Assessment Frameworks: A Critical Reflection

Increasing widespread requirements that assessment practiceconforms to generic guidelines contained in assessment frameworkshas been contentious and critiques offered on individual frameworkshave been assumed to apply to the concept of assessment frameworksmore generally. After comparing four assessment frameworks currentlybeing used in the UK, this paper argues that although some generalizationscan be made, for the most part, they are highly individual documentsin terms of range and depth of content, the extent to whichthey are evidenced and the quality of that evidence and implicitexpectations as to the skill bases of assessors. Furthermore,the introduction of assessment frameworks is not in itself apanacea to ensure good practice. Even with the most comprehensiveframeworks, social workers will still need comprehensive trainingin assessment and supervision of their practice.

The Beckford Report: A Critical Appraisal

Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. It concludesby arguing that the report is in great danger of misdirectingour attentions from the major issues concerned with social workwith children at risk.

Parton, Howe and Postmodernity: A Critical Comment on Mistaken Identity

Correspondence to Carole Smith, School of Social Work,, Department of Social Policy and Social Work, Dover Street Building, The University of Manchester, Oxford Road, Manchester M13 9PL Summary In their contributions to the debate about social work, modernityand postmodernity Parton(1994) and Howe (1994) argue that therecent changes in social work practice can best be understoodas features of, or responses to, the postmodern social orderin which it is located. This has led, they argue, to an increasingfragmentation of the profession and an undermining of its formalknowledge base. We will argue here that, not only does suchan argument oversimplify the nuances of the ‘postmodernity’question, but it represents a misreading of the pressures affectingpractice at this time, which are more properly attributableto the operation of the discourses and ideologies of a particularphase of late capitalism and high modernity.     

A Critical Analysis of Freudianism

In recent years Freud's teaching has frequently been the subject of critical discussion both in Soviet and in foreign literature. There is no doubt that modern Freudianism, whose influence has become widespread abroad and which claims to be, in essence, a philosophical system with a world outlook, has become a profoundly reactionary concept sharply hostile to dialectical materialist trends in the fields of neurological and humanist sciences.     

The Vanishing Physician Scientist: A Critical Review and Analysis

Review of the concept of “the vanishing physician-scientist” shows: 1) medical school admissions reject most students wanting medical research careers; 2) college years before medical school are the best time for students to begin research; 3) efforts to entice admitted medical students and residents to do research are too little too late, yielding people not equipped to compete for grants with PhD track peers and less motivated because they have clinical careers to fall back on; 4) the MD/PhD could be replaced by the PhD/MD with uninterrupted research: a full PhD in parallel with part-time medical school followed by part-time residencies. A Critical Perspective on Quality within the Personal Social Services: Prospects and Concerns

Email: d.watson{at}gcal.ac.uk Summary This paper considers the development of ‘quality’within the personal social services over the last decade. Inparticular, it locates ‘quality’ within a managerialdiscourse, which de-politicizes and minimizes the critical aspectsof the concept in order to increase organizational scrutinyand control through the use and development of performance measurement.It is in this critical context that the prospects and concernsfor recent policy initiatives such as the Labour Government's‘Modernising Social Services’ are considered. Itis the contention of the paper that the critical and empoweringaspects of recent policy developments and quality approacheswill be minimized, as they are subsumed into activities whichare presented as technical and value-free. Further, that unlessthis process is critically questioned and challenged by managersand other stakeholders ‘quality’ and its developmentwill lead to greater proceduralization, increasing bureaucracyand ultimately commodification of the work processes.
