Literature on social protection, inequality, and poverty suggest that social protection programs are the policy tool for the eradication of poverty and inequality. The exact targeting of beneficiaries is the most important pillar behind the success of every social protection schemes. Asian Development Bank introduced Revised Social Protection Index in 2010, which is used by several studies for the evaluation of social protection schemes. The current study estimates the revised social protection index of Pakistan for the years 2011 and 2013. During 2011, the average per capita expenditure on social protection was 5.1% of the poverty line expenditure, whereas during 2013, average per capita expenditure on social protection was 5.3% of the poverty line expenditure. The disaggregated form of social protection index indicates that the coverage of social protection programs are low in Pakistan. The expenditures on social protection programs are high for the non-poor and very low for poor. The gender-based disaggregated form of social protection index shows that women have a lower value of social protection index than do males.  相似文献

Childhood poverty, early motherhood and adult social exclusion   总被引:2,自引:0,他引:2  
Childhood poverty and early parenthood are both high on the current political agenda. The key new issue that this research addresses is the relative importance of childhood poverty and of early motherhood as correlates of outcomes later in life. How far are the ‘effects’ of early motherhood on later outcomes due to childhood precursors, especially experience of childhood poverty? Subsidiary questions relate to the magnitude of these associations, the particular levels of childhood poverty that prove most critical, and whether, as often assumed, only teenage mothers are subsequently disadvantaged, or are those who have their first birth in their early twenties similarly disadvantaged? The source of data for this study is the National Child Development Study. We examine outcomes at age 33 for several domains of adult social exclusion: welfare, socio‐economic, physical health, emotional well‐being and demographic behaviour. We control for a wide range of childhood factors: poverty; social class of origin and of father; mother's and father's school leaving age; family structure; housing tenure; mother's and father's interest in education; personality attributes; performance on educational tests; and contact with the police by age 16. There are clear associations for the adult outcomes with age at first birth, even after controlling for childhood poverty and the other childhood background factors. Moreover, we demonstrate that the widest gulf in adult outcomes occurs for those who enter motherhood early (before age 23), though further rein‐forced by teenage motherhood for most adult outcomes. We also show that any experience of childhood poverty is clearly associated with adverse outcomes in adulthood, with reinforcement for higher levels of childhood poverty for a few outcomes.  相似文献

ABSTRACT

Microfinance has been unsuccessfully deployed as a poverty reduction strategy in the Global South. However, despite advocates acknowledging this shortcoming, the sector continues to grow. Moreover, over the past decade it has expanded its geographic scope, targeting poor communities in the Global North under the banner of financial inclusion. This article investigates the growth of the Australian sector. Analyzing the impacts of reforms to Australia's social security system alongside the political economy of the microfinance industry, it argues the debtfare state in Australia has provided fertile ground for microfinance's expansion. Documenting the advocacy strategies and tools to target vulnerable communities used by microfinance organizations and corporate partners, it charts how government support and subsidies have created a favourable regulatory environment, driving the sector's growth. This has benefitted these coalitions while displacing other forms of social security, despite the lack of robust evidence demonstrating microfinance's benefits for the poor.  相似文献

Debates about the relationship between poverty and disability continue and are important in that they contribute to policies regarding how best to address the needs of disabled people living in conditions of poverty. Increasingly, researchers have begun to use Sen's capabilities approach in understanding disability. However, the approach has not been adequately applied to understand the nature of the poverty and disability nexus, particularly in developing contexts. This article seeks to address this gap by reporting on evidence from a study conducted in eight of the poorest wards in Johannesburg. Using the capabilities lens we demonstrate the ways in which both poverty and disability compound one another to limit the capabilities of people. The findings point to the need for broad-scale as well as targeted social development policies and programmes to address the consequences of poverty and disability.  相似文献

This article examines the way in which child care social work with deprived families has changed and developed since the inception of Children's Departments in 1948. It is argued that between 1948 and 1970 child care social workers enjoyed a fair measure of social support. A variety of reasons are considered for explaining this—specialization, smallness of size, privacy and a consensus about the needs of children. From the early 1970s it is argued that broader societal changes, including a shift away from social solidarity towards individualism, organizational changes and the advent of child abuse as a public concern, resulted in con?icting demands on child care social workers and a subsequent loss of credibility and con?dence. The 1990s have seen a return to emphasis on family support policies which has been further accelerated in the new millennium by New Labour's stated commitment to eliminating child poverty and creating better life opportunities for all children. The implications of these new developments for child care social workers engaged in meeting the needs of children living in highly disadvantaged families are considered. Abstract This paper explores the relevance of extra local market linkages and local‐level social capital to sustainable livelihood outcomes in two agrarian communities on Mexico's Baja Peninsula. Contextualized by the specificity of Mexico's transition from state‐directed rural development to neoliberally‐guided rural development in the 1990s, findings suggest that market linkages can intersect with pre‐existing social capital to both create new and destroy preexisting social capital, thus shaping the direction of development and inequality outcomes. The nature of a community's social fabric is often a result of long‐standing historical legacies. In the communities presented, the quantity and quality of social capital was intricately connected to their history of state‐sponsored or market agriculture; the nature of local institutions, with particular emphasis on the formation and evolution of the ejido; and the access to and availability of natural resources, namely land and water, which are both intricately connected to market access options. Moving beyond a simple demonstration that social capital matters, this analysis explores the complex and dynamic interaction between local‐level social capital and extralocal market linkages. In doing so, it contributes to the larger debate on how the historical legacy of populist reforms and the social and political institutions created during state populism have nuanced the trajectory of neoliberal development in Mexico.  相似文献

Summary

Despite social work's historic ambivalence toward income support programs, the policy changes introduced by the TANF welfare to work program demand the profession's attention. Although social workers are not directly responsible for the administration or implementation of the program, many serve TANF clients whose lives have been affected by these changes. Tracing social work's historic but reluctant involvement with income support, this paper urges the profession to respond to the challenges posed by the TANF program in a more systematic way and to contribute more effectively to the wider task of poverty eradication.  相似文献

Since the inception of the Scottish children's hearings system, an increasing concentration of child care and protection referrals has emerged. Data on 225 children referred on care and protection grounds are examined. Children faced a double jeopardy of personal adversity against a background of social and economic disadvantage. A smaller group of children were also victims of an offence by an adult. A significant proportion of children had multiple referrals suggesting a recycling of some children. Social adversity in the backgrounds of children has been found in other child welfare studies. The significance accorded to this by social work agencies and the links between neglect and poverty may be overlooked. The importance of policy that provides comprehensive public assistance and services, as found in other European countries, is an inescapable conclusion.  相似文献

This article attempts to contribute to the historically relevant debate about the role of social work in poverty situations, focusing on the emblematic and radical question whether the poor actually need social work. In the context of the currently dominant policy framework in European welfare states, that is underpinned by the emerging paradigm of social investment, we argue that it is extremely relevant to readdress this question. Within this development, the eradication of child poverty has been considered a key target of poverty reduction strategies and child and family social work has consequently been assigned a pivotal role in the fight against the intergenerational transmission of poverty. We demonstrate that the rhetoric of social investment has found a practical implementation in social work constructing the problem of poverty in terms of education and activation of both the child and the individual parent. Based on an extensive review of literature, we discuss underlying assumptions, consequences and pitfalls of the paradigm of social investment for social work and tease out whether, and on which conditions, poor families need child and family social work.  相似文献

Sociology has long been interested in innovating solutions to social problems. However, this desire has also been a source of controversy as it can conflict with the discipline's ambition also to be recognized as a hard science. This paper critically reviews sociological contributions to the study of social innovation. It first contextualizes these contributions by discussing the origins of sociology's interest in transforming society, the growing tension between that interest and sociology's other aspiration to create objective knowledge about the social world, and how more sociologists have relocated to business schools where most research on social innovation is now being conducted. Next, it summarizes sociologists' contributions, which emphasize how social innovation is organized by institutions, networks, social movements, and organizations themselves. It then discusses criticisms of this work and responses to these critiques. It concludes by asking whether sociologists' research on social innovation has advanced their discipline's dual mission of reforming and explaining society and what additional studies are needed.  相似文献

There is an interesting and continuing debate on the nature and role of social protection in poverty reduction. Within the health sector, discussion has focussed on the drawbacks associated with fee exemption schemes and community‐based health insurance, with much less attention paid to the policy option of abolishing user fees. This paper reviews empirical evidence on the impact of the Government of Uganda's decision in 2001 to abolish user fees for health services. The paper finds that this policy intervention has had a significant positive impact on health‐seeking behaviour in Uganda and concludes that this policy measure can make an important contribution towards a more ‘promotional’ policy approach to social protection.  相似文献

Social capital has been extensively discussed in the literature as building blocks that individuals and communities utilize to leverage system resources. Similarly, some families also create capital, which can enable members of the family, such as children, to successfully negotiate the outside world. Families in poverty confront serious challenges in developing positive family capital, because of lack of resources. For those families that are successful in developing positive family capital, family capital can help to create positive outcomes for family interactions. Thus, family capital can provide information about opportunities, exert influence on agents who make decisions involving the actor, provide social credentials that indicate a connection to a social network, and reinforce the actor's identity and recognition, which maintains access and entitlement to these social resources.  相似文献

The debt crisis of 1981–83 changed the course that Brazil's social and labour policy had followed from the 1930s to the 1970s. The social and labour protection systems built up over those five decades – in conjunction with urbanization, industrialization and the rise of wage employment – were gradually dismantled. The neo‐liberal policies adopted, however, failed to generate sufficient economic growth and brought worsening unemployment and job insecurity instead. Most family scholars take the concept of poverty for granted. The variety of ways people have chosen to define and measure this concept, however, often makes it difficult to interpret or compare research results. We review and critique the ways that poverty has been measured in the family and child literatures as well as the measures that have been used to help understand variations in adaptation among those in poverty. In addition to reviewing more common measures, we include discussions of two new measures that have the potential to contribute to the literature on poverty: basic family budgets and social exclusion.  相似文献

SUMMARY

In 1905, Massachusetts General Hospital initiated the first medical social work program in the United States. Based on the writings of its leaders, this paper presents the early history of medical social work in the United States. Inspired by developments in European health care that emphasized the community context of disease, medical social work pioneers saw a need to individualize the patient while also promoting public health measures in the community, improving the patient's environment to eliminate the causes of disease. In addition, since they served patients because of their diseases rather than their poverty, medical social workers were among the first to provide social work services to the non-poor. In spite of their emphasis on environmental change, many of early medical social work leaders had an anti-institutional bias; they were suspicious of large-scale solutions for what they saw as fundamentally individual problems. Consequently, methods for promoting individual adaptation developed more rapidly than methods for promoting environmental change. Ironically, the medicalization of social problems in contemporary times has resulted in a focus on individual pathology rather than social and lifestyle causation in health, even as the rising cost and complexity of the system challenges health care consumers in the United States. Reaffirming the environmental emphasis of medical social work pioneers provides a way for today's health care social workers to incorporate environmental modification into their practice and promote the health of all citizens.  相似文献

Corporate social responsibility (CSR) programs have proliferated among the world's largest corporations. While the lion's share of scholarly attention has been devoted to the competitive advantage of CSR as a branding strategy, very little notice has been taken of CSR's history, particularly the emergence of CSR programs during the politically turbulent l960s and l970s. The paucity of historical attention has led to several distortions, including the failure to recognize CSR's origins as a survivalist reaction to crisis, and the resulting overemphasis of CSR as an unambiguously ethical model of managerial proactive effectiveness. Based on an examination of newspaper records of a politically crystallizing oil spill in the waters off the coast of Santa Barbara, California, and an analysis of CSR's market penetration and rhetoric, this paper offers an alternative framework for reexamining corporate social responsibility.  相似文献

In this article, a particular event which occurred in the Northern Territory in Australia in 2007 is used to examine and constructively critique a government strategy that prioritised an invasive and non-participatory form of intervention. The justification for this course of action was the protection of Aboriginal children from sexual abuse. In order to examine both the action taken and the ongoing implications, a case study approach is adopted and despite the recent apology to the ‘stolen generation’, it is argued that links between current events and those of the past can still be made. These include Aboriginal communities continuing to be viewed in a negative, homogenising and pathologising manner and the recurrence of the pervading belief that complex and entrenched structural problems, endemic oppression and poverty can be solved by simple and straightforward solutions. It is contended that events in Australia's Northern Territory have implications for social workers internationally and that these can be seen to challenge the value base of social work and the integrity of the profession.  相似文献

Purpose. The purpose of the study was to describe and analyse how key actors in the social sector in Russian regions identify problems, objectives and social work achievements in connection with vulnerable families and children.

Methods. University personnel conducted 209 interviews using semi-structured questionnaires.

Results. Family problems were reported to be related to poverty, parents’ alcohol abuse, the child's behaviour, the child's lack of social skills, domestic conflicts and problems getting adequate housing. The view of the majority of the respondents was that social orphanhood depends on poverty, alcohol abuse and the family's diminished role in society. Family incomes have improved but services have become more expensive. The social workers mostly put the child, not the family, in focus. Alcohol abuse was considered to be a greater problem in wealthier regions. Analyses between key groups showed that the respondents ranked problems differently, had similar ways of defining important objectives, but had divergent opinions on what social work could achieve concerning, for example, re-establishing the child's contacts with his/her biological parents.

Conclusions. The respondents seem to be highly ambivalent toward alcohol abuse as a social problem and toward biological parents in vulnerable families. Social work in the regions is a profession in the process of formation.  相似文献

Abstract

The Millennium Development Goals (MDGs) are often critiqued as a strategy of social engineering. This analysis would seem to be supported by the case of the Millennium Villages Project (MVP), the world's leading programme for the achievement of the MDGs. At the level of its discursive articulation, the MVP appears as a scientific ‘proof of concept’ for the comprehensive engineering of neoliberal social orders. But its evaluation methodology has been widely criticised for a lack of scientific rigour, and field research that I conducted in the Ruhiira Millennium Village in Uganda in 2013 revealed serious problems of implementation. I argue that the MVP is better understood not as a strategy of social engineering but as the staging of a social fantasy in which the constitutive antagonisms of capitalist development are concealed. In this fantasy space, the MDGs function to fill the gap between the promise of development and the impossibility of capitalism without poverty.  相似文献
