Research on social movement frames has been cumulative. Recently, scholars started studying the structural incentives and constraints for claim-makers by relying on the concept of discursive opportunity structure (DOS) while bringing the public sphere and the media to the centre of analysis of political contention. This article draws on these literatures to investigate social movement campaigns against genetically modified (GM) crops and pesticides in Argentina, Brazil and Mexico. First, it argues that there is a transnational DOS that provides structural incentives and constraints to frame risks in symbolic struggles to define GM crops. Next, based on a content analysis of national newspapers, it describes the use of risk frames in national public discourses. Finally, it addresses the question of how this transnationalized DOS is framed by the media by looking at the discursive opportunities for social movements as well as other collective actors in their framing disputes. The study provides evidence of a transnationalization of public debates and offers explanations for national variations by resorting to other components of the DOS such as national policy discourse, timing of political agendas, media structure and culture. It concludes by recognizing the need to consider the various dimensions of opportunity structures for movement action, i.e. political, discursive, and economic, and their relative degree of transnationalization or autonomy over global forces.  相似文献

Theories of France’s political integration, from Tocqueville to the present day, frequently disregard the political achievements of the nineteenth century state and assert that the infrastructures needed for effective governance were created during the absolutist period. Using the case of forest policy, one of the major policy domains for local and national regimes during the absolutist and nineteenth century periods, this study argues against prior accounts. It shows how the nineteenth century state, led by an elite faction of the bourgeoisie, gained infrastructural power by promoting its preferred policies as the only means of avoiding disorder and chaos. These policies advanced private property as the natural (hegemonic) form of land control. It was this project, rather than the earlier absolutist regime, that led to effective state authority over France’s territory and the achievement of the nation’s political integration. This study of forest policy provides an opportunity to evaluate state efforts to regulate economic and political life, as well as the resistance to these efforts that arose.  相似文献

Tokyo, the capital city of Japan, has always been a center of national economic growth, and hence a focal point of political struggle between local and national government. There exist two kinds of political forces; the former desires strong concentration of economic activities in Tokyo based on market rationality and economic efficiency, and the latter counters the former claiming more decentralization based on the balanced national economic structure. This paper reviews the development of urban and regional policy in Japan over the last 20 years and examines how such political forces have played out. After the decade‐long sluggish economic performance and the challenge of inter‐urban competition by Asian mega‐cities, Tokyo Metropolitan Government formulated an aggressive promotional policy under the leadership of the then Governor Ishihara. He tactically created a political consensus to give locational favor to the central part of Tokyo at the expense of other regions. It was partially challenged by the election of the then Prime Minister Shinzo Abe who insisted the need to revitalize the regions that were economically lagging. Despite his words, however, the centralization of Tokyo continued. This paper argues that the regional revitalization policy under the Abe administration was political rhetoric rather than reality, and Japan's economic fortune may still depend on the performance of Tokyo in the global economy under the neoliberal policy orientation.  相似文献

This article uses the city of Shanghai as a case study to analyze the changing institutional mechanisms for the new urban poverty stratum in China. Specifically, the article examines urban poverty in relation to economic restructuring and the transformation of the welfare provision system in three stages of market reforms. The article first examines the overall economic growth strategies at the national level, and then examines local government policy outcomes at the city level. The impacts of institutional changes on urban poverty and social inequality are subsequently. Finally, the article assesses the current poverty reduction policies and proposes a “social inclusion” framework to alleviate urban poverty in China.  相似文献

The question addressed in this paper is whether a particular discursive construction of globalization sets the boundaries for what is politically feasible within the EU. To answer this question, the macroeconomic policies of the European Monetary and Economic Union with its rigid emphasis on price stability are analysed in the context of the Nordic promise to preserve the present level of social programmes. What makes this 'puzzle' so interesting is that for the first time a large section of women voters hold the key to joining EMU. The analysis differs frommanyother feminist approaches to EMUand equal opportunity policy in that it combines a constructivist understanding of EMU with feminist political economy. The paper concludes that the Nordic promise to its female constituency to safeguard the present socialandemployment system cannot be sustained within the context of the restrictive monetary regime institutionalized by EMU. Feminist economists are calling for a 'transformative' approach to macroeconomics arguing that democratizing the process of macroeconomic policy making is a crucial element in changing the fundamental assumptions of the present neo-liberal policies and provides an alternative that would lead to a more gender-democratic Europe.  相似文献

Commitment or political will is often notable by its absence. While lack of commitment is a key factor in policy failure, it has been challenging to identify and operationalize how commitment can shape successful implementation. This article applies Brinkerhoff's (2000) framework of expressions of commitment to explain how commitment of policy elites shape policy implementation processes. Evidence for five characteristics of commitment traces these expressions from two types of policy elites — politicians and bureaucrats. Primary data from four Indian states were used—Chhatisgarh, Assam, Bihar and Andhra Pradesh—to examine the case of the Mahatma Gandhi National Rural Employment Act (MGNREGA). The data were collected through interviews with state‐level elites, supplemented by secondary data on the political economy of these states. In explaining how successes and failures of the MGNREGA are attributable to the commitment of these actors, the article considers the politics of policy implementation. It argues that commitment is critical at the sub‐national level in India, and explains the different outcomes of MGNREGA in the four states. The article considers how to strengthen policy implementation, and demonstrates that this can be done through capitalizing on positive feedback loops between different strands of commitment, as well as between commitment of administrative elites and political party leaders. The paper concludes that commitment and capacity feed off each other, improving implementation of social policies.  相似文献

Recent literature on migration, international relations, and foreign policy is reviewed in this article, stressing applications of global systems paradigms, studies of state entry and exit rules, and anatomies of domestic policy-setting processes on migration. After a concise assessment of the contemporary theory of global political economy, the paper argues for seeking mid-range generalizations on the international relations of migration. It also suggests that analysis begin with the policy-setting processes of the state. Especially through the use of comparative perspectives available from domestic policy making studies and from the field of international comparative public policy, this approach offers the opportunity to fix empirically the political roles of transnational social forces, which often present themselves as participants in domestic policy contests. Promising future directions in the study of state-to-state relations are also evaluated, with the anticipation that verifying regional or other intermediate patterns of world migration politics may contribute to more general theories of international political economy.  相似文献

Greater global interconnectedness produces a transformation in the ways in which groups constitute and interpret the boundaries of community formation and political practice. This article considers the ways in which a group engages (or not) with the possibilities for transnational identity formation and border‐crossing politics granted by the changing structures of the global order. A comparative analysis identifies similarities and differences in the patterns of community formation and political engagement of Salvadoran migrants settled across different urban centers of North America. Variations in the territorial orientation and scales of immigrant political practice are explained by the national and city‐level contexts of immigrant reception, the institutional opportunity structure in which migrant groups are embedded, and the nature of relations between migrants and their migrant and nonmigrant institutional interlocutors in places of settlement and their country of origin.  相似文献

Throughout the 1990s, Europe's rural areas increasingly embraced local action and local development solutions to face the challenge of the continued re-structuring of the agricultural industry. In parallel, in both the EU and the UK, a policy discourse has emerged which envisages a fundamental shift in support policies for rural areas from a sectoral approach (essentially agriculture) to one that is territorial. At the vanguard of these developments has been the EC's LEADER Programme. From a low base of entrepreneurial activity in rural Northern Ireland, LEADER area-based local action groups have acted as beacons for developing new approaches to diversifying the rural economy—in particular stimulating a significant reappraisal of the rural resource base. This paper charts the operational terrain of LEADER local action groups in the Province, suggesting that their strengths have been in developing the institutional capacity of rural communities and brokering connections in the local economy. Examples will be considered which illustrate enhanced coordination and collaboration of local economic actors and sectoral interests, and a strong facilitator role for LEADER groups in the local arena, with an explicit rural focus. The paper argues that this multi-level collaborative activity is rooted in partnership governance, enabling a communicative process among local stakeholders.  相似文献

This study examines three theses on local integration policies by a qualitative comparative case study of integration policies in three cities in three different countries (Berlin, Malmö, and Rotterdam). We found little evidence of a congruent local dimension of integration policies. Local policies resemble their national policy frameworks fairly well in terms of policy approaches and domains. Our multi‐level perspective shows that this is not the result of top‐down hierarchical governance, but rather of a multilevel dynamic of two‐way interaction. Local policy legacies and local politics matter and national policies are also influenced by local approaches of integration.  相似文献

The essay focuses on thinking about thinking about PR history. The space between history and sociology encompasses theoretical and conceptual frames and can be drawn upon to consider PR in time, across times and between times. It reflects upon the purposes and practices of historical sociology and foregrounds themes relevant to public relations, its histories and methodological approaches. The paper, which is methodological at the strategic rather than the technical level, argues that public relations historians can usefully engage with theoretical issues and problems delineated in historical sociology and historical theory. Evolutionary, functionalist and typological approaches and the cultural logics of historical periodization are discussed and contextualized.  相似文献

This study investigates the relationships between nongovernmental organizations (NGOs) and the state. It demonstrates that Colombian state institutions aim to foster “culturally democratic citizens” through decentralization initiatives and participation mechanisms at the local level. The National Culture Plan is an overarching national policy that intends to be a reference for governance and civil society participation looking particularly to the players involved in the provision and consumption of cultural activities for its implementation. It marks a change at the national level as it launches civil society into the formulation of cultural policies and political participation in general. By examining local nongovernmental organizations through document and qualitative analysis, the study identifies four types of nongovernmental organizations that self-identified as working in cultural activities in Bogotá—insiders, yearners, dismissers, and outsiders. These types of NGOs emerged in personal interviews and illustrate that NGO–state relationships vary across the sector. Participation among the nongovernmental sector is uneven despite institutional reforms and initiatives supported by national legislation. This article provides data to add to a growing and innovative body of research necessary for professionals in public policy and nongovernmental management fields.  相似文献

Parenting interventions were an important feature of New Labour’s policies to combat social exclusion. This paper critically examines parenting programmes for families with adolescents, assessing national and local policy aims against the perspectives of women who took part in a parenting course, which was the subject of a local evaluation. The paper argues that, while there were important positive outcomes for the participants, the high levels of unmet need which women reported reflect important disparities between the aims of the intervention, the level of service provision, and the needs and concerns of mothers and grandmothers.  相似文献

Abstract

This paper discusses the measurement of globalization with a view to advancing the construction of globalization indices. It critically analyzes the types of indices that can contribute to knowledge and policy on globalization. Three issues are particularly highlighted: (a) the focus of measurement (i.e. on activities or policies); (b) the dimensions of measurement (i.e. cultural, ecological, economic, political, and/or social); and (c) the units of measurement (i.e. local, national, regional, and/or global). This paper argues that a workable forward strategy should not seek to identify the single best composite globalization index, but rather should work in an interdisciplinary mode towards a set of complementary globalization indices. These quantitative analyses can then be productively blended with qualitative approaches in a fuller assessment of globalization's extent and impact.  相似文献

Usually the concept of Europeanization refers to processes that download the European Union (the EU) regulations and institutional structures to the domestic level. Moreover, in the last few years the specialized literature has become increasingly preoccupied by the development of national patterns of government through the impact of European policies, processes and institutions. The developments and changes in domestic systems—much more visible in the new member states—suggest that the EU has enormous political and institutional influence. In line with this view, the paper examines the different degrees in which Europeanization has become a transforming political process, particularly in two new post-Communist democracies: Slovakia and Romania. More specifically, the interest is to survey the impact and the way in which Europeanization was incorporated in the rationale of party discourse, identity and policies in the Central-Eastern countries in the pre-accession period.   相似文献

Various recent policy documents stress the need for the integration of sectoral policies. In practice, policy-makers recognize the need for policy-integration but often do not have a complete picture of what it entails or how to put theory into practice. This paper reports on a research project that examines attitudes and approaches to integrating transport, land use and environment policies in three local authority case studies in Denmark, Germany and England.1 1. Abstract Among advanced industrialized countries, only the Japanese government has a plan to construct an additional twenty nuclear power plant by 2010. Why does the government adhere so aggressively to a pro-nuclear policy? Recently, the government has stressed nuclear power for global climate protection. Over the last two decades, research on unauthorized migration has departed from the equation of migrant illegality with absolute exclusion, emphasizing that formal exclusion typically results in subordinate inclusion. Irregular migrants integrate through informal support networks, the underground economy, and political activities. But they also incorporate into formal institutions, through policy divergence between levels of government, bureaucratic sabotage, or fraud. The incorporation of undocumented migrants involves not so much invisibility as camouflage – presenting the paradox that camouflage improves with integration. As it reaches the formal level of claims and procedures, legalization brings up the issue of the frames through which legal deservingness is asserted. Looking at the moral economy embedded in claims and programs, we examine a series of frame tensions: between universal and particular claims to legal status, between legalization based on vulnerability and that based on civic performance, between economic and cultural deservingness, and between the policy level and individual subjectivity. We show that restrictionist governments face a dilemma when their constructions of “good citizenship” threaten to extend to “deserving” undocumented migrants. Hence, they may simultaneously emphasize deservingness frames while limiting irregular migrants’ opportunities to deserve, effectively making deservingness both a civic obligation and a civic privilege.  相似文献

Based on an ethnography of one illuminating case – the formulation of new immigration policy statement entitled “Together, we are Quebec” between 2014 and 2016 – this article argues that policy formulation is an important site of power and influence over immigration-related policies for bureaucrats. In dialogue with concepts and theories from public administration, it demonstrates that a broad mandate of reform and modernization, coupled with political tensions surrounding diversity, created opportunities for the bureaucracy to influence Quebec's immigration policy following its interests, relations, expertise and experience. In this case, the bureaucracy's influence operated through two pathways: problem definition and consensus building. While this influence is partially contingent on political and institutional characteristics of the Quebec context, this case shows that scholarship on immigration policy and politics should embrace a much broader reading of the influence of bureaucrats on the content and development of immigration-related policies.  相似文献

Using Foucault's governmentality approach this paper analyses recent developments in power relations between different levels of government. Taking as its empirical focus the relationship between England's National Park Authorities (NPAs) and the UK government, the paper argues that there are two competing imperatives at work in the governance of England's national parks: a political imperative to devolve competencies to the regional level to allow for policy differentiation and an administrative imperative to manage and control the public policy process to ensure the achievement of national policy objectives in rural areas. Both imperatives shape the conduct of individual NPAs but to date the managerial tendencies of central government have been more influential in the changing governance of England's national parks.  相似文献
