Contemporary research on the modern civil rights movement stresses the importance of a triad pattern of civil rights protest, white violence, and federal intervention. We explore the role of the U.S. Supreme Court in constraining federal intervention in response to white supremacist violence during Reconstruction. We conclude that Supreme Court decisions played an important role in defeating the Reconstruction-era civil rights movement by minimizing the likely benefits to be gained from civil rights advocacy. Future scholarship should further examine the impact of federal court decisions on the political opportunity structure facing social movements.  相似文献

Recent research has complicated popular understandings of the civil rights movement, calling into question its timeline, key players, and biggest victories. Scholars have highlighted the role of community organizing, arguing that capacity-building and leadership development were the movement’s real wins. Yet little research has examined how contemporary organizers view and use this history in their current work. Drawing upon interview and observational data from a qualitative case study, this article explores how one Delta organization, Southern Echo, responds to the movement of the 1950s and 1960s in its organizing today. We argue that Echo organizers and leaders see the civil rights movement as an ongoing struggle, and we show that Echo adopts a critical stance in analyzing past civil rights work; Echo’s structure and strategies are a direct response to this history. Our analysis offers a new, critical perspective to understandings of the civil rights movement.  相似文献

This article examines the challenges and opportunities of implementing the CRPD's rights-based model in China, especially the effects of the diminishing space for civil society on the nascent disability rights movement. A disability rights movement emerged as a direct result of the CRPD’s adoption in 2008. Two recent restrictive civil society legislations, however, undermined this process. While the diminishing space of civil society has posed great challenges to the movement by marginalizing the rights advocacy approach, it has created an opportunity for service-oriented disability associations to thrive. While service-oriented associations are often ignored by disability studies scholarship and the disability rights movement, I argue that, through these organizations, persons with disabilities in China have done critical identity work and substantively increased their level of independence in their daily lives. As a result, a disability rights consciousness continues to be built in China, despite governmental hostility to political advocacy.  相似文献

This article analyzes the political process leading to the recent legalization of abortion in Uruguay, underlying the multiple strategies resorted to by the women’s movement to create a social consensus around women’s rights—and, more generally, around sexual and reproductive rights—as belonging to the realm of human rights. It seeks to identify the main reasons accounting for the movement’s success, which appear to be connected to the breadth of its repertoire of actions, progressively expanded to include various (and sometimes innovative) strategies operating in both the realm of civil society and public opinion and the sphere of political institutions and political representation. Focusing on the dyad speech action, the article examines the movement’s broadened repertoire of actions as well as its discourse setting human rights as a horizon of legitimacy in the context of a cultural war against a countermovement organized in defense of the status quo. Last but not least, it analyzes the issues pertaining to political representation brought to the forefront by the clashes, discrepancies, and disconnections between social movement and political institutions.  相似文献

The Northern Irish civil rights movement, like other minority or subaltern struggles, has been interpreted in terms of the national minority’s struggle for state recognition. Such frameworks emphasise the importance of identity in political conflict and tend to assume the state as guarantor of the recognition of identity. The difficulty here is that political possibilities that exceed the terms of identity and the state are obscured. Moreover, the interpretation of the Northern Irish conflict in these terms forms part of the consociational approach to conflict resolution which operates as normative underpinning to the post-conflict state. This article provides an alternative interpretation of the political significance of the civil rights movement. Rather than assuming the analytical usefulness and political significance of identity, I seek to trace the tension between identity and disidentification within the movement, drawing attention to the ways in which activists were aware of, and sought to respond to, the dangers of identity politics.  相似文献

Abstract

This paper discusses the link between international migration and democratisation from an actor-oriented perspective on the basis of the mobilising efforts by key civil society actors engaged in the promotion of the rights of migrant workers through developing strategies towards movement building and by capitalising on political opportunities that have appeared on the global level. Being pitched at the global level and at organising patterns via the network form, the analytical framework developed takes as its starting point global justice perspectives and then builds upon insights from social movement and constructivist International Relations scholarship. It is argued that what is emerging are (1) movement practices in migrant rights networks which are putting forward increasingly coherent claims that transcend the conventional thinking about global governance and human rights (rights-assuming advocacy); and (2) that such practices are effectively transgressing interstate political arenas (participatory, rights-producing politics). It is on the basis of the cooperation between the 2 main protagonists, trade unions and migrant rights associations, that strategic positioning of migrant rights issues within the global policy debate is taking place, with the aim of promoting a rights-based approach (RBA) to migration and its governance. The combination of rights-producing politics and rights-assuming advocacy is expressed in the RBA to migration which involves the reframing of migrants rights as well as attempts to democratise migration governance in participatory terms.  相似文献

Disability is an identity, a culture/community/cause/power struggle; a rights movement demanding civil, ethical, political and social positions at tables of power, equality and social justice. This perspective forms the core of changes in the past 50 years in legal, social and political arenas that have taken place and is essential to understanding the growth, depth and nature of Disability Studies as a separate and legitimate field of inquiry. This study focuses primarily on studying the evolving literature in the core aspects of Disability Studies, using citation and text analyses to study trends in publishing patterns and the field’s impact on the wider academic enterprise. Lack of thorough indexing to key journals made traditional citation analysis impossible, leading to the use of dissertations as a means to tease out useful information on the state of Disability Studies today. The most significant finding of the study is the lack of adequate indexing of key journals in standard scholarly databases, which can only limit the potential development of both the field and its impact/influence on related disciplines and professions. The study also found the significant role that dissertations can play in tracking new research directions.  相似文献

This article considers the relationship of civil society to the domain of the political from the actors’ perspectives. It explores the attempt by a citizens’ movement (CMDP) in Nepal to construct new political realities in the context of the autocratic regime of king Gyanendra and then during the democratic transition. This was, paradoxically, to be achieved through the construction of an apolitical space. Theoretically, this production of apoliticality by civil society actors shows that civil society is not only implicated in the expansion of what is understood as ‘political’ but also in setting its boundaries. The broader aims of the article are to contribute to the ethnography of civil society and to add to current understandings of the relationship of actually existing civil societies to the political domain. Practically, it argues that debates over whether civil society is or is not political in the Nepal case and normative positions within development circles that it should not be political are misconceived since civil society is a site for the production of both politicality and apoliticality.  相似文献

This article analyses the influence of national context on civil society strength based on four key dimensions: level of democracy, political stability, rule of law and economic development. Whereas existing studies mainly focus on Western and post-communist countries, we explicitly include developing countries in our analysis. We use associational membership as proxy for civil society strength and include data of 53 countries. Rule of law, economic development and (to a lesser extent) political stability emerge from our multilevel regression models as the main factors affecting civil society membership. Unlike previous studies, we show that these relations are quadratic instead of linear. This means that where existing theories predict a drop in memberships in developing countries, we find a rise. In other words, harsh conditions actually strengthen civil society in terms of membership levels. We argue that this could be the case because reasons for CSO membership are essentially different in the developed and in the developing world. Contrary to theoretical assumptions, democratic rights do not appear critically important for civil society membership.  相似文献

The EZLN (Zapatista Army of National Liberation) uprising in Chiapas, Mexico, in 1994 took advantage of many political opportunities in an economic and politically liberalizing state. Most significantly, the negotiation and passage of the North American Free Trade Agreement (NAFTA) generated issues over which to mobilize and created political openings in the system to support mobilization. While NAFTA highlighted the dark side of globalization with its negative effects on living conditions in southern Mexico, it also ushered in political reforms that protected human rights and brought great international attention to Mexico. Many nations were watching to see whether Mexico had reached economic and political maturity. Taken together, these political opportunities provided the context for the EZLN to mobilize as a political movement.  相似文献

This article provides directions for advancing the conceptualization of the relationship between social movements and institutionalization, based on a case study of the Swedish environmental movement strategies. We argue that the concepts of (de)responsibilization and (de)politicization provide tools for an improved analysis of the dynamics of how social movements interact both with established political institutions and corporations in a new context. The introduction of new regulatory frameworks in environmental politics has shaped interaction between social movements and the state in new ways, involving neoliberal responsibilization, meaning active involvement by civil society and business in political responsibilities previously associated with state agencies – a development involving an increasing emphasis on market mechanisms. We argue that this has involved a de-politicization of environmental issues in the sense that it engages political actors in a moral discourse and a technocratic practice that suppresses the (potential) articulation of social conflict through consensus building. However, we also show how movement actors resist the discourse that encourages them to take on certain responsibilities, thus engaging in a politics of responsibility. Empirically, we demonstrate how the changing strategies of the Swedish environmental movement in the 2000s need to be understood in relation to the following processes, indicating that the Swedish case has a general relevance for an understanding of the contemporary environmental movement globally: (1) the transformation of the Swedish model of welfare capitalism under the influence of neoliberal discourse; (2) international environmental policy developments, most importantly the emergence of climate change as a dominant issue globally.  相似文献

The question of the social dimension of European integration has so far remained unsettled. While on the European level, the civil and political dimension of citizenship has been strengthened, the evolution of economic and social rights are unclear, contradictory—and still under-investigated. Our contribution applies citizenship as a central category of modernization theory to inquire into European integration. In particular, our focus is set on the analysis of Economic Citizenship as a specific category of civil rights in the case of Germany. We discuss these dynamics by drawing on the example of three policy fields which illustrate various levels of Economic Citizenship. In this article we are pursuing two goals: Firstly, we revise Marshall's modernization theory against the background of European integration. Secondly, we draw attention to the concept of Industrial Citizenship, which has so far been neglected as a source of further development. We argue that in the process of European integration, industrial rights develop through a double movement, meaning an individual extension of market-based rights complemented through national de-collectivization and—connected to this—a re-stratification of market correcting rights.  相似文献

Abstract  This article critiques the contradictory claims of Robert Putnam and Aldon Morris in relation to the American civil rights movement. Putnam identifies the South as the American region most lacking in social capital, and argues more generally that the 1960s marked a watershed beyond which social capital in the United States declined in all regions. Morris identifies the indigenous resources of southern African American communities as fundamental to the civil rights movement's emergence in the late 1950s and sees the social networks and cultural assets of the African American church in particular as central to the movement. The article disputes Putnam's negative judgment of the South by highlighting the role played by various types of social capital in the movement's launch. It also challenges Morris's over-emphasis on the ability of charismatic, black church leadership to deliver mass support and re-affirms the role played by female lay figures, such as beauticians.  相似文献

The Spanish Speaking Unity Council (Unity Council) is a community development nonprofit organization that was established in 1964, during the civil rights movement, by a group of community members who wanted to ensure the political representation of the Latino community. Over its 45-year history, the Unity Council has grown into a $12 million community development organization that delivers a range of programming, including social services and employment training as well as facilitating the development and support of local businesses, low-income housing, and neighborhood improvement activities. The history of the agency presents the multiple challenges and rewards associated with development in an underserved community and an example of the important role that leadership plays in the growth of a nonprofit.  相似文献

For decades Latin America has been and continues to be a vibrant source of activism as democracies emerge, civil societies strengthen, and movements turn an outward eye towards international forces. Social movements, organizations, and activists in Latin America mobilize around a diverse set of issues from neoliberalism to women’s rights and more. Yet, all groups must successfully navigate ever‐shifting domestic and transnational political opportunities and threats. This review first defines the political opportunity approach and discusses debates surrounding its utility and applicability at different phases of social movement activity, as well as growing debates about the importance of domestic versus transnational opportunities and threats for predicting movement mobilization, protests, and outcomes. Next the article discusses changing domestic and transnational political opportunities and threats throughout Latin America. It then turns to empirical application of the political opportunity model to various social movements, organizations, and activist groups working in Central and South America. This paper concludes with a brief revisit of the debate and points to future lines of inquiry. Additionally, it provides an interactive Google Map, which locates the prominent actors involved in Latin American activism, the international institutions that influence them, and Internet links for more information.  相似文献

The term "undone science" refers to absences of scientific research that social movement and other civil society organizations find when attempting to make epistemic claims in the political field. The existing literature has identified various pathways for addressing the knowledge needs of civil society organizations, including asking elected and appointed political leaders to shift funding priorities and directly seeking support and partnerships with scientists. Here, a third pathway is identified and explored: civil society organizations that have the resources to fund their own research. A sample of such "civil society research" from large, mainstream, U.S. environmental organizations demonstrates that although the large organizations do engage in such research, most of it is not published in peer-reviewed journals. The peer-reviewed research is found almost exclusively in large preservation and conservation organizations that have staffs of scientists. Most of the other research reports are oriented toward documenting environmental problems and providing policy and management solutions. The research is highly applied and does not represent fundamental contributions to large mainstream scientific fields. Comparisons with civil society research in the author's previous research projects on religion, health, and economic development are discussed to assess applicability of the concept for other sociological subfields.  相似文献

“1·25革命”后,埃及的政治转型一度为中东政治发展带来一丝曙光,但之后更剧烈的社会动荡又为民主转型带来了巨大的不确定性。事实上,在西方民主转型理论的诱导下,埃及的民主化走向误区具有必然性,西方民主转型理论注重即时性的结果,片面地将民主制度的建立及公民政治权利尤其是选举权的实现视作民主转型的终点,而忽视了民主的深刻内涵。民主某种程度上就是各种公民权利,包括基础权利、政治权利及社会权利,依次实现的漫长过程。三种权利互相支撑,构成三位一体的民主。穆巴拉克时代的民主转型缺乏基础权利和社会权利的支撑,最终导致民主的空心化。革命后的埃及尽管在民主制度建设上取得实质性进展,但公民权利的匮乏对民主的成熟构成严重制约,从选举到善治,埃及的民主转型任重而道远。  相似文献

Since the end of the Cold War, the quest to spread democracy has become the rallying call of many Western donor agencies. Reflecting this new agenda, new program priorities prevailed that placed greater emphasis on civil society development, civic engagement and gender empowerment. Contrary to expectations, however, many of these programs have often adversely affected existing social movements. Most scholars attempting to explain these unintended outcomes have focused on the impact of NGO professionalization. Examining the Palestinian women's movement, this article addresses the inadequacy of this explanation and focuses on the political dimension of this discussion by illustrating how Western donors' lack of understanding of the Palestinian women's movement and its “embeddedness” in the broader political context served to weaken and undermine this movement. The influx of Western donor assistance in the post-Madrid, post-Oslo era, along with the greater emphasis on Western promoted gender empowerment, undermined the cohesiveness of the women's movement by exacerbating existing political polarization (that went beyond Islamist and secular divisions) and disempowering many grassroots activists. Effectively, many of these activists were transformed from active political participants involved in their organizations to the recipients of skills and services in need of awareness raising. Findings in this article also speak to current regional developments, especially in light of the current Arab uprisings and the promise of greater Western involvement to empower women in the region.  相似文献

This research uses the development of the disability rights movement in Taiwan as a case study to analyze the impact of state transformation, in particular marketization of social welfare policy, on the disability rights movement. First, the institutionalization of the disability rights movement enabled it to expand its organizational structure and become involved in shaping policy. Secondly, when disability rights organizations started to undertake state-funded projects, their focus shifted from advocacy to service provision. Thirdly, competition for limited state-funding gave the organizations led by urban-middle class advocates a significant advantage over small, community-based NPOs and gathered significantly greater resources. Finally, this paper suggests that, in a context in which the state did not provide basic social services for its citizens with disabilities, the institutionalization of SMOs turned advocacy groups into service providers. Although the number of disability civic organizations increased, the voices of advocacy groups were weakened.  相似文献

How relevant is the anti‐globalization movement to the ideas and activities of social movements seeking to achieve economic justice and greater democratic accountability in southern Africa? Case study research in four southern African countries (Zimbabwe, Zambia, Malawi and Swaziland) indicates that, while aspects of the anti‐globalization approach resonate with civil society and social movement actors (for example, an emphasis on mass participation and the internationalization of campaigning), the global social justice movement frequently displays the characteristics of globalization. These include: unaccountable decision‐making; profound (yet largely unacknowledged) inequality of access to resources; and an imposed and uniform organizational form that fails to consider local conditions. The World Social Forum (WSF) held in Nairobi in January 2007 provided many southern African social movement actors with their first opportunity to participate in the global manifestation of the anti‐globalization movement. The authors interviewed social movement activists across southern Africa before and during the Nairobi WSF about their experiences of the anti‐globalization movement and the Social Forum. An assessment of the effectiveness of this participation leads to the conclusion that the WSF is severely limited in its capacity to provide an effective forum for these actors to express their grievances and aspirations. However, hosting national social forums, their precise form adapted to reflect widely varied conditions in southern African states that are affected by globalization in diverse ways, appears to provide an important new form of mobilization that draws on particular elements of anti‐globalization praxis.  相似文献
