Surviving the aftermaths of the Asian Financial Crisis and SARS in 2003, Hong Kong’s economy has re-gained its momentum and its economic growth has been quite remarkable too in recent few years. Nevertheless, as reflected by the Social Development Index (SDI), economic growth in Hong Kong does not seem to have benefited the people of the city at large as we see social qualities such as cohesion, security, equity, and empowerment are gradually eroded. This paper aims to summarize the current state of social development in Hong Kong based on the SDI-2008 and identify the major social, political and economic challenges that are confronted by Hong Kong. Based on the findings, a range of policy options proposed for promoting a more balanced approach to social and economic development are discussed. The article illustrates the utility of social indicators research such as the SDI in assessing quality of life and assisting related social planning initiatives in Asian communities such as Hong Kong.  相似文献

ABSTRACT

Informed by the framing of queer Asia as disjunctive modernities, this article argues for the analytic relevance of class to Hong Kong queer culture amid proliferating sexual progress. Based on ethnographic research concerning a support group for middle-aged, working-class gay men in a non-governmental organization (NGO), the findings demonstrate how their understanding and experiences of class were displaced into the culturally specific discourses of aging and generational difference. By examining the ideological work underlying three sets of local discourses (namely, generational experiences, urban redevelopment, and industrial transformation), the analysis reveals a temporal logic of class relation that governed the informants’ class displacements and, in turn, safeguarded the reproduction of inequalities in their lives. This article concludes by highlighting the interferential potential of class for understanding the queer cultural and subjective formations in other East Asian societies that went through similar processes of postwar economic development and class formation.  相似文献

Feeling close to fellow citizens in the city is a feature of social cohesion that is worth investigation among East Asian societies for exploring societal conditions for the closeness. Because of the variation of such conditions among the societies, differentials in the closeness among the societies are possible. As the variation of societal conditions can translate into differences in personal characteristics and experiences, such differences are likely to explain differentials in the closeness. This likelihood is a focus for the present study, which surveyed 4,087 adult citizens in Hong Kong (n = 681), South Korea (n = 1,006), Taiwan (n = 1,200), and Thailand (n = 1,200). Results revealed significant differentials in the closeness among the societies, showing that it was highest in Thailand and lowest in Taiwan. Furthermore, these differentials were largely due to differences in personal and characteristics among citizens in the four societies. Among the significant predictors of the closeness, work-family conflict and the costliness of medical expense are two experiences. The two experiences, as well as other predictors, champion a conflict or social force explanation for citizens’ closeness. Accordingly, conflict or social force that is incapacitating would estrange the incapacitated individual from others. The results and explanation imply that relieving work and family conflicts is relevant to lifting citizens’ closeness. In conclusion, the East Asian societies manifested differentials in citizens’ social cohesion, and the differentials are explicable by differentials in resources and conflicts among the societies.  相似文献

Childbearing behavior in East Asian countries has changed rapidly during the past half century from an average of five to seven children per family, to replacement-level fertility, and subsequently to unprecedentedly low levels, the lowest in the world. This article analyzes fertility trends in Hong Kong, Japan, singapore, south Korea, and Taiwan using cohort fertility data and methods, then examines social and economic causes of the childbearing trends, and surveys policies pursued to reverse the fertility trends. Postponement of childbearing started in the 1970s with continuously fewer delayed births being "recuperated," which resulted in ultra-low fertility. A rapid expansion of education and employment among women in a patriarchal environment has generated a stark dilemma for women who would like to combine childbearing with a career. Policy responses have been slow, with a more serious attempt to address issues in recent years. Thus far public and private institutions are not devoting sufficient attention to generating broad social change supportive of parenting.  相似文献

The fertility rate in Hong Kong has been very low for decades. Because work–family conflict is one of the major barriers for married couples in actualizing their fertility ideals, domestic outsourcing that relieves women from the burden of domestic labor may help reduce the gap between ideal and actual fertility. Hiring live-in domestic helpers, who co-reside with the hiring families and work on a full-time basis, is gaining popularity in Hong Kong. However, past studies neither inside nor outside of East Asia have examined how employing live-in helpers affects fertility. This study investigates the relationship between live-in helpers and fertility by analyzing retrospective event-history data we collected from a representative survey of married couples in Hong Kong (n?=?1697). Our results show that married couples employing live-in helpers tend to have more children than couples not employing live-in helpers. Specifically, the practice is associated with higher odds of first childbirth and of second childbirth, with no evidence of a positive effect beyond bearing a second child. The findings have implications for other East Asian societies, which share similar backgrounds of ultra-low fertility rates, rising female labor force participation rates, rigid gender inequalities in domestic labor, and demanding work cultures.

Stakeholder involvement is an essential component in the development ofeffective measures of national and local development. The significance ofthis aspect of social indicator model-building in the construction ofnational/local assessment tools is illustrated through the creation ofa Social Development Index (SDI-2000) for Hong Kong SAR (SpecialAdministrative Unit of the People's Republic of China). In all, theprocess leading to the SDI-2000 required two years to complete and theinvolvement of more than 100 political, administrative, academic andcommunity leaders representing all aspects of collective social lifein the SAR. Consisting of 47 indicators distributed across 14 sectorsof social development, the SDI-2000 revealed patterns of developmentthat both affirmed the validity of certain aspects of Hong Kong's currentdevelopment priorities – mostly those associated with its economic,educational and scientific priorities – and, via another set of relatedindicators, identified areas of considerable social instability forwhich new development initiatives are needed – especially in reducinggrowing social inequalities within and between population groups thatlargely have been left out of the SAR's recent economic prosperity –i.e., low-income households, children and youth, and the elderly.The article also identifies ways in which future versions of the SDIcan be strengthened – including through the addition of subindexes thatmeasure the SAR's changes over time in relation to Rule of Law,Subjective Quality of Life, and the impact of the Social Servicein reducing social inequality. ABSTRACT

The notion of sexual citizenship has been developed over the past two decades, and its discussion has been expanded to other regions. This article investigates the claiming of rights by non-heterosexuals in Hong Kong to achieve two objectives: to articulate the importance of the rights claiming process, particularly regarding how non-heterosexuals are being transformed to become claimants through rights claims, and to extend the notion of sexual citizenship in East Asia, particularly in the Hong Kong context. The findings show four distinctive characteristics of sexual citizenship in Hong Kong. Non-heterosexuals are found to have faced different struggles and barriers before or during the process of claiming rights, including restricted welfare rights access in various social institutions. Furthermore, the development of sexual citizenship in the Hong Kong local context is found to be limited.  相似文献

Hong Kong SAR has among both the lowest fertility rates and highest life expectancy in the world. Under the current calculation of the Old Age Dependency Ratio (OADR), Hong Kong is, understandably, ageing extremely rapidly. This is a cause of significant concern among policy makers. However, OADR assumes that the entire population aged above 65 is both ‘old’ and ‘dependent’, neither of which is clearly defined, and that all aged below 65 are active in the labour force. Furthermore, because the rate is fundamentally based upon a European/North American model of pension and retirement it is arguably less appropriate to areas of the world where retirement ages are more fluid and pension systems less developed. We apply and extend a method for Hong Kong, designed by Sanderson and Scherbov, to ‘remeasure ageing’ by taking remaining life expectancy as the constant, rather than years lived by using projected life tables and 1 × 1 population projections. In doing so, we show that Sanderson and Scherbov’s new ‘prospective’ measurements of ageing more accurately reflect the increased longevity and vitality of Hong Kong’s population. Rather than passively accepting fate as a ‘rapidly ageing’ population, East Asian economies can be active in rethinking society’s relationship to work and other activities across the life-cycle. By adapting existing measurements to take into account the different welfare regimes in East Asia, we can radically alter the timeframe in which population ageing becomes ‘critical’. This allows more time to develop a more holistic life-course view of the relationship between work, longevity and fertility and to actively tackle ageing in an optimistic way.  相似文献

This paper examines the reasons for the relatively low democratic support (DS) in Hong Kong in the context of competing values and choices based on the previous Asian Barometer Surveys. In so doing, it establishes a three-factor theoretical model that includes survey attitudinal statements related to authoritarianism (AU), nationalism (NA) and economic evaluations (EC) on DS. Using confirmatory factor analysis (CFA), the analysis shows that the hypothesized model is a very good fit. The Hong Kong people’s relatively low DS, in terms of their unconditional support for democracy and the degree of democracy they want for Hong Kong, can be well explained by the three factors in combination. The factors have various extent of impact on DS, with AU being the strongest, followed by EC, and then NA. The paper contributes by illustrating the usefulness of CFA in political values research, unraveling the comparative importance of the values and choices in affecting DS, and establishing a model for further testing.  相似文献

As the age at marriage continues to rise in East and Southeast Asia, the fertility behavior of unmarried teenagers is receiving more attention from population policymakers. In addition to fertility reduction through family planning, Asian societies today consider population planning strategies in relation to national needs and social goals, including such matters as the population's growth rate, age structure, educational quality and skills. The number of single youth in Asia is growing much more rapidly than the total youth population. By the year 2010, for example, India is projected to have nearly 70 million single teenagers, aged 15-19, 188% more than in 1980. In many developing countries today, such as the Philippines and Korea, the rising age at marriage has combined with rapid urbanization, improved status for women, and more educational opportunity to alter both the behavioral norms of young people and the traditional means of social control over youth. Studies of contemporary adolescent sexuality have been conducted in 4 Asian countries. In the Philippines an overt independent youth homosexual culture was found to exist in urban and to some extent rural areas. In Thailand research revealed little conservative resistance to family planning or to contraceptives for young unmarried people. Surveys in Taiwan indicate that behavior related to dating and choice of spouse has become more liberal, and a survey in Hong Kong revealed a higher level of premarital sex and use of prostitutes among Chinese men than expected. Population policy perspectives that need to be considered in these changing times include: 1) issues of access to family planning services by unmarried people below the legal age of maturity; 2) the development of social institutions, such as exist in Thailand and the Philippines, to guide adolescents' behavior; 3) more extensive study of adolescent sexuality; 4) establishment of the scope of family policy.  相似文献

The world is much impressed by the rapid economic development of four Asian Tigers – Hong Kong, Singapore, South Korea and Taiwan. However, it has often been taken for granted by many people that their social development is equally satisfactory. In order to investigate whether this belief is true or not, this paper looks at the levels of social development these countries have attained. Various measures of their quality of life will be assessed. Specifically, poverty, income distribution and environmental degradation are discussed. Despite their economic success, this study has found that most tigers are plagued by problems of poverty, increasing income disparities and environmental degradation. Further, social expenditures of these countries have been too limited to eliminate or impact on these problems.  相似文献

Since July 1997, Hong Kong has become a Special Administrative Region (SAR) under the sovereignty of China. This paper compares the social well-being of Hong Kong residents before and after the change of sovereignty by analyzing six sets of survey data collected between 1990 and 2001. These are six biennial territory wide Social Indicator Surveys conducted to collect subjective assessments of well-being of Hong Kong residents. Analysis of the survey data which are typically categorized subjective evaluations has to deal with the commonly encountered problems of ‘direct quantification’ (Schuessler and Fisher, 1985) and ‘incomplete data’ (Little R.J.A. and Rubin D.B., 2002, Statistical Analysis with Missing data (Wiley-Interscience, New Jersy). The problems are handled by applying ‘optimal scaling’ and ‘hot-deck imputation’ as recommended by Shen S.M. and Lai Y.L. (2001, Social Indicators Research 55, pp. 121-166). Different life domain measures as well as compound measures in the form of indices are studied. The data analysis indicates that the residents of Hong Kong were most satisfied in 1997 and least satisfied in 1995. It reveals that the sovereignty change had major impact on many life domains of the people of Hong Kong and the effect was compounded by the economic situation of the territory.  相似文献

Hong Kong includes Hong Kong Island, Kowloon, New Territory, and more than 230 islands. During World War ii, the population of Hong Kong decreased sharply, and the total number decreased to less than 600,000. Since the war ended in 1945, the population of Hong Kong has been increasing rapidly at an annual rate of 20%. By the end of 1981, its total population had increased to 5.2 million, including 1.25 million newly arrived immigrants. The average age is 24.8. People above the age 65 constitute only 6% of the total population. This shows that there is a sufficient supply of labor for local economic development. Because of continued economic growth, there has been a constant demand for more labor. Low wages provide an excellent condition for high-speed industrial development. An improved quality of professional workers and management personnel also contributes much to Hong Kong's industrial modernization. Because of high employment among the labor population, the general population earns income and spends a great deal, and this has created a rather active economy. General population growth trends include: 1) continued population growth will bring the total population to 6.3 million by the end of 1981, and the housing problem will become more serious; 2) a stable decline in the natural population growth rate will gradually change the population pattern to a low birth, low death, and low natural growth situation; and 3) improvements in science and technology, health care, and living conditions will reduce the death rate, and the average age will lengthen, and with the increase in old people, the demand for social welfare will also increase; and 4) there will be a shortage in experienced labor (professional technicians and high management personnel) in the 1980s. Facing the new situation, Hong Kong's economic structure needs reform, moving from a labor intensive enterprise to a capital-technological intensive enterprise. The market will be expanded and Hong Kong will earn more profit in China's mode rnization process.  相似文献

The recent article by Wat and Hodge appears to make incorrect inferences about the relation of certain social and economic indicators (infant mortality, employment opportunities for women, and education) to Hong Kong's fertility decline, based on a multiple regression of these variables to the crude birth rate of Hong Kong for 1951–1967. Such modernization measures probably have at least a long-run causal relation to fertility decline. It is also possible that the family planning programme ofHong Kong may have added little to the effects, as the authors suggest. However, I do not believe that their multiple regression analysis establishes these conclusions.  相似文献

随着福利比较研究的逐步深入,东亚福利体制受到了诸多学者的支持。但另一部分学者对东亚福利体制究竟是否真实存在提出质疑。他们主要从体制差异、文化独立和体制分裂三个方面提出了对东亚福利体制内在统一性的挑战。本文在对中国大陆、日本、韩国、新加坡、中国台湾和中国香港六个东亚国家和地区进行分析后认为,认为东亚福利体制没有明显受到经济政治体制的影响,具有自己独立的福利文化,只存在内在的差异而非整体的分裂。研究进一步证明了东亚福利体制的内在统一性,并回答了东亚福利体制是否真实存在的问题。  相似文献

This paper reconstructs a concept of harmony in two Chinese societies: Hong Kong and China, by utilizing the measures and empirical data of harmony surveys. The data collected in harmony surveys reveal people’s perceptions of social harmony in the two places. Meta-analysis of the harmony data and the related measures yields the concepts of social harmony in the two places. A reconstructed concept is formed by integrating the extracted ones. A comparison is done between this concept and the notions of wellbeing or happiness of these two societies to identify similarities and differences. It is argued that though semantically not identical, the two concepts share enough overlaps to warrant the view that a suitably developed measure of social harmony, no less than that of happiness, could be used as a comparatively useful measure of the well-being of Chinese societies. This paper may provide a useful conceptual basis for developing such an alternative measure.  相似文献

Sustainable development is a priority area of research in many countries and regions nowadays. This paper illustrates how a multi-stakeholders engagement process can be applied to identify and prioritize the local community’s concerns and issues regarding sustainable development in Hong Kong. Ten priority areas covering a wide range of community’s concerns in relation to the economic growth, societal development and environmental protection have been identified. An index is then constructed based on these priority areas to track the public’s views on the progress of Hong Kong towards a more sustainable city.  相似文献
