This article investigates the premise that it is possible to transpose organizational approaches to equal employment opportunity (EEO) from western countries to Muslim majority countries (MMCs). Drawing on policy interviews and documentary evidence from public sector organizations and international development agencies engaged in the promotion of gender equality in Turkey and Pakistan, we question the effectiveness of diffusion of gender equality policies and practices to and among these two MMCs. Our investigation reveals the primacy of context over essence in developing effective ways to construct EEO policies and practices which can be adopted in MMCs.  相似文献

With more than 28 active members, the Mediterranean Engineering Schools Network (RMEI) is the most active network on gender equality in the Mediterranean area. Supported by the HORIZON2020 TARGET project ‘Taking a Reflexive Approach to Gender Equality for Institutional Transformation’, in conceptualizing gender equality learning and system change, the network took a context-specific approach based on a theory of change and other STEM organizational frameworks, to design a self-assessment framework and indicators, considering the systemic view of SDG5 horizontally connected to all SDGs, national context complexity, and transdisciplinary requirements. 95 simple, practical, user-friendly indicators were designed, fitting in the specificities of the Mediterranean-Engineering context. The analysis showed that the network realized its vision, made the ‘passage’ from theory to praxis on gender equality change, effectively developed meaningful processes/structures, formulated a policy statement, built a community of practice and inspired members. It also achieved trustful relationships and inspired outputs, effective communication, sharing of information and resources, and top management commitment. Critical aspects are a) the analysis in depth of issues linked to the existence of gender-based stereotypes and bias in engineering schools of the Mediterranean that entails tackling gender ideologies considering the whole national social system and existing structures; b) sustainability of gender equality structures created at the member institutions with the support of TARGET project which is depending on the willingness of institution’s leaders to continue/advance with gender-sensitive strategies in their institution.  相似文献

In spite of years of equal opportunities legislation and guidelines, a marked gender imbalance at the apex of organizational career structures persists (Carrier 1995). The predominant liberal model of equal opportunities (EO) seeks to alleviate sex-discrimination through advocating gender-neutral or ‘same’ treatment (Meehan and Sevenhuisjen 1991; Gatens 1991; Bock and James 1992). However, the present study suggests that ostensibly gender-neutral organizational practices may exclude characteristics, values and concerns more typically associated with women. This paper draws on a study of gender in selection to corporate management and raises questions about whether and how characteristics, values, goals and concerns which have been perceived as ‘female’ or ‘feminine’ may be excluded from ostensibly gender-neutral equality practices. Findings suggest that EO theory and practice need to move beyond limited either/or debates around ‘equality’ and ‘difference’. In order to do so, it may also be necessary to challenge dichotomous thinking about gender which currently informs much of that debate. In order to facilitate the development and progress of women in organizations it is not enough for EO initiatives to treat gender as a category of difference that can be overcome through superficial changes, for example in interview procedures, which merely seek to exclude issues perceived as gendered. Instead, a longer agenda for equality must move beyond the debate about women’s ‘sameness’ or ‘difference’ from men to include a deeper understanding of the gendered nature of organizational positions, structures and practices.  相似文献

Senior leaders are usually understood to be ideally positioned to drive the organizational changes needed to promote workplace gender equality. Yet seniority also influences leaders' values and attitudes, and how they interpret evidence of inequalities, determine organizational priorities, and design and implement remedies. This article examines leaders' perceptions of workplace gender equality using system justification theory to explain survey data from Australia's public sector (n = 2292). Multivariate analysis indicates that male and female leaders more positively rate the gender equality climate in their agencies, compared with lower-level staff, and that male leaders show most propensity to defend the status quo. Findings call into question the effectiveness of change strategies that rely on leadership and buy-in of those whose privilege is embedded in existing arrangements, and problematize dominant organizational approaches casting senior leaders as effective change agents for gender equality. The article helps to explain gendered power dynamics, which produce and sustain organizational inequalities and make workplace equality so hard to achieve, and points to ways to strengthen practical approaches to promote equality in organizations.  相似文献

A central claim of new institutional theory is that organizations in a field come to exhibit shared characteristics over time. Recent literature emphasizes variation across field members, but has yet to concur on why differences occur. This study tests institutional explanations for the uneven implementation of one organizational practice—outcome measurement, an evaluative technique used to assess the impact of an organization’s programs. We analyze data from a new survey investigating the practices of nonprofit organizations (N = 379) and argue for the inclusion of the concept of organizational capacity to account for the uneven implementation of outcome measurement. As predicted by new institutional theory, organizations are more likely to adopt outcome measurement if key actors promulgate its use. However, the implementation of outcome measurement is best explained by the addition of the concept of organizational capacity alongside variables drawn from new institutionalism. Nonprofits with adequate organizational capacity, operationalized—following Weber’s concept of bureaucracy—as the presence of written rules and members with specialized knowledge, are better able to respond to isomorphic pressures to implement a new organizational practice. Our findings expand scholarship that examines the intersection of institutional dynamics and organizational traits in accounting for patterns of implementation of practices across an organizational field.  相似文献

Using data from a U.S. longitudinal investigation of psychological effects of occupational conditions (a project of the National Institute of Mental Health’s unit on Socioenvironmental Studies), we examined the relationship between the complexity of household work and 2 psychological variables: intellectual flexibility and self‐esteem. Longitudinal reciprocal effects analyses revealed that for men (n = 351) and women (n = 355), more complex household work was associated with increased intellectual flexibility. For women, complex household work was also associated with increased self‐confidence and decreased self‐deprecation. For men, complex household work was associated with decreased self‐confidence. The results are discussed in terms of theories of the cognitive and neurological effects of environmental complexity and of theories of self‐esteem.  相似文献

This article explores the biographical shaping of management theory. Using the British management theorist Lyndall Urwick (1891–1983) as a case study, it argues that existing understandings of the history of management studies are limited by their lack of attention to the emotional a priori of theory production. For men such as Frederick Taylor or Urwick, the work of composing management theory for a public audience was intimately connected to events and experiences in the private life. Theorizing addressed emotional dilemmas even while it strove to construct a separation between the personal and the organizational. Management theories are not only historically, socially or discursively constructed, but can be read in terms of the evidence they provide about individual subjectivity. Psychoanalytic concepts can help illuminate such relations. Theorizing can be seen as a form of play: as something which, in D.W. Winnicott's terms, takes place in the space between the psychic reality of the ‘me’ and the external world of the ‘not me’. The ‘classical’ administrative theory represented by Taylor, Fayol and Urwick sought to create organizational structures which could stand apart from, and allow the management of, individual personalities. It simultaneously insisted on the status of theory as the ‘not me’; that is, as a product which was not shaped by personal experience, but which constituted objective knowledge. The illusion of theory as a largely external, social product persists in much management and organization studies today. This article challenges that social determinism, first, by showing how Urwick's theories addressed issues of separation and intimacy, and second, by placing Urwick's work in the context of his relations with women.  相似文献

Organizational research has come a long way in understanding and dealing with inequalities in the workplace. Despite this, there has not been enough progress toward equality. The reason for the stymied progress, we argue, is in large part due to the conceptual gaps in our understanding of equality. This has not been clear enough to prevent previous imbalances in power, interests and domination from re-manifesting themselves in new ways. Because organizations are complex, there needs to be a clear definition and goal of equality that can account for these mechanisms. In this article, we present a conceptual approach we call intersectional equality. To develop this approach, we build on Kimberlé Crenshaw's intersectionality and Joan Acker's inequality regimes that are useful for understanding the presence and persistency of inequality in organizations, but these do not define solutions for equality. At this point, we turn to equality and justice theory and examine Amartya Sen's capabilities approach for incorporating organizations and organizational responsibilities to pursue equality. In light of the conceptual gaps in intersectionality, the inequality regimes, and the capabilities approach, we present intersectional equality as a conclusive alternative concept and approach. Intersectional equality sharpens the feminist definition and vision of equality for organizations and provides a practical path forward for building coalitions and capabilities across four dimensions of organizational disparities (procedural, discursive, material, and affective).  相似文献

Gender equality work in local government carried out during the 1980s presents a valuable site to explore the interaction between professional and feminist working. In the history of the Women's Liberation Movement (WLM) and feminist organizing more broadly in the UK, professional working has often been positioned as antithetical to feminist working, and relatively little scholarship has examined the interface between the two. This article argues that the individuals involved should be considered ‘professional feminists’ as opposed to ‘femocrats’, drawing from across feminist, social movement and organizational theory, and interviews carried out in 2011 and archival texts from three UK councils. It also suggests their work (undertaken between the beginning of the 1980s and the beginning of the 1990s) serves to blur the boundaries usually marked between social movement and state. This contributes to the existing literature by exploring the specific understandings and practices put to work by those working on gender equality professionally, but not in an elected capacity, within local government, and how their work can be positioned in relation to feminist organizing more broadly.  相似文献

This article looks at African and black men and masculinities, triangulated desire, race, and subalternity in Charles Mungoshi’s short story collections. It examines the negotiation of desire, and its interface and interplay with power relations and their negotiation in the colonial and postcolonial economies of domination and gender as depicted in the short stories. It uses the Gramscian concept of hegemony, Girard’s mimetic theory of triangular desire, and Sedgwick’s theory of gendered triangular desire, to examine these dynamics. It argues that colonial and postcolonial power and gender relations are negotiated through a complex interplay of desire that cannot all be accounted for by both Girard and Sedgwick’s models, necessitating their modification to deal with the complexity of desire in a colonial and postcolonial context. The short story collections examined span the colonial and postcolonial eras and these are Coming of the Dry Season (1981), Some Kinds of Wounds (1980), and Walking Still (1997).  相似文献

In this article, we present an institutionalist organizational perspective on formal gatekeeping, arguing along two fronts: First, identifying gatekeepers provides useful analytic devices for learning about the vocabularies of structure in an organization. Second, successfully managing gatekeepers requires that one understands the vocabularies of structure in use in an organization. We ground our perspective in field experiences gleaned from eleven public sector organizations who participated in our health promotion and research program, the Arizona 5 a Day Project. Field data and insights from institutional organizational and decision-making theory frame a matrix of organizational types and formal gatekeeping. We conclude by linking our perspective with analytic perspectives on organizational charters and organizational change.  相似文献

We present a Multiple Membership Multiple Classification (MMMC) model for analysing variation in the performance of organizational sub-units embedded in a multilevel network. The model postulates that the performance of organizational sub-units varies across network levels defined in terms of: (i) direct relations between organizational sub-units; (ii) relations between organizations containing the sub-units, and (iii) cross-level relations between sub-units and organizations. We demonstrate the empirical merits of the model in an analysis of inter-hospital patient mobility within a regional community of health care organizations. In the empirical case study we develop, organizational sub-units are departments of emergency medicine (EDs) located within hospitals (organizations). Networks within and across levels are delineated in terms of patient transfer relations between EDs (lower-level, emergency transfers), hospitals (higher-level, elective transfers), and between EDs and hospitals (cross-level, non-emergency transfers). Our main analytical objective is to examine the association of these interdependent and partially nested levels of action with variation in waiting time among EDs – one of the most commonly adopted and accepted measures of ED performance. We find evidence that variation in ED waiting time is associated with various components of the multilevel network in which the EDs are embedded. Before allowing for various characteristics of EDs and the hospitals in which they are located, we find, for the null models, that most of the network variation is at the hospital level. After adding these characteristics to the model, we find that hospital capacity and ED uncertainty are significantly associated with ED waiting time. We also find that the overall variation in ED waiting time is reduced to less than a half of its estimated value from the null models, and that a greater share of the residual network variation for these models is at the ED level and cross level, rather than the hospital level. This suggests that the covariates explain some of the network variation, and shift the relative share of residual variation away from hospital networks. We discuss further extensions to the model for more general analyses of multilevel network dependencies in variables of interest for the lower level nodes of these social structures.  相似文献

The aim of this paper is to discuss how changes to gender equality in organizing can be made sustainable. Numerous studies have reported on projects which have not succeeded in their efforts to implement gender equality. In this paper, we analyse the results from two programmes which aimed to increase equal opportunities among private and public sector organizations. Theoretically, the study is based on the framework of doing gender, which is combined with insights from studies using the translation model of organizational change. The translation model of organizational change enables investigation of formal and informal processes within an institutionalized setting. By studying those aspects that were stabilized into an institution within these two programmes, as well as those which were not, the approaches that had become sustainable for the programmes in the long term could be discerned. When comparing the two programmes, it became apparent that complications arose at the point at which the theoretical aims of gender equality were translated into actions. The analysis of the outcomes of these programmes indicates, however, that, even though the formal goals were not reached, equal opportunities within the participating organizations did benefit from these programmes.  相似文献

This article analyses the US response under former President George W. Bush to the global HIV/AIDS epidemic at the intersection of neo-conservatism and neo-liberalism, highlighting the various ways their distinct gender logics collide to reproduce masculine privilege and gender inequalities on a global scale. The President's Emergency Plan for AIDS Relief (PEPFAR) is the United States global HIV/AIDS policy and is the largest commitment made by any single nation for an international health project. My analysis is based on PEPFAR's ‘formal’ policy texts, including its authorizing legislation, five-year strategic framework and specific policy directives for recipient organizations. In addition, I examine more ‘informal’ texts like Congressional reports and Presidential speeches delivered by George W. Bush on various occasions. Drawing on a rich body of feminist ethnographic work in the fields of global governance, international political economy, organizational theory and sexuality and masculinity studies, the following article examines the various ways market-based norms and practices can legitimate the moral imperatives of neo-conservatism to promote ‘traditional’ values and institutions in the global South as leading solutions to global problems and insecurities.  相似文献

Fieldworkers have long acknowledged the problems of gaining access to research settings but often failed to analyze them systematically. In this article we provide preliminary evidence that, when seeking to enter formal bureaucracies, access problems can be better understood and more easily resolved by referring to the organizational logic of the setting. Adopting an organizational perspective to analyze access issues, we compare public schools and private religious schools and show how access problems and the strategies to overcome them vary according to the variation in the schools’ organizational features. We develop our argument in four steps. First, we examine the organizational literature on formal institutionalized organizations to highlight the structural problems of gaining entry to public schools for research purposes. Second, we adopt an organizational perspective to identify strategies for overcoming problems of access to public schools. Third, we compare the access to private religious schools and to public schools to demonstrate that problems and solution strategies vary according to the schools’ variation in organizational features. Fourth, we demonstrate the usefulness of organizational access by showing that researchers’ ability to gain entry is enhanced by a preliminary understanding of the organizational characteristics of a formal research setting. Throughout our discussion, we provide illustrative examples from the senior author’s research in public schools and private religious schools in a large Midwestern city.  相似文献

Attention to ‘textuality’ has been used in organizational studies to point to the strong situational quality of organizing, but there has been little detailed empirical or theoretical examination of talk in action. Simply stating that ‘organizing is talk’ is not enough. Starting with Boden's analysis of organizing as ‘talk’, the import of the communication‐based interpretation of organizing is examined. A ‘flat’ or ‘one‐dimensional’ analysis of organization, grounded solely on speech‐based causality, will be rejected. Michel Serres' philosophy of communication provides in the figure of Hermès, needed complex connectionist insight(s) into interaction. And coupled with Levi‐Strauss' concept of the totemic operator, Serres' philosophical insights are used to develop a concept of communicative agency in tune with a complex narrative analysis of organizing.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

This paper presents an ethnography of contemporary media practices in Vanuatu, with a particular focus on media narratives and debates around gender equality and women's clothing, exploring how the discourses of kastom, Christianity and ‘modernity’ are being employed and communicated across various media platforms. The use of community media to promote awareness of gender equality through participatory and entertaining content, and the use of mainstream media to communicate a narrative that reinforces existing gendered power structures are each explored. In addition, social media platforms are identified as an emerging communication tool through which users can straddle the line between producers and consumers of media content and narratives, and engage in frank debate around the issue of gender equality.  相似文献

In Punishing the Poor, I show that the ascent of the penal state in the United States and other advanced societies over the past quarter‐century is a response to rising social insecurity, not criminal insecurity; that changes in welfare and justice policies are interlinked, as restrictive “workfare” and expansive “prisonfare” are coupled into a single organizational contraption to discipline the precarious fractions of the postindustrial working class; and that a diligent carceral system is not a deviation from, but a constituent component of, the neoliberal Leviathan. In this article, I draw out the theoretical implications of this diagnosis of the emerging government of social insecurity. I deploy Bourdieu’s concept of “bureaucratic field” to revise Piven and Cloward’s classic thesis on the regulation of poverty via public assistance, and contrast the model of penalization as technique for the management of urban marginality to Michel Foucault’s vision of the “disciplinary society,” David Garland’s account of the “culture of control,” and David Harvey’s characterization of neoliberal politics. Against the thin economic conception of neoliberalism as market rule, I propose a thick sociological specification entailing supervisory workfare, a proactive penal state, and the cultural trope of “individual responsibility.” This suggests that we must theorize the prison not as a technical implement for law enforcement, but as a core political capacity whose selective and aggressive deployment in the lower regions of social space violates the ideals of democratic citizenship.  相似文献
