity to examine how protesters practise prefiguration and horizontality in everyday experiments in alternative ways of living together. In the protest camp in Japan, participants faced institutional and material limitations. This study discusses the social reproduction processes within protest camps that operate according to these limitations. Three key findings emerged: first, the protest camp shows a great openness towards beginners; they can easily find roles in its social reproduction processes. To accomplish this, they use skills developed in their daily habits outside the protest. Second, the collective practice of social reproduction creates and clearly displays a hierarchical partnership between activists, in the sense that beginners are not only politically socialized, but that they learn the limited cultural codes of anti-globalism movements from other activists. The relationship between teaching and taught serves to create hierarchy and exclusion among participants. The third key finding is related to exclusion. For some activists who have experienced discrimination, the protest camp is a frustrating experience because it forces upon them codes and manners constructed in capitalist society. To them, the camp recreates the cleavage between majority and minority protesters. The paper argues that both exclusive and inclusive sides of the protest camps, particularly when discussing collective lifestyle practices, exhibit ambiguity.  相似文献

2010–2012 were years of global protests. This wave of mobilization has been celebrated for its horizontal, leaderless, and participatory character. But this was not the case in all countries. In Israel, which saw the largest social contention in its history, the protest was marked by a dominant and centralized leadership and by cooperation with institutional actors and corporate media. Based on the study of the Israeli case, this research seeks to contribute to explanations of how movements’ organizational forms develop. Social movement scholars have shown that activists’ forms of organization are limited to a familiar repertoire of action. Building on previous scholarship, I argue that activists’ organizational repertoires are shaped by a habitus that familiarizes and routinizes certain practices. But while existing scholarship focuses on how organizational habitus develops within the field of activism, I expand the applicability of habitus and show how movement repertoires are also influenced by habit in fields unrelated and even antagonistic to activism. Based on participant observations and interviews, I show how in the Israeli case, militarism formed part of activists’ organizational habitus and contributed to the 2011 protests’ centralized and hierarchical character.  相似文献

In this article I examine the lack of self‐care regimes for women working in the non‐profit/non‐governmental sector. While I draw on ethnographic research conducted in the Malaysian context of women's organizations, the issue of self‐care for activists and feminist activists is a global one that crosses borders and boundaries. I explore the gendered nature of care and care professions to demonstrate how women are predominantly affected in these working environments. To date, there has been little scholarship on self‐care and care in non‐profit/non‐governmental working environments. Using interviews with women working in the sector, I argue that women's emotional, mental and physical health comes at a cost in these hectic workplaces. This article contributes to the literature on gender, work and care in women's organizations by taking seriously women's concerns working in these spaces, where they experience self‐neglect and institutional barriers in care regimes.  相似文献

According to the political opportunity structure (POS) framework, mobilization tends to intensify when channels of access to the authorities open, leading the protest actors to hope for success. This happened during the protest campaign aimed at the reopening of the occupied Social Centre ‘Experia’ in Catania (Italy), after the eviction by police, because unexpectedly moderate centre-left political actors supported mobilization and the centre-right local government accepted to put the issue on the institutional agenda; nevertheless the social centre was not reopened. In order to explain why the mobilization was unsuccessful, we analysed the protest campaign combining the POS framework with the approach to strategic dilemmas by James Jasper; if opportunities and restraints of the political system influence the choices and behaviours of unconventional actors, in their turn the actions and decisions made by movement activists affect the POS. In this case, the social centre activists filtered the constraints and opportunities of the local political system through their cognitive lenses and faced some dilemmas (Naughty or Nice?, Extension, Shifting goals), whose strategic choices extended or reduced these constraints and opportunities, thus affecting the opening and closure of the POS. The failure of the solution attempted by the social centre activists to keep both options of the various dilemmas, i.e. the strategy of ‘double track’, demonstrates how it is very difficult to be successful by maintaining dilemmas rather than making the strategic choices they demand, when the local institutional POS is substantially closed.  相似文献

This article examines how partnership between social organizations and popular protests is affected by the state in the field of environmental activism. Drawing upon content analysis and in-depth interviews, we study non-governmental organization (NGO) engagement with 22 grassroots environmental protests in China, 2007–2016. We find that NGOs and grassroots protesters were mostly distant from each other to avoid state repression and retribution, but NGOs occasionally collaborated with protesters in an ambivalent manner because state control was contradictory, fragmented, and varying. NGOs either used institutional means to support the protesters or were informally and invisibly involved in those protests. Our research contributes to studies of the triangular relationship between the state, NGOs, and social movements. Specifically, we find that when NGOs lack the institutional access to policy making but are not fully controlled by the state, they have both incentives and spaces to make joint actions with grassroots activists.

ABSTRACT

An interactive approach to social movements highlights time dynamics in ways more correlational approaches do not, in that interaction and outcomes unfold in sequences as players react to one another. Some aspects of these engagements are shaped by institutional schedules, while others leave discretion to the players. Some institutional schedules, meanwhile, may be reshaped by strategic interactions. By examining the implicit trade-offs and explicit dilemmas that pervade strategic interaction, we see how some are tightly linked to time whereas others more closely reflect ongoing structural situations. Analyzing the case of participatory budgeting in New York City, we focus on two trade-offs, ‘being there’ and ‘powerful allies’, that appear when social movements attempt to institutionalize new policies and processes. These time-based strategic trade-offs complicate activists’ efforts to secure lasting gains.  相似文献

This paper proposes a shift in legal advocacy approaches employed by activists in the US battered women's movement that would take into account how the work of criminal justice professionals (police officers, probation officers, judges, and prosecutors) is organized. While judicial procedures may be more successful in bringing domestic abusers to justice than in the past, they are less successful in producing safety for the victims of abusers. Using institution ethnography as a research strategy, I explore aspects of how the work of practitioners in the police and court system is organized in ways that are not observable to activists working with the victims of abuse. An important aspect of the institutional process are its texts. Texts, as they are produced and processed in people's work settings, coordinate and regulate the different phases of practitioners’ work. In these work processes, organized and limited by formalized texts, women's experience of violence and intimidation is erased and issues of their safety disappear. In conclusion, I propose a method of engaging criminal justice professionals and community advocates in an investigation of local criminal justice settings with the intent of making changes in practices which fail to attend to the safety needs of women who are battered.  相似文献

We offer an institutional analysis of Chilean and Colombian transnational politics in Toronto to account for cross‐group variation in transnational political practices and the formation of different types of transnational social fields of political action. The article is based on interviews conducted with Chilean and Colombian community activists and Canadian refugee rights and social justice activists. We use the concept of political culture to account for differences in Chilean and Colombian transnational politics and to explain the different kinds of relationships the two groups have developed with non‐migrants. We introduce the concept of activist dialogues, understood as patterns of strategic political interaction between groups, to characterize how migrants and non‐migrants read and navigate their interlocutors' ways of doing politics. We argue that variation in the character of activist dialogues results in different types of transnational social fields of political action. Chilean–Canadian activist dialogues reflect a convergence of political cultures and strategies of action; Colombian–Canadian activist dialogues are marked by a relationship in which there is a divergence of strategies of action. Convergent dialogues produce thicker and more stable transnational social fields. Divergent dialogues are associated with a series of ad hoc initiatives, the absence of stable and strongly institutionalized partnerships, and a thinner transnational social field of political action.  相似文献

U.S. and Canadian peace activists traveled to Iraq as a social movement tactic, in the buildup to the war and during the war itself, in an attempt to sustain or increase peace activism at home. Based on interviews with fourteen peace activists, this study analyzes how the presence of antiwar activists in Iraq serves two social movement goals. First, their presence in Iraq bestowed activists increased access to media, bolstering their ability to reframe the war within mainstream media accounts. Second, by traveling to Iraq, activists furnished themselves with stories of the hardships and suffering of war to share with audiences at home. By retelling these narratives, activists provide opportunities and obligations for audience members to imaginatively take the role of Iraqi civilians, in the hope that audience members will practice moral reasoning and be consequently moved to act against the war. To provide these role‐taking opportunities, peace activists must also engage in a political struggle over “otherhood” by countering official attempts to dehumanize Iraqis.  相似文献

The study examined the contribution of macro-intervention social workers to volunteer activists from the ultra-Orthodox Jewish community. Volunteer activists who were supervised by macro-intervention social workers were compared with those who were not supervised. The comparisons related to internal variables (leadership competence and client participation), as well as to external variables (community activity, and representation), and to support from rabbis for community activity. The sample consisted of 62 activists who were supervised by macro-intervention social workers, and 101 activists who were not. The findings revealed differences between the supervised and non-supervised activists with regard to levels of community activity and representation. With regard to leadership competence and client participation, no significant differences were found. Analysis of the study findings aimed to provide new perspectives on the contribution of professional supervision, as reflected in the differences found between the activists who were supervised versus those who were not.  相似文献

This study explored how Syracuse University (SU) and #NotAgainSU, a student activist group, conceptualized and communicated about a crisis of racism on campus. We found that SU took a functionalist approach and positioned the student activists as the crisis, while #NotAgainSU focused more broadly on systemic racism as the crisis and called for specific institutional action in response to the larger crisis. Our analysis also revealed that SU forwarded whiteness ideology through their communication, while #NotAgainSU engaged in practices such as counter-storytelling to resist communication that (re)produced whiteness. We conclude by offering a discourse of community repair as a community centered approach to responding to crises of racism and other social issues.  相似文献

This article introduces the work of an interdisciplinary group of scholars and activists who critically examine the nature and boundaries of social work with children and youth. Their works explore the institutional and social spaces shaping young people's lives; deconstruct discourses, policies, and practices that shape meanings and experiences of childhood; and consider challenges for social work and possibilities for transformative action. In this essay the editors address the social construction of childhood; outline a framework for analysis informed by an understanding of the cultural politics of childhood; consider the relationship between neoliberal globalization and contemporary thought and practice regarding children and youth; and introduce cutting-edge scholarship addressing place, power, and possibility and the remaking of social work with children and youth.  相似文献

How do activists create cultural change? Scholars have investigated the development and maintenance of collective identities as one avenue for cultural change, but to understand how activists foster change beyond their own movements, we need to look at activists’ strategies for changing their targets’ mindsets and actions. Sociologists need to look at activists’ boundary work to understand both the wide‐sweeping goals and strategies that activists enact to generate broad‐based cultural changes. Using data from participant observation and interviews with animal rights activists in France and the United States, and drawing on research on ethnic boundary shifting, I show how activists used two main strategies to shift symbolic boundaries between humans and animals, as well as between companion and farm animals—(1) they blur boundaries through focusing and universalizing strategies and (2) they cross boundaries physically, discursively, and iconographically. This study contributes a new theoretical and empirical example to the cultural changes studied by scholars of social movements, and it also provides a useful counterpoint to studies of symbolic boundary construction and maintenance in the sociology of culture.  相似文献

This study examined whether the public evaluated radical and moderate activists differently in terms of the activists’ communication strategies (i.e., protests, humiliation, and terrorism). Results found that participants were more likely to electronically spread information about the activists when the organizational stances are radical. Among the three communication strategies examined, participants evaluated activists’ protests most positively and were more likely to spread the information of activists via social media. Participants’ intent to donate to activists was also the highest when activists utilized protests, compared to humiliation and terrorism.  相似文献

This article focuses on land reform initiatives undertaken in sub-Saharan African countries since the late 1980s. Section 1 sheds light on the changes in land tenure during the economic liberalization of the region. Section 2 briefly examines the gender-blind "mainstream" theoretical debates on land, and gender-sensitive studies on land issues. Section 3 offers insights on land issues in Africa from a gender perspective. Sections 4 and 5 reviewed the cases of Tanzania and Zimbabwe who have undergone a radical transition in terms of institutional land reforms since the 1980s, and the impact of economic and political liberalization on women's access and rights to land. Drawing on the two case studies, this paper is a call for policy makers, researchers, and activists to refocus their attention to these neglected issues.  相似文献

Charles S. Johnson and E. Franklin Frazier were successful Black sociologists from the 1920s to 1960s, working in an age of scientific racism and eugenics, who battled racial oppression, racist discrimination, and surveillance under the Federal Bureau of Investigation. Both struggled within and against the assimilationist paradigm, yet their ethnographic and critical insights speak out today with continuing relevance in the fight against practical and institutional racial injustice. This study selectively examines Johnson and Frazier's academic careers as forgotten ethnographer activists who have been largely excluded from the dominant narrative of the Chicago School of Sociology. This article argues Robert Park offered opportunities to these Black scholars although the white university system exclusively directed their work towards race studies. Furthermore, the white discipline of sociology failed to recognize Johnson and Frazier's critical ethnographic studies as part of interactionism.  相似文献

The interaction between social activists and politicians is modeled by a signaling game in which activists send messages and politicians interpret them, attempting to understand the activists' goals. These goals range between extreme radical and very moderate changes that activists wish to achieve in policy or in the political system. The formal model shows the conditions for equilibrium with separating and pooling regions dependent on the type of social activists and the demands they raise. In the pooling region an activist who wants to achieve a certain degree of radical change sends a false signal, thus possibly leading politicians to enter negotiations under unfavorable conditions. Perhaps by virtue of its theoretical slipperiness, collective identity is often hailed as an important feature of social movements for the role it plays in unifying activists and organizations, and so helping them to develop shared concerns and engage in collective action. However, this paper argues that collective identity is the result of group rather than movement level processes, and although it can unite activists within a single movement organization, it is not always beneficial for the broader social movement. Although movements consist of networks of activists and organizations that have a broad shared concern, differing collective identities within the movement can actually be quite divisive. Based on case studies of three organizations in the environmental movement, this paper shows that activists who are most committed to an organization with an encompassing collective identity develop a strong sense of solidarity with other activists similarly committed to that organization. The resultant solidarity leads to the construction of a 'we-them' dichotomy between organizations within the same movement, increasing the chances of hostility between organizations and factions within the movement.  相似文献
