Although the occupation and associated living conditions of migrant and seasonal agricultural workers in the US pose exceptional health hazards to the workers and their dependents, relatively few occupational health professionals have been involved with this group. This articles examines the basis for this neglect and proposes a definition of the population that should be considered in farmworker health policy. It then reviews existing evidence regarding hazards of 4 major occupational exposures--pesticides, the sun, injuries, and poor field sanitation--and policies that have been developed to address these hazards. The extremely negative health consequences of farmworker living conditions, which are indirect occupational hazards, are also summarized. Numerous policy, planning, and research recommendations are made. Adequate solutions for this impoverished and powerless group, however, will require significant sociopolitical advances, such as are developing with unionization and other forms of political organization.  相似文献

Abstract Assignment of administrative positions in a sample of rural towns is demonstrated to be significantly associated with gender. Most civil administrators are women, while most legal and educational administrators are men. The difference indicates structural assignment of positions by gender. Gender and administrative position are demonstrated to have zero-order correlations with perceptions of two important behaviors for community: migration and social problems. The characteristics of the occupation and of the administrators are qualitatively different. The data are compiled from interviews with seventy administrators in five pairs of small towns in Montana, ranging in size from about 200 to approximately 7,000 residents. Each pair contains one agricultural and one scenic recreational town. Comparatively, more women were employed in agricultural towns. Many rural women who become administrators, particularly long-term administrators, may be selected for reasons that help preserve the community by providing opportunities for themselves and their families.  相似文献

Using a representative sample of currently legal third-country immigrants in Italy, obtained from the Social Condition and Integration of Foreign Citizens survey, this article examines the long-term labour market consequences of previous undocumented spells. First, formerly undocumented immigrants are identified using retrospective information on respondents' legal status. Second, immigrants are classified according to the duration of irregular spells before the achievement of the first residence permit. Third, current labour market outcomes are investigated to account for the endogeneity underlying the previous undocumented history. Results show that even though formerly undocumented immigrants are more likely to participate in the labour market, they are more likely to be employed in underqualified occupations than continuously legal immigrants. The duration of the irregular experience affects occupational qualification negatively, among both men and women. The lack of legal entry channels and policies to plan and regulate migration to Italy may reinforce labour market segmentation, exposing migrants to long-term occupational downgrade.  相似文献

This article discusses the legal and human rights aspects of AIDS, travel, and migration in Africa. Restrictions upon migration and travel in the context of HIV/AIDS have directed attention on the jeopardy of free international movement and the need to uphold it. International travel and migration have been blamed for introducing HIV and restrictions imposed to prevent the import of such disease. Contemporary legal and administrative barriers to free movement of people across national borders are similar to the physical barriers imposed to prevent the spread of diseases in past centuries. However, physical barriers failed to prevent the international spread of diseases and legal and administrative barriers have been proven ineffective. Meanwhile, responses to HIV/AIDS set patterns for other health-related issues and to affect the entire legal framework of international travel and migration. Based on previous studies, data on migratory flows and numbers of travelers and migrants are scarce in Africa. Migrants represent more or less 10% of the population of sub-Saharan Africa or 35 million persons, including some 60 million refugees.  相似文献

In Tanzania, the Maasai and Waarusha tribes are experiencing conflict because differences in their modes of productions and economic strategies undermine the peaceful coexistence that they have enjoyed since the 18th century. The Maasai are pastoralists, while the Waarusha are agricultural subsistence farmers who are encroaching on the best pasture lands. A sketch of the history of the two groups shows that the Maasai reached the peak of their land holding in 1880 before the arrival of European colonists who seized land and restricted the Maasai to a semi-arid reserve but allowed the Maasai to remain an autonomous and powerful group. The Waarusha began encroaching on Maasai land after independence due to land and population pressure. While closely tied, each group looks down on the other, and Maasai ascendancy has given way to Waarusha challenges. After independence, the tribal and ethnic rule that was protected by the colonial system was disrupted to allow for increased internal migration and new patterns of settlement. The rights of land ownership were transferred from tribes to the State, allowing privileged groups to benefit. The Waarusha began to engage in illegal land-grabbing and to encroach on the Maasai preserve using legal and illegal means. The Maasai view land as collective property and have had difficulty retaining title of traditional lands in the face of population pressure. This loss of grazing land has forced the Maasai into a mixed economy that depends upon agricultural production as well as livestock production. In the meantime, the Waarusha have deliberately sought political office to gain power to secure their holdings. Immediate action is needed to produce 1) a policy on spontaneous settlement, 2) an immediate adjustment of legal procedures for land acquisition, 3) a land tenure policy that equally emphasizes agricultural and livestock production, and 4) controls on undue expansion of subsistence agriculture into semi-arid rangelands.  相似文献

This article seeks to identify factors associated with the formation and development of nonmetropolitan destinations for older in‐migration, thereby explaining why some U.S. counties are more likely than others to be nonmetro retirement destinations. We contend that most nonmetro retirement destinations are established and developed over time through a path‐dependent process. When amenities are commodified as recreation and tourism, migration streams tend to be established that ultimately produce sustained in‐migration of older persons to selected destination communities. We use data from a variety of official sources and a spatial statistics methodology to examine intercounty variability in net migration rates at ages 60–74. Our findings are consistent with the aforementioned path‐dependent development framework. Counties with a long history of population growth, previous experience attracting older in‐migrants, attractive natural amenities, and a developed recreation and tourism industry are those most likely to be retirement‐age migration destinations. In contrast, agricultural heartland and relatively large population size are associated with lower rates of older in‐migration. Older in‐migration should be seen as neither a panacea for strapped rural communities nor a “pensions and care issue.” Older migrants can be “gray gold,” but they can also pose challenges, such as possibly increased demand for public services as they age in place.  相似文献

This article examines Mexican migration into South Texas in recent decades and focuses on changes in the characteristics of the migrants' households. An ethnographic approach is used in examining 56 permanent, immigrant households. "This article introduces a hypothesis for explaining the increase and permanency of household immigration." It is found that "immigration often leads to downward social mobility with respect to legal status of household members, type of employment, and property ownership. Of particular note is the transformation of the household from a single to a multiple worker unit, in response to agricultural labor demands and growing employment opportunities in the non-agricultural sector."  相似文献

Migrant farmworker networks are vital components in their job seeking and underemployment minimization strategies. Yet, farmworker cultural, physical, and institutional isolation along with the itinerant and clandestine features of farmwork have become major obstacles in the development of robust lateral communitywide network ties that would otherwise favor reciprocity and resource sharing. Thus, contrary to the positive social capital assumption, we argue that the paucity and fragmented features of farmworkers’ lateral ties have increased their vulnerability and locked them in exploitative relationships in a hostile social environment that makes impractical or impossible the formation of alternative ties. Our study is based on participant observation through a 6‐week stay in three North Carolina farm labor camps. On‐site evidence shows that the two larger groups of solitary male farmworkers and farmworking families break up into smaller groups, each group in pursuit of its own short‐term goals. We conclude that, even though farmworker networks help them to find and ensure temporary jobs, their inability to use the networks to share resources is ultimately detrimental for participants’ long‐term socioeconomic prospects.  相似文献

Everyone born in China has a household registration which identifies the type of household registration, agricultural or nonagricultural, determined by the household one is born into and the official residence. While determining one's type of residence, household registration also determines one's eligibility and access to government social services and benefits, and influences one's motivation to migrate. The author explores the relationship between type of household registration and the type of and reasons for migration in China. Data are used from the Zhejiang Province segment of the 1986 National Urban Migration Survey. The Zhejiang part of the survey sampled approximately 1400 households with 5229 individuals. Results suggest that agricultural registration is a clear deterrent to permanent migration, but does not influence temporary migration. Permanent migrants with agricultural registration predominantly move for noneconomic reasons, while those with nonagricultural registration are more likely motivated by economic reasons. The pattern is reversed in temporary migration. A key to understanding individual migration behavior is to understand household registration and its function as the intermediary through which the government exercises control over migration. Overall, changing market conditions associated with economic reforms account for these new patterns of spatial mobility.  相似文献

International migration in the Adriatic countries of Albania, Greece, Italy, San Marino, and Yugoslavia is briefly examined using data from official and other published sources. Homeownership is generally considered to have positive benefits for families and communities. However, the collapse of the housing market in 2009 led to questions about this assumption, especially for low‐skilled workers whose employment is volatile. This question is particularly relevant to the farmworker population in rural communities for whom homeownership might function as the first step in the path toward social integration. In this study I ask whether homeownership impacts immigrant adaptation among farmworkers in Washington State. To answer this question researchers analyzed 2,845 responses from the Washington State Farm Worker Survey. I divided the sample into renters and homeowners and evaluated behaviors and attitudes along three dimensions: perceptions of community efficacy, civic engagement, and motivations for civic engagement. I found that when compared with those who rent, farmworkers who are homeowners tend to have a greater sense of community efficacy, are more engaged in their communities, and are more motivated to get involved in local affairs. These findings suggest that homeownership can function as a vehicle for immigrant adaptation among Washington State farmworkers. This bodes well for the future of the state's rural areas, where Latinos are increasingly becoming the majority in many agricultural communities.  相似文献

This article outlines Public Social Services’ encounters with irregular migrants in Sweden from the perspectives of institutional and street-level bureaucrats. Staff and executive considerations are influenced by a de jure exclusion of irregular migrants, which is an element of the control of migration. Staff face contradictory demands concerning international and national regulations, which leads to legal ambiguities open to discretionary powers. The aim is to explore the handling of such cases, experiences and considerations with an interest in the values that are invoked when enacting discretion and to discuss implications of the unclear legal situation. The material was obtained using web-based questionnaires. A tentative analysis confirms that the Public Social Services encounter irregular migrants and that handling differs greatly. It suggests that different approaches and the contradictory legal framework endanger the rule of law. Differing reference points appear to be invoked when enacting discretion: some related to social work and others to controlled migration. The social work values invoked by some respondents might imply an appreciation of a right to services and control of migration as independent processes and jurisdiction related to human rights that are applicable beyond the nationally framed legal status and not subordinated to policies of migration.  相似文献

Long‐term and short‐term (seasonal) migrations from Caribbean countries have been strategies for enhancing the livelihoods and assets of individuals and families for many decades. The greatest challenges to food security are felt by the populations below the poverty level, most of whom are rural dwellers. Taking two Caribbean countries – Jamaica, and St. Vincent and the Grenadines, this article assesses whether in rural, characteristically small‐farming areas, the financial and social remittances resulting from migration are used to improve food security, through either supporting agricultural production or providing money to purchase food. The findings show the contrast between Jamaica and St. Vincent. Whereas migration generally benefits small‐scale farming and domestic food production, increasing food accessibility in Jamaica, migration has been variously used by the rural poor in St. Vincent to replace farming. Food security in St. Vincent is heavily dependent on purchasing food and, in this regard, migrant remittances play an important role.  相似文献

Using data from Malawi, this study situates the discourse on migration, entrepreneurship, and development within the context of Africa's social realities. It examines self‐employment differences among three groups of migrants and corresponding group differences in agricultural and non‐agricultural self‐employment. International migrants are found to be more engaged in self‐employment than internal migrants. However, our results suggest that previous findings on the development‐related contributions of returning migrants from the West need to be appropriately contextualized. When returnees from the West invest in self‐employment, they typically shy away from Africa's largest economic sector – agriculture. In contrast, levels of self‐employment, especially in agricultural self‐employment, are highest among returning migrants and immigrants from other African countries, especially from those nearby. We also underscore the gendered dimensions of migrants’ contribution to African development by demonstrating that female migrants are more likely to be self‐employed in agriculture than male migrants. Furthermore, as human‐capital increases, migrants are more likely to concentrate their self‐employment activities in non‐agricultural activities and not in the agricultural sector. The study concludes using these findings to discuss key implications for policy and future research.  相似文献

Using data from two postfrontier rural settings, Nang Rong, Thailand (N = 2,538), and Chitwan Valley, Nepal (N = 876), this article examines agricultural push factors determining the out‐migration of young people age 15 to 19. We focus on different dimensions of migration, including distance and duration. Our study examines a wide array of agricultural determinants, each with its own potential effect on migration. These determinants include land tenure, crop portfolios, animal husbandry activities, and use of farm inputs. We link these proximal causes to two underlying mechanisms: risk and amenities. We examine these determinants using separate models across settings. Our results indicate that agricultural factors are significant determinants of migration in both contexts. However, different factors operate in different settings, indicating the importance of contextual variation in explaining the manner in which risks and amenities influence agricultural determinants of migration.  相似文献

It describes legal and clandestine labor migration to Singapore, Malaysia, and Saudi Arabia, the influence of employment brokers on the process, and the organization of the recruitment networks. The involvement of brokers is crucial but not always beneficial for the migrants. Migrants are dependent on the brokers and risk exploitation. This report on the emigration dynamics at work in Western Africa opens by noting that this region comprises an important migration system with large legal and illegal movements of people within the region and to industrialized countries. Migration has been fueled by high growth rates coupled with lower growth rates of per capital income. Migration takes the form of continuing inflow into receiving countries, such as the Ivory Coast, sudden changes in migration status (in Ghana and Nigeria) reflecting sudden economic changes, a brain drain to developed countries, and an influx of refugees. The second section of the report presents a brief look at historical migratory patterns, including those of nomads which continue today. Data limitations are addressed in section 3, and the drawbacks of census data for migration information are noted. The next section describes the economic and demographic factors in the region which contribute to migration. These include the long lasting effects of colonization in general, the exploitation of minerals, patterns of agricultural development, poverty, and population growth. A closer examination of these forces at work is provided in case studies of Ghana, Nigeria, and the migration stream from Burkina Faso to the Ivory Coast. Section 5 looks at the economic causes and effects of the brain drain. Social and cultural factors are covered in section 6, with an emphasis placed on family and migration networks. Section 7 covers political factors influencing migration, such as the efforts of people to retain contact with other members of their ethnic group who may live on the opposite side of an arbitrarily drawn (by colonizers) international border, the designation of administrative capital cities, and the ease in crossing borders without documentation. The next section describes the 1975 formation of the Economic Community for West Africa (ECOWAS) and its protocols regarding free movement of citizens within the states which comprise the Community. The tolerance level of receiving countries is also linked to their economic situation. Section 9 discusses ethnic upheaval and the flow of refugees generated by Liberia, Chad, Sierra Leone, Togo, and Mauritania. The report ends with a projection of increased migration due to population growth, economic adversity, and political instability. Greater migration may also be generated if ECOWAS is successful in meeting its economic goals for the region.  相似文献

The United Kingdom, like many developed world economies, has witnessed unprecedented immigration since the early 1990s. Also in line with other developed world economies, the United Kingdom has adopted a “managed migration” policy paradigm. The paper argues that the operation of this paradigm is best understood with reference to two key concepts: migration policy “venues” and migration policy “filters.” In terms of the former, the paper argues that managed migration policy is associated with outward, upward, and downward rescaling and commensurate venue growth and diversification. In terms of the latter, the paper argues that six policy filters (legal, geographical, credential, transfer‐based, monetary, and humanitarian) are commonly used to determine legitimate forms of migration but that one (the geographical filter) has been particularly prominent within the United Kingdom's managed migration policy paradigm.  相似文献

"Uncertainties are abundant about the measurement of net undocumented migration [to the United States] and change over the past two decades. This analysis presents possible upper and lower boundaries on components for estimating legal migration in 1980-1989 and on the foreign-born population in 1990. Positing ranges for net undocumented immigration, between 2 million and 4 million undocumented residents may have been counted in the 1990 census.
