Does the presence of immigrants help determine the types of jobs that exist in American cities and the size of various sectors of these cities' economies? This study explores the relationship between immigration and labor market demand in U.S. metropolitan areas. I employ information about the occupational distribution of recent immigrants as compared to natives to analyze the circumstances under which the two groups are more likely to compete with or complement each other. The findings lend qualified support to Light and Rosenstein's (1995) specific demand hypothesis: many immigrants fill occupational niches that would not exist in their absence. The strength of this conclusion is contingent on city size and immigrants' level of education.  相似文献

Despite the increasing constriction of immigrants' rights at the federal level, local responses have been much more varied, countering, compensating for, even transforming policies originating from the national core. This article attributes this divergence in part to the multi‐layered, ambiguous, and contradictory structure of the U.S. nation‐state in the context of a transnational economy and society. It shows how three facets of state structural complexity‐its multiple levels, diverse administrative branches, and decentralized agencies‐have created openings for local actors, deploying normative arguments as to the issues at stake, to reshape the outcomes of U.S. immigration policy on the ground.  相似文献

U.S.‐born children of immigrants may be less likely to receive some social services than are children of native‐born parents if foreign‐born parents who are themselves ineligible are less likely to apply on their children's behalf. We use retrospective data from a sample of about 2,400 lowincome households in three U.S. cities to determine whether children with foreign‐born caregivers are less likely than children with native‐born caregivers to receive benefits from any of five programs over a two‐year period: TANF, SSI, Food Stamps, Medicaid, and WIC. The most significant disparities between children of citizen and noncitizen caregivers are in TANF and food stamp use.  相似文献

This study uses U.S. census data from the year 2000 to analyze the earnings of Mexican immigrants along the U.S.‐Mexico border while accounting for the location in which they work. The empirical results indicate that Mexican entrepreneurs who live in U.S.‐border cities but primarily operate in Mexico accrue a significant earnings premium over their entrepreneurial and salaried counterparts working on the U.S. side of the border, even after controlling for differences in observable characteristics. This work‐location earnings gap widens when focusing on Mexican business owners lacking U.S. citizenship. It follows that policies which reduce trade and labor flows across the U.S.‐Mexico border may inadvertently dampen the entrepreneurial activities of foreign‐born residents in U.S.‐border cities.  相似文献

This article describes the findings of a study undertaken to shed light on some of the factors that determine the employment of foreign biomedical scientists in the United States by examining their presence at the National Institutes of Health (NIH). NIH was selected as the focus of the study for its unique combination of characteristics. It is a federal agency with the ambiance of academe that carries out biomedical research and training internally while supporting like activities externally through grant‐ and contract‐based linkages with a host of academic institutions and biotechnology firms in the United States and abroad. Over a two‐year period, in‐depth interviews were conducted with more than 200 stakeholders at the NIH campus and elsewhere, as well as ethnographic observations. The study identified several hitherto unreported important functions that NIH plays in facilitating the inflow of talented foreign scientists to meet its manpower needs and those of the broader national economy.  相似文献

South African policies have historically emphasized employment as the reason for immigration. In post‐apartheid South Africa, stories about how “immigrants take away our jobs” abound in the mass media, yet few empirical studies have been undertaken to examine the validity of this claim. This study looks at the relationship between migration status, nativity and labor force outcomes in the post‐apartheid labor market. Our results suggest that migrants are more likely to participate in the labor force and to be gainfully employed than the indigenous population. Foreign migrants enjoy the highest labor force participation rates and employment rates in South Africa. South African‐born internal migrants also have significantly higher labor force outcomes than do nonmigrants.  相似文献

What is the influence of stock market valuations on monetary policy? We use a forward‐looking Taylor rule model to examine if monetary policy since the 19 October 1987 stock market crash has been influenced by the valuation of the stock market. We estimate the model using revised and real‐time data and find no empirical evidence that the Federal Reserve policy attempted to moderate stock market valuations during the late 1990s despite the “irrational exuberance” comments by Chairman Greenspan. Actually, the empirical evidence suggests that the Fed accommodated the high valuations of the stock market during this period.  相似文献

Family reunification is widely seen as a relatively stable feature of the contemporary U.S. immigration regime protected by the nation’s liberal democratic institutions and humanitarian values. Drawing on critical scholarship that situates immigration policies in racial nation‐building projects, this article explores the development of U.S. family‐based admission policies from 1965 to the early 2000s. I bring attention to the role of racial family logics in the changing character and meaning of these policies. Racial family logics reflect the emergent and contested ways in which families are both idealized and institutionally organized in relation to the state, the economy, and other social institutions to support racial projects. A normative conception of “the family” as a white, heterosexual, male wage earner, nuclear household unit informed the 1965 U.S. Immigration and Nationality Act and its emphasis on family‐based admissions. However, by the 1990s, the landscape of immigration, race, and family in the United States had shifted quite dramatically. The family‐based admissions system was now associated with immigrants from Asia and Latin America rather than Europe. The “browning” of the system was accompanied by its incorporation into racialized projects of state discipline, surveillance, and control over those deemed “undeserving” in relation to neoliberal values of self‐reliant and self‐regulating families.  相似文献

In the U.S., research on attitudes toward immigrants generally focuses on anti‐immigrant sentiment. Yet, the 1996 General Social Survey indicates that half the population believes that immigrants favorably impact the U.S. economy and culture. Using these data, we analyze theories of both pro‐ and anti‐immigrant sentiment. While we find some support for two theories of intergroup competition, our most important finding connects a cosmopolitan worldview with favorable perceptions of immigrants. We find that cosmopolitans – people who are highly educated, in white‐collar occupations, who have lived abroad, and who reject ethnocentrism – are significantly more pro‐immigrant than people without these characteristics.  相似文献

Comprehensive U.S. immigration reform proposals have three major elements: improved border and workplace controls, dealing with the 11 million unauthorized foreigners in the U.S., and managing “future flows” of foreign workers requested by U.S. employers. Improved controls and dealing with unauthorized foreigners were discussed extensively in the U.S. Senate in 2006 and 2007. Future flows were not. This article reviews the decisions governments face when employers request migrant workers, Britain’s independent Migration Advisory Committee, and the promises and perils of a similar U.S. commission to manage labor migration. We conclude that a U.S. commission could help to clarify the trade‐offs involved in migrant labor policy, but cannot replace the need for inherently political choices between competing policy objectives.  相似文献

Although U.S. Latinos continue to be concentrated in particular places, many have shifted to “new” locations around the country. This study employs data from the Mexican Migration Project (MMP107) to examine the relationship between individual‐level characteristics and diverse U.S. destinations chosen by post‐1965 Mexican immigrants. Multinomial logistic regression analyses confirm the importance of human capital, social networks, and temporal context in directing immigrants to particular U.S. sites. The findings also suggest that employing a typology of U.S. destinations is useful for understanding the spatial distributions of contemporary Mexican immigrants.  相似文献

We explore the effects of tighter border enforcement and an amnesty on the wages and unemployment rates of natives and immigrants. We extend the Mortensen-Pissarides labor market model to include individuals authorized to work and illegal workers in a framework that accounts for voluntary return migration. Furthermore, we study the effects of an amnesty when a proportion of illegal workers pays payroll taxes. Our results show that the effect of changes in border enforcement on the number of illegal workers in the United States is theoretically ambiguous. While tighter border enforcement deters illegal migration of prospective workers, it also changes the incentives of those already in the United States decreasing return migration. If tighter border enforcement increases the number of illegal workers in the economy, it will also increase the wages of natives as market tightness increases. Our findings show that the larger the proportion of illegal workers paying payroll taxes, the larger will be the decrease in wages, and the smaller the increase in unemployment generated by the decrease in the number of illegal workers in the economy that will follow an amnesty.  相似文献

The relation between citizenship and labor market position is complex. Besides a causal impact from citizenship towards labor market position, several selection mechanisms may cause particular immigrants to choose for naturalization. We investigate the empirical relation on the basis of German and Dutch survey data. For the Netherlands we find a positive relation between citizenship and labor market position, while for Germany we find mixed results as citizenship is negatively related to tenured employment. The contrasting results may be explained by institutional differences. In Germany, economic self-reliance is more strictly required for naturalization than in the Netherlands. This may lead to a stronger incentive to naturalize for workers with a temporary contract in Germany.  相似文献

This study provides a quantitative perspective on the Chinese American migratory system of the late 19th and early 20th centuries, including the magnitude of various means for evading the U.S. embargo on Chinese immigration. Three sources are explored, including federal immigration summaries, census microdata, and a sample of person‐voyage records for steamship arrivals at the port of San Francisco (n = 5,707). Whereas parameter estimates vary among the sources from nearly twofold (gross migration) up to fourfold (net migration), all results are consistent with a revolving‐door system in which young male workers arrived as replacements for departing older male workers.  相似文献

We examine the institutions that comprise the U.S. health system and their relationship to a surging immigrant population. The clash between the system and this human flow originates in the large number of immigrants who are unauthorized, poor, and uninsured and, hence, unable to access a system largely based on ability to pay. Basic concepts from sociological theory are brought to bear on the analysis of this clash and its consequences. Data from a recently completed study of health institutions in three areas of the United States are used as an empirical basis to illustrate various aspects of this complex relation. Implications of our results for theory and future health policy are discussed.  相似文献

"This article reports findings that have emerged from an effort made at statistically measuring the effects of immigration on the earnings of U.S.-born youth. The presence of immigrants arriving before 1965 has a positive impact on youth earnings. Recently arrived immigrants impact negatively, however. These results are consistent with recent findings that the skill level of immigrants arriving within the last two decades is lower relative to that of immigrants arriving earlier. The results also show that the negative effects diminish as the youth ages, reflecting skill acquisition and job mobility of the young worker into jobs less vulnerable to competition from immigrant workers."  相似文献
